THE REGULAR MEETING OF THE BOARD OF TRUSTEES OF THE FAIRPORT PUBLIC LIBRARY WAS HELD ON TUESDAY, JUNE 13, 2017 at 7:00 pm. REVIEW OF AGENDA There were no changes to the agenda. PREVIOUS MINUTES A motion was made by Liz King and seconded by Suzanne Stockman to approve the minutes from the May 2017 Board meeting. Motion carried unanimously. TREASURER’S REPORT The Treasurer’s Report was not available from the School District. CLAIMS A motion was made by Dave Giambattista and seconded by Suzanne Stockman to approve Claims as follows: Ingram: $ 13,668.67 Utilities: $ 3,589.70 Regular: $ 63,606.65 Total of all Claims: $ 80,865.02 (See attachments.) Motion carried unanimously. DIRECTOR’S REPORT Ms. Gilbert stated that she is incredibly grateful to Jim Donahue for his five years of hard work for the library, through the renovation and the state audit. COMMITTEE REPORTS Budget – Mr. Donahue stated that the committee has not met. The 2017-2018 budget was approved by the community. Personnel – Mr. Giambattista stated that the committee met on June 6, 2017. Two policy revisions will be discussed under New Business. Long Range Plan – Ms. O’Brien stated that the committee met this morning. Thanks to the staff, everything is in place and the committee will work on formatting the information. Fairport Library Council – Ms. O’Brien stated that the committee has not bet, but they have been in contact. Facilities & Services – Mrs. Stockman stated that the committee has not met. Ms. Gilbert and Ms. Macholz did a walkthrough today. PRESIDENT’S COMMENTS Mr. Donahue stated that is has been a pleasure working with this Board. He thanked the Board for their help, and he thanked Mrs. Stockman for her guidance and mentorship and her many years of experience on the Board. He thanked the staff of the library, as well. NEW BUSINESS A motion was made by Liz King and seconded by Belinda O’Brien to change the date of the July board meeting to Tuesday, July 18, 2017. Motion carried unanimously. A motion was made by Dave Giambattista and seconded by Belinda O’Brien to declare items surplus and disposable. (See attachment.) Motion carried unanimously. A motion was made by Belinda O’Brien and seconded by Liz King to approve the following new hires: Sophie Carlston, Hannah Koppman, Braden Kump, Madison Jezioro, Lyvia Markle, Victoria Postler, Angela Santoleri, and Leonard Shapiro. Motion carried unanimously. A motion was made by Dave Giambattista and seconded by Suzanne Stockman to approve the updated Sick Leave Policy and Employment Classification Policy. (See attachments.) Motion carried unanimously.

Resolution: Mrs. Stockman read the following resolution. June 13, 2017 Resolution from the Fairport Public Library Board of Trustees: The Board of Trustees of the Fairport Public Library wish to publicly acknowledge and extend our appreciation to James Donahue for his years of dedicated service as a Trustee to the Fairport Public Library. During his term as Trustee from July 2012 to June 2017, Jim served as both President and Vice-President and chaired the Personnel, Budget, and Facilities and Services Committees. He was the driving force behind the renovation of the Library. He has been an articulate, tireless, and energetic advocate for the library and his expertise, experience and skill with details and negotiations have been evident in all he has done. He has literally spent countless hours in service to the Library and the community. Thank you, again, Jim, for all your service—your contributions will be remembered and you will be missed! 3.02 EMPLOYMENT CLASSIFICATIONS June 2017

Employees of our library are employed on either a full-time or a part-time schedule. Such arrangements may provide a distinct advantage to our operations, as well as being a matter of personal convenience to the individual.

FULL TIME

Employees in this category are regularly scheduled to work at least 30 hours per week and receive benefits. For those working less than 37.5 hours per week, benefits are pro-rated.

PART-TIME

Employees in this category are regularly scheduled to work at least 20 hours per week and less than 30 hours, receive pro-rated benefits. Employees regularly scheduled to work less than 20 hours per week are not eligible for benefits.

FULL-TIME, CUSTODIAL ASSISTANTS

Employees in this category are regularly scheduled to work at least 36 hours per week and receive full benefits.

PAGES AND AIDES

Employees in this category are regularly scheduled to work an unspecified number of hours each week and are eligible for statutory benefits only.

SUBSTITUTES

Employees in this category work on an as needed basis and generally work less than 20 hours per week.

NON-EXEMPT AND EXEMPT CLASSIFICATIONS

In addition to full-time and part-time, each position is classified as either exempt or non-exempt based on the nature of the duties. The Fair Labor Standards Act (FLSA) is a federal law which requires that employees be paid at least the federal minimum wage for all hours worked and that certain employees receive overtime pay at time and one-half the regular rate of pay for all hours worked over 40 hours in a workweek.

The FLSA provides an exemption from overtime pay for employees employed as bona fide executive, administrative, professional, outside sales and certain computer employees. To qualify for exemption, positions must meet certain tests regarding job duties and under most circumstances must be paid on a salary basis at the minimum rate established by law.

4.03 **SICK LEAVE June 2017

Employees who are absent because of illness or injury may be eligible to be paid through our library's sick leave plan. They also may be eligible for disability benefits or Workers' Compensation benefits.

SICK LEAVE ELIGIBILITY

Full time and part time employees (excluding pages and aides) who work 20 or more hours each week begin accruing sick leave immediately upon hire. Sick leave will accrue at the rate of one day per month from the first day of the employment and be cumulative to a maximum of 180 days. The definition of a day is the number of hours generally scheduled to work on an average workday. The timekeeper records the accrual in hours. Eligible employees may use in advance up to three sick leave days at any time during the first six months of employment. Sick leave may be taken in one hour, half day, or full day increments. Pages and Aides are not eligible for sick leave.

For sickness of immediate family members, up to twenty days per year can be used, with a limit of five consecutive days. After the use of twenty days of sick leave, personal leave can be taken for the care of immediate family members. Immediate family members include spouse/domestic partner, children and stepchildren, parents and stepparents, grandparents, grandchildren, sisters, brothers, sons/daughters-in-law, parents-in-law, and stepparents-in-law.

USE OF SICK LEAVE

Sick leave is used in cases of employee injury or illness, or for illness or injury in the immediate family.

SICK LEAVE PAY

Your sick leave pay is based on the number of hours you are normally scheduled to work at your straight time hourly rate.

EMPLOYEE'S RESPONSIBILITY

If you are going to be late or absent from work, you must personally call your supervisor as soon as possible. If your supervisor is not available, you may leave a message with the staff member who answers the phone. If you are absent for three days without personally contacting your supervisor, it may be considered a voluntary resignation and you may be removed from the payroll.

MEDICAL DOCUMENTATION

The Library reserves the right to request a doctor’s statement if you are absent due to injury, illness for three or more consecutive days, or recurring individual absences. Use of sick leave accruals may be dependent on documentation from a doctor. In the case of protracted or serious illness a medical certificate may be required to return to work stating nature of illness and ability of employee to return to work.

SICK PAY AT TERMINATION

Unused sick leave is not paid at termination. During the time between an employee’s notice of resignation and their actual departure, sick leave will be paid only at the discretion of the director. Medical documentation may be required. Employees who retire from the library are paid for earned but unused sick leave.
