    Childrens Internet Protection Act The Childrens Internet Protection Act (CIPA) was

    signed into federal law December 21, 2000. enacted bycongress to combat concerns about offensive contenton the internet that could be accessed at schools orpublic libraries.

    The American Library Association(ALA) does not

    support CIPA. They call the act unconstitutionalbecause it interferes with First Amendment rights.

    The Childrens Internet Protection

    Act By libraries and schools using filters and monitoring

    the internet, they are able to receive discounted (E-Rate) support for internet access and internal support.

    To keep these discounts:

    School and library administrators must certify they are

    enforcing the policy on internet filtering

    Controversy Opponents argue that the First Amendments

    guarantee of the freedom of free speech and press arebeing taking away by CIPA.

    Proponents say there is no easy answer to censorship,but we need a solution that works for everybody.

    Libraries opposed to the law say that is the

    responsibility of the parents to monitor their childrensonline activities.

    Parents ConcernsWatching a PBS special titled Kids Online, parentshad very valid concern about the kind of things theirchildren were exposed to online. Concerns expressed

    were: Pedophiles Kids struggling with ability to focus due to too much

    time online Kids expressing themselves online, such as taking

    provocative pictures Children having private lives parent dont know about Cyber bullying

    Food For Thought Children have many ways of accessing the internet. If CIPA was

    not enacted, we still need to inform them about the internet.Some things we can do is:

    Tell them how to be private and not share personal information

    online. Tell them about pedophiles Inform them about the things they may see online and the

    reason they have that type of content on there. Put filters on home computers and dont give them phones that

    can access the web if you feel thats what you need to do. Monitor their time online Let them know you are there for them and they can share

    anything with you( So they dont feel the need to share with someone online)

    Final ThoughtAs a mother, my views on censorship are protect the

    children. I can understand people thinking its takingaway rights, but look at the subject matter, Ourchildren and materials that are not appropriate. Itsnot taking away much as far as learning anythingrelevant. As adults, we should be able to sacrifice theuse of questionable materials in public for the sake of

    the children.
