Chapter – 1

Executive Summary

1. Introduction

Manganese compounds are among the essential inputs required for many sectors. Growth in

global as well as domestic steel industry directly drives their demand. Since Indian industry

is under massive expansion, there is a tremendous potential for investment in such kind of

production.

Manganese compounds are used as raw material in various industrial and agricultural sectors.

MnO is a component of fertilizers and food additives. Manganese Oxide is derived from the

manganese, a brittle metal element. It is widely distributed in the earth crust and is the most

important manganese compound.

The increasing demand of Manganese compounds which is used as raw material in various

industrial and agricultural sector prompted M/s. Shree Pawan Metal & Minerals to establish

the manufacturing of Manganese Oxide, Ferro Manganese Medium Carbon- Low Carbon,

Ferro Chrome, Ferro Titanium, Ferro Vanadium & Ferro Molybdenum (By Thermite

Process) and Aluminum Ingots.

“M/s. Shree Pawan Metal & Minerals” was established on 05/10/2012 whose Registered

Office is at – Plot No. 8-A, Flat No. S-4 “Gokul Udhav Apartment” 2nd

Floor, Mangalmurti

chowk, Ring Road, Nagpur-440022 has been registered with the Registrar of Firm, Nagpur

(M.S.) having Registration certificate No. NG000002712 dated 28th

September 2016. The Set

up unit is a small-scale industry, registered with District Industries Centre, having provisional

registration No. DICN/Regn/1200 dated 06/10/2012 with main object to be pursued by the

factory is Trading, Processing and Manufacturing unit of Manganese Ore/Powder,

Manganese Dioxide Powder in first phase and proposed manufacturing of Manganese Oxide,

Ferro Manganese Medium Carbon & Low Carbon, Ferro Chrome, Ferro Titanium, Ferro

Vanadium, Ferro Molybdenum and Aluminium Ingots. The unit is set up at Plot No. C-3

MIDC Area Deori, Tahsil-Deori, District- Gondia.

The silent features of the project are given in Table 1.

Introduction of Project/Background Information

2.1 IDENTIFICATION OF PROJECT AND PROJECT PROPONENT\

Identification of Project

The project has set up a factory for Trading, Processing and Manufacturing Unit, Processed

Manganese Ore/Powder, Manganese Dioxide powder, in first phase and in the second phase

processing and manufacturing of Manganese Oxide, Ferro Manganese Medium Carbon &

Low Carbon, Ferro Chrome, Ferro Titanium, Ferro Vanadium, Ferro Molybdenum,

Aluminum Ingots, and Sinter Manganese. The Processed Manganese Ore powder,

Manganese Dioxide powder is used in Steel, Chemical, Ferro Manganese, Glass Industries,

Medicine industries and Dry Cell Battery manufacturers and Manganese Oxide powder is

used in Animal Feeds, Cattle Feeds, Manganese Sulphate & Fertilizer manufacturers. Ferro

Manganese, Ferro Chrome, Ferro Titanium, Ferro Vanadium, Ferro Molybdenum, Aluminum

Ingots, Sinter Manganese are used in Stainless Steel, Steel Industries, TMT bar manufacture,

Alloys and Casting, Welding Electrodes.

The present manufacturing facility of the Company is situated at Plot No. C-3 MIDC

Industrial Area Deori, Tahsil-Deori, District. Gondia (M.S.) and the details of the

proposed project are given below:

2.3 NEED FOR THE PROJECT AND ITS IMPORTANCE TO THE COUNTRY AND/

OR REGION

In chemical industry, Manganese, a chemical element designated by symbol Mn can be

applied for making various manganese compounds viz. manganese sulphate, manganese

chloride, and potassium permanganate. The most common usage of manganese is in the

dry batteries production process.

Manganese oxide (MnO):-

Manganese oxide is derived from Manganese a brittle metal element. It is widely

distributed in the earth’s crust and is the most important manganese compound. The

element Manganese oxide (MnO) is needed for plant growth and in the physical

development of higher animals. It is used mainly in cattle feed in addition in steel

industry & Dry cell batteries. Synthetic manganese oxide is prepared by decomposition

of manganese nitrate; by reaction of manganese sulphate, oxygen and sodium hydroxide;

or by electrolysis of an aqueous solution of manganese sulphate.

Ferroalloy:-

Ferroalloy refers to various alloy of iron with a high proportion of one or more

other elements such as manganese, aluminum, or silicon. They are used in the production

of steels and alloys. The alloy impart distinctive qualities to steel and cast iron or serve

important functions during production and are, therefore, closely associated with the iron

and steel industry, the leading consumer of ferroalloys. The leading ferroalloy-producing

countries in 2008 were China, South Africa, Russia, Kazakistan and Ukraine, which

accounted for 77% of the world production. World production of bulk chromium,

manganese and silicon ferroalloys was estimated as 29.1 million tonnes (MT) in 2008, a

3% decrease compared with 2007.

Ferro-alloys are among the essential inputs required for steelmaking. It improves the

quality of steel, by controlling the harmful impurities and at the same time improves the

mechanical properties of steel through alloying. Growth in Global as well as domestic

steel industry directly drives the demand of Ferro-alloys. Since Indian steel industry is

under massive expansion, there is a tremendous potential for investment in Ferro-alloy

production.

The increasing demand of Ferro Alloys, which is used as raw material in steel and

stainless steel industries, prompted M/s. Shree Pawan Metal and Minerals to

Manufacture Manganese Oxide and Ferro Alloys (By Thermite Process).

The production of the existing Manganese Dioxide is increased for optimum utilization of

machinery installed.

2.4 EMPLOYMENT GENERATION (DIRECT AND INDIRECT) DUE TO THE

PROJECT:

The direct and indirect employment will be required for the proposed project. The total

manpower required after the proposed project will be 40-50 in two shifts.

Project Description

3.1 TYPE OF PROJECT INCLUDING INTERLINKED AND INTERDEPENDENT

PROJECTS, IF ANY.

M/s Shree Pawan Metal & Minerals has existing processing and manufacturing unit of

Manganese Ore/Powder, Manganese Dioxide Powder at Plot No. C-3 MIDC Industrial Area

Deori, Tahsil-Deori, Distt. Gondia (M.S.) and proposed manufacturing of Manganese Oxide,

Ferro Manganese Medium Carbon & Low Carbon, Ferro Chrome, Ferro Titanium, Ferro

Vanadium, Ferro Molybdenum by Thermite Process and Aluminium Ingots, in the existing

plant premises.

According to the Notification S.O. 612(E) dated 25th February 2016 Distance of Shree

Pawan Metal & Minerals from Eco-Sensitive Zone around Nagzira Wildlife Sanctuary,

New Nagzira Wildlife Sanctuary, Koka Wildlife Sanctuary, Navegaon Wildlife

Sanctuary and Navegaon National Park: 0.2 km.

M/s Shree Pawan Metal & Minerals has a land of 0.54 Ha at Plot No. C-3 MIDC

Industrial Area Deori, Tahsil-Deori, Distt. Gondia (M.S.)About 33 % of total plot area

has been earmarked for Green Belt.

The site is located within 21° 4'1.67"N Latitude, and 80°22'26.03"E Longitude. It is

located centrally vis-à-vis source of raw material.

c) Analysis of Existing plant facilities

Good infrastructure is available in the vicinity of Plant; some of the key features are

listed below:

• Availability of tar road which is near to project site. Same can be used for transportation

of all kind of Plant Equipment, Raw material etc.

• Availability of adequate Water Resources. Rain water Harvesting will be adopted in the

plant.

d) Details of alternative site considered:

No alternative site is considered as M.s Shree Pawan Metal & Minerals has proposed the

production of Manganese oxide powder and ferro alloys in the existing processing and

manufacturing unit of Manganese Ore/Powder, Manganese Dioxide Powder at Plot No. C-3

MIDC Industrial Area Deori, Tahsil-Deori, Distt. Gondia (M.S.)

3.4 PROJECT DESCRIPTION WITH PROCESS DETAILS

MANUFACTURING PROCESS OF MANGANESE OXIDE (MnO)

After Raw Material receipt at the site it is tested for the contents of various

elements and then the material is screened. After screening you get different size

which are jigged in automatic water jigging.

The material is then heated in coal fired furnace. From where it is transferred for

drying and magnetic separation.

Then the material is dried and after Magnetic Separation it is feed to grinding

Machine, where it is powdered in the required mesh size.

After grinding it is semi automatically packed in 25 kg/50 kg/ or 100 kg HDPE

Bags and kept ready for dispatch.

MANUFACTURING PROCESS OF FERRO MANGANESE (Fe Mn) M.C. & L.C.

Alumino Thermic process is the best process to manufacture any Low Carbon Ferro

Manganese,

Medium Carbon Ferro Manganese.

Manganese ore is available in 1” to 4” size of lumps and these lumps are crushed in

crusher machine into ½” to 1” size and crushed material is then feed in Disintegrator

machine and grind into 60-80 mesh size.

Silico Manganese is available ½” to 1” size and the said material is grounded in

Disintegrator machine into 60-80 mesh size.

Aluminum chura / scrap grounded in Disintegrator machine into 0.1 mm to 0.3 mm size.

Lime is also grind in Ball Mill machine into 60-80 mesh size.

High Carbon Ferro Alloys are manufactured in sub merged Arch furnace by Carbo

Thermic Process. Low Carbon Alloys and Medium Carbon Alloys are manufactured by

Silico Thermic Furnace Process and Alumina Thermic process, where smelting is done in

refractory lined vessels

Grinded material of Manganese Ore powder, Silico Manganese Powder and Aluminum

powder are mixed along with fluxing material like Lime powder and fluorspar powder in

percentage wise. After thorough mixing a small portion of mixed material is put in to the

M.S Vessels and ignited by help of magnesium wire or thermit mixer consisting of sodium

nitrate, aluminum powder and raw Manganese Ore powder. After ignition of material in the

vessel, the balance material is feeded in to the vessel till whole material is charged. After

feeding of whole material to vessels the said material are melted in liquid form and then after

one hour Metal Cake is formed in bottom of Vessel and Slag in upper side of cake. Then the

temperature slows down naturally and allowed it to cool for 12 hours and after that the vessel

is dismantled to remove the cake of metal and slag separately. The material which is

unloaded from furnace contain approximately 97-100% of Ferro Manganese and 5-10 %

material is Slag in wastage form..

After collecting the lumps and crushing it to the size of 10-70 mm can sale it directly to Iron

Alloys, Stainless Steel, casting Industry or grind it as per parties’ requirement and this

material sale it to Welding Electrodes Industry. The grinded material will be packed in gunny

bag/jute bag or second hand steel drums for final dispatches to buyers.

Low carbon Ferro Manganese, an alloy of Manganese and Iron, is an important alloying

element for various quality of Alloy steel, including Stainless Steel. It is also an important

input for manufacturing of welding electrodes.

After collecting the slag from metal cake and crushing the same as per party requirement.

This material is then sold to Silico manganese manufacturer in large quantity. Thus there is

no loss or wastage of even small quantity of material.

MANUFACTURING PROCESS OF METAL/ALLOYS

Alumino Thermic process is the best process to manufacture any Low Carbon Ferro

Titanium, Low Carbon Ferro Chrome, Low Carbon Ferro Vanadium. In this process

aluminum is the source of energy which provides immense quantum of heat (say 1600-2000

degree centigrade) by Exothermic Reaction which is not possible by any other means of

energy.

In this process metallic oxides (Ores) say raw material are mixed with Aluminum

powder/Fluxes like Lime, Fluorspar, Iron turnings etc for manufacturing of Low Carbon

Ferro Titanium, Low Carbon Ferro Chrome, Low Carbon Ferro Molybdenum and Low

Carbon Ferro Vanadium called thermit Mix. Small portion of the thermit mix is then taken in

M.S. Crucibles with refractory lining ignited with the help of sparkler. The complete charge

of thermit mix poured gradually & in due course with the exothermic reaction, heat is

developed in the bath & complete charge comes in molten stage due to gravity metal being

heavier settles down. By natural cooling, comes to solid stage with perfect separation of

metal & slag. Metal collected separately & dresses to size & packing for steel & alloys units.

MANUFACTURING PROCESS OF ALUMINUM INGOTS

We shall procure all types of aluminum scrap like door frame, utensils, bottle cock,

aluminum scrap wire, aluminum cuttings etc from the domestic market. The requirement for

producing aluminum ingots is Crucible casting pan with M.S.steel drums. Coke is used for

heating/melting the scrap at higher temperature.

M.S. steel drum used in this process is lined with brick liner from inside. The process

involved is setting up a casting pan (kadhai) on the upper side of MS steel drum which is

having a small hole at the bottom from which coke is fed, set it to fire and suction through

blower. The aluminum scrap is fed into the casting pan and heated at a very high temperature

for almost 1 hour till all the aluminum scrap gets melted. This melted liquid is then taken out

from casting pan by means of ladle and pour it into the ingot pattern or different sizes as per

requirement which immediately gets solidifies.

Chapter – 4

Site Analysis

4.1 CONNECTIVITY

The proposed project is located at Plot No. C-3 MIDC Industrial Area Deori, Tahsil-

Deori, Distt. Gondia (M.S.). The nearest city from the site is Gondia which is around 46

km. The nearest railway station is Saundad which is around 29 km. Nearest airport is at

Gondia which is 56 km from site. The site is well connected to tar road and NH-6.

4.2 LAND FORM, LAND USE AND LAND OWNERSHIP

Shree Pawan Metals and Minerals is having 0.54 Ha of Pvt. land Plot No. C-3 MIDC

Industrial Area Deori, Tahsil-Deori, Distt. Gondia (M.S.).for the proposed project.

4.3 TOPOGRAPHY - WITH MAP

The proposed project site is fairly flat. There will not be cutting and filling required for

the proposed project.

The Topographical map of 10 km radius of the proposed plant site is given as Fig.1.

4.4 EXISTING LAND USE, SHORTEST DISTANCES FROM THE PERIPHERY OF

THE PROJECT TO PERIPHERY OF THE FORESTS, NATIONAL PARK, WILD

LIFE SANCTUARY, ECO SENSITIVE AREAS, WATER BODIES, CRZ.

Company is having 0.54 Ha land. Present landuse is industrial at MIDC Deori. The

physical changes in respect of topography and land use, though permanent, shall be

compensated by developing green belt around the project site.

4.5 EXISTING INFRASTRUCTURE

Good infrastructure is available in the vicinity of Plant; some of the key features are

listed below:

1. Availability of tar road which is near to proposed project site. Same can be used for

transportation of all kind of Plant Equipment, Raw material etc.

2. Availability of adequate Water Resources.

Brief Planning

5.1 PLANNING CONCEPT

Type of industry: Production of MnO and Ferro Alloys (By Thermite Process)

Transportation Facilities: NH-6 for transportation which is about 1.0 km from Plant site

connected by internal MIDC roads.

Development authority: MIDC

5.2 POPULATION PROJECTION

Total Population in 10 KM radius of site is estimated as 159710.

5.3 LAND USE PLANNING (BREAKUP ALONG WITH GREEN BELT ETC.)

The plantation and green belt development will also be taken care in the plant and the

space reserved for plantation will be about 33% of the total plant area. Adequate

plantation will substantially abate the dust pollution, filter the polluted air, reduce the

noise and ameliorate the plant environment.

5.4 FIRE PROTECTION SYSTEM

The firefighting system will be designed in conformity with the recommendations of the

Tariff Advisory Committee (TAC) of Insurance Association of India. While designing

the fire protection systems for proposed facilities its extreme ambient conditions need

special attention. Codes and Standards of National Fire Protection Association (NFPA)

will be followed, as applicable.

5.5 ASSESSMENT OF INFRASTRUCTURE DEMAND (PHYSICAL & SOCIAL).

Basic infrastructure demand for nearby area would be first to have internal roads,

availability of clean and pure drinking water, availability of good schools, availability of

Hospitals, community halls, Sulabh Shauchalaya , easy and faster means of transportation

the present assessed demands for sustained and healthy growth of nearby area of site.

Most of the infrastructure demand mentioned above comes automatically when industry

of this magnitude comes in such area, systematic efforts shall be made to bring such

facility in the surrounding area for all round physical and social development.

5.6 AMENITIES / FACILITIES

For the social development in the area the company has planned to construct community

halls, roads, provide drinking water etc. Time to time the company will also organize free

eye checkup, cataract camp, free distribution of spectacles etc.

Proposed Infrastructure

6.1 INDUSTRIAL AREA

Proposed project is located at Plot No. C-3 MIDC Industrial Area Deori, Tahsil-Deori,

Distt. Gondia (M.S.).

6.2 GREEN BELT

The plantation and green belt development will also be taken care in the plant and the

space reserved for plantation will be more than 33% of the total plant area. Adequate

plantation will substantially abate the dust pollution, filter the polluted air, reduce the

noise and ameliorate the plant environment.

6.3 SOCIAL INFRASTRUCTURE

For the social development company will provide the arrangement of community hall,

road, water, toilet facility, medical facility, education etc. in the nearby villages under

CER fund as per OM dated 1st May 2018. For the economical development the company

will provide the employment as per requirement and individual’s qualification &

eligibility.

6.4 DRINKING WATER MANAGEMENT

Water for the plant will be sourced from Ground water. The water system will cater to the

drinking and sanitary requirements of plant personnel as well as laboratory and

contingent users. The required water will be withdrawn from the storage reservoir by

pumps. RO water purifier will be provided for drinking water in the plant.

6.5 INDUSTRIAL WASTE MANAGEMENT

Solid waste of slag generation will be about 500 TPA. The ash generated will be

45 TPA

Analysis of proposal (Final Recommendations)

8.1 FINANCIAL AND SOCIAL BENEFITS WITH SPECIAL EMPHASIS ON THE

BENEFITS TO THE LOCAL PEOPLE INCLUDING TRIBAL POPULATION

The proposed project will result in improvement of infrastructure as well as upliftment of

social structure in the area. The people residing in the nearby areas will be benefited

directly and indirectly. It is anticipated that the proposed project will provide benefits for

the local people in two phases i.e. during construction phase as well as during operational

stage of the plant.

CONSTRUCTION PHASE

Employment

The major benefit due to the proposed project will be in the sphere of generating

employment for people of that area. The proposed project will benefit local population.

OPERATIONAL PHASE

Employment

The manpower requirements for the operational phase after the proposed project will be

about 40 - 50 people. In addition, there will be an indirect employment for skilled/ semi

skilled people during project life. All attempts will be made to employ suitable, locally

available, skilled personnel from the nearby area. In case of non-availability of skilled

persons, people will be employed from outside area.

Transportation

There will also be small increase in the vehicular traffic due to passenger transport. This

increase in traffic will not have any consequence to warrant special mention. One should

expect that the increased passenger load in the sector would prompt the state government/

private movers to start new and frequent public transport services to this area, bringing

upliftment to the whole locality.

ENVIRONMENTAL MANAGEMENT PLAN

a) AIR MANAGEMENT

There will be two major source of air pollution in the plant, fugitive emissions from various

material handling and transfer points and flue gases generated from various combustion

units. Flue gases generated will be cleaned in the Wet scrubbers and discharged through

stack, so that the dust concentration will be well within the prescribed standard.

Height of the all the flue gas discharge facilities will be designed as per CPCB norms.

Traffic Details

There will be increase of only 35-40 trucks per month due to the proposed expansion

project.

Proper Dust Suppression is proposed in the premises, sprinkling on internal roads, regular

check up & maintenance of vehicles, it will be ensured that all trucks/dumper will be

covered by Tarpaulin.

Transportation

The raw material will be transported by Road.

Raw material & Finished Products will be transported by road.

It will be ensure that all trucks carrying raw material are tarpaulin covered.

Internal roads are being Tarred / Concreted with installation of water sprinklers to

suppress dust due to transportation.

b) WATER ENVIRONMENT

The wastewater generated from the Zigging process and Air Pollution Control System will be

treated in settling tank and reused in the process. The domestic wastewater generated will be

treated in Packaged Type STP.

c) NOISE ABATEMENT

Noises from fans, centrifugal pumps, electrical motors etc. will be kept in control so that the

ambient noise level shall not exceed 75dBA during daytime and 70dBA during nighttime.

Noise pollution control measures will be provided in respective departments by way of

providing silencers soundproofs cubicles / covers and proper selection of less noise prone

machinery and by development of green belt.

d) ENVIRONMENTAL MONITORING

Necessary provisions for routine monitoring of stack emissions, ambient air quality, noise

level, water quality as required by the regulations will also be provided.

e) OCCUPATIONAL HEALTH AND SAFETY

Besides the above, the operating and maintenance personnel will be provided with all the

necessary safety equipment such as hand gloves, gum boots, aprons, helmets, protective

glasses, ear muffs etc.

Workers training will focus on reduction of wastes, utilization of wastes and generally

maintaining a clean and healthy environment.
