    Philippine Initiatives on Gender-ResponsiveGovernance

    In the Philippines, efforts to make governance gender responsive are promoted through

    legislation, such as the Magna Carta of Women (MCW) which mandates non-discriminatory

    and pro-gender euality and euity measures to ena!le women"s participation in the

    formulation, implementation, and evaluation of policies, plans, and programs for national,

    regional, and local development#

    $lso, the Philippine %ramework Plan for Women (%PW) indicated actions planned for gender

    responsive governance to !e undertaken !y government agencies, &'s and civil society as

    follows

    On mainstreaming Gender and Development (GAD) in the bureaucracy –

    *# +nforce compliance to '$ mainstreaming policies

    # +nhance e.isting structural mechanisms to accelerate mainstreaming of '$

    /# &ocali0e '$ mainstreaming efforts

    1# +nhance capa!ility of local and regional '$ practitioners2trainors to deliver '$

    programs

    3# 4trengthen linkages and partnerships among various partners

    On enhancing women’s leadership roles and participation in decision-making–

    national and international levels

    # Promote gender-responsive management and transformative leadership

    On strengthening women’s role in promoting gender-responsive governance –

    4ignificant progress has !een achieved in terms of implementing said measures in the %PW#

    5he Country 'ender $ssessment (C'$, 667) has noted that the epartment of 8udget and

    Management (8M) has issued annual !udget circulars since *99: that support the

    implementation of '$ !udgets at the local level# Currently, the local !udget circular on

    internal revenue allotment reuires agencies to apply a minimum of 3 percent of the funds

    for '$# In 66*, the ;ational Commission on the $) which ?

    $"s audit initiative prompted government agencies at the national and local

    levels to pursue '$ !udgeting in the Philippines in a more proactive manner#

    $ssessing the outcomes of the implementation of '$ plans and !udgets, the C'$ (667)

    pointed out the significance of ?

    •  A+ngaging civil society groups in local government planning and !udgeting, where

    the '$ !udget can function as an entry point and tool for negotiation@

    • Integrating '$ in national and local planning and !udgeting guidelines and

    systems@

    • Initiating a gender !udget audit !y the Commission on $udit@

    • Promoting non-se.ist language in government@ and

    • 'enerating se.-disaggregated data for the formulation of gender-responsive policies

    owever, several challenges still remain in the promotion of gender-responsive governance

    in the country such as policy development and implementation, financing and financing

    capacity and generation of data on '$ monitoring and implementation as well as for

    gender analysis#5he %PW stresses the importance an ena!ling environment for development

    wherein the interaction !etween the 'overnment, the private sector, and civil society is

    fundamental to achieving social and economic development# 5he C'$ (667) also

    underscored the vitality of care for national resources and a!sence of graft and corruption in

    good and accounta!le gender-responsive governance#
