Section One

1.0 INTRODUCTION

1.1 Introduction

This report presents the results of an historical archaeological investigation of the current (March- 1993) and proposed ground disturbance on the now abandoned and demolished site of The Katoomba and,Leura Gas Company Limited, Megalong Street, Katoomba (Appendix 1). This site is within the boundaries of the City of Blue Mountains, New South Wales.

Fieldwork being carried out on behalf of the City of Blue Mountains Heritage Study Review alerted the consultant to the work being conducted by the owner. The owner was informed that the site was included in the Local Environment Plan 1991 and the Blue Mountains Heritage Study (1983) and its present 1993 Heritage Study Review (Appendix 2). The owner of the site ceased all work immediately.

The ground disturbance consisted of general clean up and some excavation and levelling work affecting approximately 5-7 cubic metres. This work was associated with the owners proposed development for the site. The work exposed a section of curved brick wall associated with the base and foundations of a gasometer tank from the abandoned works, which had been buried by previous excavation, levelling and backfllling. Other features affected on the site include a ~ectionof briGk , wall and the base foundations:ofa larger. gasoII).e~r. This hitter featu're had -been .. , demolished by either previous owners of the site or by past excavation (levelling). The site is essentially in the same condition as when the current owners purchased the property (Figure 1). '

The area affected by the disturbance comprises Lot 21 of Deposited Plan 825328 (Appendix 3). The survey was undertaken on behalf of and prepared for the present owners, Mr and Mrs PJ. Hodgkinson. The survey was conducted on 20 April 1993.

The owners, Mr and Mrs PJ. Hodgkinson, intend to develop the site, for which preliminary plans have been prepared (Appendix 4). The proposed development will require excavation of approximately another 30-35 cubic metres of material (earth and stone) from the site. This is viewed as minimal excavation in order to facilitate the proposed development. The owners intend sloping the areas excavated, stabilising the same and then covering the stabilised surface with suitable vegetation (i.e. native to the Katoomba area).

1.2 Purpose of the Report

Upon representations from Mr and Mrs PJ. Hodgkinson, the primary objectives of this work, were to describe and document all of the archaeological features associated with and on the site. The site has over many years been modified (excavated and levelled).

1.3 Methodology and Scope

The major issue being addressed in this investigation is the significance of the remaining features and relics of the site previously occupied by The Katoomba and Leura Gas Company Limited. The fieldwork required the consultant to conduct archaeological investigations and recording, consisting of measured drawings, written descriptions and photography of the site and its features, and puruse documentation relating to the physical fabric of the site. No previous assessment of the site has been located and historical documentation is at best sparse. The consultant was also requested to provide recommendations for the site.

2.0 mSTORICAL ARCHAEOLOGICAL CONTEXT

2.1 General

Katoomba experienced many changes in its development after the Great Western Railway anived in the latter half of the 1860s. Prior to this, the town had been just another location on the narrow conidor that serviced the gold rich and fertile plains to the west of the mountains. During the 1.870s, growth was experienced after the development of the coal and shale mining industries in both the Jamison and Megalong Valley's, with Katoomba being primarily known as a mining town. In the latter decades of the eighteenth century Katoomba became popular as a tourist centre, to which it aspires to this day. In 1889 the townships of Katoomba and Leura were united as a municipality. The municipality benefited from this union with many public works being proposed and introduced.

2.2 Public Works (Supply of Gas)

In 1889, the Katoomba Progress Committee had been formed and one of its first tasks was to set into motion a plan for the supply of gas for Katoomba. On 4 May 1889, the committee invited Mr Hutchinson of the company Messrs Abigail and Hutchinson discuss that company's proposal for the supply of gas. Messrs Abigail and Hutchinson's proposal included a plan for the construction of a works valued at. £8,500, that would. produce 2,500. cubic feetof gas-:' M..i".Hutchin·sons' proposal was .

Three days later on 7 May 1889, the committee was informed that Neave and Company were interested in and were negotiati~g for a purchase of plant and equipment for a gas works,· that would adequately fulfIl the requirements of the committee. At this meeting it was decided that negotiations should be entered .into with both Messrs Abigail and Hutchinson and Neave and Company, for the supply of gas. The quality was to be as good as that of the Sydney Gas Company. A supply rate of 8/- per 1,000 cubic feet was to be guaranteed. A stipUlation of the proposals was: f

'" to allow for sale of the plant to the Municipal Council, based on a profit rate of . 6% assessed over the 6th and 7th years and by giving 12 months, notice at the end

of the 6th year. The successful company was to have a monopoly of the first 7 years.

A report appearing in an early edition of the Katoomba Times and written by the editor of the day, extolled the merits of electricity over gas, and even questioned the legality of the Katoomba Progress Committee to conduct negotiations for the supply of gas in light of the incoming duly elected council. Charles lames, the secretary .of the Committee rebuked the editor's letter by suggesting that the committee was: '

so ensure a continuing supply of gas to local residents.

(Katoomba Rotary Club 1982, 140).

2.3 The Katoomba and Leura Gas Company Limited

An agreement was reached between the Katoomba Progress Committee and Neave and Company, with this company finally being awarded the contract for the supply of gas to Katoomba. This agreement was subsequently followed with the passing of the Katoomba Lighting Act of 1890. The Act allowed for plant used in the manufacture of gas to be erected and distribution was allocated within a radius of 5 miles of the Katoomba Post Office (Katoomba Rotary Club 1982, 141). Croft and Associates (1983, 57) state that:

A gas supply was provided after the proclamation of the Katoomba Lighting Act of 1890.

Construction of the Gas Works began in 1905, with the works being completed and opened in 1906. A seven year concession was granted to The Katoomb~ and Leura Gas Company Limited. The first gasometer installed had a capacity of 20,000 cubic feet (Plate 2), with gas consumption in the frrst year of operation being 4,000,000 cubic feet. In 1906 town lighting was supplied by gas (Plate 1), with the annual operating cost being £600 (Official Guide to Katoomba and Leura c.l913,28).

In 1889 the population of Katoomba was about 2,000 permanent residents. By 1912 this had risen to approximately 5,000 permanent residents. This swelling of

. the population warranted expansion w~rk at the Gas,Works and a second gasomet~r ' with a capacitY of 100,000 cubic feet was installed (Plate 2 and 3). Calculations from the curvature of the remaining section of wall suggest that the gasometer was about 18.5m diameter (about 60 feet). Allowing for the height to be about 40 feet, than this would justify the stated capacity of 100,000 cubic feet.

With the ending of the concession in 1913, the Gas Works were obtained by Council (Official Guide to Katoomba and Leura 1912, 8). Council maintained the Gas Works by developing and expanding the works as demand grew. However, after the Second World War as Katoomba's population began to explode, it was deemed necessary that because of financial and technological reasons, that the council could no longer continue to operate the Company. As a result of these pressures" the Katoomba and Leura Gas Company Limited was taken over by the Australian Gas Light Company (Katoomba Rotary Club 1982, 141).

The Australian Gas Light Company expanded and rehabilitated sections of the works and continued to manufacture coal gas for another 10 years. In 1968 the works were converted from coal gas manufacture to the more easily handled bulk propane gas. The supply of gas via pipes ceased as the Australian Gas Light Company moved into customer storage. The Katoomba and Leura Gas Company Limited works ceased manufacture, closed and were then demolished.

2.4 Property Ownership

Ownership of the area now bounded by Megalong, Lovel, Wilson and York Streets

was purchased at a sale by, auction of Crown Lands held at Hartley by Benjamin Backhouse, Architect of Sydney, on the 10th April 1877. The land was comprised within Portion 51, which contained 52 acres two roods and cost Fifty Two Pounds ten shillings (£5211 0/0) (Appendix 5).

Through time and various changes of ownership the area became identified as Lots 1 and 2, Deposited Plan 533668. Lot 2 was retained by The Katoomba and Leura Gas Company Propriety Limited as the site for the present outlet and point of sale of propane gas and is used as such to this day (Appendix '6). Lot 1 was further sub-divided and identified as Lots 3 and 4, Deposited Plan 739554 (Appendix 7). Lot 3 has been further sub-divided and is now identified as Lots 21 and 22, Deposited Plan 825328. Lot 22 was previously identified as Lot B, Deposjted Plan 370447 (Appendix 2). Lots 21 and 22 of identified Deposited Plan 825328 are owned by the clients, Mr and Mrs P.J. Hodgkinson.

The works of The Katoomba and Leura Gas Company Limited, were located on the land identified in Lots 1 and 2, Deposited Plan 533668 (Appendix 6).

Section Three

3.0 PHYSICAL EVIDENCE

3.1 General

The Katoomba and Leura Gas Company Limited works that are evident in April 1993 (Figure 1) consist of the following rem~ns: two curved sections of brick walls associated with the now demolished gasometers which were cut into the embankment; a brick wall; a concrete foundation with sleepers set into it and used as posts; broken sections of a concrete pathway overlaying a 100 mm tarlbituminous surface adjacent to Lovel Street; a 14m2 (4 x 3.5) concrete pad; a ramp with a tarlbituminous surface; an exposed length of cast iron pipe (150 mm diameter) which has had a rectangular section (100 x 75 mm)cut from it; and a 90 mm steel pipe (Plates 4,5, 6 and 7). No other remains were identifiable on the affected property.

3.2 Description of Remains

3.2.1 CURVED SECfIONS OF BRICK WALLS

Two sections of curved brick walls exist on the site and have been designated as section 'w' and section 'E' (Plate 4 and 5). Section "W' the larger of the two sections is located on the western boundary of Lot 2l Deposi~ Plan 825328" w~ilst, seetion 'E' is near the southern,",botiIidary centrally locatedbn the pr'operty; ,

Section "W' is a curved brick wall with cement render facing (Figure 6). The wall is 24 cm wide, with the bricks laid in a stretcher-riser pattern (Old English Bond) (Gibbons 1981, 38). Immediately south of the brick section of wall is a reinforcing section of concrete averaging 40'cm in thickness. Section "W' is 1.3 m from the northern edge of the brick retaining wall on the southern property boundaiy. ' Section 'w' imposes into the affected property by 6m in an easterly direction from the western property boundary, with its furthest limit from the southern property boundary being 3 m to the north (a further 7 m+ of the wall is evident on the adjoining property Lot 4 D.P. 739554, however access was not given to investigate). At its highest definable height section "W' is 2.65 ID to the top layer of brick. The entire' wall is set onto a natural shale floor which extends in a south to north direction for about 15 ID before disappearing into the natural contour of the land. The entire section of the 'w' brick wall remaining has been set into the embankment at the southern boundary of the property (Plate 7).

At 1.7 ID from the western property boundary and attached to the wall is a steel channel section 135 x 65 x 8 mm (width x height x thickness). This section is attached with brackets 125 x 65 x 8 mm which are welded to the section and bolted with about 15 mm bolts. The channel exhibits pitting possibly caused by wear. The name 'HALLSlE' is evident at the top of the channel (Figure 2).

Section' 'E' is a curved brick wall with cement render facing. The wall is 35 cm wide with an indistinguishable brick pattern. Section 'E' is 7.5m in length and

about 1.4 in high (Figure 3). It is at its closest point 4.5 m from the southern boundary of the property (Figure 1). The portion of the section 'E' brick wall remaining, is set into the exposed shale embankment at the southern boundary of the property. The floor of the northern area is of shale, similar to the floor of section 'W'. The Section "E' wall had been buried with earth fill.

3.2.2 BRICK WALL

This wall forms part of the southern property boundary, positioned in an east west orientation. The section of the wall that is on the property is 5.5 x 2.45 x 0.47 m (length, x height x width). The wall continues in a westerly direction for an unknown distance, the vegetation being too dense to discover its overall dimensions (Plate 7). The bricks in the wall are laid in a stretcher-riser pattern (Old English Bond) (Gibbons 1981,38).

3.2.3 CONCRETE FOOTINGS AND POSTS

The concre.te footings'average 40 cm in width and vary from 40-50 cm in depth. The entire length of the footings is 1:t .28 m. About 3m of the footings exhibit corrugated iron form work. Set into the footings are sleeper timbers used as posts (Figure 1). Evidence of three posts remain with two being extant and one cut level to the footings (Plate 5).

3.2.4 CONCRETE PATHWAY

. This .fe~ture consists of the broken sections of a concrete pathway along- the' ' southern boundary of the property which are overlaying a 100 mm tarlbituminous surface. These sections are immediately north of the concrete footings and cover about 7.s2m (Plate 6).

3.2.5 CONCRETEPAD

This feature is located in the southeastern corner of the property. The pad measures 4 x 3.5 m (14m2) and appears to be about 10 cm thick on average (Plate 4). From the external shape of the pad it appears to have had a structure erected over it (Figure 4).

3.2.6 RAMP WITH T ARlBITUMINOUS SURFACE

This feature is a ramp on the eastern boundary of the property that begins at the northern edge of the concrete pad (3.2.5) and slopes downward at about 15° to the north for 20 m (Plate 4). The surface of this feature is covered with a tarlbituminous material that is about 100 mm in thickness.

3.2.7 150 mm CAST IRON PIPE

This feature is a length of cast iron pipe (150 mm diameter) which has been exposed by excavation work (not by the present owner). The pipe is 0.5 m west of the ramp (3.2.6) and is about 0.9 m below the surface, dipping at the same angle (15°) as the ramp (Plate 4). The pi~ is orientated in a north south direction. In the upper surface

of the pipe a rectangular section (lOO x 75 mm) has been cut from it. The owner of the site Mr P Hodgkinson told the consultant that water had been poured into the pipe to determine its termination point, with this being about 25 m from the southern boundary.

3.2.890mmSTEELPIPE

This feature is a 90 mm steel pipe consisting of two sections. These sections have been extensively damaged by past excavation work. Both sections protrude from the ground. This sections of the pipe intact appear to be running parallel 0.3 m west) of the pipe in 3.2.7. (Plate 4)

3.3 Condition of Remains

Only one feature identified during the investigation appears to be intact, whilst all of the other remains identified have suffered extensive damage due to recurring events over time of demolition, excavation or levelling of the site.

The only remaining intact feature is the item listed in 3.2.2, (Brick Wall). This feature is in a good and stable condition and is not affected in any way by the proposed development of the site and therefore would remain in its entirety.

The features noted in 3.2.1 (Curved sections of brick walls), Sections 'w' and 'E' have both suffered extensive damage. The remaining elements of Section 'w' are ge'nerally in good condition excepting a 1.5 m portion at the northeast extremity.

, ' This porti,on ,has suffered succes,sively from demolition, wQrk carried out on the,Bite. ' The reiruiin:der'of Section 'w' is in good condition. Section 'E' is in very poor condition. The portion remaining is set against the exposed shale embankment. This section has along with section 'W', been extensively damage.

The concrete footings listed in 3.2.3 have 'been damage over time with many sections being bro}.;en and missing. The sleeper posts are in poor condition. The corrugate iron used as formwork is in an advanced condition of deterioration.

The concrete pathway listed in 3.2.4 consists of the many broken sections overlaying a tarlbituminous surface. The concrete sections are badly broken and the pathway is in a generally poor condition.

The concrete pad listed in 3.2.5 appears to be in goOd condition and of modern texture. A structure appears to have been erected over it, however no evidence of this remains. .

The item listed in 3.2.6 (Ramp with tarlbituminous surface) is in a poor condition and is deteriorating with vegetation erupting from its surface. The ramp slopes downward at about 15° to the north with the surface covered with a tarlhituminous materi.al that appears to be about 1 ()() mm in thickness. Erosion is evident in past excavation sections of the ramp embankment.

This feature listed in 3.2.7 as (150 mm Cast Iron Pipe) is a length of exposed

cast iron pipe which is disused and has had a rectangular section (100 x 75 mm) cut from its upper surface. The metal of the pipe appears to be in a reasonably good condition.

This fea~e listed in 3.2.8 is a 90 mm steel pipe tom in two. These two sections have been extensively damaged by past excavation work. Both sections protrude from the ground.

3.4 Condition of the site

The site has over many years since the demolition of The Katoomba and Leura Gas Company Limited works, suffered from successive demolition, excavation and levelling. After the demolition of the gas works the site was occupied by Ready Mixed Concrete Industries Limited, with levelling work being carried out and plant and equipment installed. The site was sold by Ready Mixed Concrete Industries Limited and was then operated with a landscaping fIrm occupying the site. When the present owner purchased the site, the site waS virtually in its present condition. The only modifIcation to the site by the present owner was the work being conducted· when the consultant originally investigated the site (Figure 1).

Section Four

4.0 CONCLUSIONS

4.1 General Legislative Framework

Relics defined as items of Historical Archaeological importance or items defined as having heritage value are recognised by several levels of control. The control mechanisms can be FederaL State, or Local. They may also include statutory and non-statutory levels of protection. The, following framework is structured according to authourity.

4.2 City of Blue Mountains

During 1983 Croft and Associates Pty. Ltd. in association with Meredith Walker conducted the Blue Mountains Heritage Study. This formed the working document for the Local Environmental Plan 1991, adopted by the City of Blue Mountains. The LEP provides in its heritage provisions that consent from Council is required prior to demolition, damage, or development of an area identified as a heritage item. Council also has an obligation to assess the extent of the development upon the heritage item or its site.' .

The site of The Katoomba and Leura Gas Company Limited works is an identified heritage listed item at regional level in this area of Katoomba (listed item K50) (Appendix 8). It is not known why the stone retaining wall (random rubble) adjacent to the northern boundary of Lovel Street, between Wilson and York Streets, Katoomba was omitted from the previous study. This item" is being.proposed for

. inclusion in the"present heritage study (Plates 4" and 5). """ .

None of the features listed in this investigation (items 3.2.1 to 3.2.8) were reported or identified in the 1983 heritage study. The only items that were identified were the 'iron clad building' (Plates 3 and 8) and 'stone walling at the gate'. The later is no longer in existence. The identified item is included in the 1993 Heritage Study Review schedule. These items were listed as existing on Lot 2 of D.P. 533668.

4.3 New South Wales Heritage Act, 1977

Reference to this Act includes provisions for the protection of identified heritage items. This includes the function of conservation instruments such as 'orders' and the provisions in place for 'relics'. The NSW Heritage Act, 1977 states that cultural . significance consists of those:

... buildings, works, relics or places, which are of historic, scientific, cultural, social, archaeological, architectural, natural or aesthetic significance for the State.

The Act further states in Part 1, Section 4, that a relic is defined as:

... any object, deposit or material evidence relating to the settlement of the area that comprises New South Wales, not being Aboriginal settlement and which is fifty years old. . .

Therefore as the items recorded in this investigation ( 3.2.1 to 3.2.8) fall within the definition of 'reliC?' and as such they are subject to the NSW Heritage Act, 1977.

The Heritage Act provides statutory protection for relics under Sections 139-145. These sections prevent the excavation, disturbance of land for the purpose of discovering or the exposing of and moving of a relic except in accordance with the necessary excavation permit. Section 146 of the Act also requires that the discovery of a relic 'must' be notified to the Heritage Council.

4.4 Current and Future Impact

The site is subject to a planned proposal by the owner for development (Appendix 4), that will impact upon all of the features identified in the current investigation excepting one, the feature listed as 3.2.~, the brick retaining wall.

The feature listed as 3.2.2, (Brick Wall) is not affected in any way by the proposed development of the site and therefore would remain in its entirety and its present condition.

The features noted in 3.2.1 (Curved sections of brick walls), Sections 'W' and 'E' have both suffered extensive damage. The remaining elements of Section 'w' are affected by the present site development proposal. The section affected by the development proposal, and necessary for removal, is the portion that 4as been the most heavily damage, being the northeast extremity, where 1.5m in length and 0.3 height of the brick section of the feature remainS (Figure 2). The proposed development requires approximately 1m of this brick section only of the wall to be removed. The remaining portion of Section 'W' will be retained in its present condition and incorporated into the landscaping of the southern boundary.

, ", :,', - , 'As' Sectio,n 'E' is' 4.5 m north of thesoutherri boundary, then it would be affected by the present site development proposal. The proposed development requires a barrier to the southern boundary of 4m, with bevelling of approximately 2m of the embankment. This would make it necessary to remove all of Section 'E'.

The concrete footings listed in 3.2.3 will be subject to alteration by the inclusion of a security fence. Therefore, in light of the feature having been damaged then it would be necessary to remove this feature to facilitate the security fence.

The concrete pathway listed in 3.2.4 consists of the many broken sections of concrete that overlay a tarlbituminous surface. As the concrete sections are badly broke~ and the pathway is in a generally poor condition then this would be removed as part of the landscaping of the site. The tarlbituminous layer under the pathway would also be removed to return the area to natural soil and to assist rehabilitation.

The concrete pad listed in 3.2.5. This pad has not been positively identified as falling into the category of a 'relic'. The fme grain consistency of the concrete possibly dates this as'modern. The pad is to be removed as it cannot be incorporated into the current development plan.

The item listed in 3.2.6 (Ramp with tarlbituminous surface). This layer is to be removed to assist the returned of this area to natural soil and to assist rehabilitation as is the layer in item 3.2.4. Landscaping will assist to resolve the problem of erosion that is evident on the embankment.

5.0 RECOMMENDATIONS

5.1 Specific Item Recommendations

5.1.1 ITEM 3.2.1 (CURVED SECTIONS OF BRICK WALLS)

These items are of local heritage significance and as stated previously are affected by the proposed development of the site by the owner. Section 'E' will require removal as the works proceed, with Section 'W', the larger of the two sections, requiring approximately 1 meter of the most damaged section of the waIl to be removed. As indicated above the major portion of this section will be retained.

This report provides a detailed and appropriate archival record of the items in their present condition and prior to removal or alteration and therefore, no further recording is considered necessary.

5.1.2 ITEM 3.2.2 (BRICK WALL)

This item is not affected by the proposed development of the site and will be retained.

5.1.3 ITEMS 3.2.3 to 3.2.8

These six items are of local heritage significance as items associated with the manufacture and supply of gas to Katoomba and as stated previously are affected by the proposed development of the site. All the items are to be either removed or modified as the proposed work proceeds.

This report provides a detailed and appropriate archival record of the items in their present condition and prior to removal and therefore, no further recording is considered necessary.

5.2 General

The following recommendations are made on the basis of the framework of the NSW Heritage Act, 1977 and the City of Blue Mountains Local Environmental Plan, 1991.

Before any more work is conducted on the_ site it is _necessary that approval of the Heritage Council be obtained prior to the removal or disturbance of 'relics' .

Upon approval being given by the Heritage Council, and as work progresses,

• it is recommended that if any unknown features are revealed, that they be assessed immediately by an historical archaeologist or other approved practitioner. It is further recommended that the Heritage Branch of the Department of Planning and Environment be advised if additional relics are discovered.

Because the site is listed as a heritage item in the City of Blue Mountains Local Environment Plan, 1991, and this investigation was conducted on behalf of Mr and Mrs P.J. Hodgkinson at the direction of the Council, then a copy of the report should be forwarded to the City Council.

A copy of this report should be forwarded to the Heritage Branch of the Department Planning and Environment for their information concerning the proposed work.

This review is nl?cessary to 'bring up' to date the existing schedule of heritage items which was drawn up for Council some ten years ago. In carrying out this project, the .revised Heritage Study"will be in line with others being done in New South Wales, and will enable a state Heritage Inventory to be compiled. The review is being funded partly by Council and partly by a grant from the Department of Planning under their Heritage Assistance Program.

The work on this review is well underway. Tropman and Tropman are leading an experienced team of professionals consisting of a historian, archaeologist, conservation architects, landscape architects, planners and others. Council is 'monitoring the progress of the Study with a steering Committee which includes a representative from the Local History Society, Aldermen, Council's Heritage Advisor, Environmental Planner and Local History Librarian.

The study will identify some additional" Properties which have heritage significance and which should be included in the Schedule; other properties may be recommended for removal from the list if the
