Janet Stouder Deputy Director/Multi-Family Housing Portfolio Management Division Rural Development U.S. Department of Agriculture Washington, DC Janet Stouder is the Deputy Director for the Multi-Family Housing Portfolio Management Division of Rural Development in Washington D.C. She has worked in the National Office

for 24 years, focusing on the management and servicing of Rural Development’s Multi-Family Housing properties. Previously, Ms. Stouder was a Senior Loan Specialist, whose primary responsibilities included the Automated Multi-Family Accounting System, Multi-Family Information System and the Rental Assistance program for servicing issues. Prior to working at the National Office, she spent four years working in the MFH section of the Indiana State Office as the MFH Loan Technician. She also worked three years in the Columbia City, Indiana Servicing Office. Ms. Stouder graduated from Huntington University in Huntington, Indiana with a Bachelor of Science in Accounting in 1988.

Stephanie White Director Multifamily Housing Portfolio Management Division Rural Development U.S. Department of Agriculture Washington, DC Stephanie White serves as the Director of Rural Development’s Multifamily Housing Portfolio Management Division, overseeing the administration of the Department’s

Direct Loan programs. Prior to joining USDA in 2003, she was with the Maryland Department of Housing in a similar capacity, overseeing both single family and multifamily portfolios. Prior to her government work, Ms. White spent 20 years in the private sector in affordable housing development and property management in Pennsylvania and Washington DC, and provided technical assistance to non-profit housing developers nationally.

Norine Lewis Vice President of Property Management Hallmark Companies Atlanta, GA

Norine Lewis Joined Hallmark Companies in October 2001 as a Regional Manager with 20 years commercial property management experience. She is currently Vice President of Property Management. She oversees a portfolio of over 11,000 apartment units located in the Southeast while assisting in 300% company growth over the past decade. Prior to Hallmark, Ms. Lewis spent 13 years working with a commercial developer concentrating on shopping center and office warehouse management, development and tenant build-out. A member of CARH, Ms. Lewis is the co-chair for the Management Committee. She serves on the Board of Directors of the Florida Council for Affordable Rural Housing (FLCARH). She has held a Georgia Associate Brokers Real Estate License for over 30 years. Ms. Lewis holds several professional designations including COS, CHM, Spectrum Star Certification, Tax Credit Specialists and C3P designation. Ms. Lewis is a graduate of the University of Massachusetts, Boston.
