YRMC Medical StaffSatisfaction Survey

WE’RE LISTENING

www.prcsurvey.com/yrmcmed/

Dear Colleagues:

When we choose to be involved within our hospital

community, we choose to deepen the impact we have on the individual lives of our patients. As physicians, we are in a unique position to actively serve our community, our hospital and our patients. Physician involvement is a privilege and it allows us to

serve as decision makers and agents of change. We see this on an individual level each and every day when we interact with our patients – guiding them on a pathway to recovery and wellness. It

is also seen from a hospital administrative level when we serve on departmental committees, participate in hospital-wide initiatives and partake in surveys such as the PRC Medical Staff Satisfaction Survey. This important survey serves as one mechanism that provides vital insight to effectively understand the needs and opinions of our medical staff. As we enter a new year, I encourage you to serve as an active participant in our hospital community, to collaborate from an inpatient/outpatient physician perspective and to serve as the catalyst for the necessary change on behalf of our patients and our community.

Sincerely,Robert Cannell, M.D. Interim Chief Medical Officer

RECOGNITION

On September 2, 2014, State Senate Bill 1380 was set in place changing the medical licensing and renewal process. The new bill required all physicians seeking state licensure, or current practicing physicians needing to renew their active license, to submit a full set of fingerprints to the Arizona Medical Board (AMB) for the purpose of obtaining a state and federal criminal record check. Fingerprint data would be exchanged between the Department of Safety and the Federal Bureau of Investigation (FBI).

Upon the bill’s passing, the FBI informed the AMB that this process was beyond their scope of work and capacity and they would be unable to conduct such background checks. Without an entity to conduct the checks, the Attorney General’s office advised the AMB to no longer proceed with issuing physician licenses, thus putting a complete stop to all physician license applications in queue for approval.

The implications of this bill and the AMB’s decision to halt licensing are great for all of Arizona. At the time the bill went into effect there were more than 600 applications being processed for licensing and approximately 70 applications in the final stage of approval that would now have to wait on fingerprinting background checks. Local physicians Dr. Ram Krishna and Dr. Ed Paul are active members of the AMB. They followed the dilemma closely with great concern about the halt in the licensing process.

Thanks to the help of Senator Don Shooter and Representative Russ Jones, a temporary hold was placed on the bill. Senator Shooter enlisted the help of other senators and together worked with

the Attorney General to address the barrier to licensing. The AMB was advised to proceed with licensing and, after holding a special executive session, The Board approved lifting the halt, thus allowing Yuma Regional Medical Center (YRMC) and other providers in Yuma and throughout Arizona to obtain additional physician help without a stall in the physician licensing process.

When this bill went into effect, YRMC was in the process of bringing on board a new Pediatric Hospitalist, Dr. Avanikkha Elayappen. Dr. Elayappen’s application was in the final stages of processing but had to be put on hold due to the AMB’s halt in licensing. Having already signed a contract and relocated to Yuma with the understanding that she would soon be licensed, Dr. Elayappen was left unable to work and YRMC was left short a Pediatric Hospitalist.

“This delay in receiving my license was extremely stressful. I knew patients were in need of my care and that YRMC was depending

on the additional support I would provide, so it was extremely difficult being unable to work,” explained Dr. Elayappen.

Recognizing the urgent need to address this bill in order to prevent the further delay of licensing physicians, YRMC Interim Chief Medical Officer, Dr. Robert Cannell, sought assistance from State Senator Don Shooter and former Representative Russ Jones.

“Yuma already has a shortage of physicians, and this time of year YRMC and many practices rely on Locum Tenens, or physicians brought in for temporary and

seasonal work,” explained Dr. Cannell. “This bill hinders the ability to get them licensed in Arizona in a timely

manner. Most immediately, it hindered our ability to bring on Dr. Elayappen.”

As of October 8, 2014, in lieu of the fingerprinting provision, applicants are now required to submit with their application a signed and notarized affidavit indicating that they have no criminal convictions. Licenses have been granted pending a future fingerprinting background check.

With Senator Shooter and Representative Jones’s continued support, it is hopeful that a new bill will be written and passed during the next legislative session that will allow for the reasonable and timely licensing of physicians seeking to practice in Arizona.

BRENDA CARROLL, M.D. Medical Oncologist

Where are you originally from and how did you decide to practice medical oncology here in Yuma?I’m originally from a small town in Georgia. It is so small that I left as soon as I could. I started

undergraduate when I was 30 and medical school when I was 35. I completed my fellowship and

residency for medical oncology when I turned 42. Until I came to Yuma, I was in solo practice but

the expenses got to be so high that I couldn’t afford it anymore. I started looking around and there

was a website and what caught my eye was, “Do you want to work nine months out of the year and

be off for three?” I said, “That would be nice.” Well, I don’t get vacation three months out of the year! I

think they may have been referring to when it gets hot and people leave for the summer and things might slow down. I called here and talked

to Dr. Peter Sullivan, who was head of Sonoran Desert Oncology. He was very much the southern gentleman and I liked what he said about his

practice and cancer care in Yuma. I traveled out here in December, and it was beautiful! I’ve enjoyed being in Yuma. I’ve enjoyed the people and

the patients as well as the new Cancer Center.

Where did you attend school and what was your path to becoming a medical oncologist?I was an x-ray technologist. At the age of 29, I decided I wanted to try something else. I went to medical school at the Medical University of South

Carolina in Charleston. I did my residency and fellowship at Columbia South Carolina at USC School of Medicine. During my internship, I spent

a month on in-patient Hem/Onc and then the second or third year I did outpatient Hem/Onc. I really enjoyed the outpatient aspect. I liked the

fact that the families were involved with the patient. You get to know people and not just the patient, it’s their families too. You have memories of

everyone, the entire family. You build a relationship with them.

You recently completed a course on high risk genetic testing with the City of Hope. Can you tell me what this means for cancer care here in Yuma?Being a medical oncologist, I am asked often, “Is my family at risk?” or “How do I know if cancer runs in my family?” High risk genetic testing

relieves some of that uncertainty and helps the patient deal some of the questions they may have. Right now we are doing breast, ovarian and

colon screenings. I hope in the future we can encompass more. Also, I think everyone should have access to this testing if they desire it. Usually

the testing is done in larger cities and I wanted to bring this type of care to Yuma.

What is your philosophy of care?I believe everyone should have access to health care, however, health care has become extremely expensive. It is my hope that we can find a way

to provide affordable and accessible health care to everyone who needs it.

What do you enjoy doing when you are not busy at work?I do some gardening and I enjoy reading what I call “non-redeeming books,” Stephen King, werewolves, vampires – anything that I don’t have to

think about. I also have my babies at home – my two dogs Barbie and Remy.

I know Barbie and Remy and pet therapy are a big part of patient care for you. How do you think pet therapy helps your patients? Those dogs walk into the room and it can be five minutes before anyone says anything to me. They are so excited to see the dogs. I have to say,

“I’m over here guys.” If I walk in before they do, they ask where Barbie and Remy are. I can see the stress just go down when they walk in. They

have made a tremendous difference here with the Cancer Center staff too. The dogs get treats every day when they walk in!
