NOTICE OF CITY/SCHOOL ELECTION FOR ALL INCORPORATED CITIES AND SCHOOL DISTRICTS WITHIN LINN COUNTY, IOWA ON NOVEMBER 2, 2021. Public notice is hereby given to all qualified electors in the County of Linn, State of Iowa that the City/School Election will be held on Tuesday, November 2, 2021. A list of all candidates running for city offices, school board offices and community college director districts in Linn County is published here along with any public measures placed on the ballot. The polls for said election will be open from 7 a.m. until 8 p.m. Election Day voters must vote at the polling place designated for the precinct of their residence. Voters who are not pre-registered – such as voters registering to vote on Election Day – and voters changing precincts must also provide proof of residence. A voter who is unable to provide an approved form of identification (or prove residence if required) 1) may have the voter’s identity/residence attested to by another registered voter in the precinct, 2) prove identity and residence using Election Day Registration documents, or 3) cast a provisional ballot and provide proof of identity/residence at the county auditor’s office by 8 a.m. on Thursday, November 4, 2021. ELECTION DAY REGISTRATION The pre-registration deadline for the City/School Election is Monday, October 18, 2021 at 5 p.m. After this date, voters wanting to register to vote and vote either early before Election Day or at the polls on Election Day may do so by showing proof of identity and residence that is not more than 45-days old. A valid Iowa driver’s license with current address is the best form of ID. A photo ID is necessary for proof of identification. The following items are valid as proof of residence (document must show the voter’s address and the voter’s name): residential lease, property tax statement, utility bill (cell phone bill included), bank statement, paycheck, government check or other government document. ABSENTEE VOTING Voters requesting absentee ballots by mail or in-person are required to include their ID number on the Absentee Ballot Request form. Requests for mailed absentee ballots must be received by Monday, October 18, 2021 at 5 p.m. Absentee Voting may be done at 935 2nd St SW, Cedar Rapids from 8 a.m. - 5 p.m. on business days. If approved by a majority of the voters, operation of gambling games with no wager or loss limits may continue. If disapproved by a majority of the voters, the operation of gambling games on an excursion gambling boat or at a gambling structure will end within 60 days of this election. Cedar Rapids Metro Bloc Public Measure: Local Option Sales and Services Tax Summary: To authorize imposition of a local sales and services tax in the cities of Cedar Rapids, Fairfax, Hiawatha, Marion and Robins, at the rate of one percent (1%) to be effective from July 1, 2024, until June 30, 2034. A local sales and services tax shall be imposed in the cities of Cedar Rapids, Fairfax, Hiawatha, Marion, and Robins at the rate of one percent (1%) to be effective from July 1, 2024, until June 30, 2034.Revenues from the sales and services tax are to be allocated as follows: For the City of Cedar Rapids: Zero percent (0%) for Property Tax Relief; The specific purposes for which the revenues shall otherwise be expended are: One hundred percent (100%) to pay for the costs of the maintenance, repair, construction, and reconstruction of public streets. For the City of Fairfax: Zero percent (0%) for Property Tax Relief; The specific purposes for which the revenues shall otherwise be expended are: One hundred percent (100%) of said local option sales and service tax are to be allocated for any lawful purpose of the City of Fairfax. For the City of Hiawatha: Up to ten percent (10%) for Property Tax Relief; The specific purposes for which the revenues shall otherwise be expended is/are 100% for any lawful purpose including, but not limited to, retirement of outstanding obligations, water & sewer system improvements, street improvements, public safety, library, and park & recreation improvements. City of Walford Public Measure: Local Option Sales and Services Tax Summary: To authorize imposition of a local sales and services tax in the city of Walford, county of Linn, at the rate of one percent (1%) to be effective on July 1, 2024. A local sales and services tax shall be imposed in the city of Walford, county of Linn, at the rate of one percent (1%) to be effective on July 1, 2024. Revenues from the sales and services tax are to be allocated as follows:For the Unincorporated Areas of Linn County:The specific purposes for which the revenues shall be expended are: Fifty percent (50%) for the Linn County Secondary Roads system, including but not limited to construction, maintenance and operation of Linn County secondary roads, farm to market roads, and bridges. Twenty-five percent (25%) for property tax relief exclusively on property located in the rural unincorporated areas of Linn County, Iowa. Twenty-five percent (25%) for Linn County conservation projects and programs, including but not limited to those administered by the Linn County Conservation Board. City of Bertram Public Measure: Change Length of Mayor and City Council Terms Shall the term of the elected office of Mayor and City Council of the City of Bertram, County of Linn, State of Iowa, be changed from two (2) year to four (4) year terms as set forth in § 376.2 of the Code of Iowa? City of Marion Public Measure: Change the Number of Library Trustees Shall the number of trustees be increased for the Marion Library Board by amending Section 21.02 of the Marion Code of Ordinances to read as follows: The Mayor, with the approval of the Council, shall appoint eleven (11) persons to constitute a Board of Library Trustees. The Mayor shall appoint bona fide citizens and residents of the City over the age of twenty-one (21). City of Marion Public Measure: Change Library Trustee’s Term Length Section 21.03 (1) of the Marion Code of Ordinances to read as follows: 1. Term of Office. All appointments shall be for four (4) years, from July 1 following appointment, except appointments to fill vacancies. Each year Council shall appoint 4 or 3 Board members as needed to fill vacancies. No person shall hold appointment as a member of the Library Board for more than two (2) full consecutive terms, except that when the initial appointment was to fill a vacancy there may be appointment for two (2) full consecutive terms thereafter. Any person may be appointed to the Library Board again after an interval of two (2) years, subject to the above limit of two (2) full consecutive terms. Board members appointed and serving at the time of the approval of this measure may fulfill the original term that they were appointed for. Anamosa Community School District Public Measure: Revenue Purpose Statement Summary: To adopt a Revenue Purpose Statement specifying the use of revenues the Anamosa Community School District will receive from the State of Iowa Secure an Advanced Vision for Education Fund. In the Anamosa Community School District, the following Revenue Purpose Statement which specifies the use of revenues the Anamosa Community School District will receive from the State of Iowa Secure an Advanced Vision for Education Fund shall be adopted. To provide funds to acquire or install information technology infrastructure (including improving buildings or sites for the purpose of accessing broadband digital telecommunications) and school safety and security infrastructure. To provide funds to build and furnish a new school building or buildings; to build and furnish addition(s) to school buildings in the District; to remodel, reconstruct, repair, expand, and improve the school buildings in the District; to purchase and improve grounds; for demolition work; to furnish and equip district facilities. To provide funds for the purchase, lease or lease-purchase of buildings, equipment (including transportation and recreation equipment), or technology and to repair transportation equipment for transporting students as authorized by law, to implement energy conservation measures, sharing or rental of facilities including a joint infrastructure project forthe purposes of offering classes under district-to-community college programs as authorized in Iowa Code Section 423F.3(3)(c), procuring or acquisition of libraries, or opening roads to schoolhouses or buildings. To provide funds to purchase land as part of start-up costs for new student construction program or if the sale of the previous student construction was insufficient to purchase land, and to purchase construction materials and supplies for a student-constructed building or shed intended to be retained by and used by the District. To provide funds to make payments to a municipality or other entity as required under Iowa Code Section 403 .19(2). To provide funds for demolition, cleanup, and other costs if such costs are necessitated by, and incurred within two years of, a disaster. To provide funds to establish and maintain public recreation places and playgrounds; provide for supervision and instruction for recreational activities; or for community education purposes. To provide funds for the payment of principal and interest or retirement of general obligation bonds issued for school infrastructure purposes, energy improvement loans, loan agreements authorized by Iowa Code Section 297.36, sales, service and use tax revenue bonds issued under Iowa Code Section 423E.5 or Iowa Code Section 423F.4. To provide funds for property tax relief; and To provide funds for other authorized expenditures and purposes as now or hereafter permitted by law and designated by the Anamosa Community School District. It being understood that if this proposition should fail to be approved by the voters, such failure shall not be construed to terminate or restrict authority previously granted by the voters to expend receipts from the Secure an Advanced Vision for Education Fund. If approved, this Revenue Purpose Statement shall remain in effect until replaced or amended by the Anamosa Community School District. If a majority of eligible electors voting on the question fail to approve this Revenue Purpose Statement, then upon expiration of the current Revenue Purpose Statement, revenues received by the School District from the Secure an Advanced Vision for Education fund shall be expended in the following order: The payment of bonds for which SAVE Revenue has been pledged; Reduction of bond levies under Iowa Code Sections 298.18 and 298.18A and all other debt levies; Reduction of the regular and voter-approved physical plant and equipment levy under Iowa Code Section 298.2; Reduction of the public educational and recreational levy under Iowa Code Section 300.2; For any authorized infrastructure purpose of the school district as defined in Iowa Code Section 423F.3(6); and For the payment of principal and interest on bonds issued under Iowa Code Sections 423E.5 and 423F.4. Central City Community School District Public Measure: Revenue Purpose Statement Summary: To adopt a revenue purpose statement to authorize the expenditure of revenue from the State of Iowa Secure an Advanced Vision for Education Fund received by the Central City Community School District. Revenue Purpose Statement: Revenue received by the Central City Community School District from the State of Iowa Secure an Advanced Vision for Education Fund may be spent for any one or more of the following purposes: To provide funds for property tax relief.To provide funds to acquire or install information technology infrastructure (including improving buildings or sites for the purpose of accessing broadband digital telecommunications) and school safety and security infrastructure.
