1. SEAPORTS

A total of 46,898 outbound passengers and 53,704 inbound passengers were monitored while 333 vessels and 785 motorbancas were inspected in all Coast Guard Districts.

On 31 October 2015, cancellation of trips were reported due to vessel’s mechanical trouble and big waves at Benoni, Mahinog, Camiguin Port to Balingaon, Misamis Oriental Port. This resulted to 70 stranded passengers. They were able to embark on the following day.

2. AIRPORTS

From 30 October to 01 November 2015, a total of 288,508 passengers were monitored in NAIA Terminals. Of this number, 142,960 were domestic flights, while 145,458 were international flights:

The National Disaster Risk

Reduction and Management Council (NDRRMC) conducted Preparedness Measures Meeting for the Annual Commemoration of All Saints’ Day and All Souls Day on 29 October 2015 at the NDRRMC Building, Camp General Emilio Aguinaldo, Quezon City to discuss the Member Agencies’ preparations and contingency plans to ensure public safety, transport security, health emergency, and peace and order.

Furthermore, the NDRRM Operations Center maintains "BLUE ALERT" status

on 29 October 2015 relative to “ALERTO UNDAS 2015” for prompt coordination, monitoring, and reporting, to provide decision-makers, the public, and all concerned stakeholders with valuable information.

V. RESPONSE

Overall, the timely preparations for effective response to the needs of UNDAS 2015 contributed to generally peaceful and orderly observance.

PREPAREDNESS MEASURES

1. Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA)

a. Monitored the weather situation and provided/disseminated weather advisories, updates, and weather outlook from 26 October – 02 November 2015 during the period of UNDAS 2015.

PAGASA REGION X a. Provided weather updates and bulletins to RDRRMC member agencies, local

government units and media.

PAGASA CAR a. Provided weather advisories and updates during the period of UNDAS 2015 in Baguio

City and the rest of the region. 2. Department of Interior and Local Government (DILG)

a. Issued Memorandum Circular No. 2015-124 dated October 26, 2015 for Local Chief Executives (LCEs) which undertook the following actions: • Convened respective Local Peace and Order Councils / Committees (LPOCs): Formulate contingency plan and proper courses of action to anticipate the expected

heavy movement of people from different places, always making sure that adequate transportation and emergency medical services are available

• Caused the mobilization and deployment of Law Enforcers, Barangay Tanods, and Medical Personnel in: Vicinity of public and private cemeteries, memorial parks to ensure peace and order

and public safety Local and National roads to provide assistance and intensify visibility to the

travelling public and motorists and intensify effective traffic management Critical areas within the city or municipality to prevent the entry and exit of lawless

elements and to apprehend individuals violating rules to ensure the safe observance of UNDAS 2015

• Ensured cleanliness and orderliness in cemeteries and other public places before, during, and after UNDAS 2015

• Implemented other necessary measures towards peaceful and meaningful observance of UNDAS 2015

b. DILG Provincial/City Directors and MLGOOs coordinated with the LPOCs and LDRRMCs. c. Mobilized all necessary resources to:

• Ensured that garbage are collected and properly disposed • Conducted clean-up operations in all public places within their jurisdiction, especially in

cemeteries, churches, recreation facilities, public beaches (where applicable), transport terminals, markets, and other places of public gatherings

• Ensured that traffic is well-managed and that the safety and security of the public are always top priority

DILG REGION I a. Disseminated DILG Memorandum Circular No. 2015-124 – Local Government Actions on

the Peaceful and Safe Observance of UNDAS 2015 to All LGUs thru the Provincial Offices on 29 October 2015.

b. Submitted LGU Actions/Preparations on UNDAS to DILG CODIX for information and reference.

c. Monitored situations/incidents at the local level thru DILG Field Officers. d. DILG Regional Office and 4 DILG Provincial Office Operations Center were on

standby/on-call mode. Field Officers coordinated with their respective COPs and Law

Enforcement agencies, LPOCs, and DRRMOs for any untoward incidents in their respective areas of jurisdiction.

DILG REGION IV-A a. Convened Local Peace and Order Councils/Local Disaster Risk Reduction and

c. Directed local authorities to see to it that the cleanliness and orderliness in cemeteries and other public places before, during and after UNDAS 2015 are maintained.

DILG REGION V a. Issued advisory to all LGUs in its AOR, to activate their DRRM OpCen to monitor and

provide safety measure to their constituents and tourists in the area. Likewise, directed barangays to actively support the PNP in ensuring peace and security to avoid any untoward incident.

DILG REGION VI a. Issued memorandum to all Province / City Directors / Cluster Heads re Local Actions to

ensure Peace and Order and Public Safety during the observance of the UNDAS 2015.

DILG REGION X a. Assisted in monitoring LGUs.

DILG REGION XII a. Assisted in the dissemination of weather and warning advisories to all LGUs. b. Issued Memorandum Circular 2015-124 to PDs and CDs. c. Directed Local Chief Executives (LCEs) to convene POC.

DILG CAR a. Issued Memorandum Circular No. 2015 -124 directing the Local Government Units

towards peaceful and meaningful observance of Undas 2015 including maintenance of cleanliness and orderliness in cemeteries.

3. Philippine National Police (PNP)

National Capital Region Police Office (NCRPO) a. Full Alert Status in effect on 31 October

2015, 6:00 AM. b. All Police Districts reviewed and submitted

their Security and Development Plan for the observance of UNDAS 2015.

c. Enhanced protective measures of vital installations and implement counter measures on target vulnerabilities.

d. Ensured active participation of accredited NGOs, radio groups, transportation, and petroleum companies and community-based volunteers as force multipliers in providing traffic management, road safety, vehicle road worthiness, and community watch during the period.

e. Established Police Assistance hubs. f. Coordinated with Local Government and partner Agencies.

g. Coordinated with Local Government and partner Agencies.

PRO II a. Deployed Route

Safety Marshals in strategic areas along the routes to and from cemeteries and other areas of

convergence. b. Established Public Assistance Hubs in all cemeteries for people with disability and the

elderly, as well as in all land, sea and air transport terminals.

c. Police Assistance Centers/Desks were posted at the main entrance of cemeteries and columbarium.

d. In coordination with Barangay Tanods, deployed patrollers in residential areas to secure residences which may be left unsecured by its homeowners.

e. Established Regional Public Safety Batallion (RPSB) and Provincial Public Safety Company (PPSC) checkpoints at strategic points to deny the Communist Party of the Philippines, NPA and National Democratic Front (CNN) from taking advantage of the situation.

f. Orchestrated the active participation of accredited NGOs, radio groups, transportation and petroleum companies and community-based volunteers as force multipliers in providing traffic management, road safety and vehicle roadworthiness and community watch during the period.

g. Distributed crime prevention and safety tip pamphlets to all units for further distribution to all places of convergence.

h. Coordinated with other concerned law enforcement agencies, LGUs and private security providers, conducted police presence operations and security patrols in areas frequented by the general public (e.g., malls, transport facilities and terminals, cemeteries, churches, resorts and other vulnerable areas).

i. Coordinated with security agencies and company guards for assistance to the PNP on the immediate reporting of crime incidents.

j. Coordinated with LGUs, concerned government agencies and radio groups for assistance in addressing traffic congestion in major thoroughfares.

k. Conducted information operations by informing the public on the prohibited items at the cemeteries and columbarium (e.g., intoxicating drinks, firearms, bladed weapons and sound system) and the necessary items (e.g., water, food, umbrella, extra clothing and ID for children).

PRO III a. Conducted intelligence build-up and target hardening measures and provide security

requirements of potential targets, such as economic key points, critical infrastructures, airports and seaports, bus terminals and popular public places.

b. Initiated operational and administrative activities to increase public awareness on crime prevention as well as provide public safety tips to the community.

c. Road Safety Marshals were deployed along strategic thoroughfares to assist motorists. d. Established Police Assistance Hubs in every ingress / egress of all cemeteries, near air,

land and sea transport terminals, to be manned by PNP personnel 24/7.

PRO IV-A a. Heightened Alert Status effective 12:00 NN, 31 October 2015 b. Established Assistance Hubs and route safety marshals from 31 October 31 - 02

November 2015. c. Regional Headquarter (RHQ) supervisors were alerted for deployment to the five (5)

provinces to inspect security personnel of assistance hubs and route safety marshals.

PRO IV-B a. Ensured strict implementation of security coverage

and public safety operations for an orderly and peaceful observance of the traditional All Saints’ and All Souls’ Days in coordination with concerned law enforcement agencies, LGUs, private security providers and other volunteer organizations.

b. Coordinated with other law enforcement agencies, force multipliers and LGUs, the Police Integrated Patrol System (PIPS) and the Three-Tiered Defense System were strictly implemented particularly on intelligence build-up and target hardening of potential targets, such as economic key points, critical infrastructures, airports and seaports, bus terminals,

and popular public places. c. Initiated operational and administrative activities which increased public awareness on

crime prevention as well as provide public safety tips to the community. d. Deployed Route Safety Marshals for motorists in strategic areas along the roads from

and to cemeteries and other areas of convergence, and establish Police Assistance Centers (PACs) for people with disability and the elderly in all cemeteries and in all land, sea, and air transport terminals.

e. Conducted police presence operations and security patrols in areas frequented by the general public, such as malls, transport facilities and terminals (bus station, airports and seaport), cemeteries, churches, resorts and other areas vulnerable to terrorist hostile activities in coordination with other concerned law enforcement agencies, LGUs, and private security providers.

f. Intensified intelligence, counter-intelligence, and police operations to pre-empt/prevent terrorist activities.

g. Coordinated with the LGUs, concerned government agencies, NGOs and radio groups for their assistance in addressing traffic congestion in major thoroughfares.

h. Undertaken active security patrols in residential areas during the occasions to prevent break-ins and “akyat-bahay” incidents.

i. Conducted random mobile checkpoints/chokepoints in accordance with the PNP Operational Procedures.

j. Established Police Assistance Centers (PACs) along major highways, cemeteries, airports, seaports, bus terminals and popular resorts, in coordination with LGUs, concerned government agencies and NGOs/volunteer groups.

k. Maintained a safe exclusion area for all conveyances/vehicles such as cars, trucks, delivery vans, motorcycles, tricycles, etc. away from the cemeteries.

l. Conducted information campaigns in coordination with LGUs for public safety awareness. m. Provided security coverage to powerplant telecommunication relay stations and vital

installations. n. Established Police Assistance Centers (PACs) for people with disability and the elderly in

all cemeteries. o. Coordinated with the Office of Transportation Security (OTS) for the possible

augmentation of K9 units for deployment in airports, vital installations and other places of convergence.

p. Undertook appropriate security measures to airports. q. Coordinated with different civic and amateur radio associations to assist the PNP in the

monitoring and reporting of incidents, traffic situation and motorist assistance, among others.

r. Operational Procedures and other applicable SOPs on the conduct of operations were observed.

s. All tasked units detailed appropriate number of personnel for route safety marshals and in all established Police Assistance Centers (PACs) for the general public and for people with disability and the elderly.

PRO V a. Full Alert Status effective 6:00 AM, 31 October 2015. b. Regional Police Community Relation Division (RPCRD) distributed IEC materials at

Pacific Mall of Legazpi City and Legazpi City Terminal on 29 October 2015. c. Established Police Assistance Desks at cemeteries, terminals and ports. d. Deployed PNP Personnel for police visibility and assistance in all places of convergence.

PRO VI a. Provided public safety services to motorists, commuters and general public by conducting

intensified security patrols and traffic management along national highways. b. Deployed maximum PNP personnel at the provincial / city level stations, particularly

mobile patrol units / elements along main thoroughfares leading to and from sites of religious activities, resorts and places of convergence.

c. Coordinated with church organizers and other agencies concerned to ensure the efficient delivery of public safety services.

d. Provided security assistance to travellers and tourists in various tourists’ spots (e.g. beach resorts).

PRO CARAGA a. Help desk were installed in terminals and cemeteries. b. Checkpoints were also set-up in critical areas. c. Activated PNP Dinagat Islands with standby post in the cemetery.

PRO (BCPO, Police Regional Office Cordillera) a. Baguio City Police Office implemented a traffic re-routing scheme in roads going to the

Baguio City Cemetery and other public cemeteries. b. Deployed PNP personnel to different Police Assistance Desks in the City’s Public

Cemeteries (Loakan, Bakakeng, and Nagullian), tourist destinations and transport terminals. Deployed personnel as well for traffic management especially in highways near Public Cemeteries.

4. Bureau of Fire Protection (BFP)

a. Directed all Regional Directors to submit Operational Plan (OPLAN) or Contingency Plan (CONPLAN), and Deployment of Personnel, Equipment, and List of Assistance Points for All Saint’s Day and All Souls Day.

various cemeteries to ensure their readiness to respond to any kind of emergencies.

• Conduct lectures, seminars/symposia or a two-hour community information drive from 27 October to 02 November 2015 Such materials or lectures may include but are not limited to Candle Safety Tip,

Precautionary Measures before leaving the house, What to do in case of fire, and Fire Code (RA 9514)

Unlike the usual fire truck visibility, the roaming personnel shall announce in public the fire safety measures in the home

c. Intensified Fire Safety Inspection: • Conduct fire safety inspection at all transport stations and terminals (land and air);

Marine public transportation facilities and piers; Mortuary chapels, columbaria, public and private cemeteries; and other places of assembly during the season: Inspections of these facilities shall be in consonance with the provisions of Rule 10 of

the IRR of RA 9514, especially on measures pertaining to required firefighting appliances installed exits ways and means of egress, and lights and signages

firefighting apparatus, ambulance and EMS to visible points of public gathering/assembly on 30 October to 03 November 2015

• Establish motorist assistance points along major roads to provide assistance to motorists before and after All Saints’ Day due to expected influx of travellers

BFP REGION I a. Deployed 81 Fire trucks, 474 Personnel together with fire trucks, 5 Ambulances, and 16

Personnel together with ambulanceto different cemeteries in the region.

BFP REGION II a. Conducted information drive

within their respective AOR on fire safety / prevention.

b. Heightened alert (Code Blue) status to respond immediately to emergencies and eventualities. On 30 October 2015, it was raised to full alert (Code Red) to maximize the deployment of personnel.

c. Directed lower units to establish a Motorist Assistance Center and to ensure firetruck/ambulance visibility in strategic areas within their areas.

d. Established Motorists’ Assistance Center with 24/7 coordination with PNP, LGUs and other agencies involved in the program ensuring public safety during the observance period.

e. Ensured operational readiness of all responding units thru continuous monitoring. f. Activated social media accounts of all units for monitoring and reporting. g. Directed lower units to implement their respective operations/contingency plans. h. Formed monitoring team from the Regional Office to conduct surprise and random

inspections to all assistance center and fire stations to ensure their operational readiness.

BFP REGION III a. Conducted / rendered support and assistance to all motorists and individuals that will

traverse along major thoroughfares in the region in case of unforeseen accidents that may occur during the occasion.

b. Conducted fire truck visibility and roving activity within the observance. c. Established Command Posts in strategic areas, except for Olongapo City that have

composite command post, but maintain linkage with the LDRRMCs concerned. d. All duty personnel in BFP Aurora, Bataan, Pampanga, Tarlac, and Zambales were on

standby and ready to respond in case of any untoward incidents. e. BFP Bulacan:

• Local FT of Calumpit FS with duty personnel proceeded to Meysulao E/S at Meysulao for flushing operation.

• Local FT of Calumpit FS with Duty Personnel & other volunteers proceeded to Meysulao E/S at Brgy. Meysulao, Sta. Lucia E/S at Brgy. Sta. Lucia, San Jose E/S at Brgy. San Jose & Public Market at Brgy. Corazon for flushing operations.

• Motorist Assistance Command Post was in place to ensure immediate response in case of fire incident, road accidents and other emergencies

f. BFP Nueva Ecija • Talavera FS conducted flushing at Poblacion Sur. • San Antonio FT out for flushing. • Cabanatuan conducted flushing at College of the Immaculate Concepcion. • Guimba FS conducted flushing. • Jaen FS conducted flushing at Dampulan. • The province commenced the implementation of CONPLAN RE: OPLAN KALULUWA

Stations and officers in urban areas with media coverage, guesting and interviews were advised to be coordinated to further intensify the information dissemination; and to conduct fire safety inspection at all transport stations and terminals (land/air), marine public transportation facilities and piers, mortuary chapels, columbaria, public and private cemeteries, and other places of assembly during the season.

e. Inspections of facilities were consonance with the provisions of Rule10 of the IRR of RA9514, especially on measures pertaining to required firefighting appliances installed exit ways and means of egress and lights and signages, and must be completed as much as possible before the celebration of All Saints and All Souls Days to ensure that the communities are safe as they gather to those facilities.

f. During All Saints and All Souls Days, every station was expected to deploy personnel and f i re fighting appara tus , ambulance, and EMS to visible points of public/assembly on 30 October – 03 November 2015.

cemeteries. • Bago City FS conducted firetruck visibility and rounds of inspection, and provided fire

safety leaflets/reminders and assisted the public visiting the cemetery.

BFP Capiz • BFP Ivisan FS conducted rounds of inspection and provided fire safety leaflets in

public and private cemeteries to boost public awareness. • Cuartero BFP personnel conducted information dissemination through the distribution

of leaflets containing candle safety.

personnel in all terminals in accordance with the Aircraft Movement Table. c. Deployed Covert and Intelligence Operatives in all terminals for safety and security.

Mactan Cebu International Airport Authority (MCIAA) a. Activated Help Desks and Public Assistance Counters. b. Posted Streamers/Banners and Signages. c. Provided additional information provided through electronic “running” messages. d. GMCAC ensured sanitation and passenger comfort at the terminal. e. 24/7 manning of security service, help desk, etc. f. Buses/coasters were on standby to serve the public in the event that there will be

shortage of airport taxi service and airport car rental service.

Cebu Ports Authority (CPA) a. Coordinated with other agencies in the implementation of OPLAN UNDAS 2015 in port. b. Conducted thorough inspection of cargoes and passengers before entry to any port

facility. c. Activated Passenger Help Desks. d. Conducted Foot/Mobile Patrols for safety and security.

Maritime Industry Authority (MARINA) a. Monitored all domestic passenger ships prior to

scheduled departures. b. Complaint of riding public relative to transportation

were acted upon immediately in coordination with Monitoring Coordinators.

c. Established MARINA Public Assistance Help Desk. d. Coordinated with the Enforcement Service (ES) with

shipping companies regarding monitoring activities.

6. Philippine Coast Guard (PCG)

a. Issued LOI Nr. 032-2015 (OPLAN LIGTAS BYAHE: UNDAS 2015) dated 12 October 2015 to all PCG Units to: • Ensure availability of safe transportation to address the expected volume of passenger

d. Made available personnel from PCG, MARINA, PPA, other GOs and NGOs to man the PAC on a 24-hour basis with three (3) shifts at four (4) hours per shift as practicable and necessary.

e. Conducted of Pre-departure Inspection to ensure safe voyage. f. Implemented 24/7 operations on all operating and major support units. g. Full alert noticed to all deployable OPCON assets of the Districts for immediate response

to any maritime incidents. h. Since 28 October 2015, a total of Fifty Two Thousand Two Hunderd Thirty One (52,231)

Outbound Passengers and Fifty One Thousand Seventy Nine (51,079) Inbound Passengers were monitored by PCG Districts in connection with the activation of “Oplan Ligtas Byahe: Undas 2015. Further, PCG Personnel has inspected a total of Three Hundred Seventy Seven (377) vessels, and Eight Hundred Twenty Eight (828) Motobancas in different ports nationwide.

i. The Coast Guard Action Center monitored all Coast Guard Districts per OIC,PCG approved Memorandum ensuring PCG’s prom action and response in case emergencies and incidents.

Coast Guard District (CGD) Bicol a. Activated Passenger Assistance Center in stations and ports. b. Monitored the situation.

CGD GenSan a. On alert status and monitored maritime activities. b. All Operational Control (OPCON) units wereon full alert and all floating assets were

prepositioned.

CGD Southern Tagalog (CGDSTL) a. Ensured the effective implementation of LO1 NR032-2015 (OPLAN LIGTAS BIYAHE:

UNDAS 2015). b. Coordinated with the Local PPA and MARINA in the area regarding the establishment of

DOTC Passenger Assistance Center. c. Coordinated and worked closely with the local PNP, AFP, PPA, and Shipping companies

to emphasize respective or integrated commitment to security and safety in water transport services by improving and enforcing safety standards and regulations such as inspection of baggage and implementation of security layers in the ports and passengers terminals to prevent hostile elements from penetrating terrorist acts and likewise, to ensure no overloading of passengers.

d. Initiated coordinative meeting with concerned government agencies and NGOs regarding the establishment of PAC if no PPA office is present in the area.

e. Organized, trained, and equiped personnel who will compose the PACs to effectively achieve the mission.

f. Ensured that all Stations/Substations within AOR to observe heightened alert and activate respective PACs together with cognizant agencies with appropriate number of personnel manning the help desks. Likewise, to adopt the same safety and security arrangements.

g. Ensured that no colorum watercrafts are operating in their respective AOR Coast Guard district down to their lowest operating units, to initiate an intensified and sustained public awareness campaign against the peril of patronizing colorum watercrafts as means of transportation, and to strictly enforce laws/regulations against violence.

h. Ensured that all OPCON Units afloat shall likewise observe heightened alert.

m. Introduced policies to minimize opportunities of unscrupulous entities that may take advantages of the situation.

n. Introduced new standards within ports to allow for the quicker flow of passenger through the ports

o. Conducted coordinated effort with MARINA in the processing of special permit for vessels. p. Assited His Excellency President Benigno Simeon Aquino III during his visit to one of

selected Ports and Harbors in their respective AOR. q. Coordinated with shipowners to ensure that their vessels/motorbancas are in seaworthy

condition. r. Advised beach owners to make precautionary measures and closely monitor their

respective guests/customers.

CGD Palawan (CGDPAL) a. Ordered all Coast Guard District Palawan Stations and Sub Stations to observe

heightened alert by strict compliance with existing safety and security measures on ports, harbours and passenger terminals within respective areas of responsibility in connection with the traditional All Saints Day and All Souls Day which will be observe from 30 October to 02 November 2015.

b. Advised all Coast Guard Stations and Sub Stations to ensure that all maritime activities within their respective areas are monitored 24/7 and personnel and assets are readily available and prepared to respond to any untoward maritime incident that may happen, and to be in heightened alert for security purposes

c. Doubled- up personnel on all critical ports to ensure orderly, safe, convenient and secure sea travel in compliance with DOTC Oplan Ligtas Byahe: Undas 2015.

d. Directed Coast Guard K9 teams and respective inspectors to exercise extra vigilance in ports and passenger terminals by implementing random inspections on passengers and luggage more than usual.

e. Advised Ship owners and operators, and passengers to be in their respective port terminals at least 3 hours before departure time and avoid restricted cargoes such as flammable liquids and solids, corrosive materials, toxic and infectious substance, compressed gases, radioactive materials and explosive to avoid search delays and inconvenience.

CGD Western Visayas (CGDWV) a. Activated Public Assistance Center (PAC) from 31 October 2015 to 02 November 2015.

To provide assistance on the following concerns: • Assist in the embarkation and disembarkation of passengers • Provide medical/first aid assistance when needed • Act as facilitator on the requests, suggestions and complaints of the riding public for

referral to the concerned shipping company • Maintain log of complaints and requests • Strictly observe a no instance to intercede in passage or accommodation of

passengers b. Ensured safety, security and convenient travel of the seafaring public during the holiday.

CGD Northern Mindanao (CGDNM) a. All rescue assets were placed on alert. b. Ensured the safety and security of sea-going passengers. All vessels must have passed

safety standards before allowed to set sail.

PDRRMC Pampanga a. Responding units from BFP Pampanga Provincial Office, PRC, CSFP EMS and rescue

Team, PNP, KABALIKAT Civicom were prepositioned in various strategic areas. b. Established Command Post infront of FORD Pampanga, JASA Road, City of San

Fernando, Pampanga and a command center at PEO Compound, Sindalan, City of San Fernando, Pampanga since 30 October 2015 – 02 November 2015.

PDRRMC Tarlac a. Placed on RED ALERT STATUS on 30 October 2015 to closely monitor the situation. b. Coordinated with PNP, BFP, DPWH, and LTO re OPLAN UNDAS 2015. c. First Aid Station and Motorist’s Assistance Command Center was activated on 30

October 2015 at 5:00 PM, along McArthur Highway in front of SM City Tarlac to closely monitor the situation, to provide immediate assistance in cases of vehicular accidents, mechanical/engine breakdowns, other untoward incidents and emergencies.

d. Deployed one (1) DART/EMS team with ambulance to act as standby Medic and First Aid Station at Ma. Cristina Park, Capitol grounds for the Halloween program.

e. All LDRRMCs wereon full alert and monitored the situation in their AOR. f. Tarlac Police Provincial Office and the Municipal Police Stations Motorist Assistance

Hubs were activated to ensure the safety of motorists, commuters and the general public passing through its jurisdiction and provide security and traffic assistance in cemeteries, churches, malls and other tourist spots.
