Increasingly, organisations are looking to improve transport options for

their employees. Changes in how employees travel to and from work

and make journeys during the working day can save time and money

for them and their employer, and provide social and environmental

benefits.

One form of transport in London that is rapidly becoming more

popular is cycling.The Mayor, Ken Livingstone, has said,“Cycling is the

fastest, cheapest, most healthy and environmentally friendly way to get

around London. Bicycles are an ideal form of transport for journeys

under 3 miles… The number of cyclists on our roads [in London] has

doubled since 2000 and we’ve already exceeded our cycling targets five

years ahead of schedule”.i

There are a number of ways that employers can encourage their

employees to cycle, including installing high quality facilities, offering

interest free loans to buy bikes and providing a bike pool for employees

to use for work related journeys.

This guide shows how to set up a bike pool, based on Bikes for

Business, a major pilot scheme undertaken in the London Borough of

Southwark, which enabled 24 organisations to try out free bike pools

for six months.

A workplace bike pool provides bikes, which arewell-maintained and safe to ride, and safetyequipment for employees to use. Pool bikes canbe offered to employees for any kind of journey,but are typically used for work related trips, suchas local meetings, travel between sites andvisiting clients.

Generally pool bikes are kept in a centrallocation and can be booked out by any staffmember who is competent to cycle safely onpublic roads.

WHO IS THIS GUIDE FOR?Many different kinds of organisation can benefitfrom introducing a bike pool for employees,including private businesses, public sector bodies,primary care trusts and universities.This guide isdesigned to help any organisation interested insetting up a workplace bike pool. It is writtenfor London-based organisations, and containsreferences to information and resources availablein London. However, much of the content ofthis guide applies to organisations basedelsewhere.

The pilot Bikes for Business scheme offered poolbikes to organisations in the London Borough ofSouthwark on a six-month trial period, to findout if this would result in a long-term change inthe travel choices made by the organisations andtheir employees.

24 organisations in Southwark, with between5 and 900 employees, signed up to receive freepool bikes, equipment and training. 60 bikeswere allocated between the organisations, whichincluded Cable & Wireless, Southwark PCT, theAssociation of London Government and Allies &Morrison Architects (for a full list of thebusinesses involved, please see theAcknowledgments).

The scheme allowed organisations to trial abike pool of between one and five bikes.Organisations were given time and support toovercome any issues with providing andpromoting the bikes, without the usualassociated costs. At the end of the six monthsthe bikes could be kept on a hire basis, boughtby the organisation or bought by employees.

Of the 24 organisations involved, over halfpaid to keep some of their pool bikes at the endof the free trial, whilst individual employees ofanother four organisations bought the bikesthemselves.Those companies returning theirbikes found that employees did not makeenough work-related trips to justify them, thatpublic transport provision was so good that bikeswere not needed or that employees who wereinterested in cycling already had their own bikesor had now decided to buy one. All participatingorganisations praised the scheme, regardless oftheir ability to retain the bikes.

Organisations reported that the pool bikesallowed staff to get to meetings more quicklyand use their time more efficiently, saving moneyand boosting morale.

Most organisations cited cases of employeeswho were initially nervous or who had nevergot around to cycling, who started cyclingregularly as a result of the scheme. Providingbikes in this way allows individuals to have a go,without the commitment of actually buying abike immediately.

At the start of the scheme, 8% of thosesurveyed cycled for work related journeys atleast once a week. By the end of the scheme, thishad risen to 21%. Amongst those with acommute of five miles or less to work, 9%cycled every day and 16% at least once a week.Both figures had risen to 22% in the final survey,with people either using their own bike orborrowing a pool bike for the journey. Over thesame period, the number of people surveyedwho drove to work decreased from 11% to 6%.

When employees were asked if they wouldcycle in the future, 36% of respondents said theywould use a pool bike weekly, and a further 15%said they would use one occasionally.

Bikes for Business was developed bySEA/Renue, on behalf of Southwark Council,and is the first of a number of travel planningtools developed for organisations in the area as part of the Optimum2 project (seeAcknowledgments for further information).Thescheme was supported by Transport for London’sgood going travel awareness campaign.

The Bikes for Business scheme showed that poolbikes could be used in many different types oforganisation, in combination with othersustainable transport initiatives or as a stand-alone measure.

In order to judge if a bike pool will beeffective, an organisation should decide whatthey would like to achieve from it.Theobjectives might include saving time and moneyon work journeys, encouraging more employeesto try cycle commuting, presenting a positivepublic image, improving staff travel options andmorale, improving fitness levels of staff andrelieving car parking problems.To determinehow useful a bike pool would be in achievingthose objectives, an assessment should be madeof the number of work related journeys that aremade and by whom, and how many of thosejourneys could be made by bike.

Specific things to consider when deciding ifyour organisation should provide a bike poolinclude:• How many journeys employees make, e.g.

employees attend regular meetings• How far employees travel on work

related journeys, e.g. regular journeys aremade to destinations within 5 miles of theoffice

• What employees need to take with them,e.g. journeys are made that do not requiretransport of bulky or heavy goods

• How the journeys are currently made, e.g.a high proportion of journeys are made bycar, taxi or public transport, which couldreasonably be made by bike

• Where the organisation is located, e.g.there is limited accessibility by publictransport and/or private car

• Whether the cycling infrastructure issuitable, e.g. there are good bike routes toand from the workplace, and space for bikestorage on site

• Whether employees are able and willingto cycle, e.g. employees already know howto cycle, or would be interested in learning

• If employees were willing to cycle, wouldthey use the pool bikes, e.g. they would usethe pool bike regularly, or they already bringtheir own bikes to work

Ideally a bike pool is set up as part of the travelplanning process, and complements other aspectsof the travel plan. However, bikes may still beintroduced with good results if an organisationlacks the resources to develop and implement afull travel plan.

A workplace travel plan can be undertakenby an individual organisation or a local travelplan group, comprising a number oforganisations – an initiative which is also beingpromoted through the Optimum2 project.

Developing a travel plan usually involves thestages illustrated (left).

There are several things that can be done duringthe travel planning process to help establish abike pool:• The travel plan survey could be used to

identify the number of employees whowould be willing to try cycling

• If targets are set to reduce single occupancycar journeys, or trips by taxi or publictransport, the bike pool could be promotedas an alternative, helping to meet travel plan targets

• Monitoring of modal shift through thebefore and after survey could be used tomonitor use of the pool bikes, whileinformation on the pool bike booking formscould also be a useful input to travel planmonitoring

By implementing a bike pool, organisations canbenefit from:• Reduced travel expenses• Time savings and convenience• Health and fitness improvements• Improved accessibility • Environmental benefits • Enhanced reputation

Further details on each of these benefits isprovided below, including examples of thebenefits experienced by the organisations thattook part in Bikes for Business.

REDUCED TRAVEL EXPENSES A number of direct financial benefits areassociated with the use of pool bikes, includingdirect savings on taxi and public transport fares, mileage and congestion charge costs forpersonal cars and costs associated with runningcompany cars.

There are also indirect savings to be made,for instance where the use of pool bikes makescar-parking spaces redundant. Removing one carparking space could save up to £2,000 per yearin high-density urban areas such as CentralLondon ii. Other benefits of pool bikes includequicker journeys enabling employees to workmore efficiently, and improved health and fitness,which could reduce the number of days lostthrough sick leave, and reduce the amount ofcover required from agency or temporary staff.ii

Savings will vary from one organisation toanother, depending on how many journeys aremade, the level of use of the bikes and what

modes of transport employees had usedpreviously. For instance, if someone is cyclinginstead of walking they may not save money butcould be saving a great deal of time.

Employers involved in the Bikes for Businessscheme estimated the average savings to theorganisation as around £25 per month per bike,with some saving as much as £80 per monthper bike on taxi and public transport fares. Evenwithout any other benefits, a saving of £25 per month, or £300 per year will more than re-coup the cost of buying a bike andequipment. Individuals using the pool bikes forcommuting also recorded personal savings ofapproximately £50 per month thanks to reducedtransport costs.

TIME SAVINGS AND CONVENIENCEOne of the greatest assets of cycling is the speedand convenience with which short journeys canbe made. Even when cycling at a moderate pacea journey of three miles can be made in anaverage of just 20 minutes.

46% of all trips made by London residentsare under a mile and nearly 85% are less thanfive miles. 55% of all car trips are less than twomiles long.iii

Pool bikes allow employees to go from doorto door with the maximum efficiency, withouthaving to find parking for a car, sit in a trafficjam, or walk to and wait for public transport.For many employees and employers, time is anexpensive commodity and the value of savingtime should not be underestimated.

For pool bike users surveyed as part of the Bikesfor Business scheme, the greatest perceivedbenefit of using the pool bikes was saving time,with 79% saying this was one of the benefits. Inaddition, 38% avoided parking problems and24% said taking a pool bike meant they avoidedthe inconvenience of driving.

HEALTH AND FITNESSIMPROVEMENTSIt has been clearly demonstrated that regularexercise is important for health and fitness – the Government’s Chief Medical Officer hasrecommended that adults take 30 minutesmoderate exercise, five times per week. Cyclingis an excellent means of taking this exercise andwill not only keep employees healthy but alsosave time otherwise spent on fitness routines.

In addition, workplace physical activityprogrammes in the USA have been shown toreduce short-term sick leave by between 6% and 32%.iv

69% of the pool bike users surveyed forBikes for Business said that improved fitness wasa benefit, whilst 52% appreciated theopportunity to get out in the fresh air duringthe day.

IMPROVED ACCESSIBILITY While public transport is constantly improvingthere are still some short journeys where noconvenient, quick public transport link isavailable. Pool bikes can efficiently fill this gapwhere employees would usually bring their owncar to work or take a taxi.

A number of organisations within the Bikesfor Business scheme, including a housingassociation, a voluntary organisation and aprimary school, highlighted the improvedworkplace accessibility the bikes offeredemployees.This is especially relevant toorganisations based some distance from majorpublic transport interchanges, or providingservices to clients who are not locatedconveniently for public transport.

Of those that completed surveys for theBikes for Business scheme, 24% said that one ofthe benefits was being able to use a bike whenthere was no public transport to where theyneeded to go.

ENVIRONMENTAL BENEFITSThe environmental benefits of reducing the useof motor vehicles should not be underestimated.By cycling, employees will reduce greenhousegas emissions, contribute to improvements in airquality, reduce congestion and improve theirlocal environment by reducing the amount ofspace needed for car parking spaces.

In 2003, road transport was responsible for25% of UK emissions of carbon dioxide (CO2),43% of nitrogen oxides (NOx) and 28% ofparticulate matter (PM), based on recent figuresfrom the Department for Transport (DfT) andDepartment of Environment, Food and RuralAffairs (Defra).v

Average CO2 emissions from different modesof transport are compared in the following table,in terms of kilograms of CO2 produced perpassenger per kilometre travelled (kgCO2/pkm).

Avoiding just a few of the journeys made byemployees using these modes of transport willassist an organisation in reducing their fuel useand emissions.

ENHANCED REPUTATIONCorporate social responsibility andenvironmental policy are increasingly recognisedas making good business sense. Running a bikepool demonstrates commitment to positive social and environmental management.This can helprelationships with employees, customers,investors, and other stakeholders such as a local authority.

A bike pool needs interest from employees andthe support of senior management to succeed.Personal resistance or institutional barriers mustbe dealt with to make the bike pool a lastingsuccess.

Personal concerns that may arise include:• Fears over safety• Lack of interest in cycling• Insufficient ability or confidence to ride a

bike• Long established travel habits, and the feeling

that it is too late to make a change• Poor health and fitness, or hilly terrain,

making cycling difficult or strenuous• Worries about appearing sweaty and untidy

when arriving at the office or a meeting,even though cycling can be as low intensity aform of exercise as walking

• Concerns that work clothes are unsuitablefor cycling and will get damaged

• Inconvenience of carrying accessories, suchas helmets and lights and other equipmentneeded for work

Institutional barriers that may need to beovercome might include:• Lack of funds for the scheme, or

unwillingness to allocate a budget• Insufficient space on or near the site for bike

storage and other facilities• Concerns over insurance cover and potential

liabilities

Every opportunity should be taken tounderstand and address the resistance andinstitutional barriers to pool bikes in anorganisation.With careful planning they can beovercome.The following chapter explains howthis can be achieved.

This chapter provides a step-by-step guide tosetting up a bike pool, with practical advice onwhat needs to be considered. If yourorganisation is large, for instance a localauthority, you may find it is worth setting up apilot scheme for one department or site first,before setting up a full bike pool for allemployees to use.Whether you are setting up apilot scheme or a full bike pool, the approachillustrated (left) is recommended.

As you work through the process, you may findyou want to revisit some of the steps, or yourorganisational structure requires you to approachthem in a different order.

SURVEY EMPLOYEES TO ESTABLISHPOTENTIAL USE AND SCOPE OF BIKE POOLOnce senior management has agreed there maybe a case for setting up a bike pool, the first stepshould be to survey employees to assess itspotential use and scope. A decision can then bemade as to how many bikes will be appropriate,and what the running costs will be. An employeesurvey should ask the following questions:

1. How often do you make work-related trips?2. What forms of transport do you currently

use?3. What proportion of these trips could

reasonably be made by bike?4. How much money do you spend on current

trips? And how much of this do you claimback as travel expenses?

If a travel plan is already being prepared thenthese questions can be incorporated into thetravel plan survey. Otherwise, a version of thequestions listed above could be emailed to staff,posted on the intranet, or asked during regularteam or one-to-one meetings. At this stage itmay also be helpful to check the site for existingfacilities such as cycle parking, and considerwhat additional facilities will be needed.

Transport for London (TfL) has a standardtravel plan survey which it encourages

organisations to use – contact TfL for furtherinformation, including travel plan incentives (see Relevant Organisations for contact details).For the purpose of setting up a bike pool, thequestions listed above can be added to the TfL survey.

REVIEW COSTS AND DEVELOP THEBUSINESS CASE While the exact costs of providing a bike pooldepend on the number and type of bikes, andhow often they are maintained, it is possible todetermine an approximate initial figure. Oncecosts have been predicted it will be easier forsenior management to decide on the viability ofthe scheme, and it will also provide a basis forresearching external sources of funding.Thesecould include incentives from TfL or the localauthority.While these organisations are not likelyto fund every aspect of a bike pool, they may beable to assist with provision of bikes, cycleparking or another aspect.

The items listed below should be consideredwhen estimating the costs of setting up a bikepool.The figures provided here are based on the

costs of the Bikes for Business scheme andquotes from several suppliers. Figures assume astandard full size city bike with basic accessoriessuch as mudguards, or a mid-price folding bike -both should be sufficient for a bike pool. Costsare likely to vary with supplier, location and biketype, so these are only indicative. Also, not all ofthe items listed will be required in all situations.

A business case should be developed, settingout anticipated costs against the potentialbenefits for the organisation, and including somesalient points from the survey.

SECURE SENIOR MANAGEMENTCOMMITMENT Delivering a well-developed business case willhelp to achieve the support of seniormanagement. It may be helpful to talk tomanagers individually, present the bike poolproposal at meetings, show how pool bikes fit inwith the organisation’s policies and/or find acycling “champion” amongst the managementteam to help put the argument across. For theBikes for Business scheme, the approach tosecuring commitment from senior managementvaried between organisations.

DECIDE HOW MANY BIKES ARENEEDED AND ASSESS ACTUAL COSTSGenerally the number of bikes should reflect thenumber of employees, the proportion that thinkthey would use the bikes, and the number ofwork related trips they make. For example, somesmaller organisations may have more staffmaking journeys during the working day thanlarger organisations, and might find a larger poolof bikes is required.

In some cases it may be more economical toprovide individual staff members with their ownbikes for work purposes if they are making alarge number of trips.The length and durationof trips being made may also influence thisdecision.

The following table provides an indication of what might be appropriate as a starting pointfor a new bike pool. Once the bike pool isestablished it may be necessary to order morebikes or return those that are not being usedregularly.

Alternatively, the number of bikes could becalculated from the number of journeys beingmade by all employees, for instance one bikecould be provided for every 15 trips made perweek. Levels of use varied between organisationsin the Bikes for Business scheme with almost allthe organisations reporting core users whowould take a bike out regularly, with otherindividuals borrowing bikes occasionally. It seemsthat use was highest in the summer, withbetween ten to fifteen trips made per month perbike, and dropped considerably in the winter.Most organisations chose to keep fewer bikesthan initially allocated as a result.

FULFIL HEALTH & SAFETYREQUIREMENTS, PROVIDE TRAININGAND ORGANISE INSURANCECycling need not be any more risky than otheractivities carried out during the working day.In fact, the British Medical Association has statedthat the benefits of cycling outweigh the risks.However, employers still have a responsibility toprovide public liability insurance and safeequipment, and make sure their employees knowhow to use it.

The relevant regulations include the Health andSafety at Work Act (1974), Management ofHealth and Safety at Work Regulations (1999),Provision and Use of Work EquipmentRegulations (1998), and Employers’ Liability(Compulsory Insurance) Act 1969.

The legal requirements include the following:• Bikes must be safe to ride• Riders must be competent to ride the bikes• Appropriate safety equipment must be

provided and maintained• The employer, riders and bikes should have

the correct insurance cover

Legal requirements do change from time totime, so it is important to check with theorganisation’s legal department or the Healthand Safety Executive to ensure that thisinformation is up to date and that the proposedbike pool arrangements are appropriate.Theorganisation’s insurance provider or the supplierof the bikes may also be able to give advice onthese issues.

Keeping the bikes safe to rideBikes need to be maintained regularly to ensurethey are safe to ride. A maintenance scheduleshould be set up, in consultation with thesupplier of the bikes and the maintenanceservice, to reflect the anticipated level of use ofthe bikes. It may be worth having the bikesserviced more regularly in the summer monthswhen use is likely to be higher, and revising themaintenance schedule after a set period once apattern of use has been established. Somesuggestions are provided in the following table.

It is also important to ensure that all users of thebikes check that the brakes work, tyres are notflat and there are no other obvious problemswith the bikes before use. If the bike does haveany mechanical problems it should not be riddenand all problems should be reported to adesignated contact person within theorganisation so they can be recorded and dealtwith quickly. Bikes should not be ridden untilthey have been promptly, and it is important thatthey are fixed quickly as people will quicklydismiss the bike pool as an option if the bikesare regularly out of order.

Ideally there should be someone in theorganisation able to check the bikes betweenservices to see that they are roadworthy, orreport any problems.The Bikes for Businessscheme offered free training to representativesfrom the organisations involved on how tocheck bikes for faults and undertake basicmaintenance or repairs.The London School ofCycling has created a CD ROM for Transportfor London and Central London Partnershipcalled “Ready to Ride”.This demonstrates howto identify problems with the bikes betweenservices and ensure they are safe to ride at alltimes. See the Relevant Organisations chapter forcontact details.

Safe and competent ridersPeople who use the pool bikes must be capableof riding safely. See Bike User Forms on page 19for details. It is recommended that organisationsprovide adult cycle training free of charge and ata convenient time to anyone who cannot ridealready, is out of practice, or lacking inconfidence. Free cycle training was offered toemployees of organisations taking part in Bikesfor Business, although most of the pool bikeusers felt confident enough to ride the bikeswithout taking up this offer. Cycle trainingproviders are listed in the Relevant Organisationschapter.

Safety equipmentAll bikes should have the correct reflectors andfront (white) and rear (red) lights. It is a legalrequirement that lights are used when cycling atnight. For more information on the legal

requirements, see the cycling section in theHighway Code (www.highwaycode.gov.uk).

At the time of publication, there is no legalrequirement for cyclists to wear special safetyequipment (for example helmets or highvisibility vests) while riding a bike in the UK.

If an employer is providing a helmet theymust make sure that it is in not damaged andeach user should ensure a good fit. Ideally,adjustable helmets of different sizes should beprovided so that employees can choose one thatfits properly with only minor adjustment.

The material inside helmets is designed tocrush on impact, so damage to a helmet may notbe visible externally. After any impact, includingdropping, a helmet should be replaced. Helmetsshould also be inspected when the bikes arechecked to look for signs of damage, that theyare clean, and remain hygienic.

Some organisations choose not to providehelmets or insist that they are worn, insteadsuggesting to employees that they provide theirown if they prefer to wear one. In other casesorganisations have offered to buy helmets forindividual employees to use on request. In thecase of the Bikes for Business scheme, a helmetwas provided with every bike.

Other accessories such as waterproofs andcycle clips for trousers could also be provided, tomake cycling as convenient as possible, whateverthe situation.

Insurance

Public liability insuranceIt is important that organisations provide publicliability (third party) cover for users of poolbikes.

This is normally provided through theorganisation’s general public liability cover and isthe same as provided for walking while on workbusiness.The level of cover provided should bechecked prior to setting up a bike pool, and anyexclusions, for instance regarding use of the bikesoutside of working hours, should be discussed.

In some cases it may be necessary to arrangefurther cover. Pool bike policies are availablewith the following elements:• £5 million indemnity cover • Protection for employers against claims from

employees and third parties, and foremployees against claims from third parties

• Cover for cycling to, from and betweenworkplaces, including regular commuting

• Cover for non-work use of the bikes byemployees, e.g. leisure rides at evenings andweekends

Personal accident insurancePersonal accident insurance can be taken out onan individual basis by employees to cover them ifthey are injured and no one else is at fault.Thiswill compensate employees, providing somecontingency for medical fees or loss of earningsif unable to work after an accident.

Theft insuranceMany insurance providers will add theft coverfor pool bikes to the organisation’s existingpolicy.This should be checked prior to settingup a bike pool. If the existing insurance does notcover the bike pool it may be possible to insurebikes through a separate policy. In some cases itwill be more economical to put aside acontingency fund and write off any losses.Theorganisation may decide to only write off a lossif the bike is used for work purposes, making itclear that it will be the responsibility of theemployee to replace bikes stolen when used forleisure or commuting.

It is important that bikes are locked securelywhen not in use. During the Bikes for Businessscheme four bikes were stolen out of a total of60, during the six-month period of the trial.These thefts resulted from bikes being leftunattended and unlocked for a brief period, orlocked but not attached to anything. Bikes shouldalways be locked through the frame to a secure,immovable object. Ideally wheels should also besecured. It should be made clear to employeesthat if bikes are not locked correctly then theuser will be responsible for replacing the bike.

ORGANISE BIKE SUPPLIER, ORDERBIKES AND EQUIPMENT The first decision should be to whether to hireor buy bikes. If bikes are hired, a packageincluding regular maintenance, call-out forrepairs, periodic replacement with new bikes,and even third party and theft insurance can benegotiated, such as that arranged for Bikes forBusiness.This may be the simplest solution, asthe bikes will be regularly checked, so theorganisation can be confident it will fulfil healthand safety requirements, and the bikes will notsit unused for long periods due to punctures orother problems. Selected bike shops offer bikepool services.The London Cycling Campaignprovides a list of London hire shops on itswebsite (www.lcc.org.uk), or you may be able tonegotiate with a local bike shop to set up a hirecontract.

Buying the bikes could be cost effective ifthe organisation keeps them for a couple of yearswith moderate levels of use, though as bikes getolder maintenance costs can increase.The costsof maintaining bikes and keeping them in goodcondition between services should be taken intoaccount – information given in the previoussections on Developing a Business Case, andHealth and Safety Requirements should beuseful. If an organisation buys bikes for a bikepool they should be able to reclaim VAT andmake use of capital allowances.

There are a number of options when choosingwhere to buy bikes:• Bikes bought through a local bike shop will

often come with a year of free maintenance

and a full warranty. It may also be easier toarrange ongoing maintenance through a localbike shop, and it will be convenient to visit ifthere are problems.

• Bikes can often be bought cheaply throughonline providers. If buying a large number ofbikes it may be possible to negotiate with alocal bike shop to assemble and regularlyservice them, at an agreed price. However,bikes bought on-line, even when assembledthrough a bike shop, may no longer becovered under the manufacturers warranty.

• TfL is currently running a scheme wherebikes can be bought at trade prices if a stafftravel survey is conducted as part of aworkplace travel plan. Contact TfL for moredetails, using the contact details provided inthe Relevant Organisations chapter.

Choosing appropriate bikesWhen choosing bikes, it is important to considerwhere they will be stored, the needs of users andwhat trips will be made.There are many bikeson the market, but broadly speaking there arefour general categories most suited to a bikepool:• A hybrid or town bike, with an upright

sitting position for improved sightlines.Thesenormally come with a rack on the back andmudguards and are ideal for getting aroundin the city.

• A women’s bike has a slanted cross bar whichcan make mounting and dismounting easier,especially when wearing a skirt.

• A folding bike may be very convenient tostore and transport, and can be taken on allforms of public transport and stored inside.

• Other models such as mountain or all-terrain bikes and racing bikes are intendedfor specific conditions. Good quality brands tend to be more expensive and can be over-designed for city riding.

If there are no overwhelming reasons to chooseone over the other (such as storage constraints)then it may be best to ask staff to vote for theirpreferred model, choosing a selection to suit asmany people as possible. It is also worthdiscussing options with the chosen supplier.

INSTALL CYCLING FACILITIESBike theft can be a big issue, and being able to store bikes securely is important to the long-term success of a bike pool. Bikes shouldalways be locked to a secure immovable objectwhen not in use.

Appropriate arrangements should thereforebe made for cycle parking and other facilitiesshould also be considered. to make it easier foremployees to make use of the pool bikes.

Indoor cycle parkingStoring bikes inside at night, over the weekendand when not used for long periods, will helpprolong their life and reduce the likelihood oftheft. In some cases it may be possible to store apool bike inside the office, and a folding bikemay be chosen for this reason where there islimited space and other options are insecure.

If there are a number of regular cyclists aroom could be set aside or a bike shed built.

Outdoor cycle parkingThere are a number of inexpensive cycle parkingstands, the most common is the Sheffield stand(an inverted U shape) which may be bolted orlaid in concrete into the ground.These standsare very simple in design, easy to install, use aminimum of space and are convenient forlocking bike frames to. If they are installed withthe correct spacing two bikes can be locked toeach stand.The London Cycling Campaignprovides advice on spacing and installation on itswebsite (www.lcc.org.uk).

If an organisation will be installing cycle parking on its own grounds, and undertakes anemployee travel survey as part of a workplacetravel plan, they may be able to apply to TfL forstands free of charge. Otherwise Sheffield stands can generally be bought and installed foraround £150 per stand. Cycle stand providersare also listed on the London Cycling Campaign website.

If there is insufficient space for off-streetparking on the site of the organisation, then on-street cycle parking may be an option.Contact the local authority to find out whetherthis will be possible. If neither is possible, it may be that folding bikes could still beaccommodated, as they can be stored inside with a minimal requirement for space.

Other facilities for cyclistsOther facilities could include lockers for storingcycling accessories or a change of clothes,showers, a changing room, or an iron andironing board.The scope of facilities that can beprovided will be limited by the space and budgetavailable, but it is worth considering suchmeasures if requested by employees.

regularly, handles bookings, and is the maincontact for any problems with the bikes andequipment. Having a single point of contactbetween each organisation and the supplier ofthe bikes and maintenance services proved usefulfor coordinating the Bikes for Business scheme.

Bike user formsTo make sure that people using the bikes arecapable of riding safely, all users should berequired to sign a form stating that they arecompetent to ride a bike on public roads withother traffic, and understand the Highway Codeand how it applies to cyclists. A sample formsimilar to that used for Bikes for Business isprovided in Annex 1.

Booking systemThe booking system can be very simple – aform with spaces for the date, the name of theperson borrowing the bike, a signature for whenthe bike is returned, and any problems that havearisen with the bike or equipment.This shouldinclude whether the helmet has been dropped ordamaged during use, or the user has beeninvolved in an accident. A basic sample form isprovided in Annex 2.

This form could also record information thatmight help the organisation assess the success ofthe scheme, and improve it in the future.Thiscould include the purpose of the journey, anestimation of distance (or destination address),and suggestions for improvements.

PUBLICISE THE SCHEMEPublicising the scheme is important to help raiseawareness of the bikes and encourage people touse them.This could include a launch event topromote the bike pool, such as a lunchtime“how to” session.The organisation might alsochoose to run other events that generallyencourage cycling, such as a cyclists’ breakfast(which can now be offered tax free as part of a‘cycle to work’ day), open to everyone arrivingat work by bike, or a Dr. Bike maintenancesession.

Other promotions could include theorganisation making a donation to charity forevery trip employees make on a pool bike

(to make this a little more inclusive it could alsoinclude trips made on foot or on employees’own bikes).

If there is sufficient interest, lunchtime orafter work cycle rides could be organised – these could have a local history or fitness focus.

Regular reminders will help to maintain useof the bikes, such as email promotions, items onthe intranet, articles in staff newsletters, andplacing the pool bikes on the agenda for staff orteam meetings. As cycling may not seem themost obvious mode of transport for manypeople, frequent reminders will help people tokeep the bikes in mind.

Generally, the organisations involved in Bikesfor Business arranged their own internalpromotion of the scheme, with a small numberof events and rides organised centrally for all theorganisations. A very successful launch event washeld at the Tate Modern, which attractednational press.There was however a very lowturn out for lunchtime rides, with very fewemployees able or willing to take time out oftheir working day.

PERIODICALLY MONITOR USEMonitoring the bike pool will help identifypotential improvements to the scheme.Thesimplest monitoring tool will be the pool bikebooking records.These should show the level ofuse and what the bikes are being used for.Depending on the requirements of the bookingsystem it could also show destinations ordistance travelled, from which financial, time andemissions savings can be calculated.

If the organisation is preparing a travel plan,ongoing monitoring of the bike pool could beincorporated into the monitoring of the travelplan. A survey could be carried out to find outhow successful the bike pool is.

Results from this survey can then be used tohelp decide whether additional or fewer bikesare needed, whether further publicity is required,and whether there are other factors that wouldhelp to encourage greater use.These results willalso allow the organisation to calculate andpromote the ongoing benefits, both to theorganisation and more generally, such as thosequoted for the Bikes for Business scheme, above.

ANNEX 1 – POOL BIKE USER FORM

POOL BIKE CLUBJoining the pool bike club allows you to borrow bikes for work purposes, for leisure and for fitness.All users need to join the bike club and read and abide by the guidelines below.

Cycle Safety• Follow the Highway Code.The Highway Code applies to all vehicles including bicycles.

You can look up the Highway Code at: www.highwaycode.gov.uk.• When cycling in traffic be aware of other road users so you can anticipate their movements.

If possible make eye contact with other road users so you know they’ve seen you.• It is important to clearly indicate your intentions by signalling. Always look behind you before

moving out into traffic or turning.• Take care when cycling near lorries, trucks and buses as they have blind spots and may not be

able to see you. Never cycle on the inside of a lorry or truck.• Whilst riding a bike you should always be respectful of pedestrians.• It is illegal to cycle at night without a front white light and a red rear light.• Cycle with care and don’t take unnecessary risks.

Bicycle practicalities• Check the brakes and adjust the height of the seat to fit you before you set off. If there are any

problems with the bike then don’t use it; report any problems to the main pool bike contact.• Helmets are supplied. If you wear a helmet, adjust it to fit you properly before you set off.• Each bike has a lock. Never leave the bike unlocked when you are not using it. Lock the frame and

if possible the wheels to a secure immovable object.You will have to pay for the loss of the bicycleif you used it and did not lock it securely following this guideline.

• When you return the bike hand the key back. Make sure that the booking card is marked to saythat the bike is returned.
