Message from the Auditor

Dear Voter,

If there is anything predictable about elections, it is change. Every year, something new is introduced. Budget reductions, new laws, fresh regulation…you name it. We take it in stride. Election year 2011 is no exception. Plenty has changed.

• Vote-By-Mail is now the law of the land. Pierce County can no longer conduct polling place elections. • Our aging Express Booths have been retired.• We now have 23 Ballot Deposit Sites throughout the County. • Five new Voting Centers will be opened across the County. • “I Voted” stickers are back!

Vote-By-MailFor 17% of Pierce County’s voters, this is a big change. Instead of driving to a polling place, a ballot will be mailed to your home. Simply apply a stamp and mail your ballot before August 16th. Or, drop it off at any one of our 25 Ballot Deposit Sites or six Voting Centers. Locations are on pages 8 - 10 of this booklet.

Express BoothsIn 2010, we began the process of retiring our staffed Express Booths. In 2011, Express Booths have gone away entirely. It's expensive to staff these booths, move them, and store them. And, the booths were breaking down after nearly two decades of use.

Ballot Deposit SitesHave you seen our new boxes? Designed specifi cally for elections, these secure boxes were manu-factured locally by LaserFab. Citizens have decorated the boxes with inspirational quotes to promote voting. These Ballot Deposit Sites are open 24-hours a day, beginning as soon as ballots are mailed. If you’d like to save a stamp, fi nd the nearest location on pages 8 and 9.

Voting CentersThe Vote by Mail legislation closed polls. It also required each county to establish at least one Voting Center. The purpose of the Voting Center is to provide assistance to voters, especially those living with disabilities. Think of Voting Centers as an extension of our offi ce. It is a place to talk with staff about replacement ballots, provisional ballots, or registration issues. You can also use a touch screen voting machine to cast your vote.

Pierce County will open six Voting Centers. Find the nearest location on page 10. Voting Centers will be open from 7:00 a.m. to 8:00 p.m. on Monday and Tuesday (Election Day). Voting Centers are NOT polling places. They are places to get special assistance with voting.

“I Voted” StickersWe know you love the “I Voted” sticker. Thousands wear it proudly, as a reminder to others. Well, we’ve found a way to include the stickers in your Voters’ Pamphlet. And this way, you can wear “I Voted” at any time during the election period. In fact, we hope you will. Pierce County voter participation is the lowest in the state. Help us remind everyone of this important civic duty.

Need Help?We can answer your elections questions! Call us at 253-798-VOTE (8683).

Pierce County Citizenship Celebration

We're bringing back an old tradition.

Citizenship Day was fi rst celebrated in May 1940 and was called 'I am an American' Day.

In 1940, I am an American Day was initiated by Congress for the third Sunday in May.

In 1952, it was moved to September 17th, Constitution Day, to cor-respond with the signing of the United States Constitution in 1787. Tacoma's last celebration was in 1949.

Today we consider Citizenship/Constitution Day as the birthday for our country. It serves as a means for American citizens to express pride in their citizenship. Constitution Day also desig-nates a time to honor the Constitution of America and learn more about this famous piece of legislation.

A young person presents the fl ag for the pledge during the "I am an American" Day observances sponsored by the Tacoma Americanization Council on May 15, 1941.

Invitations were sent to over 600 naturalized and fi rst generation Americans.

The third annual public reception for persons natural-ized within the past year and native born 21-year-olds was held Thursday May 15, 1941 in the Jason Lee auditorium. Several hundred men and women - repre-senting some 35 nationalities - attended the ceremony. Federal Judge Lloyd L. Black was one of several speak-ers that evening. His address was titled "Thank God I Am An American."

"I am an American" Day observance was held in May of 1941 at Jason Lee Middle School. Governor Arthur B. Langlie, Tacoma Mayor Harry P. Cain and Superior

Court Judge Ernest B. Card delivered addresses of welcome.

Many other dignitaries were in attendance including Federal Judge Lloyd L. Black, jurist whose court in

Tacoma saw nearly 600 persons attain American citi-zenship during the past year and who received a silent standing tribute by the assembled new citizens before

his brief speech.

It's the law.

Governor Gregoire signed ESSB 5124 on Tuesday, April 5, 2011. Effective July 24, 2011, Pierce County no longer has the authority to conduct elections at traditional polling places. Washington joins Oregon as the second state to vote entirely by mail.

Polling places won't be open for the 2011 Primary and General Election.

Poll voters will not need to do anything. Your ballot will automatically be mailed to you each election.

Voting by mail is easy and secure:

Open envelope.•

Remove ballot and return envelopes.•

Read the insert and instructions.•

Vote your ballot.•

Place ballot in the secrecy envelope.•

Place secrecy envelope in return envelope.•

Read the declaration.•

Sign, date, and seal return envelope.•

Return ballot by mail or at a ballot deposit site.•

____________________________________________________________

Vote-By-Mail Secrecy.

Q. Is my vote secret?A. Yes. Secrecy of the ballot is mandated by Washington State law and is upheld in all elections.

Q. Can how I vote get tracked back to me? A. No. Election offi cials can’t trace a ballot back to a particular voter.

Q. How does my ballot remain anonymous? A. The voter places the voted ballot in the inner secrecy envelope, and then places the secrecy envelope in the outer return envelope.

Once the voter’s signature on the outer return envelope is verifi ed, the outer return envelope containing the voter’s name and address is opened and separated from the inner secrecy envelope that contains the voted ballot.

Before the inner secrecy envelope is opened, it is mixed in with many other secrecy envelopes. Next, the secrecy envelope is opened and the ballot removed. This maintains the secrecy of the ballot.

Q. Is this process observed by any outsiders? A. Observers are invited and present to observe the entire election process. Pierce County has a public viewing area that allows any member of the public to observe ballot processing.

Q. When are election results released? A. Approximately 8:15 on election night.

City of DuPontProposition No. 1Regular Property Tax Levy for Emergency Medical Services

Explanatory Statement

Statement For Statement Against

The City of DuPont maintains a fi re department to protect its citizens against fi re and to provide emergency medical services. To maintain the current level of service and to better provide emergency services, the City needs to operate and maintain emergency vehicles, medical aid equipment as well as the facilities staffed by trained fi refi ghter/emergency medical technicians. To provide adequate revenue to pay for these costs, the City of DuPont is requesting a renewal of a regular property tax levy that expires in 2011. This renewal levy is proposed for a period of six years with the collection beginning in 2012 and would provide for a general assessment of fi fty cents per one thousand of assessed value within the City of DuPont, specifi cally for EMS services. The funds raised by the renewal levy shall be used only for the provision of emergency medical services, including personnel and training costs, costs of equipment, supplies, and facilities necessary for the provisions of emergency medical services.

Shall the City of DuPont be reauthorized to impose regular property tax levies of fi fty-cents ($.50) or less per thousand dollars ($1,000.00) of assessed valuation for six consecutive years to continue to provide and im-prove Emergency Medical Services beginning in 2012?

Please vote "Yes" to continue the current Emergency Medical Services (E.M.S.) levy in DuPont.

The proposed E.M.S. levy continues the existing E.M.S. levy, which expires this year. The purpose of the E.M.S. levy is to fund the staffi ng, training, and equipment necessary to provide Emergency Medical Services by the DuPont Fire Department.

The availability of rapid response E.M.S. services in DuPont can make the difference between life and death.

Renewal of the maximum cap rate of $0.50 per $1000.00 of assessed property value for the next six years will continue the E.M.S. services. Failure of the levy may negatively impact the fi re department’s “ISO” rating, which is the standard used to establish homeowners and commercial insurance premiums.

A “Yes” vote on the levy will help maintain the low cost of fi re insurance while maintaining the current emergency medical response for our citizens.

I personally feel a strong responsibility to utilize my years of business and corporate management experience in supporting the Citizens of Milton and the City. I have maintained communications with Milton Citizens and Businesses by publishing a bimonthly Milton Newsletter at my per-sonal expense.

Financial conditions are the most important issue before the City and Milton Citizens at this time. The City Ad-ministration should not attempt to resolve the City fi nan-cial problems by just asking Milton Citizens to pay more in taxes and fees. It is time to manage the City and provide services within the current revenue available. It is no longer acceptable to just keep asking Citizens for more money. We do not need to re-invent government, only manage our City in a more professional and effi -cient manner.

I believe I have the knowledge, experience, time, willing-ness and commitment to lead our City through these challenging times. Your vote for me as Mayor of Milton will indicate you are willing to help us solve this fi nan-cial issue and move forward.

Thank you.

Statement:The most important thing to me is what's going on in Milton. It's where I choose to live and raise my son. Mil-ton has 100 years of wisdom, spirit and strength! We’ve all seen hard times before, and it’s times like these that you look at every dollar carefully, and make sure that dollar is doing its best for you. That’s what we all have to do in our homes, and likewise that’s what we have to do in our city. As the Mayor of Milton, I understand what my job is – it is to represent the citizens of Milton. I un-derstand the beauty of a diverse group of people, bring-ing them together to create one Voice through boards and commissions, then taking that Voice and putting it into action. I understand what that Voice represents – it represents you, and what you want and need, and that combined Voice allows us to stand strong. We also need strong association with the cities around us, working to-gether with them to create seamless connections, even while maintaining our unique identity. There’s no city like Milton, and there never will be.

Puyallup - Council at LargeChris McNutt______________________Elected Experience: None to date

Other Professional Experience:With 13 years experience, Chris is responsible for millions of dollars in business technology sales an-nually to some of the largest, most

well-known companies in the world. He consistently negotiates solutions on short and long term projects for groups with differing goals. Chris’ proven ability to get things done in large competitive environments makes him well suited to city council projects.

Education: Locally educated at Sunrise Elementary, Maplewood Elementary, Aylen Jr High, Puyallup High School, and Pierce College.

Community Service: Eagles Club member, community youth mentor.

Statement:Puyallup is a great city currently in need of logical think-ers without self-interests and personal motivations. My election to City Council would mean creative solutions, ethical decisions, and a better city for us to enjoy. I am not a politician. I am a problem solver with an eye on the big picture and long term consequences of our ac-tions and inactions.

The fundamental issue Puyallup faces is the will of the people being ignored. Once we have leaders who listen and allow the people to be heard, other issues will fall into line. When the people are heard we will have long damaged roads fi xed, appropriate meeting start times, and increased police presence.

As a lifelong resident of Puyallup, I am passionate about our city. My wife Desiree (a Registered Nurse at Good Samaritan Hospital) and I own a home on South Hill where we are raising our three children (ages 10, 17 and 19).

As I continue the pursuit for this offi ce, please contact me for more information and discussion at www.ChrisMcNutt.com or (253) 307-4841.

Please honor our city and our prosperity by electing me into the offi ce of City Council for Puyallup.

Statement:The citizens of Puyallup face an uphill climb due to the current economic downturn. As your city councilman, I will work with local businesses to expand employment opportunities in the City of Puyallup. Local businesses should have tax incentives for hiring residents of Puyal-lup. Creating a business friendly environment in Puyal-lup will bring employment to our city. My goals will also be meeting essential government services with shrink-ing sources of revenue. Managing our city involves making some tough choices; I will use solutions that are effective, not just popular. Too often politicians will respond with a “knee jerk” reaction that causes more problems than they solve. I make my home in Puyallup with my loving wife of the last twenty one years; we are happily involved and active in our community. I’ve been a resident of the state of Washington since retiring from the Army in 1993. Thank you for favorably considering my candidacy to better serve my community. Statement:Steve Vermillion is a proven manager and leader who has extensive experience in government and business. He has lived and traveled within and outside the borders of the United States. His educational background and experience are highly diversifi ed allowing him to quickly grasp new knowledge and rapidly apply accurate skills in decision making. Steve Vermillion leads several veter-ans organizations and has spent countless hours making lives better for our veteran community. Steve Vermillion is running for the At Large Council Position because he believes council members, as a whole, have failed to lis-ten to the citizens, have not committed resources wisely and have negatively impacted the business community by being in competition through their own business en-deavors. By listening to the citizens and business own-ers, he wants to bring forth a long term strategic plan that provides for upgrades in our current infrastructure, accommodates managed growth, creates business op-portunities, protects our environment and creates a safe wholesome environment for Puyallup's citizens while maintaining tax rates at or below current levels. He fully understands the practical application of fi scal manage-ment and believes that Puyallup has suffi cient funding to meet current and future needs without increasing taxes.

Puyallup - Council District No. 1, Position No. 2Tom C. Smillie______________________

Elected Experience: Legislative Representative and Safety Offi cer for the United Trans-portation Union. Past President of UTU Local 326

Other Professional Experience:Linden Golf and Country Club

Board Member and Greens Chair

Education: Puyallup High School graduate 1969. Green River Com-munity College, 2 years

Community Service: Puyallup Parks and Recreation Committee, Puyallup FISH Food Bank, Puyallup Community Gardens

Statement:Being a regular attendee at city council meetings for 3+ years has shown me the need for a direction change in our city’s’ governance. As a citizen I have spoken at council meetings in favor of televised meetings, term limits, maintaining district boundaries, and having po-lice traffi c units.

I believe in transparency - citizens have the right to the same information that our elected offi cials are privy to. If you request records from city hall it should be done without question and in a timely manner.

I believe infrastructure restoration (streets, sewer, surface water mitigation, fl ood control) has not been properly addressed in the fi rst district. It’s vital that these needs be addressed now rather than continue to be put on the back burner. Although growth in Puyallup is necessary, I believe development should be controlled so that infrastructure, schools, and livability is not chal-lenged further. Annexations and sub-divisions should be allowed only when our economy can support it.

This is a citizen’s government, one that I will give back to you. Thank you for the privilege of allowing me to run. I ask for your vote and if elected I will represent the voice of Puyallup citizens.

Farm Insurance. Initiated, awarded, monitered and ne-gotiated Vendor contracts and real estate leases.

With Ten Years experience with the City as Mayor, Councilmember, and Planning commission member, I am fully aware of the challenges that lie ahead for the city.

With the economy in a huge slump, the council has a momentous task to promote business. This would include the downtown merchants, as well as good clean light industrial, to maintain jobs, and insure the city has the dollars to maintain services, which are vital to our community.

I am a very common sense person, with no axe to grind. I am a great team player, that looks at all sides of every issue, and make my decisions on what is best for the citizens of the city.

Statement:Sumner is at a crossroads and what we choose to do, or not choose to do right now will change the face of our community. At Council level, we need to focus more on critical issues : a 250 thousand gallon chemical holding tank company locating in the core of our downtown and on not utilizing currently undeveloped fertile topogra-phy not easily accessible to us as a “walking commu-nity”. We need to worry less about branding our town as the Rhubarb Pie Capital of the World and worry more about branding ourselves in such a way that small businesses can’t fi nd an open retail space on Main Street instead of having their pick of empty locations. Business traffi c should be pulled all the way through town down Main Street because we have smartly integrated unique and destination businesses into currently empty locations making it a viable place to do business.

You are trusting us as Council Members to be good stewards which needs to be upheld. We need to be fi s-cally responsible with the city’s budget and resources. We need to be accessible to you. All these things I will be working on as your elected Council Member.

Personal Views:I believe the number one issue in the 2011 Tacoma City Council elections should be the illegal and/or unethical election prac-tices used by long time high ranking American Civil Liberties Union member/current U.S. Attorney Jenny Durkan, Mayor Marilyn Strickland and the City Council. (Please Note: Wash-ington Law & Politics magazine Spring 2010 edition reports former Washington State Attorney General/current Washington State Governor Christine Gregoire says U.S. Attorney Durkan is “U.S. Supreme Court material”.

James Gandolfi ni: “Tell me Mr. Irwin, what’s to stop me from just placing you in the hole, for say, six months?”Robert Redford: “Nothing. If that’s the way you want to win.” (Scene from the movie “The Last Castle”)

Fact: U.S. Attorney Durkin, Mayor Strickland and the City Coun-cil manipulate/rig elections. How? Fact: One way is to illegally and/or unethically manipulate/rig the information available to voters. How?

Fact: One way is to illegally falsely arrest candidates for politi-cal offi ce. How?

Fact: First, the City Council passes blatantly unconstitutional criminal laws that are written so broadly and so vaguely they give the City Council and the Police the power to arrest any person in the City anytime because they feel like it.

Community Involvement:League of Women Voters, ACLU, Sensible Washington, Sen-sible Tacoma

Public Offices Held:Precinct Committee Offi cer (27th Leg. Dist.)

Personal Views:One of my main concerns is the budget. That is why I supportReferendum 1 and Referendum 2. (I also support Initiatives 1 & 2.) The council has had two years to empower the Human Resources department and City Manager to help develop a plan for utilizing comprehensive & unifi ed Furloughs in the city. This is when all non-exempt employees, whether they make $100/hr or $10/hr, take a day off. This reduces every-body's wages by the same percentage; and we might not have needed to lay-off the employees we did.

My second main concern is constituent access. I promise--- toreturn your phone calls within 48 hours; reply to your let-ters within fi ve days; and answer your emails within a week. We might not agree on issues, but you will have faith in your ability to communicate with me and feel represented; because you are paying a full-time salary of $39,000+ a year. I support cutting this in half and doubling the size of the council.

Statement:As a small business owner and former Special Forces Offi cer, I can appreciate that University Place faces chal-lenges and opportunities such as the completion of our Town Center and preparations for the 2015 US Open. Responding to these challenges and opportunities will take some creative and critical thinking. A group of strong leaders with conviction, energy and ideas can make it happen. I have a track record of developing unique systems that solve customers’ problems while saving them money.

The most important lessons I learned as a commander in Special Forces were to do more with less, and to ab-solutely know the purpose of the mission. Knowing the “why” of the mission, I often can fi nd a better solution to accomplish the goal. That is the problem solving ap-proach I bring to the City.

My wife Teresa and I chose to live and grow our busi-ness here because we believe in UP! I embrace the opportunities of the campaign, meeting new friends and neighbors. I truly believe there are no strangers in Uni-versity Place, just friends I haven’t met yet. Thank you for this opportunity.

To improve the core services of our city: Roads, Public Safety, Utili-ties. What have we received? We have received the #1 priority of the City Council- "Beautifi cation". This Beau-tifi cation, as the council refers to it as, has cost our city 60 million dollars, plus Interest. We have a development project called Town Center that is going on 10 years in development and what signifi cant businesses to we have to show for it? Dreams are nice, but we must bring reality into the equation and base future decisions on facts, not theory. We must sober up, admit there is a problem, and start to take action to resolve our massive debt now.

To Change our city for the better we must: 1. Start Per-formance Audits to reduce costs 2. Create Transparent Govt. by requiring our Lifetime Debt. be made public 3. Change to Strong Mayor Form of Govt. so that the leader of our city is a elected position 4. Term Limits of 2 Terms be enacted. 5. Statement:Inspiration: I ask that you join me in ensuring that we in Tacoma give to all our children the best education. Any loss of some of our children’s dreams of excellence affects us all. We are accountable. Let us move boldly together to close the many gaps separating our children from their dreams and our communities from the benefi t of their contribution

Leadership: I wish to be part of leadership that helps us achieve the excellent education we want for all our children. I bring to the board a clear record of leadership and service in Tacoma, a deep commitment to public ac-cess to quality education, and a readiness to do the hard work. “Dexter approaches leadership as an art form, balancing imagination and structure, steadiness and energy, common sense and uncommon commitment. He is always working with other leaders.”

Commitment: I have been engaged as a parent in the district for nine years and I know we must do better. I also know that we have in place many of the resources to do so. Statement:I’m running for Tacoma School Board because we need to set the expectation that all students in our district will be successful. We must provide a safe, nurturing, and in-novative environment in which to do so. As your School Board Director, I’ll put the focus where it needs to be: creating a high-performing school district that closes the achievement gap, reduces the drop-out rate, increases graduation rates, and prepares students to be produc-tive members of our community. We need better orga-nization and budget management on the school board. The way to prevent failure and achieve success is to help students understand that there is a career path for each of them and I will work with community stakeholders to actively invest in our children and give them the support they need to succeed.

Personal Information: My wife of 16 years and I live in Tacoma where we have raised our family. Amy (a former high school English teacher) and I have three children ages three, fi ve, and eight. Statement:As a parent of three children (one at Wilson High School, one at Truman Middle School), I want high quality schools for students. As a member of the Tacoma community, I want schools that serve our community’s needs. As a teacher, I know how schools function. I would like to be your school board director because I am these three things. I believe schools are a vital social institution, and if I were a Board Director I would work with families, school staff and leadership to create new opportuni-ties for schools to serve our community. Whether by stimulating greater volunteer support, establishing programs after school hours, considering different school schedules, or organizing community-engaging family support and activity nights, I will call on teach-ers and families to collaborate in meeting the needs of Tacoma’s students. Together, we can tackle the problems of the achieve-ment gap, teacher accountability, parent involvement and school safety. Divided, these problems will only worsen. If you choose me to serve as your Board Di-rector, I will work to bring people together to improve our schools.

Community Service: My community service focuses on home bound families. I work closely with individuals who require one-on-one support. I provide adults with educational alternatives, motivational opportunities, and comprehensive resourc-es.

Statement:I am concerned about the state of academia as it exists. A major re-design in the pre-K-20 system in Washington and Tacoma must occur in order for students to be com-petitive in this global economy. Far too many students drop out of our schools and arbitrary school closures to balance the budget is unacceptable. We have been conducting educational business the same way for 150 years. This district is failing many students of color and under served children. Staff diversity does not refl ect the student population it serves. Diversity saturates our community and all students should be honored as it is refl ected in our workforce. New leadership is needed if we are to survive as a community.

I have lived and worked in Tacoma’s Hilltop loving called “Hilltopia” for 24 years. My children have attended Tacoma Public Schools. I have nieces and nephews who currently attend and it does not look good. By stepping forward I am holding myself accountable to serve all students by seeking to create and inclusive educated society beyond race, class, or economic means.

Statement:I am honored to have served our community as a mem-ber of the Tacoma School Board.

My two sons attended Tacoma Schools. Like many students, they encountered their share of diffi culties. Whether the problem was a teacher, a classroom bully, or poor communication, I often found myself frustrated and trying to fi nd the someone who could turn things around for my boys. I became an advocate for my own children and found that I could do the same for oth-ers. As your school board representative, I want every child to have the best possible educational experience. I strive to be the advocate I once wished for, to really lis-ten when parents speak, and to put the best interests of students and schools at the center of all of my decisions.

In these challenging times we expect more from teach-ers, administrators and schools than ever before, and we should. I want to fi nish what I have started: to improve teaching and learning using data, technology and in-novation, to see Tacoma Schools meet the board’s goals set in the 2011-2015 District Strategic Plan, and to see the Achievement Gap Action Committee’s action plan lead to results. www.votekimgolding.com

Helping people realize their abilities and their capabilities to attain their dreams and goals in life. Teaching requires extreme dedication and a unique ability to inspire and motivate. Today more than ever before everyone has the tools, resources and fi nancial incentives available to realize their dreams and fi nancial goals.

It is time for signifi cant changes to be made in the Bethel School District. We cannot afford to continue to have our youth opt out from opportunities for higher educa-tion due to a lack of interest and scholastic preparation. We cannot expect signifi cant change to come from incumbent board members having served 4 consecutive terms. New ideas and innovative views are necessary to provide the incentives that can help improve our school district. We need to review where and how our money is best spent to benefi t our youth and prepare them for the amazing opportunities in their future.

I support initiatives implemented to increase student achievement, particularly Professional Learning Com-munities at all schools, and math team leaders and No Excuses University partnerships in elementary schools. I support seeking additional community partnerships to increase activities and services avail-able to our students, families and community. I support expanding opportunities for students to pursue their passions and direct their interests toward future employ-ment. This includes expanding the Pierce County Skills Center, Advanced Placement, STEM (Science, Technol-ogy, Engineering, Math) programs and online course offerings.

The progress I have seen in Bethel is admirable. Instruc-tion is more focused, teachers are working together to analyze student data, Family Access provides parents with information to support their students academically, and buildings promised in the 2006 bond have been delivered on time and on budget.

The district needs to improve graduation rates, math and science achievement, and communication with the community about the good work being done and the pressure caused by the decline in state education funding. I would appreciate the opportunity to continue representing our community.

Fire Protection District No. 3 (West Pierce Fire & Rescue)Proposition No. 1Authorizing Replacement of Property Tax Levy for Maintenance and Operation Expenses

Explanatory Statement

West Pierce Fire & Rescue (WPFR) needs your support. We are asking you to Vote Yes to continue funding our maintenance and operations.

This is not a new tax, but a replacement of the current levy and it will not increase taxes. In fact, it’s estimated that citizens will pay less taxes to WPFR in 2012 than they do today. We’re able to accomplish this and continue to maintain exceptional service by working diligently to become more effective and effi cient dur-ing this diffi cult economy. For example, the recent merger that combined the Lakewood and University Place Fire Departments into West Pierce Fire & Rescue eliminated redundant positions and programs, saving more than $900,000, and employees have agreed to concessions worth more than $600,000.

Vote Yes to allow West Pierce Fire & Rescue to maintain the ex-ceptional service level our citizens have come to expect.

Vote Yes and Keep Help Coming!

Committee Members: Layne Bladow, 253.596.9533, and Bart Dalton, [email protected] for West Pierce Fire & EMS

The Board of Fire Commissioners of Pierce County Fire Protection District No. 3 (West Pierce Fire & Rescue) adopted Resolution No. 051711-007 concerning a proposition to fi nance maintenance and operation ex-penses. If passed, Proposition No. 1 would allow the District to levy the following excess property taxes on all taxable property within the District without regard to the levy rate and percentage limitations in Chapter 84.52 RCW:

Levy Year Collection Year Approximate Levy Rate Levy Amount Per $1,000 of Assessed Value 2011 2012 $1.08 $8,700,499 2012 2013 $1.19 $9,239,224

to be used for maintenance and operations to maintain the current level of fi re and emergency medical ser-vices, all as provided in Resolution No. 051711-007. Should Proposition No. 1 be approved?

West Pierce Fire & Rescue is requesting renewal of the maintenance and operation levy for a period of two years. This M&O levy has supplemented the fi re district's regular levy for many years. In 1939, the legisla-ture established fi re districts to serve rural areas, rather than urban areas such as Lakewood and University Place. The regular levy is inadequate to provide fi re, emergency medical and rescue services to two cities with more than 98,500 citizens, a hospital, two colleges, a major state mental institution, a regional golf course, and a regional shopping mall.

This levy will fund over 25% of the fi re district’s budget. It will cost approximately $1.08 per thousand dol-lars of assessed value in 2012. With the estimated decline in assessed property values, this is projected to be a reduction in total tax revenue for the fi re district. If this special levy is approved by the voters, the law prohibits any further tax levies for maintenance and operational support of the fi re district for this two-year period.

West Pierce Fire & Rescue is a fully paid fi re district, providing fi re suppression, fi re prevention and code enforcement, emergency medical services and rescue services throughout Lakewood and University Place.

Fire Protection District No. 6 (Central Pierce Fire & Rescue)Proposition No. 1Emergency Medical Services Property Tax Levy

Explanatory Statement

Funding for essential services needs to be renewed. This is not a new tax or tax increase, but simply a required vote to maintain current funding. Central Pierce Fire & Rescue has managed our tax dollars very well while delivering excellent emergency ser-vices to our community.

The EMS Levy makes up 20% of the departments revenue. Failure to renew this funding would result in fewer paramedic units available to respond, longer response times and all patients would be required to pay for ambulance transports.

Emergency Medical Services (EMS) improves our quality of life and adds value to our community. Our fi refi ghters and paramedics are always there for us, so please join us in voting yes to maintain this vital funding.

Committee Members: Marlene Schmidt, Betsy Stubbs, and Gary [email protected]

Statement For Statement Against

The Emergency Medical Services (EMS) Levy has been in place throughout the current district since the 1980’s. Re-authorization of the EMS Levy will continue funding paramedic emergency medical services throughout the District which also includes the City of Puyallup.

The EMS Levy also funds the EMS Transport Program which pays for citizens of the District to be transported to area hospitals by fi re department ambulance with no out of pocket expenses. Passage of Proposition No. 1 will extend the current EMS Levy for an additional six years at the current rate of .50 cents per $1,000 of assessed valuation. At this rate, the owner of a home assessed at $200,000 pays $100 per year to ensure timely paramed-ic emergency medical service and ambulance transportation to area hospitals.

Shall Pierce County Fire Protection District No. 6 (Central Pierce Fire & Rescue) be authorized to impose regular property tax levies of $.50 or less per $1,000 of assessed valuation for each of six consecutive years, beginning in 2012, to fund emergency medical services, including advanced life support (paramedic) ser-vices?

Fire Protection District No. 6 (Central Pierce Fire & Rescue)Proposition No. 2Benefit Charges

Explanatory Statement

Funding for essential services needs to be renewed. This is not a new tax or a tax increase, but simply a required vote to maintain current funding. Central Pierce Fire & Rescue has managed our tax dollars very well while delivering excellent emergency ser-vices to our community.

The Fire Benefi t Charge (FBC) makes up 30% of the department’s revenue. Failure to renew this funding would result in fewer fi re engines available to re-spond, longer response times, less training and the elimination of nearly all prevention and education activities.

Our fi refi ghters respond to many different types of emergencies, from literally saving lives to helping an elderly person get back on their feet. These ser-vices improve our quality of life and are of value to our community. Our fi refi ghters and paramedics are always there for us, so please join us in voting yes to maintain this vital funding.

Committee Members: Marlene Schmidt, Betsy Stubbs, and Gary [email protected]

Statement For Statement Against

The Fire Benefi t Charge (FBC) makes up nearly 30% of the fi re department’s budget and has been in place since 1991 throughout the district. It became effective within the City of Puyallup in 2010 after the voter ap-proved fi re department merge. Continued support of the FBC for another six years will allow your fi re de-partment to maintain response times, train personnel, and purchase equipment.

The Fire Benefi t Charge (FBC) is based on the occupancy type and square footage, and refl ects the service level (fi re fl ow of water) needed to control a fi re in a particular building. Annually the elected Board of Fire Commissioners holds a public meeting to review the FBC and ensure fi scal responsibility for the coming year. With the FBC in effect, state law prohibits the imposition of the $.50 regular property tax for fi re pro-tection otherwise allowed by RCW 52.16.160. The law allows for partial exemptions for senior citizens and buildings with fi re sprinkler systems.

Shall Pierce County Fire Protection District No. 6 (Central Pierce Fire & Rescue) be authorized to impose ben-efi t charges each year for six years, not to exceed an amount equal to sixty percent of its operating budget, and be prohibited from imposing an additional property tax under RCW 52.16.160?

Fire Protection District No. 21 (Graham Fire & Rescue)Proposition No. 1Emergency Medical Services Property Tax Levy

Explanatory Statement

With the passage of Prop 1, reauthorizing the current EMS funding, PCFD 21 will continue to provide ve-hicle rescue services, paramedic care and ambulance service to each and every one living or visiting our community. The terms of the levy have not changed - - it remains at .50 cent or less per $1000 of assessed value. No tax increase and no cut in services. What’s not to like about that? Vote Yes!

Committee Members: Wally Balmer, 253.847.6633 (wk), 253.691.0909 (Cell),[email protected], and Wayne Wienholz

Statement For Statement Against

Re-authorization of the EMS Levy will continue funding paramedic emergency medical services throughout the District. In addition Graham Fire & Rescue can continue its ambulance membership program, which pays for citizens of the District to be transported to hospital emergency rooms by Fire Department ambulance without incurring out of pocket expenses, the uninsured portion, as allowed by law. The EMS Levy funds will continue to maintain emergency medical personnel, training, equipment, supplies, vehicles and facilities.

Passage of Proposition No. 1 will extend the current EMS Levy for an additional six years at the current rate of .50 cents per $1,000 of assessed valuation. Fire Protection District No. 22 (East Pierce Fire & Rescue)Proposition No. 1Emergency Medical Services Property Tax Levy

Explanatory Statement

Renewal of our current Emergency Medical Ser-vices Levy is necessary to help your fi refi ghters and paramedics maintain an excellent no out of pocket expense ambulance service. This is not a new tax, but a renewal of the current EMS Levy. Ambulance and Paramedic service is a vital part of your com-munity safety net. Over 75% of the 7800 emergency calls that your fi re department responded to last year were for EMS. The EMS Levy funds are required by law to be spent on providing this essential life-saving service. Please continue to support your fi re depart-ment by voting Yes for the EMS Levy!

Committee Members: Zane Gibson, [email protected], Bill Sandlin, and Raymond BunkYES for Emergency Services

Statement For Statement Against

The Board of Commissioners of East Pierce Fire & Rescue (Fire Protection District No. 22) has passed a reso-lution requesting an election to reauthorize for ten years a levy of a property tax in an amount not to exceed fi fty cents per $1,000.00 of assessed valuation. This levy would only be for emergency medical services (EMS). It would provide funds necessary to obtain, operate and maintain emergency medical aid vehicles and facilities staffed by paramedics and emergency medical technicians. The voters have authorized an EMS levy since 1980. The funds would be used for personnel, training, equipment, supplies, vehicles and facilities. Annually, the Commissioners would establish the levy amount, which may be less than, but will not exceed, fi fty cents per $1,000.00 of assessed value.

Most District calls for emergency service are EMS calls. The regular levy provides funds for fi re prevention and suppression, but does not provide funds for an adequate level of emergency medical services. Over the years, population growth has increased demand for services, and especially emergency medical services. A 10-year EMS levy enables the fi re department to continue to provide quality Advanced Life Support Services (paramedics).

Shall Pierce County Fire Protection District No. 22 (East Pierce Fire & Rescue) be authorized to impose regu-lar property tax levies of $.50 or less per $1,000 of assessed valuation for each of ten consecutive years, be-ginning in 2012, to fund emergency medical services, including advanced life support (paramedic) services?

Fire District No. 22, Commissioner, Position No. 4Victor Proulx______________________

Elected Experience: 2004 Appointed as Fire Commis-sioner PCFD 22 (East Pierce Fire and Rescue) 2005 Elected as Fire Commissioner East Pierce Fire and Rescue

Other Professional Experience:Past President of Rental Equipment Association of West-ern Washington; Current Treasurer of REAWW

Education: Graduate of John F. Kennedy High, Class of 1976

Community Service: Local Boy Scout Projects; Relay for Life; Beautify Bonney Lake; FFA & 4-H

Statement:As a long time resident of Bonney Lake and having served as a Fire Commissioner since 2004 with PCFD 22 (East Pierce Fire and Rescue), and as a small business owner in our local area (410 Rentals), I see how family fi nances are now stretched thin in this economic envi-ronment.

The Board of Commissioners wants to ensure when you have a Fire or Medical emergency, our district will be there to help. We are held accountable to you, the vot-ing public. I continue to support our Men and Women in the fi re service, and have great respect for the jobs they perform. Fire commissioners are responsible for bal-ancing the needs of the department with the economic realities that we all face in these hard times.

Revenues are down and some hard decisions are going to have to be made in the near future. Being from a fi s-cally conservative business background, this gives me a unique ability to see issues from a different perspective.

I respectfully ask for your vote in the coming election.

Anderson Island Park and Recreation DistrictProposition No. 1Maintenance and Operations Property Tax Levy

Explanatory Statement

Statement For Statement Against

The levy rate of $0.30 per $1000 represents a total levy of approximately $90,000 at current assessed values.

The Anderson Island Park & Recreation District is requesting voter approval of this Maintenance and Opera-tion Levy to enable the District to continue its current programs. These include insurance, maintenance, and grounds-keeping of its park facilities, as well as a variety of recreational programs. The last levy approved by the voters of the Anderson Island Park & Recreation District was in 2005.

The Anderson Island Park & Recreation District is not funded by Pierce County or the State of Washington. Such local levies are the sole source of tax revenue to the District.

Shall the Anderson Island Park & Recreation District be authorized to impose regular property tax levies of $.30 or less per $1,000 of assessed valuation for each of six consecutive years, beginning in 2012, to con-tinue to maintain and operate park and recreation facilities on Anderson Island?

Statement:Offering A New Look

Running for an offi ce is a big decision. A decision that I decided to make after voting for the fi rst time this past year. Seeing how the world could work with the help of a small group of people is inspiring. After careful consideration I decided that the thing I was most pas-sionate about was making a difference. A difference that could be noticed by many. I am running for Parks Com-missioner because I have played soccer at many parks over the past few years. I understand the essentials of having a clean and well kept park. It is important to help everyone who uses the parks and to maintain a level of excellence.

Parks are something that the entire community can enjoy. I offer new ideas that the committee could use. I want to bring youth and enthusiasm. As an active member of the community I understand what its like to have togetherness and unity. I hope that as a Parks Commissioner member I can bring many new ideas and thoughts to the community.

Andrew G. Morrison______________________

Elected Experience: New candidate.

Other Professional Experience:Pierce County Public Defender, '07 to present.

Education: Graduated from Gig Harbor High School, '01. BA, University of Washington, '03. JD, Seattle University School of Law, '07.

Community Service: Secretary, Archdiocesan Council for the Society of St. Vincent de Paul (Western WA), '07 to present. Ap-pointed by the Executive to the Pierce County Advisory Committee on Youth Violence Prevention, '10 to present. Assistant Coach, Peninsula High School Speech and Debate Team. Volunteer, Bandix Dog Park. Completed 13-week Community Academy with the Pierce County Sheriff's Department, Peninsula Detachment, '09.

Statement:Few realize the signifi cant impact that positive youth activities have on promoting public safety. Our past commissioners have done a great job growing the num-ber of parks and facilities in our area. I will continue this work, but the Commission also needs a fresh perspec-tive focused on maximizing the number of activities available for youth after school and during idle sum-mers.

My career has been in public service. The last two years I've also played a signifi cant role in guiding the fund-ing of youth violence prevention programs across our county. Future crime is reduced, and our neighbor-hoods made stronger, when kids have safe spaces to exercise and learn, are supported by caring adults and have opportunities to help others. PenMet Parks has a greater role to play here.

But parks aren't just about kids. We each connect with the outdoors in a different way. The diversity of our parks network, from rustic sanctuaries to developed facilities, is central to the character of our community.

Finally, as the proud parent of last year's Harbor Hounds Best Tail-Wagger, I am committed to creating more dog-friendly spaces on our Peninsula.

Help support this vision by electing me as your newest parks commissioner.

Peninsula Metropolitan Park District, Commissioner, Position No. 5Randy Boss______________________

Elected Experience: Former Commissioner with Penin-sula Metropolitan Park District

Other Professional Experience:Commercial Real Estate Broker

Education: University of Washington

Community Service: Best know for my work on keeping tolls as low as pos-sible on the Tacoma Narrows Bridge

Statement:My wife Flora and I moved to Gig Harbor in 1980 to start our family. We quickly noticed that all of our kid’s sports activities were on school fi elds. I kept asking – where’s the parks?

When no one could answer that question I jumped in with both feet and as the past Chair of the Park and Rec-reation Council, Peninsula Park District, Pierce County Park Advisory Board and past Commissioner of PenMet Parks I had one dream and ambition – build a park! That dream came true with Sehmel Homestead Park!

In 2002 I worked with our legislative delegation and changed the law allowing for the formation of the Pen-insula Metropolitan Park District and then became the fi rst Commissioner in Position 5 – the seat I am running for again. PenMet is a great organization but it has lost sight of its mission – provide park and recreation oppor-tunities for this community. Today they are more about buying dirt then building parks and that’s got to change

I have the business skills to make a real difference in the lives of our kids and this community but I need your vote to continue to make these dreams come true..
