Develop programs designed to improve the contributions of small, minority, and women-owned businesses to the Washington State economy

DBE/SBE Program Overview

The main objectives of the DBE/SBE Program are:

To ensure that small disadvantaged business enterprises (DBE & SBE) can compete fairly for federally funded transportation-related projects.

To ensure that only eligible firms participate as DBE/SBEs.

To assist DBE/SBE firms in competing outside the Program.

In 1983, Congress enacted the first Disadvantaged Business Enterprise (DBE) statutory provision.

This provision required the Department to ensure that at least 10% of the funds authorized for the highway and transit Federal financial assistance programs be expended with DBEs.

In 1987, Congress re-authorized and amended the statutory DBE program to include women to the groups presumed to be disadvantaged.

In 2012, SBE added.
