Doing Business in Qinghai Province of China

Qinghai is located in northwestern China, on the Qinghai-Tibet Plateau, and is reputed as the ancestor and the Source of Thousands of Mountains and Rivers. Qinghai is the source of the Yangtze, Yellow and Mekong rivers, and is well regarded as the Water Tower of China and the Source of Rivers. Qinghai is an origin for most rivers in Asia, and is one of the areas with biodiversity and abundant resources in China.

Important ecological status and abundant resources are the most distinct features of Qinghai. It is the obligatory responsibility of Qinghai to China to well protect the ecological environment, and it is the promise of Qinghai People’s Government to the 5.4 million people in Qinghai to rapidly develop its economy and society. Therefore, the double responsibilities of ecological protection and fast development should be shouldered in order to achieve a win-win of ecological protection and fast development in Qinghai.

Qinghai is very abundant with minerals,

hydropower, agro-husbandry, tourism and national culture resources, etc. In order to achieve the objective of strengthening the province and enriching the people, the strategy of resources transferring must be greatly implemented, and the resource development must be carried out with our developed opening policies. 青海位于祖国的西北腹地，地处青藏高

原，被誉为“千山之宗、万水之源”。青海

是长江、黄河、澜沧江的发源地，素有“中

华水塔”“江河源头”之称，是亚洲孕育江

河最多的地区，是祖国生物多样、资源富集

最集中的地区之一。

青海最显著的特征是生态地位重要和

资源种类丰富，保护好生态环境是青海对全

国义不容辞的职责，加快发展是政府对全省

540万民众的承诺，青海必须承担起保护生

态和加快发展的双重责任，实现生态保护和

加快发展的“双赢”。

青海矿产、水电、农牧、旅游、民族文

化等资源都异常丰富，必须大力实施资源转

换战略，必须以开放的姿态实施资源开发，

实现强省富民的目标。正因如此，青海蕴育

着巨大的商机，对于投资者、经商者来说，

青海是一片大有作为的广阔天地，是实现梦

（一）地理位置

青海省位于青藏高原东北部，东

西长约 1,200 公里，南北宽 800 公里，

与甘肃、四川、西藏、新疆接壤，平均

海拔在 3,000 米以上，是青藏高原的一

部分。位于东经 89°24′- 103°04′，北

纬31°32′- 39°20′之间。因中国最大

的内陆高原湖泊——青海湖而得名“青

海”。青海省总面积 72.23 万平方公里，

约占国土总面积的 7.5%，仅次于新疆、

西藏、内蒙古自治区，居中国第四位。

青海省现辖西宁市、海东地区，以及海

南、海北、黄南、玉树、果洛 5 个藏族

自治州和海西蒙古族藏族自治州等 8 个

市、地、州。51 个县级行政单位。省

会西宁市是青海省政治、经济、文化的

中心。

(i) Geographic LocationQinghai Province located on North-

eastern Qinghai-Tibet Plateau between 8 9 °24' and 103°04' east longitude and 31°32' and 39°20' north latitude is adjacent to Gansu, Sichuan, Tibet and Sinkiang with the length of 1,200 km from west to east and the width of 800 km from north to south with the average altitude being more than 3,000 m above sea level, and is part of the Qinghai-Tibet Plateau. Qinghai Province is named after Qinghai Lake, the largest inland plateau lake,. In addition, the total area of Qinghai Province is 722,300 km2, accounting for 7.5% of the total area of

China, and ranking fourth after Sinkiang, Tibet and Inner Mongolia Autonomous regions. Currently, Qinghai governs seven prefectures such as Haidong Prefecture, Hainan Tibetan Autonomous Prefecture, Haibei Tibetan Autonomous Prefecture, Huangnan Tibetan Autonomous Prefecture, Yushu Tibetan Autonomous Prefecture, Guoluo Tibetan Autonomous Prefecture and Haixi Mongolian & Tibetan Autonomous Prefecture, and one city, Xining City, as well as 51 county-level administrative units. Xining, Capital of Qinghai Province, is the political, economic and cultural center of the whole province.

（二）气候特征

青海省属高原大陆性气候，主要

特征是：太阳辐射强；气温日差较大，

年温差较小；冬季漫长，夏季凉爽，降

水分布地区差异显著，季节变化大；东

部地区雨水较多，西部、南部地区干

燥多风，全年日照时数 2,500-3,650 小

时，年均日照率达 60%-80%；年接受

的太阳能折合标准煤 1,623 亿吨，合电

量 360 万亿千瓦时。主要地区年均温度

在 -6-4℃之间，盛夏 6-8 月平均温度

为 5.4-19.9℃，是天然避暑胜地。

（三）人口与民族

青海省总人口为 543.2 万人，其中

城镇人口 213.21 万人，农村人口 329.99

万人。青海省是个多民族聚居的省份，

有汉、藏、回、蒙古、土、撒拉等民族。

其中少数民族人口占 46.32%，高于内

蒙古、广西和宁夏。世居少数民族基本

上都信教，尤其是藏传佛教和伊斯兰教

的影响范围广、程度深。

(ii) Climatic CharacteristicsQinghai is featured with plateau

continental climate with the main characteristics of strong solar radiation, great temperature differences at day and night and small annual temperature difference, long winter, cool summer, obvious regional difference of precipitation and obvious seasonal changes. There is comparatively more rainfall in Eastern Qinghai, and it is arid and windy in western and southern Qinghai. In addition, the sunlight hours of each year ranges from 2,500 to 3,650 hours with the annual average sunlight rate being 60% - 80%, and the solar energy received annually is equal to 162,300,000,000 tons of standard coal, and 360 trillion kilowatt-hours of electrical voltage. The annual average temperature of the main areas ranges from – 6℃ to 4 ℃, and the average temperature in

midsummer commencing from June to August is from 5.4 ℃ to 19.9℃ . Therefore, Qinghai is considered to be a natural summer resort.

(iii) Population and Natio-nalities

The total populat ion of Qinghai Province is 5,432,000, including urban population of 2,132,100 and the rural population of 3,299,900. Qinghai is a province in which various nationalities inhabit, including Han, Tibetan, Hui, Mongolian, Tu, Sala, etc., and the population of minorities accounts for 46.32% of the total population of Qinghai. Almost the entire minorities that have lived in Qinghai for generations have their own religions, especially Tibetan Buddhism and Islam with their extensive incidence and deep infl uence.

（四）基础设施和交通运输

机场　青海现有机场两个，为西宁

曹家堡机场和格尔木机场。2005 年民

航客运量 27 万人，旅客周转量 38,911

万公里，货物周转量 563 万吨公里。

公路　高速公路连接着甘肃和青

海，形成了以 5 条国道为主、28 条省

道为骨架、300 多条县乡道路为脉络的

辐射青海省城乡的公路交通网。

铁路　青海省拥有 2 条铁路干线、

4 条支线、59 条专用线。青藏铁路格尔

木至拉萨段已开通。2005 年客运量 368

万人，货运量 1,453 万吨。

航空　通航里程 20,000 多公里，

已开通西宁至北京、乌鲁木齐、兰州、

郑州、广州、成都、上海、拉萨、沈阳、

济南、杭州、青海格尔木等地的航线。

(iv) Infrastructure and Tran-sportation

AirportThere are so far two airports (Xining

Caojiapu Airport and Golmud Airport) in Qinghai and 270,000 passengers were transported in 2005, the passenger mileage was 389,110,000 km, and the rotation volume of freight transport was 5,630,000 t/km.

HighwayExpressways closely link Gansu and

Qinghai provinces, and a highway transport-ation network that covers the entire urban and rural areas of Qinghai with five main national highways, 28 inter-provincial high-ways and more than

300 county and township-level highways has been established.

RailwayThere are 2 railway arteries, 4 laterals

and 59 special railways in Qinghai, and Golmud-Lhasa Section of Qinghai-Tibet Railway is opened to public. There were 3,680,000 passengers transported in 2005, and the freight volume was 14,530,000

AviationAir navigation mileage exceeds 20,000

km, and flights from Xining to Beijing, Urumchi, Lanzhou, Zhengzhou, Guangzhou, Chengdu, Shanghai, Lhasa, Shenyang, Jinan, Hangzhou, Golmud, etc. have been opened.

通讯　西宁及大部分州、县的程控

家和地区。兰州—西宁—拉萨光缆已投

入使用。移动通信业务迅速发展。

金融与保险　青海省有金融分支

机构 883 个。2005 年金融机构存款余

额 733 亿元，其中城镇储蓄存款 348.9

亿元。2005 年保费收入 7.8 亿元。

（五）对外交往

到 2005 年末，青海省与国外 7 个

省市建立了友好城市关系，分别为布隆

迪基特加省、韩国大田市市中区、以色

利国卡尔雅特玛拉奇市、美国内华达州、

俄罗斯伊热夫斯克市、西班牙维拉省、

保加利亚多布里奇市。

涉外展会及重大赛事　青海藏毯

国际展览会是由青海省政府、西藏自

治区政府、中国食品土畜进出口商会、

中国家用纺织行业协会等共同主办的

国际性地毯专业展会。自 2004 年始，

已连续成功举办了三届。展会以地毯

展示和现货、订单交易并举，地毯原

辅材料、藏文化艺术品展销，同时演

示手工纺纱、植物染色和藏毯手工编

织为主要内容。

CommunicationsProgram-controlled telephone system

of Xining and most prefectures and counties have reached all areas of China and over 160 countries and regions. The Lanzhou-Xining -Lhasa cable has become fully operational in addition to the rapid development of mobile communication industry.

Finance and InsuranceThere are 883 financial branches

in Qinghai, and the deposit balance of f inancial organizations totaled RMB 73,300,000,000 yuan in 2005, including RMB 34,890,000,000 yuan from urban bank deposit. The insurance premium income was RMB 780,000,000 yuan in 2005.

(v) International ExchangesBy the end of 2005, Qinghai had

established her friendship city pairs with 7 foreign provinces and cities, including Gitega Province of the Republic of Burundi, Central District of Datian City of South Korea, Carlgatimaraqi City of Israel, Nevada State of the United States, Nirovsk City of Russia, Avila of Span and Dobrich-grad of Bulgaria.

International Trade Affairs,Exhibitions and Important Contests

Qinghai International Tibetan Carpet Exhibition jointly organized by the People's

Government of Qingha i, the People's Government of Tibetan Autonomous Region, China Chamber of Commerce for I/E of Foodstuffs, Native Produce & Animal By-products, China Chamber of Household Textile Industry, etc. is a professional international exhibition of carpets. The Exhibition has been successfully held for three times since 2004, and the Exhibition mainly focuses on exhibition, spot and order transactions of carpets, exhibition and sale of raw materials of carpets and Tibetan cultural artworks, demonstration of manual spinning, plant coloration and hand-knitting of Tibetan carpet.

高等教育　青海省有研究生培训

单位 5 个，招生数 403 人；普通高等教

育院校 8 所，招生数 1.16 万人，中等

职业教育学校 47 所，招生数 1.32 万人。

综合性大学有青海大学、青海民族学院、

青海师范大学等。

科研　2005 年组织实施了 275 项

科技项目，取得省部级以上科技成果

175 项，其中基础理论成果 10 项，应

用技术成果 144 项，软科学成果 21 项。

（七）旅游

人文历史　青海古为西戎属地，汉

属羌地。公元前 121 年，汉骠骑将军霍

去病曾在今西宁筑军事据点西平亭。隋

置西海、河源等郡。唐宋时为吐番属地。

元隶属宣政院。青海省历史悠久。

早在三万年前的旧石器时代，这里

就有人类繁衍生息。自古以来，多民族和

平共处，民族文化交融并存，创造了多彩

多姿的民族传统文化和灿烂的华夏文明。

如今，遍布于青海各地的

数千座藏传佛教寺院和伊

斯兰教清真寺就是青海各

民族文化和智慧的结晶；

颇具艺术特色的玉树藏族

歌舞、藏族民间说唱艺术

(vi) Brief Introduction of Higher Education & Scientific Research

Higher EducationThere are fi ve graduate student training

institutes in Qinghai with the number of recruitment being 403 students, 8 universities and colleges of higher education with the number of recruitment being 11,600 students, and 47 junior vocational training schools with number of recruitment being 13,200 students. The comprehensive universities include Qinghai University, Qinghai Nationalities University and Qinghai Normal University, etc.

Scientifi c ResearchA total of 275 scientific and technical

projects have been organized and implem-ented in Qinghai, and 175 scientific and technical achievements above ministerial and provincial levels have been made, including 10 basic theoretical achievements, 144 achievements of applied technology and 21 achievements of soft science.

(vii) TourismHumane HistoryThe ancient Qinghai was under the

administration of Western Military Apanage of Qinag Territory of Han Nationality and in 121 B.C., Qubing, Huo, general of the

then trooper, had the western Peace Booth, a military beachhead, built in the present Xining. And it was followed by the gradual building of counties like Western Sea and River Source counties in Sui Dynasty. Later, it became the apanage of Tubo Nationality in both Tang and Song dynasties before it was ruled by Publication & Administrative Court of Yuan Dynasty so that Qinghai enjoys its long-standing history.

As early as the Paleolith Times 30,000 years ago, the mankind started their multip-lication and derivation and multi-nationality people have had their peaceful coexistence with their blended cultures so that they have created their well-rounded national traditions and cultures as well as the brilliant Chinese civilization since the ancient times. Thousands of the prevailing Tibetan Buddhist temples and Islamic mosques throughout Qinghai are the evidence and rime of the different cultures and wisdoms of multi-nationalities in Qinghai. The art-featured Tibetan dancing of Yushu Tibetan Autonomous Prefecture, Gesa’er Legend, well-known Tibetan folk singing art chanting, Hua’er, Hehuang folk song and Regong Tibetan Art, etc. are very famous all over the world and they’ve become the highlight of the humane culture tourism in Qinghai.

11 项，国家级资源 52 项，省级资源 84

项。代表性景观有青海湖、昆仑山和昆

仑文化、塔尔寺、柳湾彩陶、原子城及

土族、撒拉族风情等。2005 年青海省

国内旅游者 633 万人次，接待境外入境

游客 3.52 万人。

Tourism ResourcesQinghai is quite abundant in tourism

resources relying on the Three-river Source. So far，there are 408 scenery spots with their great development potentials, including 11 spots of in ternat ional-level resources, 52 spots of national-level resources and 84 spots of provincial resources. The representative scenery spots include Qinghai Lake, Kunlun Mountain and Kunlun Culture, Ta’er Monastery,

Liuwan Painted Pottery, Atom Town, Folk Customs of Tu and Sala nationalities. And 6,330,000 person-time national tourists and 35,200 international tourists visited Qinghai in 2005.

The Featured Local Products of Qinghai include caterpillar fungus, honey products, and products of potentila, anserina, lycium barbarum, hippophae rhamnoides, etc.

The folk snacks include boiled mutton, yoghurt, steamed starch noodles, etc.

矿产资源　青海为中国矿产资源

富省，不仅种类全、储量大、品质好、

价值高，而且市场前景广阔，开发潜力

巨大。共发现各类矿产 125 种，占中国

已发现矿产的 73.1%，其中有探明储量

矿产 105 种，占中国的 67.3%；青海省

矿产资源保有储量潜在价值达 17.8 万

亿元，约占中国的 1/7，人均总值列中

国之首。

(i) GDP DataThe GDP of Qinghai reached RMB

54.32 billion yuan in 2005, and the gross production of per capita reached RMB 10,043 yuan, In addition, RMB 6.279 billion yuan of added value was increased in primary industry, RMB 26.46 billion yuan of added value was increased in the secondary industry and RMB 21.58 billion yuan of added value was increased in the tertiary industry. The proportion of the added value of primary industry, the secondary industry

and the tertiary industry is 11.6∶ 48.7∶ 39.7 considerably.

(ii) Data on Resources, Indu-stry & Agriculture

Mineral ResourcesQinghai is rich in its mineral resources in

China with a complete type of minerals, huge reserves, fi ne quality, high value, great market perspective and great development potentials. So far, a total of 125 types of minerals have been discovered, accounting for 73.1% of the minerals discovered in China, including proven deposit of 105 kinds of minerals, accounting for 67.3% of the proven mineral deposits. The retained potential value of the mineral resources in Qinghai has been estimated to be RMB 17.8 trillion yuan, accounting for one seventh of the total in China with the total value per capita leading in China.

Saline ResourceThe well-known Chaidamu Basin

enjoys a good reputation of Treasure Bowl for its treasures being hidden in mountains and minerals being covered in the Gobi desert. There are over 30 salt lakes with proved deposits of 70 billion tons. The salt in Cha’erhan saline only can be made into a salt-bridge from the Earth to the Moon with a thickness being 6 meters and width being 12 meters.

Petroleum & Gas ResourcesC h a i d a m u B a s i n h a s a

favorable condition of forming petroleum and gas. With large area of sediment, it is one of the

most perspective lands of petroleum and gas. It is estimated that there is 4.1 billion tons. petroleum resources and 1 trillion m3 natural gas. There are 16 proven oil fi elds with deposit of 300 million tons., ranking 12 across the country. The oil fields, including Lenghu, Huatugou, and Gasi’kule, etc are in the list of large oil field. There are 6 natural gas field w ith proven deposit of 350 billion m3, which can be regarded as one of four large gas fields, and the starting point and beneficial area of Sebei-Xining-Lanzhou Gas Pipeline-the project of Transporting Western Gas to Eastern Areas.

Hydropower ResourcesQinghai is featured with its prevailing

advantages in hydropower. The storage volume in Qinghai can reach 21.65 million kw, ranking fifth across the country, and accounting for 27.8% of western areas. With an installed capacity of 17.98 million kw, the annual electricity generation volume can reach 77.16 billion kwh. Especially, on the 276-km river section from Longyang Gorge of the upper reach of the Yellow River and the cross region of Qinghai and Gansu, Sigou Gorge, there are 6 Steps and 8 gorges, where is the high-grade area of water resources and ideal place for developing hydropower resources. It is surveyed that we can build 6 large, 7 medium hydropower stations in concentration with a total installed capacity of 11.25 million kw, and annual electricity generation volume of 36.8

billion kwh. These rich water resource areas have been included in national essential development areas.

Pastoral ResourceQinghai is a major livestock husbandry

production base and one of five major pastoral areas in China and it plays an important role in national economy in Qinghai. The utilizable pasture in Qinghai is featured with not only its vast area and many different types, but also fine quality and nutrition of pasture, and excellent migrating grazing conditions. In addition, the theoretical stocking capacity could reach 47 million sheep. The major livestock species include sheep, yak, cow, horse, donkey, mule, camel, etc. A special mention should be made to yak and Tibetan sheep and their processed products which enjoy a high reputation both at home and abroad.

Fauna & Floral Resources

The spacious land and uniquely natural environment in Qinghai nurtures a rich living treasure—fauna and unexhausted treasury—f l o r a l r e s o u r c e s i n Qinghai. The primary survey result has indicated that there are some 1,100 types of continental vertebrates and among them are 250 kinds of animals with their economic value, 294 species of avifauna and 103 species of beasts, accounting for one quarter and one third of the total in China. Furthermore, the plateau-featured species include wild yak, Tibetan antelope, while-lipped deer, black-necked crane, etc. In addition, the snow leopard, etc. has been included as the worldwide protective animal. There are 12,000 varieties of altitude angiosperm, more than 800 varieties of fern and among

them are over 331 varieties of 75 types and over 1,000

kinds of economic plants related to herbs， fiber， starch， glucide， oil plants，raw chemical ma te r i a l，sp ice ry and honey source，w i l d f r u i t s a n d potherb， f lowers , etc. In addition to the manifold varieties and species, huge quantity,

concentrated dis t r i -bution, extensive utiliz-

ation, these fauna and fl oral resources are also featured

with their prominent plateau charac-teristics, and economic benefit. AgricultureThe annual grain planted area was

245,600 hectare planted in Qinghai in 2005 and the total output of grains was 932,600 ton, among which the planted area of featured potato was 75,300 hectare and the total output reached 324,500 ton. In addition, the planted area of beans was 40,900 hectare and the output reached 117,500 ton. The

planted area of oil plants was 161,900 hectare and the output of oil plants was 318,500 ton. The planting area of vegetables was 25,800 hectare and the total output of vegetables was 844,600 ton.

Livestock Husbandry IndustryThe rate of animals delivered

to the slaughterhouse in 2005 was 31.3% with a commodity rate being 25.8%, averagely inereased by 1.3% than the previous year. The total amount of livestock on hand was 22.1944 million cattle by the end of the year. The total output of meat was 257,500 ton,among which the output of beef was 74,400 ton and mutton was 91,600 ton, milk was 236,200 ton, and wool was 17,700 ton.

Livestock products mainly include beef and mutton, wool, cashmere,

yak hair, camel hair, milk, etc.Investment on Fixed AssetsThe investment on fi xed assets has totaled

Utilization of Foreign InvestmentA total of contracted 29 projects were

implemented through direct utilization of foreign investment, including 6 projects of agriculture, forestry, livestock husbandry and fishery industries, 1 mining project, 12 manufacturing projects, 2 power projects, fuel gas and water production and supply industry, 1 project of transportation, storage and postal industry, 3 projects of reality industry, 1 project of accommodation and dietary industry, 1 project of leasehold and commercial services and 2 projects of water conservancy, environment and public infrastructure management. The utilized contracted foreign investment reached $ 0.356 billion USD, and actually used foreign investment reached $ 0.266 billion USD.

International Economic Cooperation$ 9.05 million USD of multilateral and

bilateral international non-profit assistance was received, and the aided projects involved medical sanitation, ecological protection, poverty alleviation & disaster resistance, development of women and children, and

other economic and social undertakings. In addition, we actively guided large-scale state and private enterprises to invest in oversea areas, and the agreed amount of oversea investment reached $ 30 million USD. The newly-appointed oversea labors reached 170 persons, and there were 310 workers who were working in oversea areas at the end of 2005.

Import of TechniguesEight technical introduction contracts

were registered in Qinghai in 2005 with the contracted fund being $ 32.98 million USD., in which the equipment expenditures were $ 19.3894 million USD, accounting for 4% of the total contracted fund, and the technical transferring expenditure were $ 12.3689 million USD, accounting 37.21% of the total contracted fund. （四）居留环境

城市生活环境　全省现有省会西

宁市一个地级市和德令哈市、格尔木市

两个县级市，114 个建制镇。第五次人

口普查时城市化率为 22%，城镇化水平

达 39%，实施西部大开发战略以来，城

镇建设向扩容提位迈进。1999-2005年底，

青海省城市公共绿地面积由 242 公顷增

加到 869 公顷，人均公共绿地面积由 3.2

平方米扩大到 5.03 平方米；城市道路面

积由 494 万平方米增加到 1,685 万平方

米；人均拥有道路面积由 6.6 平方米扩

大到 9.8 平方米。城镇供排水状况得以

改善，旧城改造和花园式小区建设共进，

以电代煤和使用液化气、天然气，方便

了居民生活，增添了现代化气息。

医疗卫生　青海省拥有各类卫生

机构 5,692 个，床位数 1.6 万张，其中

医院 130 个，床位数 1.36 万张，乡镇

卫生院 411 个。城市社区卫生服务中心

8 个、疾病预防控制中心 56 个，卫生

监督检验机构 52 个，妇幼保健院 24 个。

(iv) Living EnvironmentUrban Residential EnvironmentThere are one locally administrated

level city-Xining City, two county-level ci t ies——Delingha City and Golmud City, and 114 counties with organizational systems in Qinghai Province. The rate of urbanization was 22% in the 5th Census, and the level of urbanization was 39%. Since the implementation of Western Development Strategy, the construction of cities and towns is advancing through expanding the scale and improving the standard. During 1999 and the end of 2005, urban public green land area increased from 242 hectare to 869 hectare, public green land area of per capita increased from 3.2 m2 to 5.03 m2. Urban road area increased from 4,940,000 m2 to 16,850,000 m2, road area of per capita expanded from 6.6 m2 to 9.8 m2. Urban water supply and drainage situation has been improved. Rebuilding of old town is undertaking along with garden residential area. The utilization of electricity instead of coal, as well as the utilization of liquefi ed gas and natural gas has provided a convenient life for urban people and brought an atmosphere of modernization.

Medical and SanitationThere are all together 5,692 health

organizations with 16,000 patient’s beds, including 130 hospitals with 13,600 patient’s beds, 411 village health centers, 8 urban community public health service centers, 56 diseases prevention & control centers, 52

sanitation monitor & inspection institutions, and 24 health centers for women and children.

2000 年 7 月由中华人民共和国国

务院批准，是实施西部大开发以来，国

家为了扩大中西部地区吸引外资规模，

提高利用外资水平而采取的重大举措

导给予高度重视，专门成立了编写领

导小组，负责组织领导编写工作。从

二○○六年四月开始，经过多方征求
