OSHA’s Voluntary Protection Programs:Partnering with OSHA in worksite safetyexcellence

The Boise, ID, Processing and Distribution Center(PDC) recently celebrated becoming the 20th PostalService facility to achieve the highest level in the Occupa-tional Safety and Health Administration’s (OSHA) VoluntaryProtection Programs (VPP) — the VPP Star. Since June2005 when Boise qualified, another 32 facilities have joinedthe VPP, bringing the total to 52 USPS facilities.

Working with industry and labor, OSHA created the VPPin 1982 to recognize and partner with worksites that imple-ment exemplary systems to manage worker safety andhealth.

At the Boise PDC and other VPP sites, employees havevoluntarily agreed to this comprehensive safety and healthprocess that goes beyond basic compliance with OSHAstandards.

A site choosing to apply for VPP recognition shows itscommitment to effective worker protection by inviting ateam from OSHA into the workplace. OSHA in turn reviewsthe effectiveness of safety process improvements. And oth-er worksites benefit from the “best practices” that come outof the on-site evaluations.

New year, new stamp“Love: True Blue” stamp issued

On Jan. 3, the firstbusiness day of the NewYear, the Postal Serviceissued its first 2006stamp.

The nondenominatedFirst Class Mail Love:True Blue stamp, de-signed by Craig Frazier

of Mill Valley, CA, was issued in Washington, DC.

“The Love stamp has become an important part of thePostal Service’s commemorative stamp program,” saidStamp Services Manager David Failor. “Birth announce-ments, Mother’s Day wishes, Valentine’s Day cards andother written expressions of our love need the right stampto be complete. The True Blue stamps will certainly extendexpressions of love to family and friends.”

The denominated version of the stamp is expected inMarch.

Webzines are launching print versions

BusinessWeek reports “it looks as if that magazine pilein the living room will be around for a while.” Web publish-ers, helped by low costs that go with signing up their onlinemembers, are launching print versions to boost their read-ership and advertising.

According to researcher InsightExpress, 68 percent ofconsumers don’t read any magazines online. The articlesaid the physical presence of paper “brings credibility” andallows Web publishers to “surround the readers and bewhere they are.” Advertisers also find print editions attrac-tive because “people are more engaged reading maga-zines than they are online” and apt to read their ads.

The article said recent Web-to-print ventures includeBabyCenter, WebMD the Magazine, AlwaysOn and a mag-azine devoted to Google.

Cap Metro raises Address Quality score

When Capital Metro asked the Intelligent Mail and Ad-dress Quality group for help in improving its ability to “deliv-ery point sequence” mail this summer, it had one of thelowest Electronic Uncoded Address Resolution System(eUARS) rates in the nation at 85.14 percent. The eUARSprogram allows delivery units to correct records createdwhen change-of-address orders don’t match existing ad-dresses in the Address Management System database.Correcting those records helps improve address qualityand our ability to delivery point sequence mail.

An Address Quality specialist visited the Capital Metroteam to point out various key measures that might improveits resolution rate. By targeting information in the eUARSreports, Cap Metro was able to resolve more records, andas a result, closed fiscal year 2005 with a 98.33 percentagerate — tying Southeast Area for first place!

Northern Illinois passport fairs bring in$48,000

Customers in theNorthern Illinois Districttook advantage of pass-port fairs held at theirlocal Post Offices. Byproviding one-stop pay-ment and documentprocessing for them, thedistrict brought in morethan $48,000 in revenuein less than two months.

The passport fairswere held at the Evanston, Freeport, Gurnee, Vernon Hills,Waukegan, Carol Stream and Deerfield Post Offices. Withsuch a positive response from customers, Deerfield Post-master Jerry Ross is anticipating more passport fairs in thefuture.

Two-thirds of all passport applications are now sub-mitted at Post Offices. Passport fee revenue for USPS infiscal year 2005 was $140.7 million, and revenue gener-ated from passport photos was $26.4 million.

When customers need a passport, they turn to a trustedpart of their community — their Post Office. It’s the kind oftrust on which we can build.

Passport fairs can be as simple as extending hours on aSaturday for passport acceptance, community outreach atschools and colleges with international travel programs orproviding a passport day for businesses whose employeestravel internationally. Premium Forwarding Service: Theenrollment fee remains the same

Curious how to handle Premium Forwarding Service(PFS) fees after the Jan. 8 price change? It’s simple. The$10 enrollment fee hasn’t changed, but the weekly feehas — it’s been raised to $10.40 for anyone who signs upfor PFS on Jan. 8 or later.

Existing PFS customers are not charged an additional40 cents for weeks they have already pre-paid.

Carrier Pickup reins in 22 millionpackages

As manager of HorseTack Company in NewOxford, PA, KarenNicholson credits thePostal Service for hersuccess. “If I had tosend everything by oth-er shippers, I would beout of business,” saysNicholson.

“Shipping with thePostal Service is costeffective and we’re notsaddled with sur-charges,” she added.“Our customers like andtrust the reliable ser-vice.” Nicholson be-

lieves Carrier Pickup Online Notification has helped hermail-order business because she has more time in the of-fice to market her products.

“Horse Tack Company ships about 20 packages a daywith us that used to go to the competition,” says Officer-in-Charge Carlos Cruz. “We offer the best service and valuefor their light-weight residential and international packageshipping — and with Carrier Pickup, we save them a lot ofhoofing back and forth to the Post Office.”

Sack Preparation Changes for Periodicals MailEffective May 11, 2006, the Postal Service� adopts new

mailing standards for Periodicals mail prepared in sacks.The standards include two new types of sacks — a 3-digitcarrier routes sack and a merged 3-digit sack — and a newminimum of 24 pieces for most other sacks. The new stan-dards encourage more efficient mail preparation, helping usreduce the costs of transporting and processing mail insacks and, as a result, helping keep Periodicals ratesreasonable.

New 3-Digit Carrier Routes Sack for CarrierRoute Mailings

This sack contains pieces sorted to multiple carrierroutes in a 3-digit area, consolidating the bundles formerlyprepared in 5-digit carrier routes sacks containing fewerthan 24 pieces.

� This new sack must contain a minimum of one six-piece carrier route bundle.

� This sack may contain additional carrier routebundles of fewer than six pieces when those piecesare paid at the basic rate.

New Merged 3-Digit Sack for Merged Mailings

This sack consolidates carrier route, automation, andpresorted bundles formerly prepared in merged 5-digitsacks containing fewer than 24 pieces.

� Mailers must prepare this sack if they have one ormore carrier route bundles for the 3-digit area oncethey have prepared all carrier route and merged5-digit sacks containing 24 or more pieces.

� If a mailing does not include at least one carrier routebundle for the 3-digit area, the merged 3-digit sackmust contain a minimum of 24 pieces prepared in5-digit, 5-digit scheme, 3-digit, and 3-digit schemebundles.

Mailers must prepare sacks containing the individual carrierroute and 5-digit bundles from the carrier route, automa-tion, and Presorted rate mailings in the mailing job in thefollowing manner and sequence. All carrier route bundlesmust be placed in sacks under 10.1.4a through 10.1.4e and10.1.4h as described below.***

New Envelopes for U.S. Treasury ChecksEffective February 1, 2006, all U.S. Treasury checks

issued by the Financial Management Service (FMS)through the Austin, TX, Philadelphia, PA, Kansas City, MO,and San Francisco, CA, financial centers will be mailed inwhite envelopes. These include all U.S. Treasury checksfrom the Internal Revenue Service, the Veterans Adminis-tration, Office of Personnel Management, and RailroadRetirement. Social Security Administration checks for thethird of the month, and those dated the second, third, andfourth Wednesdays of the month, will also be issued in

white envelopes. There will be no change in the first of themonth supplemental security income (SSI) checks whichwill remain in blue envelopes.

The identifier for the new envelope is that of a grey“USA” imprint to the right of the clear glassine address win-dow on the front stretching around to the back. The newwhite envelope will replace the existing light brown enve-lope. A copy of this envelope is given on page 38.

PS Form 8125-C, Plant-Verified Drop Shipment (PVDS) Consolidated Verification andClearance

We have revised PS Form 8125-C, Plant-Verified DropShipment (PVDS) Consolidated Verification and Clear-ance. PS Form 8125-C allows an individual mailer to reportmultiple PVDS mailings that are cleared at origin on thesame day for entry at a single destination Postal Service�facility on the same vehicle. An image of the revisedPS Form 8125-C appears on page 13 in this issue of thePostal Bulletin.

The primary purpose of this revision is to add a blocktitled “FAST Scheduler ID” to correlate with implementationof the Facility Access and Shipment Tracking (FAST) sys-tem. Also, we have revised and renumbered the blocks onPS Form 8125-C to better correlate with the blocks onPS Form 8125, Plant-Verified Drop Shipment (PVDS)Verification and Clearance. (On the most current editions ofboth forms, “FAST Scheduler ID” is block 4.)

The revised edition of PS Form 8125-C is dated January2006. The previous edition, dated August 2001, is currentlystill acceptable. Similarly, for PS Form 8125, the latest edi-tion is October 2005, and the two previous editions, datedFebruary 2005 and August 2005, are currently still accept-able. However, starting April 20, 2006, mailers must useonly the most current editions of these forms — that is,the January 2006 edition of PS Form 8125-C, and theOctober 2005 edition of PS Form 8125 — and the PostalService encourages mailers to use the most currenteditions of PS Forms 8125 and 8125-C immediately.

A mailer uses the Postal Service’s PS Form 8125-C as asample to create and format its own facsimile forms. For afacsimile PS Form 8125-C, a mailer does not have to in-clude data fields that do not pertain to information relatingto the PVDS (nor other extraneous information that ap-pears on the Postal Service form). For example, a mailer

may omit from its facsimile PS Form 8125-C the “Numberof Pieces” and “Piece Weight” columns for mailingsprepared in sacks, in trays, or on pallets if there is sufficientinformation for the origin Post Office� and destinationPostal Service facility to identify the mailings and tocompare the information on the form with the physical mail.The mailer must report on PS Form 8125-C the number ofpieces in each mailing if the mailings consist of individualmailpieces that are not prepared in containers (e.g., bed-loaded parcels).

OSHA 300A Annual Summary for Calendar Year 2005The Occupational Safety and Health Administration

(OSHA) requires all Postal Service� installation and estab-lishment heads to prepare and post the OSHA 300A Annu-al Summary for Calendar Year 2005 by February 1, 2006.The guidelines provided here apply to installation andestablishment heads.

If you need further assistance in completing thesereports, contact your District Safety Office or seewww.osha.gov/recordkeeping/index.html for detailedinstructions.

The OSHA 300A Summary page for all facilities wasautomatically sent to customer service district printers onJanuary 14, 2006. Once you receive your copy, pleasemake every effort to resolve errors and ensure accuracy.This also applies to installations that complete formsmanually.

The OSHA 300A Summary Report R1148 was updatedwith the North American Industry Classification System(NAICS) 4921 reference when it was printed.

OSHA 300A Annual Summary PostingRequirement

As an installation or establishment head, you are re-quired to review, sign, and post the OSHA 300A AnnualSummary Form. Post a copy of the annual summary(OSHA 300A) for the period of February 1 through April 30,2006, in a conspicuous place at every establishment whereemployees work or report to work. Retain OSHA Forms300, 300A, 301, and Postal Service Form 1769 for 5 years.

OSHA 300 Log and OSHA 300A PreparationWork

Before posting and signing, installation or establishmentheads are required to review the OSHA 300 Log and theOSHA 300A Summary Reports. When you sign the OSHA300A, you are affirming that you have reviewed both OSHAforms for accuracy and completeness (whether you usemanual or automated versions).

You need to ensure that your OSHA 300 Log is reviewedfor accuracy, because data used to complete OSHA 300Ais derived from OSHA 300. You must ensure that yourOSHA 300 Log is final for the calendar year and that all ofthe columns are totaled.

When you review the OSHA 300 Log, pay close atten-tion to column F. To ensure the accuracy of column F, youmust describe the injury or illness, the parts of the body af-fected (including which side of the body), and the object orsubstance that directly injured or made the person ill. Forexample: Second degree burns on right forearm fromacetylene torch.

Pay close attention to columns K and L. If an injury isidentified as “days away from work” on column K or “on thejob transfer or restriction” on column L, you must ensurethat the number of days entered is accurate.

For every entry on the OSHA 300 Log, you must ensurethat there is a corresponding OSHA 301, Injury and IllnessIncident Report, on file.

Once these tasks are done, you can review and com-plete the OSHA 300A Annual Summary.

The left side of OSHA 300A contains sets of informationdata points, with a letter (such as K) corresponding to each.The data points come from the OSHA 300 Log summarycolumns with the same letter.

The right side of the form is self-explanatory except forthe NAICS code. The code for Vehicle Maintenance Facili-ties is 8111; the code for all other Postal Service establish-ments is 4921.

Contractor Employees Directly Supervised byPostal Service Personnel

Injuries to contractor employees who are directly super-vised by Postal Service personnel must be entered on theOSHA 300 Log and must be included in the calculations onOSHA 300A. Even though their injuries and their exposurehours are not included in the Postal Service accident data-base, OSHA requires us to include the injuries on OSHA300 and 300A.

Once you have completed the review, made corrections,and signed the OSHA 300A guaranteeing its accuracy, theform must be posted.

Internal Control Process Diagrams

Postal Service� management is responsible for establishing and maintaining internal control to achieve the followingobjectives:

� Reliable financial reporting.

� Compliance with applicable laws and regulations.

Management will consistently apply the internal control standards to meet each of the internal control objectives and toassess internal control effectiveness.

The Internal Control Group (ICG) operates as an internal consultant for enterprise risk management, assisting manage-ment in proactively improving processes towards a more performance-based culture. Internal Control analysts partner withmanagement at the performance cluster, area, and national levels to identify through analysis, risk assessment, and reviewthose internal controls that may keep Postal Service goals from being achieved.

As a result of these partnerships, the ICG, along with several of their partners in several other Postal Service organiza-tions, documented various processes and developed reviews. You may use process diagrams (flow charts) and the actual

Annual Vending Machine Income Report Due SoonA summary of vending machine income sharing and oth-

er activities related to the Randolph-Sheppard Act Amend-ments of 1974 is required for fiscal year 2005 (October 1,2004, through September 30, 2005). This report (see page19) complies with an annual request from the Departmentof Education and Handbook EL-602, Food ServiceOperations, 441.3.

The report covers proceeds and/or commissions of ev-ery Postal Service� installation with even a single coin-operated vending machine (stamp machines excepted)selling snacks, drinks, food, or tobacco. Postmasters,installation heads, lead plant and district managers, anddistrict Human Resources and Headquarters field unit man-agers must prepare or consolidate and send reports as de-scribed below by the dates shown.

IMM REVISION

International Inquiry, Claims, and Postage Refund ProcessesEffective January 17, 2006, we are revising the Interna-

tional Mail Manual (IMM) to reflect changes to the interna-tional inquiry and claims process. Our new process willprovide greater customer convenience as customers willnow simply call the International Inquiry Center at800-222-1811 to initiate an inquiry regarding internationalregistered, recorded delivery, insured, and ordinaryparcels.

Previously, customers were required to go to their localPost Office� to pick up and fill out PS Form 542, InquiryAbout a Registered Article or an Insured or an OrdinaryArticle. PS Form 542 is now obsolete, and we will not ac-cept inquiries for ordinary letter-post or Global Priority Mail�items.

After January 17, 2006, customers initiate inquiries bycalling 800-222-1811 and providing the followinginformation:

1) Mailing receipt number.

2) Names, addresses, and telephone numbers of themailer and the addressee.

3) Date of mailing.

The International Inquiry Center will correspond with thedestination postal administration and will advise the cus-tomer of the results of the inquiry. Customers must allowsufficient time for delivery of the mailpiece to the foreigncountry and must initiate inquiries within the time limitsnoted in the following chart:

If we deter-mine that the article was lost, damaged, or rifled, the Inter-national Inquiry Center will mail to the customer a claimspacket with PS Form 2855, Claim for Indemnity — Interna-tional Registered, Insured, and Express Mail. The claimspacket includes instructions for the customer. Claims mustbe accompanied by evidence of mailing, evidence of value,and any other documentation to support the claim.

Claims for registered articles and insured and ordinaryparcels delivered to the addressee in damaged condition orwith missing contents are payable only to addressee, un-less the addressee waives payment, in writing, in favor orthe sender. If a damaged or rifled article is returned to thesender, the sender is eligible to file the claim and receivepayment.

We are also updating the IMM to reflect changes in thepostage refund process for Global Express Mail� withGuarantee service.

A. Securities, currency, or precious metals in their raw, unmanufacturedstate are prohibited. Official shipments are exempt from this restriction.

A1. Mail addressed to “Any Servicemember,” or similar wording such as“Any Soldier,” “Sailor,” “Airman,” or “Marine”; “Military Mail”; etc., isprohibited. Mail must be addressed to an individual or job title such as“Commander,” “Commanding Officer,” etc.

B. PS Form 2976-A is required for all mail weighing 16 ounces or more,with exceptions noted below. In addition, mailers must properly completerequired customs documentation when mailing any potentially dutiable mailaddressed to an APO or FPO regardless of weight. The following areexceptions to the requirement for customs documentation on nondutiablemail that weighs 16 ounces or more:

� Known mailers are exempt from providing customs documentationon non-dutiable letters, and printed matter weighing 16 ounces ormore. (A known mailer is anyone who legally applies a permit imprintto a mailpiece. Mail with meter postage is not considered to be froma known mailer.)

� All federal, state, and local government agencies are exempt fromproviding customs documentation on mail addressed to an APO orFPO, except for those APOs/FPOs to which restriction B2 applies.

� Prepaid mail from military contractors is exempt, providing themailpiece is endorsed “Contents for Official Use — Exempt fromCustoms Requirements.”

B1. PS Form 2976 or 2976-A is required. Articles are liable for customsduty and/or purchase tax unless they are bona fide gifts intended for use bymilitary personnel or their dependents. When the contents of a parcel meetthese requirements, the mailer must endorse the customs form, “Certified tobe a bona fide gift, personal effects, or items for personal use of militarypersonnel and dependents,” under the heading, Description of Contents.Exceptions: All other exceptions listed in restriction B above are applicableto this restriction.

B2. All federal, state, and local government agencies must completecustoms documentation when sending mail addressed to or from this APOor FPO weighing 16 ounces or more.

C. Cigarettes and other tobacco products are prohibited.C1. Obscene articles, prints, paintings, cards, films, videotapes, etc.,

and horror comics and matrices are prohibited.D. Coffee is prohibited.E1. Medicines or vaccines not conforming to French laws are

prohibited.E2. Any matter depicting nude or seminude persons, pornographic or

sexual items, or nonauthorized political materials is prohibited. Althoughreligious materials contrary to the Islamic faith are prohibited in bulkquantities, items for the personal use of the addressee are permissible.

E3. Radio transceivers, cordless telephones, global positioningsystems, scanners, base stations, and handheld transmitters are prohibited.

F. Firearms of any type are prohibited in all classes of mail. Seedefinitions of firearms in DMM 601.11.1.2c. This restriction does not applyto firearms mailed to or by official U.S. government agencies. The restrictionfor mail to this APO/FPO ZIP Code does not apply to firearms mailed fromthis APO/FPO ZIP Code, provided ATF and USPS regulations are met.Antique firearms are a separate category defined in DMM 601.11.2 and ATFregulations; they do not require an ATF form.

F1. Privately owned weapons addressed to an individual are prohibitedin any class of mail.

F2. Importation of firearms is restricted to one shotgun and one singleshot .22 caliber rifle per individual.

When loss, rifling, or damage has been caused bythe fault or negligence of the sender or the addresseeor the representative of either, such as failure to en-dorse the parcel conspicuously to show the nature ofthe contents or to provide adequate packing for thelength of the journey and for the protection of thecontents.

e. When the claimant, with intent to defraud, has de-clared the contents of a parcel to be above their realvalue.

f. For indirect loss or loss of profits.

g. When evidence of the value of the ordinary indemnitycoverage on an ordinary parcel has not beenpresented.

h. To the addressee for parcels delivered to the ad-dressee in damaged condition or with missing con-tents unless the addressee waives payment, inwriting, in favor of the sender.

f. The item was delayed by any circumstance beyondthe control of USPS and the foreign postal adminis-tration, acts of God, force majeure, terrorist activities,strikes, labor actions, war, insurrection, or civildisobedience.

g. The item was held by customs at origin or destinationfor more than 24 hours. If the item was held by cus-toms for less than 24 hours, the guarantee may beadjusted to account for the delay by customs.

h. The item was not deposited at a designated USPSExpress Mail facility.

942.53 Consequential Damages

USPS is not liable for consequential or special damages orother indirect loss. Consequential damage or loss includesbut is not limited to loss of income, profit, interest, markets,and use of contents.

943 Applications by Senders

International Mail — New Process for Claims and InquiryThis information kit is designed to inform Postal

Briefing Article

The Postal Service has adopted changes to the interna-tional claims and inquiry process to provide greater cus-tomer convenience. Previously, customers who wished toplace an inquiry had to go to their local Post Office to fill outPS Form 542. PS Form 542 is now obsolete.

With the new process, customers now simply call theInternational Inquiry Center at 800-222-1811 to initiate aninquiry regarding international registered, recorded deliv-ery, insured, and ordinary parcels. This process is similar tothe process customers use for Global ExpressGuaranteed� and Global Express Mail� services.

When customers call 800-222-1811 to initiate an inquiry,they will need to provide the following information:

1. Mailing receipt number.

2. Names, addresses, and telephone numbers of themailer and addressee.

3. Date of mailing.

Customers must allow sufficient time for delivery of themailpiece to the foreign country and must initiate inquirieswithin the following time limits:

� For articles sent by Global Express Mail with Guaran-tee service, not earlier than 3 days from the date ofmailing but not later than 30 days.

� For articles sent by Global Express Mail service, notearlier than 3 days from the date of mailing but notlater than 90 days.

� For registered letter post, recorded delivery, or in-sured and ordinary parcel post sent by airmail, notearlier than 7 days from the date of mailing but notlater than 6 months.

� For registered letter post, recorded delivery, or in-sured and ordinary parcel post sent by economy (sur-face) mail, not earlier than 30 days from the date ofmailing but not later than 6 months.

Customers are also reminded to visit USPS.com� to findout more information regarding the status of their articles.

If there is a determination that an article was lost, dam-aged, or rifled, the International Inquiry Center will mail tothe customer a claims packet with PS Form 2855, Claim forIndemnity — International Registered, Insured, andExpress Mail. The claims packet includes instructions thatthe customer must complete. Claims must be accompaniedby evidence of mailing, evidence of value, and any otherdocumentation to support the claim.

Claims for registered articles and for insured and ordi-nary parcels delivered to the addressee in a damaged con-dition or with missing contents are payable only toaddressee, unless the addressee waives payment, in writ-ing, in favor of the sender. If a damaged or rifled article isreturned to the sender, the sender is eligible to file the claimand be the payee.

Frequently Asked Questions

1. Does the parcel indemnity apply to APO/FPOshipments?

No, APO/FPO shipments do not qualify for parcel indemnitycoverage. Parcel indemnity coverage applies only to inter-national air parcel shipments. Although customs forms areused for APO/FPO shipments, they are considered domes-tic services.

2. What is the difference between indemnity and insur-ance coverage?

Indemnity for ordinary parcels — i.e., uninsured parcels —is included in the price of air and economy parcel postservice and is based on the weight of the item, not on thevalue of the item. 3. What is meant by ordinary parcel post?

Ordinary parcel post is any air or economy parcel that isuninsured.

4. How does a customer file a claim for an internationalparcel post item?

The customers must precede a claim with an inquiry. Cus-tomers must call 800-222-1811 to initiate an inquiry regard-ing items mailed on or after January 17, 2006.

5. Will a customer still need to file PS Form 542?

No, PS Form 542 is obsolete. Customers must call800-222-1811 to initiate an inquiry regarding items mailedon or after January 17, 2006.

6. What information must a customer provide when call-ing 800-222-1811 to initiate an inquiry?

The customer must provide the following:

10. What if the damaged or rifled items are returned tosender?

The sender is eligible to file a claim and be the payee.

11. Is the postage refunded?

Postage is refunded for articles that are completely lost,with the exceptions listed in Mailing Standards of the UnitedStates Postal Service, Domestic Mail Manual (DMM�),Section 604.9.0, Refunds and Exchanges.

12. Are special service fees refunded?

No, special service fees are not refunded.

Effective January 17, 2006, the Postal Service imple-mented changes to the international claims and inquiry pro-cess. The improved process provides greater conveniencefor our customers, who now simply call 800-222-1811 to ini-tiate an inquiry regarding the delivery of the following inter-national mail items:

� International registered mail.

� Recorded delivery.

� Insured parcels.

� Ordinary parcels.

With this change, a customer is no longer required toplace an inquiry by going to the local Post Office and fillingout PS Form 542, Inquiry About a Registered Article or anInsured or an Ordinary Article. PS Form 542 is nowobsolete.

When customers call 800-222-1811 to initiate an inquiry,they need to provide the following information:

1. Mailing receipt number.

As a community service, the Postal Service� offerspictorial postmarks to commemorate local events cele-brated in communities throughout the nation. A list ofevents for which pictorial postmarks are authorized ap-pears below. If available, the sponsor of the pictorial post-mark appears in italics under the date. Also provided, asspace permits, are illustrations of those postmarks thatwere reproducible and available at press time.

People attending these local events may obtain thepostmark in person at the temporary Post Office� stationestablished there. Those who cannot attend the event,but who wish to obtain the postmark, may submit amail order request. Pictorial postmarks are available onlyfor the dates indicated, and requests must be postmarkedno later than 30 days following the requested pictorialpostmark date.

All requests must include a stamped envelope orpostcard bearing at least the minimum First-Class Mail�postage. Items submitted for postmark may not include

postage issued after the date of the requested postmark.Such items will be returned unserviced.

Customers wishing to obtain a postmark should affixstamps to any envelope or postcard of their choice,address the envelope or postcard to themselves or others,insert a card of postcard thickness in envelopes for sturdi-ness, and tuck in the flap. Place the envelope or postcardin a larger envelope and address it to: PICTORIAL POST-MARKS, followed by the NAME OF THE STATION,ADDRESS, CITY, STATE, ZIP+4� CODE, exactly as listedbelow (using all capitals and no punctuation, except thehyphen in the ZIP+4 code).

Customers can also send stamped envelopes andpostcards without addresses for postmark, as long as theysupply a larger envelope with adequate postage and theirreturn address. After applying the pictorial postmark, thePostal Service returns the items (with or without address-es) under addressed protective cover.

The following postmark has been extended for 30 days.

4.4.9.a Highway or Domestic Inland Water Contracts

[Revise 4.4.9.a to read as follows:]

1. For the purpose of this section, a subcontract is anyagreement, other than an employer-employee agree-ment or a temporary agreement for labor by anowner-operator as described below, between a partythat has contracted with the Postal Service to trans-port mail and a third party, in which the third partyagrees to provide all or part of the contract service orgoods or services that support performance of theprime contract. An employer-employee agreement isone under which the employee is subject to the con-tinuing authority of the mail transportation supplier tosupervise and direct the manner of work perfor-mance of the employee. Such an employer-employee agreement is also characterized by,expressly or implied, the employer’s responsibility topay compensation directly to the employee and towithhold taxes and amounts for social security bene-fits from the employee’s compensation for the workperformed under the agreement. If an owner-operator, because of illness or temporary equipmentfailure, is required to obtain labor from another in or-der to continue performance of the service as re-quired by the contract, that transaction is not asubcontract within the meaning of this section.

2. Section 3.2.3, Subcontracting with Small, Minority,and Woman-owned Businesses, is applicable to sub-contracts under this section.

3. All subcontracts that require the subcontractor tohandle, deliver, or otherwise to have access to themail must be approved by the contracting officer, ex-cept that a supplier may, without approval of the con-tracting officer, subcontract the whole or part of acontract or irregular mail movements such as plantloads with one or more owner-operators who provideand drive their own vehicles.

4. Execution by a supplier of a subcontract for the per-formance of contract service and its approval by thePostal Service does not release the supplier from itscontractual obligations, nor from liability fordamages.

5. Whenever the purchase team determines that a sup-plier has breached the contract by subcontracting thewhole or part of the contract contrary to the require-ments of these guidelines, the contracting officer mayterminate the contract for default.

6. Subcontractors performing contract service mustmeet the same capability and qualification require-ments as the prime supplier.

7. If a whole contract is subcontracted, the subcontractmust be for the full remainder of the contract term.The subcontractor’s initial rate of pay must be thesame as the supplier’s, unless there is a change inoperations costs resulting from a service change orfrom the enactment of a statute or ordinance or theadoption of lawful regulations by any federal, state, orlocal agency.

8. When a subcontract is terminated, the prime suppliermay be required to take charge of the route. A sub-contract to provide contract service may be termi-nated at the subcontractor’s request only with theprior approval of the contracting officer, which will begiven only for good cause. Transition From Paper to Electronic Bill Payment in eBuySupply Management is working with our natural gas and

electricity suppliers (see bulleted list) under contract to thePostal Service� to implement electronic utility billing when-ever possible in order to reduce transaction costs by elimi-nating paper invoices. The Utilities Category ManagementTeam (UCMT) recently implemented electronic billing withSelect Energy in the Capital District. This process involvestransitioning from paper to electronic billing. During thistransition, it is very important that assigned billcertifiers/reviewers review the eBuy invoices carefullyto avoid billing errors. The UCMT recently obtained acredit of approximately $709,000 due to duplicate pay-ments that occurred during this transition.
