Social Safeguard Monitoring
1. INTRODUCTION:
Bangladesh is one of the most densely populated country in the world. Despite stable
economic growth, poverty has been widespread in the country. Close to 29% (Percent) of
the country’s population still live in poverty level (2015). Rapid Industrialization an
urbanization in recent days has been an added challenge for proper Governance and
services. At present 30% of the National Population of 160 million people are living in
the urban areas (2015), city corporation ad municipalities.
Dhaka is a capital city and Narayanganj is most important trade and commercial city of
Bangladesh and with rapid industrialization and urbanization of these two city
corporation become densely populated. So with all respect, the electricity demand of
Dhaka and Narayanganj city area is very much important both for industrial and
commercial activities. For the importance point of view, Government of Bangladesh
gives highest priority for supply of Electricity to Dhaka and Narayanganj city and hence
DPDC Area. Due to Globalization and open market economy, importancy for Dhaka and
Narayanganj is growing day by day in the field of industrialization, trade and socio-
economic activities. So as a matter of fact with the increase of population, electricity
demand of DPDC Area will be increase. During 2020 the demand of DPDC Area will be
increase to 2200 MW. So expansion and construction of distribution network is very
much important in North and south zone of DPDC Area.
1.1 Objective of the monitoring report.
The objective of the social safeguard monitoring is to monitor the construction work
of the project with occupational health and safety, according to the Environmental
Management Plan (EMP) as to Asian Development Bank’s (ADB) and Government
of Bangladesh social safeguard policy and also loan covenants of ADB.
1.2 Scope of monitoring:

The scope of the social safeguard monitoring is to monitor the social management and
monitoring plan suggested in the EIA report with the action plan proposed by ADB.
Monitoring of construction activities to overview their compliance with national
environmental and social relations and ADB’s performances standards on social
issues regarding sustainability.
Monitoring of socio-economic issues like community safeguard due to pollution,
hazards and employment opportunity.
Suggestion of pollution prevention and mitigation measures to ensure social
safeguard to ensure compliance with ADB and national standard.
Providing and monitoring report at the end of six (6) months with the reporting
requirement of ADB.
1.3 Monitoring Policy Standard:
Social Safeguard compliance monitoring is one of the most important part following
the Bangladesh Government policy standard and ADB’s social safeguard policy and
ADB & Bangladesh loan convents, ADB loan covenants with DPDC.
As per the loan covenant DPDC should carry out the project with the due efficiency
and in conformity with sound administrative, financial, and engineering, environment
and power sector practices. For the execution of project following criteria would be
followed:
1.3.1 Implementation Arrangement:
DPDC should ensure the project implementation in accordance with the detailed
arrangements set forth in the Project Administration Manual (PAM). It is the
responsibility of DPDC to ensure their project management staff who have the
qualification to undertake necessary tasks of procurement, construction, supervision
inspection and testing of equipment, payments of contractors, monitoring
environmental and social safeguards due diligence and reporting of progress relevant
to the components under their responsibility. Safeguards related provision in bidding
documents of works and work contracts.
The DPDC should ensure the following compliance in relation to contract or bidding
during the project implementation.

(a) Comply with the measures and requirements relevant to the contractor set forth in
the IEE, EMP and resettlement plan (RP) (If required) any small ethnic
community peoples plan and any corrective or preventive actions set out in a
safeguard monitoring report.
(b) Make available budget for all such environmental and social measures.
(c) Provide the borrower with a written notice of any unanticipated environmental,
resettlement or small ethnic community peoples plan.
(d) Adequately record the condition of roads, agricultural land and other
infrastructure prior to starting to transport materials and construction.
(e) Fully reinstate pathways other local infrastructure and agricultural land to at least
their pre-project condition upon the completion of construction.
1.4 Safeguard Monitoring and Reporting:
The DPDC should comply the following section 8
(a) Social safeguard monitoring reports submit to ADB and disclose relevant
information from such reports to the affected person.
(b) Any anticipated environmental and social as well as impacts arise during the
construction, implementation or operation of the project that were considered in
the EIA, the EMP or the RP promptly inform ADB of the occurrence of such risk
and impacts with detailed description of the events and proposed corrective action
plans.
(c) Reporting would be completed based on the any potential beach of compliance
with the measures and requirements set forth in the EMP.
1.5 Labour Standards:
Following labor standards should be followed as per the loan covenants.
(a) Comply with the applicable labor and related international treaty obligations of
the borrower and do not employ child labor as defined under the Law of
Bangladesh.
(b) Provided safe working condition for male and female workers.
(c) Carryout HIV/AIDS and human trafficking prevention and awareness
campaigns in the campsites and corridor of influence.

(d) Engage women workers as wage laborers depending on their skill.
(e) Provide equal wage for equal work between men and women.
1.6 Project Reviews:
The environmental and social safeguard monitoring will assess the compliance that
has been suggested under the Bangladesh Govt. Law’s policies and national standards
and ADB loan covenants. As there is no involuntary resettlement and minority issues,
therefore, this monitoring assess the environmental and social safeguard issues in
accordance with the Govt. laws and ADB loan covenants like the above mentioned
ways.
The results of the monitoring will be compared with the established
benchmarks/baseline and compliance status and help to identify the areas where
adverse environmental and social adverse impacts are still occurring. It will help to
formulate the corrective actions accordingly and in a timely manner.

Occupational Health & Safety
Construction workers will be faced occupational health hazards such as minor or
major injuries due to lack of general safety requirements and precautions applicable
for such sites, malfunctioning equipment, careless use of equipment and vehicles etc.
At the construction camps for all large sized project packages, houses will be
constructed for temporary accommodation for about 100 workers. Poorly designed
temporary camps and sanitation facilities may pose a health threat and nuisance to the
workers. Uncontrolled vending of food and drinking water on the work site may also
pose a risk with respect to the transmission of contagious diseases like Typhoid,
Diarrhea, Malaria, Dengue, etc. Construction workers will be required to handle
hazardous materials for the construction works.
A proper Occupational H&S Plan should be prepared prior to start construction by the
Contractors & follow it to avoid health hazard of the workers. First Aid Box and
Personnel Protective Equipment (PPE) such as ear plugs, helmets, hand gloves, safety
shoes and belts, goggles, raincoats (during rains) etc. should be provided for the
workers for all construction sites of the DPDC. The safety belts and harnesses must
be worn by the workers, working at heights (such as OHTs, buildings etc.) at all times
and safe anchorage points provided. In case of major accident, transport should be
made available to take the patient to the nearest hospital in Dhaka & Narayangonj
Cities. The H&S Manager should be engaged for the construction period of the
project. The workers operating the equipment and drivers driving the construction
vehicles at construction site should be skilled. Proper H&S signboards and
appropriate information to the local people about the construction activities should be
provided.
Occupational Health, Safety, accident and training upon those.
As mentioned earlier, a considerable staff will be involved with O&M of the WS
activities. There could be H&S risks of the staff that may occur during the stay of
workers at the working places these are mainly:
- Fire hazards from loose electric lines/cooking stoves/ careless handling of
materials that can generate fire;
- Inadequate lighting and ventilation in and outside the WS complexes;
- Frequent load shading of power due to inadequate power supply ;
- Lack of daily cleaning and regular maintenance of the WS complexes;
- Noise pollution due to electro mechanical equipment;&
- Use of hazardous chemicals by the workers for purification of water.

The above mentioned all H&S risks must be considered adequately during designing
of the DPDC infrastructure and implement accordingly during construction. Full time
first aid facilities and an experienced H&S Manager should be available. Based on the
nature & location of job, provide PPE such as helmet, hand glove, safety shoes, ear
plug, mask, raincoat & safety belt for working above the GL to each worker. Training
on H&S should be provided for all staff. In case of any accidents, the victim must be
sent to nearest city hospital/ health center for proper treatment. Electro-mechanical
equipment must be kept in closed concrete house/chamber.
Training:
Contractor`s arrange short training on Health and safety and also on any accident
occurred to take necessary action, such as the victim must be provide Fast Aid and
sent to the nearest Hospital or clinic.
Construction of Power transmission Sites:
No any adverse negative environmental impact occurred at the sites of
construction of power transmission lines.
Statistics:
Up to date no any accident occurred at any construction sites.
2. METHODOLOGY
According to the information regarding the construction work’s activities collected from
concern authority of DPDC, report has been prepared on the basis of that. Individual
consultant (Social Safeguard and Environmental Expert) made reconnaissance and
exploratory site visits. The interaction between the project activity and the significant
environmental components was made base on checklist. This DOE guidelines for selected
industries (DOE, 1997). Environmental guideline for selected industrial and water
development projects (ADB, 1990)
According to the IEE/EIA guidelines, the environmental data was collected from the 22
nos. of sub-stations (of which ADB assisted 8 nos. of sub-station) through some related
questions and also public consultation was made to collect the people’s views.
To prepare an environmental baseline profile, the environmental data were collected from
different sources such as, DoE, Department of Meteorology, BWDB, Agro-climatic

survey of Bangladesh etc. The expert made a visit to visualize the condition of the project
sites and its surroundings.
The compliance monitoring of the project has been carried out following important
environmental and social component during field investigation. Methodology for the
investigation of each component is given below:
2.1 SOCIO-ECONOMIC ENVIRONMENT:
(a) The project proponent i.e, DPDC is obliged to provide compensation to the land
owners if it acquires private lands. But for 22 nos. (ADB Assisted 8 nos.) of sub-
station and for expansion of Distribution Network of North and south zone project
under DPDC Area, no lands were need to acquired.
(b) Livelihood and living condition:
Livelihood and living condition of stakeholders have been monitored through in-
depth observation. The present livelihood and living condition of surrounded people
of project sites have been monitored environmental compliance monitoring based on
the prepared checklist.
(c) Community Health, Safety and Security:
Health, Safety and Security of occupational has been monitored through field visits
during construction of the project. At this stage construction of ADB assisted 8 nos.
sub-stations has been ongoing and community health, safety and security condition
have been monitored regarding the set compliance for this construction stage.
(d) Labor and Working Condition:
During construction labor and working condition has been monitored. The present
labor and working condition of surrounding sub-stations project areas has been
identified through informal meeting, observation and key informal intermission.
3. MONITORING RESULTS:
Monitoring results based on field visits a eight sub-Stations and expansion of
distribution network i.e, the project name: “CONSTRUCTION OF NEW 132/33KV
AND 33/11 KV SUB-STATIONS & CONSTRUCTION AND CONSTRUCTION &
EXPANSION OF DISTRIBUTION NETWORK OF NORTH-SOUTH ZONE
PROJECT UNDER DPDC”. The monitoring results considered the social safeguard
issues related to the above construction activities.

During monitoring the construction activities of all the eight sub-station are ongoing
and also construction and expansion distribution network are ongoing. Construction
activities are presented in the following table 3.1.

3.1 COMPLIANCE STATUS WITH ADB LOAN COVENANTS.
Compliance status with the ADB loan covenants have been monitored according to the
indicators provided in the ADB loan covenants. The findings for compliance status with
the ADB loan covenants presented in the following table 3.2.

3.2 Social Safeguard Compliance Status:
3.2.1 Compensation
DPDC has not needed to paid any compensation for the land, because they has own
land for the construction of 22 nos. of sub-station (8 nos. sub-stations, ADB Financed)
and construction and extension of distribution network of North South zone project.
3.2.2 Livelihood and Employment:
Social safeguard expert during monitoring found that 5% workers are from the
locality involved in the construction work, so it is very good information that the
project has generated employment opportunity for local people through construction
activities. The working condition was very good inside the sub-stations, because
social safeguard expert during monitoring found that almost all labors were using
safety equipment as the safety equipment was sufficient for all workers.
3.2.3 Occupational Health, safety and security
Contractors of all the construction sites, were giving services to ensure health, safety
and security of all the laborers. In any case of emergency there were specific
arrangement of doctor’s, ambulance service to carry the injured person to nearby
hospital or clinic, for better treatment.
3.2.4 Labor and working condition
The social safeguard expert during monitoring found that in all the construction sites
labor’s facilities were upto mark. Contractors were provide sufficient safety
equipment, adequate labors sheds drinking water, toolbox (First Aid) etc.

4. CONSULTATIONS:
Consultation were held during sub-stations and expansion of distribution network
construction sites, several issues were discussed in the meeting regarding social safeguard
issues in consultation meetings, the participants (OPDC’S and contractor’s personnel’s)
expressed their opinion spontaneously and he individual consultant recorded all the
information delivered in the meeting.

5. CONCLUSIONS & RECOMMENDATIONS.
It has been observed during social safeguard monitoring for construction work of
eight nos. sub-stations and construction and expansion of distribution network of
North-South Zone projects and explored the compliance status based on ADB
safeguard policy, EMP provided in the EIA, Government of Bangladesh (GoB) and
ADB loan covenant. In this stage social safeguard monitoring, the social management
system and action plan, occupational health and safeguard and workers wellbeing
have been observed through working sites working sites specific field visits and
following the indicators stated in the checklist. In addition compliance status has been
provided during the construction phase of the project. The environment and social
monitoring, individual consultation suggested recommendations and guidelines which
need to be strictly and seriously followed by the workers of the contractors.
To make the process more smooth and efficient, the following recommendations are
proposed by the consultant to be followed with immediate effect.
The HR policy was found developed as the management of site specific EHS
progamme has been established: occupational health and safety polices.
Emergency preparedness and response plan: Fire prevention, protection and
control plan.
Though construction materials like sand were not covered with polythene at any
sites. This might cause dust pollution in dry condition. So it is required to cover
the construction materials properly.
It is obligatory to provide hearing protection equipment to the employees who are
exposed to loud noise.
There were no dustbin or waste disposal center in any of the sites. So a particular
place for waste disposal should be ear marked for maintaining ambient
environmental neatness.
The level of safety for workers must be enhanced with comprehensive
enforcement on PPE usage and regular (at least four times a day) health and safety
supervision should be carried out.
There were no dustbins or specific disposal center in any of the working sties. So
it is mandatory to arrange a particular place for waste disposal to maintaining an
effective waste management system.

Workers, working condition i.e, accommodation, drinking water, sanitation and
medical facilities has remain same as it was in earlier stage of monitoring.
Sanitation system for workers must be improved upto the healthy and desirable
level.
Labour sheds for the workers must be comfortable usable and desirable level.
More local labor should be recruitment in the construction sites would certainly
improve the economic condition of local people. Rationalized work permit system
and enhanced medical support at the site should be maintained.
More awareness is to be created among the workers and community dwellers
regarding the it health and safety risks associated with the construction phase of
the project. Besides, one paramedic doctors and an ambulance need to be arranged
available for the labors in case of injury and accident.
Weekly tool box meetings on health and safety as well as the other governing
environmental and social issues should be initiated.
Awareness should be increased on child labour, confining the involvements of
labors below 1 years of age to light works (works not connected with heavy
loads).
