The United States Department of Agriculture Rural Development Agency will have some good news for Holly Beach residents when the USDA Earth Day pro- gram is held there on Thursday, April 22. The agency plans to announce over $23 million in Water and Waste funding for projects in Louisiana, includ- ing $3.9 million to be awarded the Cameron Parish Sewage District for a new municipal sewer system for Holly Beach. The beach resort, which is composed of several hundred homes, businesses and camps, presently has no cen- tral sewer system. The Earth Day program Thursday is sponsored the the USDA Rural Develop- ment, Farm Service Agency and Natural Resources Conservation Service. The program will begin at 9 a.m. when Earth Day volun- teer will plant woody species and grasses on the beach to provide shelter and food for migrant birds during the spring and fall migrations. The grasses will help stop erosion of the sand dunes west of Holly Beach. At 11:30 a.m. volunteers and local and state digni- taries will be served a lunch provided by the Jeff Davis Electric Coop, La. Rural Water Assoc. and Community Resource Group, Inc. During the Earth Day Ceremony which begins at noon, the water and waste projects funding will be announced. The Farm Service Agency will brief attendees on the Debt for Nature Program through which agency bor- rowers are conserving wildlife habitat and improving the environment and scenic value of their farms while reducing their Farm Service Agency debt. The Natural Resources Conservation Service will explain the importance of vegetative plantings in fight- ing coastal erosion and estab- lishing wildlife habitats. A special guest at the Earth Day program will be John Rosso, administrator for the Rural Business- Cooperative Service under Rural Development. His office is in Washington D.C. They wrestled with the Louisiana team. Kent Doxey of Cameron Elementary placed 10th in the nation in the 87 lb. class. Thomas Brown of South Cameron Elementary also competed in the national event. Five law enforcement offi- cers of Southwest Louisiana were honored at the April meeting of W. B. Williamson Post No. One of the American Legion. They received the 2004 Law and Order Awards, spon- sored annually by Post One to recognize outstanding contri- butions to the community by law enforcement personnel. The honorees: Senior Agent Lee Ann Phipps of the Louisiana Department of Wildlife and Fisheries. Officer Benjamin L. Randolph of the Lake Charles Police Department. Sergeant Jeff Viator of the Louisiana State Police. Major David R. Wagonmner Sr., of the Calcasieu Parish Sheriff’s Department. Officer Larry N. West of the Iowa Police Department. Senior Agent Phipps of Creole was cited by her supe- riors for outstanding service in patrolling the Rockefeller Refuge in Cameron Parish. “She always greets you with a smile,” say her superi- ors, “but don’t take her kind- ness as a show of weakness. Violators have always met their match in her. She patrols Rockefeller Refuge day and night in pursuit of violators.” Agent Phipps lives in Creole with two protective pets, “Boudreaux” and “Cheyenne.” Phillips given recognition by A. The Society also owns the Peveto Woods Sanctuary located on the Gulf west of Holly Beach. According to The Barred Owl, the Society’s newsletter, the new property is located on the north side of Hwy. 82 near Grand Chenier and has 29 acres in cheniers (oak covered ridges) and 25 acres in marsh. The Society is buying the property in cooperation with the Louisiana Nature Conservancy and the Wildlife Federation. The Society plans to make these woods available for birdwatching some time in the future. They plan to put up a sign, a gate and a shell path back to the woods. The newsletter also report- ed that Japanese honeysuck- les have taken over much of the Peveto Woods preserve and that Society members have been working hard to clear out the vines. Two students attend meet Lady Tarpons in playoffs Board meeting The Cameron Area Agency on Aging advisory board will meet at noon on Tuesday, May 18 at the Cameron Senior Center. The meeting is open to the public. Schools of Exemplary Aca- demic Growth exceeded their growth targets by more than five points. South Cameron High was the only Cameron Parish School to be honored. Cameron Parish Library and Sowela Technical College is offering Microsoft Word II classes at the Cameron Library on April 27th and May 3rd from 5:30-8:30 p.m. The classes will include setting up tables, tabs, columns, working in multiple page documents, bookmarks, document mapping, mail merging and macros. Total cost is $30. Call 775-5421 to register by 4 p.m., Monday, April 26. Aid offered with energy bills here Cameron Parish individu- als and families who meet certain income guidelines may apply for assistance with cooling and heating bills under the Low Income Energy Assistance Program being administered by the Cameron Community Action Agency. Eligible households with children five years of age and younger, the elderly and dis- abled persons will be given priority. Income guidelines range from $19,324 for a fam- ily of two to $39,216 for a fam- ily of eight. Contact the agency for guidelines. Applicants must bring proof of income and/or receipt of AFDC, Food Stamps, SSI, Veteran’s VA, Survivors’ Pension, Social Security, retirement, pensions, and annuities. Applicants must bring the energy bill they need assistance in paying as well as Social Security cards for all members of household. South Cameron High School was recognized at a reception in Baton Rouge last week for “Recognized Aca- demic Growth” in the state’s accountability program. Statewide, 333 schools were recognized for meeting or exceeding their growth tar- gets. At the reception held at the Governor’s Mansion, dis- trict superintendents and school board presidents were presented with flags to give to their local schools that achieved Exemplary Acade- mic Growth and Recognized Academic Growth. Gov. Kathleen Blanco and Supt. of Education Cecil Picard were on hand to honor the schools. For the 2001-2003 ac- countability cycle, 24 percent of schools statewide, repre- senting 64 of 66 school dis- tricts, met or exceeded their growth targets and were eligi- ble for growth flags as well as monetary rewards. In addition, 120 schools achieved Recognized Acade- mic Growth. Schools of Recognized Academic Growth met or exceeded their growth targets by five points or less while S. Cam. Classes to be held at library Cameron Parish Recre- ation District 9 board has declared an emergency to enable it to secure immediate repairs to the Creole swim- ming pool. Sabine Pools of Lake Charles has been contracted to repair a major leak in the pool at the cost of $16,500. By declaring an emer- gency, the board did not have to go through the bid process which would have taken sev- eral weeks. International MigratoryBird Day (IMBD) is an annualevent to celebrate and supportmigratory bird conservation.The theme for IMBD 2004 isthe conservation of colonial-nesting birds, such as theGreat Blue Heron.

These birds are favorites ofthe general public, because oftheir size and visibility, butare surprisingly vulnerable tohuman threats.

Sabine NWR is a nestingand feeding ground for manycolonial nesting birds includ-ing great blue herons, roseatespoonbills, great egrets, snowyegrets, and black-crownednight herons.

Bird enthusiasts of all agesand abilities are invited toSabine National WildlifeRefuge's Wetland Walkway tolearn about the refuge's birds.There will be activity stations

for children ages 5-12 to learnabout birds and earn a Jr.Birder Patch.

Staff and volunteers willconduct activities about birdidentification tools and tech-niques, bird habitats, and birdmigration.

International Bird Day tobe held at Sabine Refuge

During these early weeksof April approximately 2 dozenmallards, mainly drakes, anda green-winged teal wereobserved behaving abnormal-ly. The birds would not flushwhen approached and many ofthe mallards seemed com-pletely unaware of nearbyhuman activity. Several ofthese birds were caught andexamined.

The teal suffered from abroken wing; something notthat unusual. Wildlife doesnot lead an easy or safe life.The mallards, however,appeared completely normalbut in very, very poor health.All of the chest muscles weresunken and the bony keel wasvery obvious; these birds werestarving. Disease was ofimmediate concern.

After examination, it wasdetermined these were penraised birds. Although theywere indistinguishable fromwild mallards, most had plas-tic, red colored leg bands.These pen raised birds did notappear to know how to recog-nize natural foods. It appears

someone, maybe with the bestintention, released 2 dozen orso birds on the NationalWildlife Refuge.

This is not only unlawfuland against the refuges regu-lations but more importantlysomeone unknowingly has putthese domestic birds and theirwild cousins in greater dan-ger. The domestic bird mayharbor diseases to whichthe wild birds have little nat-ural defense and these un-educated birds will attractpredators. The local NorthernCaracara had already quicklyidentified these birds as foodand had killed several beforethe refuge was able to collectthose remaining mallards.

Whoever released thesedomestic birds, and anybodythinking that releasingdomestic animals is good,needs to realize they are nothelping. They have been mis-led. These animals are sub-jected to starvation and,maybe if their lucky, death atthe teeth and talons of thepredators.

A settlement has been reached in the class actionlawsuit about whether rice seed treated with the pesticideICON damaged crawfish crops and contaminated prop-erty in Louisiana. The $45 million settlement fund willpay valid claims as well as lawyers’ fees and costs.

The 27th Judicial District Court of Louisiana, St.Landry Parish, will have a hearing to decide whether togive final approval to the settlement so that a claimsprocess can begin, and payments can be made. Thoseincluded in the class action, together called a “Class,”may object to the settlement, or ask to speak at thehearing. There is a detailed notice available by calling tollfree or going to the website below.

WHO’S INCLUDED?

Generally, the Class includes people and legal entitiesin Louisiana who, since January 1999, claim theircrawfish crops were damaged by exposure to ICON,and who either: 1) bought ICON-treated seed for ricefarming; 2) farmed crawfish, including those who didnot buy rice seed themselves; or 3) participated in acrawfish farming sharecropping arrangement. Note thatyou are included if you claim that water from a ricefield—“tailwater”—caused you crawfish losses down-stream. Also, you’re included if you leased your land toa crawfish farmer who had a loss. The detailed noticesays exactly who is included.

WHAT DOES THE SETTLEMENT PROVIDE?A $45 million fund will be established by the succes-

sors to ICON’s maker Rhone-Poulenc Ag Co., Inc., andtheir insurer, to be overseen by an independent “SpecialMaster.” A Settlement Agreement, available at thewebsite or by calling toll free, describes all of the detailsabout the proposed settlement. The Court did not decidethat the defendants did anything wrong, but they agreedto resolve the case and give benefits to the Class. Thesettlement does not mean they admit any wrongdoing.

HOW MUCH COULD YOU GET?If the settlement receives final Court approval, the

Special Master will review claims from Class membersand decide how to allocate the money to each validclaimant. The amount of each payment will be based inpart on the total number of claims received, and possiblyon the amount of land you owned or farmed crawfish on.

HOW DO YOU ASK FOR A PAYMENT?Details about how to ask for a payment will be decided

once the settlement receives final approval. If you wouldlike to be notified about how to ask for a payment, fill outand send in the form below. If the settlement receives

final approval, a location will be set up where Classmembers can file their claims. The Special Master willdecide exactly what you will need to provide to proveyour claim and receive a payment.

WHAT ARE YOUR OTHER OPTIONS?

You may object to the settlement by May 14, 2004.The detailed notice explains how to object. The Courtwill hold a hearing on May 17, 2004, to considerwhether to approve the settlement and a request by thelawyers representing the Class for attorneys’ fees of upto 40% of the fund, plus costs of up to 8% of the fund,which would be deducted from the settlement fund.You may ask to appear at the hearing, but you don’t haveto. If the settlement is approved, all defendants, andother entities named in the detailed notice, will bereleased from all liability for the claims in the case—including claims for contaminated land—and you won’tbe able to sue them, or continue to sue them, for thoseclaims. One of the most startlingexamples of how a wildlife“magician” can put his bag of“tricks” to work was recentlyrevealed by the Fish andWildlife Service, UnitedStates Department of theInterior.

In 1938, a comparativelysmall number of blue andsnow geese wintered on theSabine National WildlifeRefuge, which lies on the GulfCoast of Southwest Louisianaat Hackberry. John Lynch, abiologist of the Service’sDivision of Wildlife Research,conducted a series of con-trolled marsh grass fires andnow in fall and winter, a halfa million snow and blue geeseflock into the 147,000 acrerefuge.

Before the burning, marshgrasses grew high. Geese liketo feed on open land, wherethe grass is short. “So, themarsh lands were burned,”Lynch explains, “new shootsof grass and sedge sprang up,and the geese flocked to theseareas to feed on the succulentfoods.”

The season of the “Flags”is upon Cameron Parish. Thebeautiful iris, sometimescalled “flags,” are growing inwild profusion all over thevast sea marshes and in theroadside ditches in the south-ern part of the parish.

Garden clubs and flowerconnoisseurs from all over thestate make annual pilgrim-ages to the area to view thebreathtaking display of laven-der blooms.

No one seems to know howthe wild iris was introducedinto the parish. They havebeen growing wild as long asanyone can remember. They,like the lovely wild lotus,seem to thrive on the dampfloating turf of the sea marsh.

There are several thou-sand named varieties of irisin variations of colors. Theyhave been long established asthe most common of hardyflowers in the south.

The wild iris, which is usu-ally the lavender color, can beeasily transplanted into thehome garden because theyare easily grown and requirelittle care. They are also veryhardy plants and seem to bevery resistant to disease. Thisis probably due to the factthey have become acclimatedto the area over many years ofgrowth.

tiful week, as weather wasperfect for all outdoor outings.

Bass anglers as well aswhite perch, bream and gog-gle-eye fishermen had goodcatches in the Big Burn’smarshes and other marshes ofthe parish.

There were good redfishcaught at Lambert BayouWeirs and trout in Big Lake.The Mermentau River is pro-ducing redfish as well asRockefeller Refuge. Many folksare crabbing and doing well.

The Creole Nature Trailhas really brought many visi-tors to our parish. Many ofthem enjoying crabbing andfishing along the nature trail

highways, while taking advan-tage of our state and nationalrefuges.

FFRRIIEENNDDLLYY BBAAIITTSSThe maker of biodegrad-

able lures are doing backflipsbecause anglers have acceptedthese new baits. First, lastyear we saw plastic wormsthat stretched from seveninches to 20 plus inches anddidn’t break. You could catchfish over and over with thesame plastic worm. This oneworm would take the place often regular ones. I thinkthey’re too tough, but sellinganyway.

The new biodegradablelures consist of corn syrup,gelatin, ground-up minnow

and other secret ingredients,which are all edible. There’seven garlic and crawfish scentadded.

These products will alsoprevent pollution as they dis-solve in water within threeweeks, if they’re not eatenfirst. They breakdown in thesun if left on the ground orboat docks. It will also dissolvein the stomach of the fish,where plastic worms don’t.

Cameron Parish was wellrepresented at the TexasOilmen Bass InvitationalTournament on Toledo Bendthis month. The two dayevent had 600 boats entered,fishing out of Big BassMarina.

Darren Thibodeaux andDandy Demary, from Creoleand Grand Lake, had twodays of five bass stringers.Their first day, they had 22.47pounds with a 4 and 5pounder and Darren’s BigBass of the Day weighing inat 10.22 pounds, plus twoother bass. This put them insecond place for the first day.This gave them $1,500 for theBig Bass and $1,000 for thestringer.

Their second day with fivebass, their weight was 15.70pounds placing 12th, good for$300. Their second place over-all for the two day event gavethem another $1,000, for agrand total of $3,800.

Their large bass wasreleased and Darren will geta free replica. He alsoreceived a trophy. They werefishing out of Haussen Bay,on the Texas side of the lake.

Donald J. Voros, a U.S.Fish and Wildlife Service vet-eran for more than 26 years,has been selected as the newproject manager of theSouthwest LouisianaNational Wildlife RefugeComplex in Cameron andVermilion Parishes.

The new complex combinesSabine, Lacassine andCameron Prairie NationalWildlife Refuges, with theheadquarters at CameronPrairie near Sweetlake. In hisnew position, Voros will alsomaintain administrative coor-dination with the State’sRockefeller Wildlife Refuge.Collectively, these fourrefuges contain some of themost valuable and complexwetlands in the nation.

“Don brings years of expe-rience and talent, as a fieldperson and an administrator,to his new position as manag-er of three Louisiana refuges.He has worked at severalSoutheastern refuges, andwe’re excited to welcome himback to our region,” said SamD. Hamilton, SoutheastRegional Director.

Voros began his new posi-tion on April 4, 2004.Previously, he was stationedin the Service’s PacificRegional Office in Portland,Oregon, and he served as theColumbia Basin NationalWildlife Refuge Supervisorwith oversight responsibili-ties for all National WildlifeRefuges in easternWashington and Oregon, theState of Idaho, and northernNevada.

For more than 13 years,Voros worked as a refuge offi-cer or manager atSwanquarter, Mattmuskeet,and Cedar Island NationalWildlife Refuges in NorthCarolina; Catahoula NationalWildlife Refuge in Louisiana;Santee National WildlifeRefuge in South Carolina;

Okeefenokee and Banks LakeNational Wildlife Refuges inGeorgia and Florida; andArctic National WildlifeRefuge in Alaska.

He has also been anadministrator for over 13years. In addition to his mostrecent position as ColumbiaBasin National WildlifeRefuge Supervisor, he hasserved as Deputy AssistantRegional Director for theFederal Subsistence Programin Anchorage, Alaska, and asChief of the Branch of WildlifeManagement for the NationalWildlife Refuge System,Washington, D.C.

Voros and his wife DannyLynn are no strangers to theSoutheast. They were mar-ried in Jena, Louisiana 22years ago while Don was serv-ing as a Refuge Manager atCatahoula National WildlifeRefuge. They are excited toreturn to the south, particu-larly Louisiana, with theirdaughter Vanessa and sonVincent.

Voros graduated from OhioState University with aBachelor of Science Degree inNatural Resources, majoringin Wildlife Management. Healso achieved an AssociatesDegree majoring in chemistryfrom Cuyahoga CommunityCollege in Cleveland Ohio.For more than three years, heserved in the United StatesArmy Special Forces (GreenBerets) as an engineer.

PRELIMINARY NOTICE OF POTENTIAL CONVERSIONOF FLOODPLAINS AND NOTICE OF THE AVAILABILI-

TY OF AN ENVIRONMENTAL ASSESSMENTThe USDA Rural Utilities Service has received a request for finan-cial assistance from Cameron Parish Water Works District No. 7,132 Raymond Richard Road, Creole, LA 70632 in Cameron Parish,Louisiana. The purpose of this request is to use remaining funds toassist in a project funded through the LDA Community Block Grantprogram. As required by the National Environmental Policy Act, theRural Utilities Service has prepared an Environmental Assessmentto evaluate the potential environmental effect and consequences ofthe proposed project.

The proposed project will provide improved water and fire protec-tion services to customers of Cameron Parish Water Works DistrictNo. 7 located in Cameron Parish, Louisiana. Specific proposed pro-ject components include the installation of a new 500 gallon perminute (gpm) water well and the construction of a 100,000 gallonelevated water storage tank. The proposed well and elevated stor-age tank are located on the same site that is located at the east endof Parish Road 365 approximately 1.25 miles east of the intersectionof LA 27/82 and Parish Road 357. If implemented the proposed pro-ject will convert less approximately one acre of the FEMA designat-ed 100-year floodplain at the sites identified above.

The purpose of this Notice is three-fold: (1) to announce the avail-ability of the Environmental Assessment for public review and com-ment; (2) To inform the public of this proposed impact or conver-sion of the 100-year floodplain and request comments concerningthe proposed project, alternative sites or actions that would avoidthese impacts, and methods that could be utilized to minimize theseimpacts; and (3) to seek the public’s opinion on the presence of anyhistoric property or archaeological sites that might be adverselyaffected by this proposed action, and on ways to avoid or resolvesuch effects.

It’s hard to imagine a moredelightful perennial than thedaylily. Available in an amaz-ing variety of colors, shapesand sizes, there are dayliliesto fit virtually every taste andgarden situation.

Daylilies are coming intobloom now, and gardenerswould be hard pressed to finda plant that provides so manycolorful flowers for so littleeffort.

Although it’s not a true lily,the daylily is a member of thelily family. Its botanical name,Hemerocallis, is derived fromtwo Greek words meaning“day” and “beauty” and refersto the fact that daylily flowerslast only a day before theyfade. This might seem to be amajor flaw, but these plantsproduce so many flowers overan extended period, you hard-ly notice that each one lastssuch a brief time.

Breeders have developedthe daylily into an incrediblydiverse plant. With carefulcultivar selection, you canhave daylilies in bloom fromlate spring to early fall. Theheights of various cultivarsrange from 8 inches to severalfeet (including the flowerscapes), and the diameters ofthe blooms may vary from 2∏inches to as large as 8-9 inch-es. And the flowers come in amultitude of color combina-tions including yellow,orange, rose, burgundy, pur-ple, pink, cream, lavender, redand many others.

Daylilies have three typesof foliage habit. Dormantdaylilies lose their foliagecompletely during the winter.Then new foliage appears inthe spring. Evergreendaylilies retain their foliagethroughout the year. Andsemi-evergreen daylilies’foliage dies part way back inthe winter but begins to growagain after a brief rest.Gardeners in our area shouldgrow evergreen or semi-ever-green types.

Most daylilies bloom bestin full sun. They will toleratepartial shade but require atleast 6 hours of direct suneach day for best results.Light yellow varieties, manyshades of pink and other deli-cate pastels need full sun tobring out the colorings, whiledeeper colors may benefitfrom shade in the hottest partof the day.

Any good garden soil isfine for growing daylilies.They thrive in a variety ofsoils, ranging from lightsandy types to heavy clays. Toget any soil in good physicalcondition, dig it deeply andwork in generous amounts oforganic matter such as well-rotted manure, compost orpeat moss. This organic mat-ter makes the soil easier towork and helps retain soilmoisture. It also acts as astorehouse for plant nutri-ents. For best performance,plant daylilies in well-drainedsoil.

Early spring or late fall arethe most desirable plantingtimes, but well-establishedplants grown in containersand bought locally can beplanted virtually anytime.Space daylilies 18 to 24 inchesapart. Some varieties multi-ply fast, and the clumps willbecome crowded if planted tooclose to each other.

Although daylilies general-ly don’t need to be pampered,an adequate supply of waterwill ensure peak performance,especially the first year afterplanting. During the summer,plantings should be wateredonce or twice a week whenweather is hot and dry. Waterdeeply, soaking the soil to adepth of 6-8 inches, and watereach week when there is notat least 1 inch of rainfall. A 2-inch mulch of leaves or pinestraw will help conserve mois-ture and reduce weed prob-lems.

A single application of acomplete fertilizer in Marchgenerally is adequate,although a second applicationcould be made in June. Useany general-purpose fertiliz-er. A final application can bemade in early fall because anew surge of growth occurs atthat time on many cultivars.Keep the fertilizer off thefoliage, and water it into thesoil after applying.

Aphids are the most seri-ous insect pest of daylilies.They are most common in thelate winter and early springand cause the leaves and flow-ers to be unhealthy anddeformed. Treatment withacephate is effective if theinfestation is severe enoughto warrant it.

You also need to be awareof a new fungus disease calleddaylily rust that is causingconcern. Daylily rust was firstreported in the southeastern

United States in 2000 and hasspread rapidly to manystates, including Louisiana.The disease causes the foliageto yellow and brown.

If you turn over a leafinfected with daylily rust, youwill see orange raised spots onthe back of the leaf. The rustyorange spores will rub off onyour finger. Susceptibility ofdaylily cultivars to this dis-ease varies. Some are verysusceptible, and others seemfairly resistant. Gardenershave the choice of eliminatingthe very susceptible cultivars,which show the worst symp-toms, and retaining thosethat don’t seem to be botheredas much by the disease.

Should a gardener decideto treat the disease, an infect-ed plant should be cut down towithin an inch of the ground.Then that plant and all theplants around it should besprayed regularly with afungicide.

Recommended fungicidesinclude mancozeb (Dithane,Fore), chlorothalonil(Daconil), azoxystrobin(Heritage), propiconizol(Banner Maxx) and triadime-fon. Applications may need tobe repeated as often as everyseven days to 14 days, and, asalways, follow product labelinstructions carefully.

Act 8 of the 2000 Second ExtraordinaryLegislative Session established two addi-tional fees to be collected from minerallessees on all mineral leases awarded.An additional fee of $10 per acre willbe collected and deposited into theLouisiana Wildlife and FisheriesConservation Fund. An additional feeof $5 per acre will be collected anddeposited into the Oil and GasRegulatory Fund. A separate check inthe amount of $15 per acre made payableto the Office of Mineral Resources shallbe submitted, either accompanying theoriginal bid (inside the sealed bid enve-lope) or mailed to the Office of MineralResources for receipt within ten (10) daysafter the bid is accepted and the lease isawarded. Bidders may use a regularcheck for payment of the fees. The suc-cessful bidder will not receive the leaseexecuted by the State Mineral Board untilthe fees are received.

All leases awarded shall be executedupon terms and conditions provided in thecurrent State lease form with all applica-ble riders appended thereto a copy ofwhich is available for review in the Officeof Mineral Resources, Petroleum LandsDivision, Leasing Section.

Certified check, cashier’s check orbank money order payable to theOFFICE OF MINERAL RESOURCES forthe full amount of the aforesaid CashPayment bonus shall be submitted withand accompany each bid, and no bid,once submitted, may be thereafter with-drawn or canceled. Once the bid isopened and accepted by the MineralBoard, the accompanying checks ormoney order shall be negotiated by theOffice of Mineral Resources and the pro-ceeds disbursed in the manner requiredby law.

SPECIAL NOTE:Under rules promulgated by the

Department of Natural Resources inaccordance with authority granted by Act13 of the First Extraordinary Session ofthe Louisiana Legislature of 1988, a feeequal to ten percent (10%) of theCash Payment bonus bid is requiredto be submitted by separate check,either accompanying the original bid(inside the sealed bid envelope) ormailed to the Office of MineralResources for receipt within ten (10)days after the bid is accepted andthe lease is awarded. If the fee check accompaniesthe bid in the sealed envelope and thebidder is unsuccessful, both the fee checkand the Cash Payment bonus check willbe returned to the unsuccessful bidder.

The successful bidder to whom thelease is awarded who receives the writtenlease executed by the State MineralBoard shall return the written lease, dulyexecuted by Lessee (all of namedLessees on the lease instrument), withinTWENTY (20) DAYS of receipt of sameunder penalty for failure to do so of forfei-ture of the lease, including the CashPayment bonus and fee tendered andnegotiated.

Bids may be for the whole or any par-ticularly described portion of the landadvertised, but consistent with MineralBoard policy. All bidders are hereby noti-fied that bids on portions of tracts shall bedescribed by metes and bounds and beaccompanied by a transparent plat outlin-ing thereon the portion bid upon. Thescale of the transparent plat shall be thesame as the scale of the OFFICIAL PLAT(NOT THE F & A PLAT) CONTAINEDHEREIN and should identify the Point ofBeginning with X and Y coordinates (ifapplicable), the Section, Township andRange, the Block No. (if offshore), theParish, any adjacent existing StateMineral Leases, and, further, shouldclearly show the entire tract boundaries inrelationship to the portion bid upon. 3. Compensatory mitigation will berequired to offset unavoidable wetlandimpacts. Mitigation will be required to off-set avoidable wetland impacts.

4. Removal of all structures, facilitiesand equipment will be required within 120days of abandonment unless otherwiseagreed to by the Louisiana Department ofWildlife and Fisheries.

5. No activities will be allowed duringthe hunting season unless approved bythe Department.

6. Compliance with the said WMA regu-lations will be required unless otherwisespecified by the Department.

A related exhibition ofblack and white photographsfrom the making of the film iscurrently on display at theImperial Calcasieu Museum,204 W. Sallier. The exhibitwill run through the end ofMay.

“Louisiana Story” is one ofthe finest examples of docu-mentary film making and oneof the finest portraits ofCajun culture ever recorded,according to Dr. RobertCooper, who is both on theBanners Series Committeeand the board of directors forImperial Calcasieu Museum.The score for the musicreceived a Pulitzer Prize.

The film premiered inAbbeville in 1949. It wasgiven world-wide acclaim,made the New York Times’list of the top 10 movies,received the InternationalPrize at the Venice FilmFestival and the British FilmAcademy Award and wasnominated for an AcademyAward. It has recently beenrestored and is available inDVD format.

“Louisiana Story” was sup-posed to be a film funded bythe oil industry to show oiland the benefits of oil to

mankind,” Cooper said, “butthe end product turned out tobe a film of poetic beauty farbeyond commercial propagan-da.”

“Louisiana Story” wasfunded by Standard Oil butthe director, Robert Flaherty,was given almost completefreedom as an artist. His con-tract called for a feature filmof about 6,000 to 7,500 feet inlength, to be completed in ayear and to cost $175,000(final cost was $258,000 and asupplementary contract wasdrawn).

Flaherty ended up produc-ing “a work of art,” accordingto Cooper. “Like all great art,the medium has outgrownand outlasted the originalmessage,” he said.

Flaherty filmed 300,000feet of film during 15 monthsin 1946 and 1947, enough fora 138-hour film. The actorsplaying the Cajun familywere amateurs and the 12-year-old “star,” J.C.Boudreaux, still lives inCameron and will be at theBanners event. The workersfilmed toiling on the drillingbarge were all real employeesof Humble Oil & RefiningCorporation.

The editing of the mass offilm was the job of beautiful,international film editorHelen van Dongen. VanDongen, whose patience wasmuch tried by Flaherty andhis filming methods, kept adiary about the experience,which was published in 1998under the title “FilmingRobert Flaherty’s ‘LouisianaStory’: The Helen van DongenDiary.”

Van Dongen had to strug-gle to bring clarity and coher-ence to the miles of uneditedfilm featuring untrainedactors and uncooperative alli-gators, as well as get used tothe humidity, heat andmildew. Her diary is filledwith frustration, such as:

“Oil workers think they’regetting a bum deal.”

“In memoriam: one babyalligator as yet nameless”

“Lost: two possums”“Rushes of oil blow-up on

Avery Island came in. Theystink.”

“I’ll get there, but it willtake time and damned muchpatience. If I could have asmuch patience with people asI have with film, I would be amodel person.”

Van Dongen was also theperson who coined the phrase“a ballet of the roughnecks” todescribe an extremely affect-ing, extended sequence of acrew drilling for oil in thefilm.

Another key person wasVirgil Thomson, who wrotethe musical score for the doc-umentary. He worked withthe film as it was being shot,according to Cooper, anddesigned elaborate pieces forthe characters, themes andscenery shots. He used folkmusic to represent the Cajunsand incorporated passages bycomposers such asMendelssohn and Debussyinto the music. The score wasthen recorded by thePhiladelphia SymphonyOrchestra, directed byEugene Ormandy.

“The final result was aunity of sound and film-sightthat has been called one ofthe most successful scoresever written for a motion pic-ture,” said Cooper. The scorewon the first Pulitzer Prizeever awarded for a musicscore.

An adaptation of part ofthe score has been composedby Michael Doucet and will bepart of a Banners Series con-

cert by Fiddlers 4 at 7:30 p.m.Saturday, April 24, in BulberAuditorium.

“We have developed athree-part program centeringon the film,” said MaryRichardson, coordinator ofthe Banners Series. “Fiddlers4 will perform the music dur-ing the group’s concert onSaturday.

Then Elemore Morgan Jr.will give a slide show and lec-ture on Sunday, just before wesee the movie. And a photo-graphic exhibit about themaking of the movie is ongo-ing at Imperial CalcasieuMuseum until the end ofMay.”

All of these programs havebeen primarily funded bygrants from the DecentralizedProgram of the Arts andHumanities Council ofSouthwest Louisiana and theLouisiana Division of theArts.

However, the person whohas been the mastermindbehind all three parts of theprogram is Morgan, accordingto Richardson.

Morgan, who lives inVermilion Parish and is anationally renowned land-scape painter, knew many ofthe people involved in makingthe film. His father, the lateLouisiana photographer,Elemore Morgan, was one ofthe four famous photogra-phers recording the film’s pre-mier in Abbeville in 1949.

“Mr. Morgan was invitedto take part in the OregonFestival of American Music afew years ago,” Richardsonrelated. “The festival wasfeaturing ‘Louisiana Story’and Mr. Morgan was asked togive a slide talk about the his-tory of the music. MichaelDoucet and his group,BeauSoleil, next played theCajun folk tunes, which werethe basis for Virgil Thomson’smusical score, and finallyOregon’s SymphonyOrchestra played parts of thescore in concert.

“Elemore told me he hasnever forgotten the experi-ence and wished we could dosomething like that here,”Richardson said. “This yearthe Imperial CalcasieuMuseum and Banners werefinally able to make that hap-pen.”

We are getting new outdoorpark benches all around thevillage. One is called “mybench” because it is the dailystop for my dog, Beau and meduring our daily walksaround the village. I havebeen informed that the oldone is being replaced inanother week, so in the mean-time, we have had to changeour direction for our walks.

Our social for this monthwill be the jambalaya ournext door neighbor is prepar-ing for us at the clubhouse.We have some of the bestcooks in the state living here.

Mr. Ed, the cook, was also ourMardi Gras king.

Everyone enjoyed thecrawfish season but it is notfor long, because they growtougher as they grow larger.

It is the custom to servethem with hush puppies,which were named becausethe dogs of the homeownershid under the dinner tableswaiting for their handoutsand when people would handthem a treat, they would say“hush puppy” to keep themquiet.

I am still trying to find outwhat the “Red Hatter’s” soci-ety stands for, other than eat-ing , which they do plenty of.

Noted landscape and gar-den expert Greg Grant ofArcadia, Texas will presenttwo unique programs Mon-day, April 26 in Lake Charles,announced Robert Turley,LSU AgCenter Extension hor-ticulturist.

The program will consist oftwo lectures with the firstbeing from 1 to 2 p.m. on thetopic of Southern Heirloomgardens. The lecture is enti-tled “Milk and Wine at FourO’Clock.”

The second lecture will befrom 2:15 to 3:15 p.m. on thetopic of making your own cot-tage garden. The lecture isentitled “Blue Bells, ShotgunShells, and Crown Tires All ina Row.”

Both lectures will be heldat the Calcasieu Parish

Extension Agriculture Centerlocated at 7101 Gulf Hwy inLake Charles, LA 70607.Admission is $15 per personfor both lectures.

THE PEVETO WOODS Bird Sanctuary located at Johnson Bayou was created by theBaton Rouge Audubon Society a few years ago. Members recently found that wildhoneysuckle vines are taking over the site and have begun work to remove the vines.Above, a Society member surveys the entangled trees and shrubs.

It is time again for thedescendants of Pierre LozanBoudoin to come togetherunder the same roof to visitand have a good time. Thereunion will take place at theGrand Chenier Park Sunday,April 25 starting at 10:30a.m.

There will be door prizesgiven away, a sweet walk, anda live band will start playingat 1 p.m. Everyone shouldbring a covered dish for a buf-fet style lunch. You maybring old pictures and pic-tures of past reunions forreminiscing.
