Mandate

Article II, Section 3 of the Philippine Constitution states that: “The Armed Forces of the

Philippines is the protector of the people and the State. Its goal is to secure the sovereignty of the state

and the integrity of the National Territory.” The Philippine Navy is the major service of the AFP that

provides the naval component force for our country’s defense and protection.

Mission

“To organize, train, equip, maintain, develop and deploy forces for prompt and sustained

naval and maritime operations to accomplish the AFP mission”

Roles

The Philippine Navy carries out three distinct and significant roles: military role,

diplomatic role and constabulary role.

The Navy, in its long history of honorable service to our maritime nation, has faithfully fulfilled

its military role. By the force of law, military role denotes the specific purpose for which the

Naval Service was established. It is the traditional idea of the use or deterrent use of force

involving the employment of combatant forces for direct actions and other force-related activities.

It serves as the baseline capability where the effective initiation of other roles emanates

Territorial Defense- Mandated to perform naval defense, the PN together with the other

armed services, shall prevent and deter those that directly pose armed threats to the

Philippines and defeat any armed aggression or invasion directed against its territory.

Force Level C2, Training and Support- The Philippine Navy performs command and

control, training and support that serve as pillars for enhancing existing PN capabilities to

accomplish its all mission areas.

The Philippine Navy conducts its diplomatic role through combined operations at sea or training

and exercises with allied navies to accomplish bilateral or regional objectives, and a wide range

of military and non-military diplomatic activities. These are designed to promote regional peace

and stability and enhance maritime security cooperation:

Assistance and Peacekeeping

Operations- The PN supports

foreign programs conducted to

relieve or reduce the results of

natural and man-made disasters or

other endemic conditions such as

human pain, disease, hunger, or

privation that might present a

serious threat to life or result in

great damage to or loss of

property. In adherence to international agreement, the PN personnel are deployed

overseas to participate in peace building efforts to strengthen and rebuild civil

infrastructure and institutions in order to avoid relapse into conflict.

International Defense and

Security Engagement- The PN conducts

planning and execution of combined

operations at sea, in the form of

coordinated patrol or combined naval

exercises with ally navies to accomplish

bilateral or regional objectives.

Under its constabulary role, the Philippine Navy conducts various disaster relief and rescue

operations, take part in the maintenance of internal peace and security in the country and

contribute to the inclusive national development:

Internal Security Operations- The PN conduct operations aimed at suppressing

insurgency, terrorism and other serious threats to national security. It includes operations

and assistance provided by the AFP to maintain, restore or establish a climate of order

within which duly constituted local government units can function effectively.

Disaster Response- Disaster response refers to the conduct of disaster relief and rescue

operations in the different calamity and disaster- stricken areas of the country.

Support to National Development- The PN supports and contributes to national

development through the conduct of activities that help establish a physically and

psychologically secure environment conducive to socio-economic growth.

Maritime Security- The PN contributes to the protection, conservation, preservation and

enhancement of the country’s maritime assets, maritime practices, territorial integrity, and

coastal peace and order through the effective use of naval platforms.

Organization

Over a hundred years of its existence, the Philippine Navy's organizational structure has

undergone changes to fulfill its various roles and functions. Today, the Philippine Navy is

organized into two Type Commands; seven Operational Commands; five Support Commands;

and eight Support Units as illustrated below:

The Philippine Navy, as a force provider, has two type commands namely the Philippine Fleet

and the Philippine Marine Corps, which work together in order for the Navy to execute its

mission.

The Philippine Fleet’s (PF) mission is to organize, train,

equip and maintain fleet forces for naval operations in

support of the Philippine Navy’s mission. To effectively

pursue this mission, the PF is organized into five type

forces and groups, a training center, and a support force.

The Philippine Marine Corps provides combined arms

units for amphibious operations and other operations in

support of the navy’s mission. The Philippine Marine

Corps is organized into three marine brigades and one

Combat Service Support Brigade. Under these brigades

are twelve rifle battalions. Supporting the corps is the

combat service support brigade with six support

battalions.

The thirteen Support Commands and Units provides the mission essential requirements for the

conduct of successful fleet-marine operations. The five Support Commands mission is to sustain

the forces of operational units. On the other hand, the eight Support Units provide support

logistics, personnel, maintenance, finance and health services.

The seven operational commands’ mission is to conduct sustained naval and maritime operations

in their respective areas of responsibility in support of the campaign plans of the unified

commands through the fleet and marine forces deployed under their operational control. Notably,

the 7th Operational Command, the Fleet-Marine Ready Force, is designated as the national

maneuver force.

The Sail Plan: Charting the Future Philippine Navy

Guided by its organizational development strategy—the PN Strategic Sail Plan 2020, the

Philippine Navy is on its way towards becoming a strong and credible Navy that our maritime

nation can be proud.

The PN Strategic Sail Plan 2020, aptly called the Sail Plan, is the Navy’s transformation roadmap—

meaning, a plan or program for the future. It outlines the long-term plans of the PN from the time it

has began implementation (2008) until the year 2020. It contains specific and concrete actions and

plans that are meant to improve the organization by introducing better ways of doing things,

improving current practices, aligning existing systems, and fixing the inefficiencies in the Philippine

Navy.

I. Charter Statement

Embodied in the Sail Plan is the PN Charter Statement that is composed of the vision,

mission and core values of the Navy. The Charter Statement provides a grounded framework from

which every plan or program that the organization will undertake shall be aligned. It also serves as a

reminder to every Sailor, Marine and Civilian Personnel of their professional objectives and an

inspiration for them to better serve the country, the Navy, and its stakeholders.

The PN Vision articulates what the Navy aims to realize and achieve within a definite time

horizon. It is a long-term goal that describes the aspiration of the Navy in so far as the course it would

take in the future is concerned.

“By 2020, we shall be a strong and credible Navy that our maritime nation can be proud of.”

The Mission states the Navy’s mandate and its specific contribution to the achievement of the

Higher Headquarters’ mission. It gives the Navy a clear direction in continuing its efforts to further

develop its capabilities as a major service of the Armed Forces of the Philippines.

The Core Values serves as the foundation of the efforts to further build the Navy

organization. It outlines the principles, standards and ideals that every Navy personnel must observe

in performing their functions. It serves as a guide in molding and sustaining the character and lifestyle

that will uplift the individual performance of every Navy personnel and ensure the organization’s

overall mission accomplishment.

II. PN Strategy Map

The PN Strategy Map tells the story of how the Navy intends to reach its desired state by

2020. It serves as the basis for all capability-development initiatives of the Navy. Anchored on the PN

Charter Statement, the PN Strategy Map links the three (3) strategic themes, five (5) perspectives

and 12 strategic objectives. The Strategic Objectives are grouped into five perspectives: Personnel,

Organization, Resources, Capability, and Accomplishment.

The strategy map is read from bottom up, starting with the Personnel perspective,

highlighting the fact that the sailors, marines and civilian personnel of the Navy are the foundation of

its success and effectiveness. This perspective pertains to the investments that must be made to

upgrade the motivation, values, knowledge and skills of every PN personnel. The Organization

perspective, on the other hand, pertains to the improvement in the systems and processes of the Navy.

The Resources perspective corresponds to the effective, efficient and transparent management and

utilization of the Navy’s financial resources while the Capability perspective contains the

development of its platforms, assets, equipment, and facilities. Finally, the Accomplishment

Perspective contains the Navy’s desired outcomes: optimal level of operational readiness, a secured

maritime environment and satisfied stakeholders.

III. PN Governance Scorecard

The Philippine Navy Governance Scorecard, commonly known as the FOIC, PN Balanced

Scorecard (BSC), was crafted to manage the implementation of the PN Strategy Map. It translates the

twelve strategic objectives into defined performance measures, targets and initiatives. The Scorecard

also serves as the primary guide of the Navy in monitoring the progress and attainment of the desired

strategic objectives of the Sail Plan. It gives a clearer view of the specific projects, programs and

activities that the Navy has to undertake in order to address the current challenges it is facing and to

take advantage of its strengths and opportunities.
