THE WORLD BANK FORUM – MOVING FORWARD WITH E-PROCUREMENT
Achievements of the e-procurement system in 2015-2016
15
Bank security registry has been established
We created a register of complaints, scheduled and random inspections, adopted decisions and issued orders linked to the above
We migrated all procurement schedules and plans and procurementnotices to a structured machine-readable format
We developed the process of public consultations in case of procurementsof 1 bn rubles or more
We implemented automatic supervision features to verify whether thecontract authorities comply with some key requirements of the legislationon the contract system (e.g., blocking controls prohibiting a contractauthority to publish a contract notice if not in the procurement plan andschedule; automatic verifications of whether contract authorities complywith the procurement deadlines, whether their scope of procurement hasbeen calculated correctly, and whether their contracts are implementedduly, etc.)
We established and now maintain the e-library of standardized contracttemplates
THE WORLD BANK FORUM – MOVING FORWARD WITH E-PROCUREMENT
