POZIV Poštovane kolege,

Industrija u zemljama Jugoistoĉne Evrope ima sliĉne probleme u vezi energetske efikasnosti i zaštite ţivotne sredine. Preduzeća sa malom energetskom efikasnošću i sa zastarelim industrijskim postrojenjima, našla su se na otvorenom trţištu. Uĉešće potrošnje energije u ukupnim troškovima preduzeća je toliko veliko da se svaka ušteda u ovoj oblasti direktno odraţava na ukupnu produktivnost, a time i konkurentnost privrednog subjekta. Investicije u oblast racionalne potrošnje energije i zaštite ţivotne sredine spadaju u veoma efikasna ulaganja. Investiciona sredstva za ovu oblast su, zahvaljujući brojnim fondovima meĊunarodnih institucija, dostupnija i znatno povoljnija od kredita poslovnih banaka.

Zbog svega navedenog, potvrĊeno je naše oĉekivanje da će teme konferencije pobuditi znaĉajno interesovanje struĉnjaka iz Istoĉne i Jugoistoĉne Evrope i šire. Na konferenciji će biti predstavljeno 95 radova autora iz 16 zemalja, koji će doći na konferenciju da razmene iskustva i informacije, prošire svoja nauĉna i tehniĉka saznanja, kako bi na najracionalniji naĉin povećali u svojim zemljama energetsku efikasnost i zaštitili ţivotnu sredinu.

Konferencija će biti povod za poslovne susrete sponzora i izlagaĉa konferencije koji će industrijskim preduzećima predstaviti najnoviju tehnologiju koja doprinosi energetskoj efikasnosti i zaštiti ţivotne sredine. Pozivamo vas da svojim aktivnim uĉešćem na IEEP konferenciji doprinesete ostvarenju njenih ciljeva.

1. I�TRODUCTIO�

Many scientific studies on energy efficiency show that electric motor drives (EMD) consume less than 60% of total electrical energy in industry, both in developed and developing countries. Many electric motor drives enable great electrical energy savings (up to 60%) with very short investment payback periods. The realization of the idea concerning the savings of electrical energy in electric motor drives is the subject of a great number of programmes and measures that are being undertaken by many countries in the world, especially EU countries. There is no unique programme for energy efficiency that would cover all EMD types. The users’ behaviour must be the framework for any successful energy efficiency programme. Energy efficient behaviour has become part of the national energy efficiency strategies and policy. Energy efficient behaviour is the framework (and one of the important agents) to the implementation of the concept of electric drives energy efficiency policy (EDEEP), too. In order to develop a positive awareness of the importance of energy efficiency, the education in this field should be implemented at higher electric engineering education institutions, policy makers’ institutions and industrial/work organizations. The public relations activities are the supporting activities of the implementation of energy efficient electric motors and drives. Development of the energy efficiency awareness and behaviour in the field of the electric drive energy efficiency is important aspect of the promotion EEED.

2. CO�CEPT OF E�ERGY EFFICIE�CY OF ELECTRIC DRIVES (EEED)

According to new researches, about 40% of total electric energy consumption and over 60% of electric energy in the industry is used in electric drives systems [Jacob, 1], [2], [3], [Ryan, 4]. For example, about 70% of the electricity consumed in Danish factories goes to motor-driven systems. Several studies estimate potential levels of saving electric energy in electric drives between 5% to 30% [2]. In the world, about 46% of the global electricity demands by electric motor systems [1], (table 2.1., fig. 2.1.). These facts emphasise the concept of the electric drives energy efficiency, and activities and measures to improve it.

The main categories of electric energy consumers in Serbia: industry, traffic (vehicles with electric traction), agriculture, commercial and public sector, residential consumption etc. For example, there is the review of the great consumers of the electric energy in Belgrade [5] (table 2.2, fig. 2.2)

The industrial electric drives, most frequently used in pumps, fans and compressors, are combined with some other components. Optimization of energy consumption is only efficient at the system level when all its components, not only the electric drive, are taken into consideration. In most cases the performance of EMD is not static but dynamic. Therefore, it is necessary to optimize the system in order to satisfy different performing conditions.

The analysis of programmes in different world countries shows that the key measure is to satisfy the Minimum Energy Performance Standards (MEPS) concerning electric motors as key components in EMD [De Almeida, 6]. What is a possibility to improve energy efficiency of electric motor? The efficiency of electric motors can be improved by [De Keluenaer et al, 7]: reducing the losses in the windings; using better magnetic steel; improving the aerodynamics of the motor; improving manufacturing tolerances. Objectives of the electric motor energy efficiency policy are: reducing maximal engaged energy; reducing power losses and consumption of active power, and reducing reactive load and consumption of reactive power (excessively reactive power compensation) [Kostic, 8]. What is the field of energy efficient electric motors implementations? The Electric Motor Systems Annex (EMSA), the document of International Energy Agency, bundles best technical practice and policy know-how in order to stimulate market transformation towards energy efficiency in the field of electric motor systems and their applications in industry, infrastructure and large buildings [2]. The project deals with pumps, fans, compressors, industrial handling & processing. The range of electric motor systems to be treated in EMSA is clearly defined. Major focus are the poly-phase electric motors between 0.5 and 500 kW that carry the bulk of the load to drive pumps, fans, compressors and mechanical drives. These machines are produced worldwide in large quantities and are used globally. The majority of the motors are AC, 2-, 4- and 6-pole and with 200 V to 1000 V. The scope of EMSA also includes new emerging motor technologies with higher efficiencies and motor controls [2]. What are the effects of implementation of energy efficient electric motors in industry, infrastructure and large buildings? Some of effects are [4], [9]: saving energy and saving money; reducing consumption of primary energy sources; indirectly reducing greenhouse gas emissions; generating less internal heat; prolonging the life of electric motors and drives; reducing process downtime, reducing maintenance requirements etc. Great consumers of electricity with great electric motors and drives, such as industry, mines, thermal power plant, commercial consumptions, are interested to the measures of rational use of electric energy.

2.2. Barriers to EEED implementation

The saving potential of energy efficient motor drive systems is very important, but the implementation of the energy efficient drive systems hasn’t enough. There are lot of barriers to realization of electric drives energy efficiency concept, especially in market field [7]:

� Major barriers: pay-back time is too long due to low electricity prices; reluctance to change a working process; split budgets;

� Medium barriers: not all parties in the supply chain are motivated; lack of correct definitions of motor system efficiency; oversizing due to lack of knowledge of mechanical characteristics of load; lack of management time;

� Moderate barriers: shortage of capital; other functional specifications conflict with energy efficiency.

The most important actions to overcome the barriers and achieve success (adapted from [7]): 1. regulation: creating efficiency classes, licensing of motor systems etc.; 2. information and education: providing publications and seminars, tackling issues from

the point of view of the target audience; 3. shop floor assistance – decision-support tools (electronic databases, energy savings

calculators, education of personnel on the job and, above all, energy audits);

4

4. financial support – kick-start promotional debates, support of distributors, enhanced capital allowances, special elasing constracts and trading of emission credits;

5. working with suppliers: the ideal partners of distributing information, but a perceived loss of independence should be avoided.

6. environmental standards: accreditations as a framework to promote efficiency; 7. support of designing and manufacturing more energy efficient products; 8. procurement and life cycle costing – a proven technique to increase business and

environmental performance at the same time; 9. integrated approach (integration of the above solutions).

3. E�ERGY EFFICIE�T BEHAVIOUR OF ELECTRIC DRIVE USERS

Most of energy efficiency programmes and projects have focused primary on physical upgrades, technologies, and purchasing habits, or administrative and operational areas of energy use [McMakin, 10]. The energy-related groups’, organizational and individual behaviours of electric drives energy efficiency have received little formal attention. Behaviour-based change is challenging, but potentially fruitful area for energy efficiency and energy conversation programmes [10]. Efforts to change behaviours involve links with values, social networks and organizations, and new ways of thinking about energy efficiency concept. Development of energy efficiency awareness, and behaviour based on it, are complex processes, which are circularly linked with the energy resource management [Mohammed et al, 12]. Understanding of environmental demands, and the other inputs, is important to change behaviour. Development of energy awareness is the individual and social process. The social impact from energy efficiency organizations and management is formative to individual energy saving awareness. It is the basic energy awareness stimuli. At the strategic level, country’s and government organizations and agencies give directions and organize the energy efficiency education. Canadian Office of energy efficiency [8] has developed a step-by-step program to improve energy efficiency awareness. According to the programme, a comprehensive awareness programme can support and reinforce the overall objectives of energy efficiency initiative. Implementation of this program in the field of development awareness of electricity saving, brings about the following goals:

� to increase understanding of electricity saving benefits; � to create the link between individual actions and behaviour, at the one side, and energy

use and potential saving in the company, at the other side; � to motivate consumers and decision-makers to modify own behaviour that affects

energy consumption; � to reduce electricity consumption and save money.

Some kinds of reinforcement are needed for permanent acquisition and applicable energy saving awareness. Electric rates, which are one of the information of electricity consumption, are stimulator to less energy use. But, the price of electric energy in Serbia is low, and it is a factor of destimulation of energy efficient electric drives implementation. What kind of information is effective to develop electricity saving behaviour? These are [Bjekic et al, 13]:

� periodical and/or continual information about the electric energy consumption; relevant feedback can improve electricity saving, because the successful feedback has to capture the consumers’ attention, to link specific action to their effects and to activate various motives;

� information about energy effective electric motors: � information about the electric motor / electric drives comparisons;

� information about the energy efficiency behaviour, � information about the local and global effects of electricity saving, etc.

Different population have different trust to sources of information, and different kind of message is formative for different employers and users of electric drive in industry and in the other context.

4. PUBLIC RELATIO�S MA�AGEME�T OF E�ERGY EFFICIE�T ELECTRIC

DRIVES IMPLEME�TATIO�

Strategies of energy efficient behaviour are based on education, marketing and market transformation, public relations procedures etc. The public is the group of people or group of organizations which are linked by the same problems, interests, needs. The public opinion is a characteristic of the public. It is a dominant set of attitudes of some groups to some phenomena. What public is relevant to implementation EEED concept? Industrial companies and producers as industrial public, financial organization as financial public, government institutions and government supported organizations and agencies are immediately/directly relevant public to implementation EEED concept. Analysis of public relations strategies and procedures, their impact on energy efficient attitudes and behaviour, is the basis to development of adequate procedures to establish electric drives energy efficiency in the industrial surrounding [Stanić, 14], [Rezessy et al. 15], [Marinković et al, 16], [Pješivac, 17]. 4.1. Public relation strategy in EEED promotion

Public relation activities make impact on changing, creating or reinforcing public opinion. Public relation strategy is the general longitudinal plan of goals and activities. Tactics of the public relation consists of the operacionalized activities in the relatively short term. Strategic function of public relation is developing the relationship and connections with strategically important target groups [14], and developing agreed commitments to relevant themes. Some strategies and methods of public relation management are applicable for improving EEED. Systematic approach to public relation is the activity of the organization’s or project’s top manager. The systematic strategic approach consists of:

� setting goals of EEED promotion and implementation; � analyzing the structure, characteristics and needs of efficient electric drives users; � defining strategy and tactics of public relation activities; � creating messages in the form suited to the characteristics of target groups; � defining the most appropriate communication channels and means; � defining the budget to the realization of public relation programmes; � planning the evaluation of public relation activities.

Processes of information and dissemination are the fundamental processes of public relations in the field of EEEE. Impact on public opinion creators and public opinion leaders is the important aspect of public relation in the field of promotion and implementation concept of electric drives energy efficiency. Public opinion creators and public opinion leaders are: managers in the field of energy efficiency, leaders of top electric motor and electric drives industry and manufacturing, leaders of commercial teams in trade companies (distributors and sellers of efficient electric motors), top manager in industry, and scientist and teachers.

Operazionalized activities of designing and executing public relations of EDEE practical activities [10]:

� establish goals, or desired outcomes; � establish objectives to achieve goals; � set a budget that covers all labour, materials, production, distribution, activities, and

monetary incentives; � set a schedule to keep the work on track and to include time-specific events; the

schedule may be influenced by the availability of energy-use data and the time required for behaviour change;

� understand base setting by talking with constructors, producers, users and consumers of electric drives systems; use input from them to design a campaign that is tailored to the site; use focus groups and interviews to learn what employers and responsible officials are interested in and willing to do; talk with base communication personnel to learn about their requirements, deadlines, and approval processes;

� consider a pre-survey: it can be used to design campaign, select logos, slogans, and incentives, form a baseline for later comparison and evaluation, and begin introducing the target actions;

� identify desired behaviours: choose actions that are available, feasible, and reasonable; emphasize the actions with the greatest potential for savings;

� select themes, messages, and visual support; � choose communication channels, use a variety of channels and repeat information for

best coverage; � identify motivators and incentives to prompt behaviour change; emphasize gain rather

than deprivation; use personal, interactive contact; use feedback to show how much energy the system (users of electric drive) have saved over time; work with reference professional groups and decision-makers; make information vivid, relevant, and personalized;

� produce and distribute information about the campaign itself, the targeted behaviours, progress, and final results and rewards;

� conduct activities and involve representatives of target groups; use interactive activities to share information and invite participation;

� educate future engineers, producers of energy efficient electric motor and users of energy efficient electric motors to stand their mission, clarify each others’ roles, and be prepared to provide tailored information materials.

Based on the review and analysis of realization public relation activities in the field of energy efficiency [13], [14], [15], [16], [17], we suggest some methods, activities and communication network to use in cooperation with target groups that are responsible to realize the concept of electric drives energy efficiency What public relation activities are relevant to the promotion and implementation of EEED? Depending on a target group, public relations of EEED include:

� symposia for researchers, scientist, top engineers, teachers of electric drives, teachers of energy efficiency, the main producers of electric drive/motor, and the other specialists in this field;

� fair promotion for representatives of industry, managers of industry, managers of public sector and media, sales managers;

� promotion on WWW (energy efficiency web page [18], EEED web page, portal of EEED laboratory [19] etc.), professional discussion groups, networking of specialists and users;

� special events: producers’ presentations, press conference; � special editions of EEED and EEED web portals with interactive capacities for target

groups participation etc.

4.2. Campaign in the promotion of EEED

Public relation activities in the field of EEED usually start with the information and dissemination campaign (like the other PR oriented activities of energy efficiency policy implementation) by introducing the problem and focusing the target group’s attention, educating target group, motivating them, and influencing to their attitudes and behaviours [Pješivac, 17]. Campaign is a common method of public relations. It consists of a set of sequential activities focused on the special target groups, with goals to promote and implement the concept of energy efficiency electric motor drives in short time, or limited period. This text uses the term “campaign” to represent all energy-efficiency communication efforts of limited duration. An important part of energy efficiency campaign is the enthusiasm of a person or people who can pull together resources and get things done at the site The following elements should be in place for an effective campaign [10]:

- supporting and approving of energy manager; - funding and providing of incentives; - developing of a team with specialized skills - a team must have: adequate time and

resources available to design and execute the campaign, developed communication skills, experience in research field, conducting focus groups and interviews, developing activities, producing targeted information materials, and evaluating results; some of members should be experienced in graphic design, some of consulting;

- accessing to communication channels and production capabilities and resources; some of them should be experienced to producing printed materials, video materials etc;

- linking with institutional groups; - evaluating campaign procedures and effects.

An energy-efficiency effort can take on three approaches: a short-term campaign, a kick-off campaign as part of a longer effort, and an ongoing endeavour [10].

- Short-term campaign is a limited-term campaign of less than one year; it is useful when testing approaches and activities specific to a particular context;

- Kick-off campaign or relatively longer campaign: kick-off campaign raises awareness and attention to start a more sustained effort.

- Ongoing effort is focused on the persuading people to change their behaviour, selection and use of electric motors both in industry, infrastructure systems and infra-structure objects, large building, and small consumers (small pumps, compressors etc).

The important part of the energy efficiency promotion, especially in the field of the electric drives energy efficiency promotion in the industrial context, is evaluation of public relations procedures implementation [Bosseboeuf et al. 20], [Stojanović, 21]. CO�CLUSIO�

Electric motor drives (EMD) consume less than 60% of total electrical energy in industry, both in developed and developing countries. The analysis of energy efficiency programmes in different countries shows that the key measure is to satisfy the Minimum Energy Performance Standards (MEPS) concerning electric motors as key components in EMD. Energy efficient behaviour is the framework (and one of the important agents) to the implementation concept of electric drives energy efficiency policy. There are more barriers to implementation of energy efficient electric drives. But, the communication approach and public relations strategies and procedures should be able to support development the energy efficient behaviour in the field of electric drive energy efficiency. Campaign is usefulness public relations procedure. Some activities of public relations procedures and campaign are listed in the paper.
