Family planning programs help developingcountries address different issues. These
programs help moderate high fertility, fill theunmet needs for contraception and reduce thenumber of unwanted pregnancies.
Family planning programs are organizedefforts to provide contraception ranging fromtemporary methods to sterilization and relatedreproductive health services. By increasing
access to contraception and promoting widerknowledge about proper use and low healthrisk, family programs help address the differentissues about family planning and its methods.

A. Population Commission (POPCOM)Agency mandated by the national
government to coordinate and
provide the needed policy andinformation, and advocate support forthe activities of Philippine Population
Management Program (PPMP). Itprovides overall direction andmanages the funds for the central
operations of the program.

Two Main Strategies in ImplementingPopulation Programs
1. Integration POPCOM opted to merge population andfamily planning into its already existing resources andprograms of both government and private agenciesinstead of creating its own independent structure.
2. Multi-agency participation POPCOM encouragedvarious government and private agencies toparticipate in the population program such as:
a. The Population Education Program (PEP) of
Department of Education encourages youthawareness on population situation in theircommunity, country, and the world in order todevelop responsible decisions and actions
regarding family size.

b. The integration of population education concepts inthe teaching units for elementary and secondary levelsby the Bureau of Public Schools, which conductedcurriculum development workshops in population in1970.
c. The Population Education Center was established bythe Philippine Womens University (PWU), through the
financial assistance of United States Agency forInternational Development (USAID), to prepare andacquaint teachers and students in the Philippine publicand private schools with current concepts and values
on responsible family living with emphasis on therelationships of family size to the social and economicproblems of the country.

d. The Philippine Wesleyan College in Cabanatuan Cityhas been involved in population education activitiessince 1969. The program consists of curriculum
development for elementary, secondary and collegelevels.
e. Other Organizations
Family Planning Organization of the Philippines
(FPOP) civic and voluntary group which educatesand trains health workers.
Philippine Rural Reconstruction Movement(PRRM) advocates the interrelatedness of three
important issues population, health, andenvironment.
Responsible Parenthood Council (RPC) dealswith overpopulation problems, promotes family
planning and encouraging rural development
