1. EXECUTIVE SUMMARY

The area under reference is part of 310.76 acres area granted to Shri Vishambhar Prasad Pathak for 20 years period w.e.f. year 1960. The State Govt. vide its order dated 29.08.1968 cancelled the mining lease and thrown open vide its notification dated 22.10.1971 .The applicant applied for mining lease over 54.247 hects. on 16.01.1984. The State Govt. later vide its letter dated 23.04.2005 consented to grant 23.491 hects. area to M/s Nirmala Minerals and rest 30.756 hects. to M/s Anand Mining Corporation. The Central Govt. vide its order no. 5/53/2005-M.IV dated 26.10.2007 granted approval under section 5(1) of MM(D & R) Act, 1957. The State Govt. vide its order dated 02.12.2016 directed to submit approved mining plan.The Mine plan was approved on 26/12/2016 by IBM. The area has been granted under ML under the provisions of Section 10A(2)(c) of MMDR Amendment Act 2015 read with MCR 2016 for 50 years period. The ML has been registered on 06.01.2017 and hence the lease period is 6.01.2017 to 5.01.2067.

2.0 INTRODUCTION OF THE PROJECT/ BACKGROUND INFORMATION

The project is for mining of mineral Iron Ore by opencast method. The mining lease deed

along has appended as Annexure.

(ii) BRIEF DESCRIPTION OF NATURE OF THE PROJECT

Opencast other than fully mechanized method of mining will be adopted in the lease area in

future. All operations of mining will be done by deployment of heavy earth moving machineries

for excavation, loading & transport. No drilling and blasting will be carried out. Various mining

activities such as drilling, blasting, loading and transportation will be so conducted as to ensure

maximum mineral conservation and minimum environmental degradation.

(iii) NEED FOR THE PROJECT AND ITS IMPORTANCE TO THE COUNTRY OR REGION

The mineral Iron Ore a notified mineral is found localized and Iron ore of the lease area is

suitable for sponge iron, cement & pellatisation plant. The mineral is not intended to supply to

any other industry, export or for any other associated industrial use. The Iron ore is proposed

for sale to steel plants in country, cement plants in Madhya Pradesh & pellatisation units in M.P.

and Chhattisgarh. It will not only provide employment to local populace but also benefit to the

State in the form of Royalty and fund in district mineral foundation for use in CSR activity and

development of the project located district.

(iv) DEMAND-SUPPLY GAP

The region is a major hub for cement and beneficiation plants. The cement plants are sort of

Iron Ore. The ML area full fills the requirements and hence the demand is always adequate and

more than supply.

(v) IMPORTS VS. INDIGENOUS PRODUCTION

Indigenous production of mineral will be use for steel and cement sector in our country. No

export is envisaged of the mineral presently and in future also.

(vi) EXPORT POSSIBILITY - No export is proposed. (vii) DOMESTIC/ EXPORT MARKETS

The Iron Ore has a good potential market in the country. The mineral is not intended to supply

to any other industry, export or for any other associated industrial use. The Iron ore is

proposed for sale to steel plants in country, cement plants in Madhya Pradesh & pellatisation

units in M.P. and Chhattisgarh.

(viii) EMPLOYMENT GENERATION (DIRECT AND INDIRECT) DUE TO THE PROJECT -

The requirement of various technical and non-technical personnel is determined while adopting

the following norms:-

1. The mine will be worked in a single shift in day light hours.

2. In estimating the requirement of competent person, mates, etc. due consideration has been

given to the statutory provisions.

Man power requirement and its distribution.

The total manpower requirement in this project is 57 persons.

3.0 PROJECT DESCRIPTION

The proposed project is an independent project that involves mining of mineral Iron Ore.

The lease area is hilly with general slope towards north and South East. Garland drain and bund

will be prepared towards the sloping side in south and west to prevent siltation of low lying areas.

The bund will be of size 5.5m x 1.5m while the drain will be of size 2.0m x 1.5m. Settling tanks of

size 20m x 6m will also be constructed at corners of the ML area. During the proposal period,

about 700m length of garland drain will be prepared .The mining is a site specific activity. The ML

area confirms to the location. The State Government has granted mining lease for 50 years period

at the proposed site. No environmentally sensitive area is located within the buffer zone.

(iv) SIZE OR MAGNITUDE OF OPERATION - Area – 8.59 hectares. Proposed capacity =

2,00,000 TPA

(v) PROJECT DESCRIPTION WITH PROCESS DETAILS (A SCHEMATIC DIAGRAM /FLOW

CHART SHOWING THE PROJECT LAYOUT, COMPONENTS OF THE PROJECT ETC. SHOULD

BE GIVEN) -

The mine will be carried out by open-cast other than fully mechanized method of mining. All

operations of mining will be done by deployment of heavy earth moving machineries for

excavation, loading & transport. No drilling and blasting is proposed. The area is hilly trending

towards North and south East. The two quarries exist towards one ends. The trend of the hillock is

along the strike and mineralisation has been fully established. In order to do systematic and

scientific mining, working is proposed at one place from top down ward from one end. The haul

road will be made from southwest side of the ML area and leading to quarry bottom. Planning has

been made to ensure proper blending of ore to have consistent grade. The gradient on ramp will

be 1 in 10. No blasting will be done.

Removal of over burden will be done by loader cum excavator of 0.9 to 1.2 cum capacity.

No drilling and blasting will be done. The ore will be loaded in to the dumpers by loaders and will

be transported to the destination industries or railway siding. The over burden will be loaded by

loaders and transported to the dumping yard by dumpers. The dumpers/trucks will be of 10 t.

capacity. The transport of men is not applicable. No tubs, haulage rope, conveyor or locomotive will be

used.

(II) Drilling: - No drilling will be done.

(III) Blasting:- No blasting will be done.

(IV) Extent of mechanization:-

Proposed Working days/annum = 300 days

Targeted production = 2,00,000 TPA or 667 TPD say

OB/waste Handling = 10000 TPA or 33 TPD Say

Hence Total handling = 2,10,000 TPA or 700 TPD

(vi) RAW - MATERIAL REQUIRED ALONG WITH ESTIMATED QUANTITY, LIKELY SOURCE,

MARKETING AREA OF FINAL PRODUCT/S, MODE OF TRANSPORT OF RAW - MATERIAL

No raw material will be required in the proposed project. The operation involves the mining of

Mineral.

(vii) RESOURCE OPTIMIZATION/ RECYCLING AND REUSE ENVISAGED IN THE PROJECT, IF

ANY, SHOULD BE BRIEFLY OUTLINED

Not envisaged.

(viii) AVAILABILITY OF WATER, ITS SOURCE, ENERGY/ POWER REQUIREMENT AND SOURCE

SHOULD BE GIVEN -

The ground water is available from old hand pump and Tube well for domestic purpose. The

water from mine sump will be sourced for dust suppression and afforestation. The Quantity of Daily

water requirement with water balance chart is as under -

(ix) QUANTITY OF WASTES TO BE GENERATED (LIQUID AND SOLID) AND SCHEME FOR

THEIR MANAGEMENT/ DISPOSAL -

Solid Waste -

About 9574 Cum of overburden and mine waste will be generated from the mine during 5 years. It

will be backfilled in the mined out area and reclamation will be carried out in the mined out pits in

the lease area. About 1 lac cum of backfilling material will be sourced from outside. For backfilling

rubbish from the nearby villages of Ghugharikala, Dubiyara and Tikariya will be one of the major

fillingmaterial. Plantation will be carried out on the backfilled area.

Liquid Effluent - No liquid effluent from the mine lease area will be discharged.

4.0 SITE ANALYSIS

(i) CONNECTIVITY

The lease area falls in Sihora Tehsil of Jabalpur District of Madhya Pradesh State. The lease area is

approachable from district headquarter Katni and Jabalpur on NH-7 via Sihora. Sihora is 38kms

from Jabalpur and about 53kms from Katni. Sihora road, railway station situated on Jabalpur-Itarsi

section of Central Railway is 2km from Sihora. The lease area is 12 km south-east of Sihora road

railway station and 14 km SE of Sihora.

(ii) LAND FORM, LAND - USE AND LAND OWNERSHIP

Landform - The area is Hilly. It is waste land.

Land–use –The land use of the area is occupied by mining activity. No agriculture or grazing

land exist.

(iii) TOPOGRAPHY (ALONG WITH MAP)

The lease area is hilly having gentle slope towards north and SE. The area has two blocks. The

highest elevation of the west block (Block-B) is 432m AMSL in NW and the lowest elevation is 408

m AMSL in SE. In the eastern block (Block-A), the highest elevation is 430m AMSL in mid of the

area while the lowest elevation is 412m AMSL in south.

(iv) EXISTING LAND USE PATTERN (AGRICULTURE, NON-AGRICULTURE, FOREST, WATER

BODIES (INCLUDING AREA UNDER CRZ), SHORTEST DISTANCES FROM THE

PERIPHERY OF THE PROJECT TO PERIPHERY OF THE FORESTS, NATIONAL PARK, WILD

LIFE SANCTUARY, ECO-SENSITIVE AREAS, WATER BODIES (DISTANCE FROM THE HFL

OF THE RIVER), CRZ. IN CASE OF NOTIFIED INDUSTRIAL AREA, A COPYOF THE

GAZETTE NOTIFICATION SHOULD BE GIVEN.

land-use pattern of the lease area

The ML area is Hilly waste land. There is no agriculture land, forest land or any water body in the

lease area. No national park, sanctuary or any eco sensitive area exists within 10 kms radius. The

nearest forest boundary is more than 2.0 km. There are seasonal water courses and rainwater

catchment ponds in the vicinity of the mining area towardssouth and west. There is a canal at

150m in south of the ML area. A water tank exists at 2 km distance in NW in village Agaria.

(v) Existing infrastructure

Site services comprises of office, stores, drinking water facility and first aid. Rest shelters are

provided at the mine site. The lease area falls in Sihora Tehsil of Jabalpur District of Madhya

Pradesh State. The lease area is approachable from district headquarter Katni and Jabalpur on NH-

7 via Sihora. Sihora is 38kms from Jabalpur and about 53kms from Katni. Sihora road, railway

station situated on Jabalpur-Itarsi section of Central Railway is 2km from Sihora. The lease area is

12 km south-east of Sihora road railway station and 14 km SE of Sihora.

(vi) Soil classification - The soil is Lateritic in nature.

(vii) CLIMATIC DATAFROM SECONDARY SOURCES

The region has a tropical monsoon climate with long humid summer and short winters. The rain

fall is heavy during S-W monsoon and light during pre-monsoon season. The monsoon normally

begins during June and retracts during September.

The nearest IMD station for the proposed mine project is Jabalpur and the meteorological data

for IMD Jabalpur is given below.

Rainfall: The annual average total rainfall recorded in the region was found to be 1295.7 mm.

Temperature: The average maximum temperature was recorded in the month of May at 44.1°C

and the minimum average temperature was 5.6°C in January.

Relative Humidity: The maximum Relative Humidity was found during the monsoon season with

the month of August recording the highest average at 88%

Wind Speed and Direction: The maximum average wind speed was found to be 7.4 kmph in

the month of June.

(viii) Social infrastructure Available

Existing : All social infrastructure facility is available near the area at Sihora and Jabalpur.

Water Supply: There is no water tank or nalla or reservoir in the applied area. The main

source of water supply is through dug well & tube wells situated near office/site services and

nearby villages.

5.0 PLANNING BRIEF -

(i) PLANNING CONCEPT (TYPE OF INDUSTRIES, FACILITIES, AND TRANSPORTATION ETC.)

TOWN AND COUNTRY PLANNING/ DEVELOPMENT AUTHORITY CLASSIFICATION

Mining by open-cast other than fully mechanized mining method will be practiced. The targeted

production of the Iron Ore will be 1,85,232 TPA. The mining operation will be done in systematic

and scientific manner by formation of benches as per MMR 1961.

(ii) POPULATION PROJECTION

The project will employ most of the workers from nearby villages. There will not be any increase

in population due to the project. However, few people from other area may migrate in this area

for business opportunities.

(iii) Land use planning (Break up along with green belt, etc.)

(iv) ASSESSMENT OF INFRASTRUCTURE DEMAND (PHYSICAL & SOCIAL)

The following facilities will be extended to the nearby villages by the mine management.

Proposed facilities:

Assistance in green belt development in the 2 Km buffer zone.

Direct Employment to 57 or more required number of persons from nearby villages.

Indirect employment opportunities to about 25 persons from the nearby villages.

(v) AMENITIES/ FACILITIES - The requisite site facilities are proposed as follows:

Site - Office- A site - office will proposed for technical & clerical staff and keeping the

records.

First - Aid - Specified first Aid box will be maintained at the site office and the rest shelter

as per Mines Act-1952. The mines manager will be the qualified person to render first aid

to the injured and will be the holder of a valid first aid certificate.

Water - Hut - Water - hut is proposed for drinking water for employees. The water is

proposed to be stored in water pitchers and tanks.

Rest - Shelter - A rest - shelter is proposed for workers for lunch and taking rest during

interval.

Lavatory– Portable toilets will be used.

6.0 PROPOSED INFRASTURECTURE

(i) Industrial Area (Processing area) – Not applicable

(ii) Residential area (Non Processing area)

There is no residential area in the mine lease. Only Site office and rest shelter will be provided.

Only local labours are employed .

(iii) Green Belt

It is proposed to plant trees along the mine lease boundary as well as on the backfilled area. The

details of the proposed plantation are given in table below:

The species of various fire-wood and fruit trees viz Neem, Pipal, Karanj, khamer, Bamboo, Amla,

Gulmohar, Mango, Munga, Dalbergia sissoo and Mahua etc. will be planted every year. Fencing will be

done to protect the plants.

(v) CONNECTIVITY (TRAFFIC AND TRANSPORTATION ROAD/ RAIL/ METRO/ WATER WAYS

The lease area falls in Sihora Tehsil of Jabalpur District of Madhya Pradesh State. The lease area is

approachable from district headquarter Katni and Jabalpur on NH-7 via Sihora. Sihora is 38kms

from Jabalpur and about 53kms from Katni. Sihora road, railway station situated on Jabalpur-Itarsi

section of Central Railway is 2km from Sihora. The lease area is 12 km south-east of Sihora road

railway station and 14 km SE of Sihora.

(vi) DRINKING WATER MANAGEMENT (SOURCE & SUPPLY OF WATER)

There is a Tube well at the office for drinking water supply.

(vii) SEWERAGE SYSTEM

The domestic effluent from the site office and rest shelter will be discharged in septic tank and

soak pit system.

(viii) INDUSTRIAL WASTE MANAGEMENT

There will not be any industrial waste generation.

(ix) SOLID WASTE MANAGEMENT

About 9574 Cum of overburden and mine waste will be generated from the mine during 1st 5

years. OB/waste will be simultaneously backfilled in the mined out area. The reclamation and

rehabilitation will be carried out in the mined out pits in the lease area. Plantation will be carried

out on the backfilled area whereas rest will be converted to water reservoir.

(x) POWER REQUIREMENT & SUPPLY/ SOURCES.

Electrical power will be required only for site office and will be obtained from MPEB and Solar

energy.

7.0 REHABILITATION AND RESETTLEMENT (R&R) PLAN

There is no human settlement within the mine lease area. No human settlement will be disturbed

due to the mining activity. So, no Rehabilitation and resettlement is proposed.

9. ANALYSIS OF PROPOSED (FINAL RECOMMENDATIONS)

(i) FINANCIAL AND SOCIAL BENEFITS WITH SPECIAL EMPHASIS ON THE BENEFIT TO THE

LOCAL PEOPLE INCLUDING TRIBAL POPULATION, IF ANY, IN THE AREA.

All workers will be subjected to medical examination as per Mines Rule 1955 both at times of

appointment and at least once in five years. Medical camps will be organized for this activity.

Insurance of all employees as per the rules will be provided.

The proposed mine will bring economical benefits to the state by the way of Royalty for mineral and

to the local people by way of direct and secondary employment opportunities. The mine

management will also help the nearby villages by providing aid to school, conducting medical and

social awareness camps, helping in formation of self help groups, etc. especially keeping in view the

tribal and economically backward population in the area. Thus the project will bring about socio-

economic improvement of the area and will prove beneficial to the area.
