    POSITION TITLE: Examining Officer - Customs

    POSITION NO: FT 43

    RESPONSIBLETO: Collector of Customs

    SECTION: Customs

    LOCATION: Burnt Pine, Norfolk Island

    SALARYRANGE: $34,544 - $35,478 - $36,255 - $36,988

    HOURSOFWORK:

    75 hrs Rosteredper f/night

    CONTRACTPOSITION: This position is offered for a 12 month contractual periodinitially and will be subject to review for consideration of afurther 12 months.

    Positions are subject to a 7 day spread of hours and may be rostered dependent oncustomer and service level needs.

    PURPOSE OF POSITION : ***Please refer to importantinformation with regards to OH&S and Risk Management containedin this document.

    The purpose of this position is to provide services to the Customs Team inthe area of border protection and control.

    1.0 MAJOR TASK ANDRESPONSIBILITIES OF THE POSITION:

    1.1 Carry out -

    Customs clearance for aircraft, passengers, baggage and crew. Customs clearance on board ships and yachts, for ships or

    yachts, passengers, baggage and crew. X-ray and Ionscan screening of imported goods and passengers

    baggage.

    1.2 Preparation of reports, including extracts from ships' manifests for thepurpose of customs regulation requirements and import/exportstatistics.

    1.3 Undertake periodic and random inspections for inbound and outboundNorfolk Island traffic to ensure compliance with customs regulations

    (including quarantine matter, dangerous imports, and bannedsubstances).

    1.4 Process importation and exportation of all goods for privateindividuals and commercial enterprises, ensuring correct classification

    and valuation of goods, conversion of foreign currency, determineduty status of goods and collect duty payable where applicable.

    1.5 Maintain relevant registers for customs regulations (including dutiablegoods imported, arrival and departure registers for passenger traffic,cargo imported or exported)

    1.6 Undertake regular quality assurance of registers (including checkingof export cargo registers) to comply with customs regulations

    1.7 Undertake debt recovery for any outstanding duties payable

    1.8 Periodic inspection of other staff calculations as part of an integratedinternal audit process of Customs

    1.9 Undertake bulk fuel volume calculations to verify quantities delivered.

    1.10

    Ensure stock control system for underbond warehouse operations isbeing adequately maintained and fees are being paid.

    1.11

    To carry out other reasonable duties as directed by the Manager ofCustoms

    1.12

    To represent the Administration and Customs in a professionalmanner at all times and to adhere to the Administrations Code ofConduct and other policies and procedures as required

    2.0 ESSENTIAL CRITERIA:

    2.1 Demonstrated ability to:- Conduct law enforcement in a small community pursuant to the

    Customs Act 1913; Implement measures for the prevention and detection of

    prohibited imports. Conduct searches of the clothing or bodies of male/female

    persons when required, premises, ships, yachts, aircraft cargo,baggage

    Through prior experiences of a similar nature for a minimum of 2years.

    2.2 Demonstrated ability to conduct investigative processes, particularlyin relation to quarantine and customs whilst maintaining strictconfidentiality.

    2.3 Proven personal qualities including honesty, accuracy andconfidentiality.

    2.4 Proven ability to work competently as an individual &/or as part of ateam with a positive approach to continuous improvement andprofessional development.

    2.5 Ability to respond effectively to customer enquiries relating to customs

    concessions and regulations and demonstrate a commitment toeffective service delivery.

    2.6 Capacity to rapidly acquire sound knowledge of legislation relevant tothe Customs section and under which powers are exercised

    2.7 Demonstrated ability and personal qualities to work in, and with, asmall isolated community

    2.8 Understanding of Occupational Health & Safety, Equal EmploymentOpportunity and ethical conduct requirements to maintain a safeenvironment for public and employees

    2.9 Computer literacy, preferably Word, Excel and Access and competencyin database management, including data entry

    Minimum qualification of completion of Certificate IV course relevantto the duties and responsibilities of the position.

    3.0 DESIRABLE CRITERIA:

    3.1

    Understanding of local, Australian and New Zealand Customsconcessions and regulations.

    3.2

    Understanding of initial immigration border requirements for entry toNorfolk Island, Australia and New Zealand.

    3.3

    Understanding of court procedures, prosecution process and ability toprepare statements and evidence for court.

    3.4

    Understanding of legislation which powers are exercised under:Airport Act 1991, Dangerous Drugs Act 1927, Departure Fee Act 1980,Endangered Species Act 1980, Fish (Export Control) Act 1984,Immigration Act 1980, Plant and Fruit Diseases Act 1959.

    RISK AND OH&S MANAGEMENT:

    Applicants Please Note:

    1. As a member of the Customs team you will be required to attend rosteredshifts aboard cargo vessels.

    2. The successful applicant must also be able to board yachts and ships andremain on board ship during discharge of cargo to carry out the clearanceformalities for ships (cargo, gas & bulk fuel) & yachts.

    3. Conditions on board these vessels are sub-standard to those currentemployees within the Administration work within.

    4. These duties are carried out in a very high risk area and some of thecritical areas are-

    Transferring from the pier to cargo boats and then to the launch totravel to the ship, from launch to ship and then the return processback to the pier. This requires physical fitness and agility.

    Observing discharge of cargo in the ships hold and inspection of hold.

    The toilet facilities on the cargo ships are sub-standard.

    The working environment on the ships is male dominated withapproximately 24 males. The numbers are usually made up of a crewof 10 and 14 stevedores.

    The officer needs to stay aboard ship during discharge operations untiltheir completion.

    The successful applicant must be confident and able to contend with theabove conditions. The Administration has no rights or authority to changeand/or try to implement reasonable and safe working standards andconditions on board any ship. The working environment can present anumber of inherent risks that are mitigated so far is practicable within theAdministrations authority.

    However, persons working in this environment must possess a high degreeof safety awareness and competency, personal confidence and physicalability to tolerate such an environment. In order to assist Administration todetermine that the preferred applicant meets these requirements, a rigorousphysical assessment as well as a full medical examination will be conductedby a suitably qualified person prior to an employment offer being made.
