I am pleased to submit for your consideration and acceptance the Rapid Responsevehicle (RRV) Budget Note Report. on July 1, 2012, the Portland Fire & Rescuelaunched a new Rapid Response Vehicle Program designed to improve responsereliability and response times for critical fire and emergency response apparatus; reducemileage and therefore wear and tear, on more expensive apparatus; and save fuel,maintenance and replacement costs.

There have been ongoing modifications to dispatch protocols and expanded responsetimes throughout the life of the program, which PF&R believes will enable the RRVs torespond to a greater number of the lower-acuity calls, thereby improving city-wideresponse reliability to higher acuity calls.

PF&R clata shows that IIRV cr<:ws have clef-errecl approxirr-rately 42Type 9 calls pcrn-ionth clue to their inability to alrivc within the l5 minute tincflarr.le. -l'o pr-rt this intocontcxt, there were 5,083 Type 9 responses over the past l2 months. Yet due to thc 1,5minutc respollsc wiuclow, the RRVs respouc'lto only arounci ó0% ol'thcsc lowcr-priority,Type 9 calls. In sirort, the 15 urinute protocol cloes not allow the RRVs to be usecl mosteflìciently becauso every lower-acuity Type 9 call that the RRV clews clcclinc thcnrccluires iutcrvcntion by a l'-our-person crew capable of respctnciing to critical curcrgencics.
