Pugwash Pastoral Charge and River Philip Pastoral Charge have agreed to share ministry personnel for 100% position with Pugwash at 2/3 time and River Philip at 1/3 time.

Both charges are far enough apart to operate independently of one another. The joint Sessions will meet with ministry personnel to decide on Sunday service time and special services throughout the year.

M&P will meet separately or together as the need arises with ministry personnel.

Both charges will maintain their own office and the secretary for Pugwash will prepare the Sunday bulletin for both Pugwash and Collingwood and the ministry personnel will take it with him/her to the service.

History of the River Philip Pastoral Charge 1

There is one church left in this charge at Collingwood. Other communities included with this congregation were Millvale, River Philip, Wyvern, Windham, Glenville, Valley Road, Williamsdale and Westchester Mountain. The first settlement in the area was in Westchester Mountain about 1771 when some Yorkshire Immigrants arrived. Later some of the United Empire Loyalists came to the River Philip area and they were followers of John Wesley. Over the years churches were built at River Philip, Wyvern, Collingwood, Williamsdale, Millvale, Glenville and Westchester Mountain, but only one is still in use. Those at Wyvern, Williamsdale and Glenville have been taken down, and later the unused Rose church in Westchester Mountain was taken down. Millvale’s church was sold and converted into a home. River Philip is currently working to dispose of their church and assets and make arrangements for the continued care of their historic cemetery.

River Philip was the home of John Black, brother of the renowned Methodist minister, William Black, known in the Maritimes as the father of Methodism. William, born in 1760 in Yorkshire, England, came at the age of fifteen to Nova Scotia with his parents. He was converted in 1799 and devoted his life to spreading the “good news” far and wide. John Black was an ardent Methodist preacher, but he was also a doctor and magistrate.

John Black died in 1829 and his wife two years later. The present church building was built in 1862. Plans for this church were begun in 1860, and it was dedicated on January 26, 1862.

The first parsonage in River Philip was purchased from Edward Oxley, but because of a scourge of diphtheria, it was burned and a new one built in Collingwood which has since been sold.

Collingwood chose its name to honor Admiral Cuthbert Collingwood, a famous British naval officer born in 1740, but there seems to be no record of an early church in that community. In the summer of 1905 a committee was appointed to plan for a Methodist church fifty by forty feet with a wing of twenty-nine by fourteen feet. A dedication service planned for January 1906 had to be postponed due to an epidemic of diphtheria. The total cost of this building was two thousand, one hundred dollars. The carpentry was done by Frederic Colborne who charged four hundred dollars for his work. In 1925 the congregation joined the United Church of Canada.

Millvale, in its pioneer days was part of the Wallace Methodist Circuit. This early circuit included River Philip, Westchester, Londonderry, Oxford, Leicester and Maccan. But by 1851 fewer churches were in the circuit. In 1855, a Methodist church was built in East Branch (Williamsdale) and the people from Collingwood, Millvale and Farmington all were part of the Williamsdale congregation.

In 1892, a Methodist church was built at Millvale, but an active Methodist congregation was there as early as 1854 when it became part of the River Philip Circuit. The two story church was built by Marshall Bigney. The lower floor was the sanctuary, and the upper floor was used for a lodge and other meetings. An open shed was built at the back of the church for the horses which provided the only means of transportation at that time. The first minister was Harry Burgess. The Millvale church building was sold when the church closed in 2015.

Community Profile # 1

Employment - The area has a strong history of people earning their living by supplementing lumbering with farming. After the Second World War, farming was no longer viable in the hills above the valley. The abandoned fields became overgrown with wild blueberries. A local entrepreneur has been working since the late 1960's to make the blueberry industry the dominant industry in the community. Blueberries are now Nova Scotia’s largest export crop. In addition to growing the crop here, processing of the crop and the fabrication of the mechanical harvesting equipment are both done locally. Lumbering continues to be of some importance, with several small lumbering operations based in the area. The small amount of farmland in the valley is cultivated. There are several maple producers in and around the Collingwood area. These communities are close to the104 Trans-Canada highway through N.S - Exit 6 at Oxford and Exit 7 at Thompson, which comes up through Millvale, and Exit 8, about 8 kilometers above Williamsdale.

As well as the above, there are also these services in the following communities:Collingwood and River Philip area: a post office, small convenience store, community hall,

and Volunteer Fire Department, blueberry receiving shed, and farm machinery manufacturer (particularly for the blueberry industry), a recreational vehicle dealership, and a rock quarry, a small fruit processing plant, egg producer, and a Christmas tree grower, building contractor, and a forestry operation.

Several services are offered in neighboring communities.

Schools - Children are bused to Oxford, a distance of 16 kilometers, for both elementary and high school. A new P-12 school was opened in 2010. There is a Nova Scotia Community College in Springhill, a distance of 25 kilometers, Mount Allison University in Sackville N.B., and the Tatamagouche Centre, formerly the Atlantic Christian Training Center, in Tatamagouche, N.S.

Shopping - Oxford is the closest shopping center where there is a bank, library, Independent grocery store, Home Hardware store, Sunset Community Café, thrift store and laundromat, Oxford Volunteer Fire Department recently renovated, 1 pharmacy, insurance agent, at least 2 hair dressers (female/male), 1 flower shop, Tim Horton’s, full service restaurant and motel, 6 churches of different denominations, theater, skating arena, a service center, Circle K, and other small stores. Oxford is also home to the Cumberland County Exhibition held at the end of August each year.

Springhill also has a bank, a library, 1 grocery store, Home Hardware, 2 pharmacies, 1 small department store, 2 elementary schools and a high school, bowling alley, fitness center, Tim Horton’s, several convenience stores, gas bars and restaurants, Springhill Volunteer Fire Department. The Dr. Carson and Marion Murray Community Centre includes a rink and several meeting rooms and a walking track.

4 In Amherst, approximately 50 kilometers west, there is one large mall, with many stores and services, several strip malls, several banks, movie theater, radio stations - CKDH 101.7 FM and Tantramar Community Radio 107.9 FM, stores including Mansours Men’s Wear, 30 Church Ladies Wear, Maritime Mosaics in the former Dayle’s building, Sobeys, Atlantic Superstore, Canadian Tire, Walmart, Giant Tiger, several restaurants (burgers, pizza, Chinese), hotels, 4 nursing homes, senior’s homes, several car dealers, furniture outlets, lawyers, accountants, insurance agencies, fitness center and many, many more businesses. The Municipal Office is also located just outside Amherst in Upper Nappan.

Services: In Oxford there is a full-time doctor, a dentist, and a blood collection clinic in the Oxford Medical Clinic, RCMP detachment and EHS base. Also in Oxford two funeral homes which are multi- denominational. All Saints Hospital in Springhill includes a Collaborative Health Care Centre. Springhill has 2 dentist offices and a physiotherapy clinic. Cumberland Regional Health Center is located just outside Amherst in Upper Nappan provides in-patient and out-patient facilities. This Center serves Amherst and Cumberland County areas. Other services in Amherst include: optometrists, eye specialists, a veterinary hospital, family physicians, dentists, chiropractors, other specialists and several pharmacies.

Leisure: Collingwood is home to the Cumberland County Snowmobile Club, offering many miles of snowmobile trails. There are also several old roads for 4 wheelers to travel. The River Philip is considered an excellent fishing river offering trout, and salmon fishing, as well as a few deep holes for swimming. There is also a Spring Thaw Canoe Run from Collingwood down to Oxford. There are numerous fraternal societies in the area including Masonic Lodge, The Knights of Pythias, Pythian Sisters, Rebeccas, and the Lions. There is a Rotary Club, Knight of Pythias in Springhill. Oxford is home to the Church Mouse Players, a local theatre group. The Oxford Theater has been renovated and now open and functional for movies and musical evenings. Approximately 3 kilometers from the intersection of the River Philip and Valley Roads is the Springhill Centennial Golf Club. Ski Wentworth in the Wentworth Valley is within a 40 km drive from Collingwood. There is a YMCA, in Amherst, which offers fitness and swimming programs, with licensed fitness experts.

Profile #2 -- Pastoral Charge 5

The River Philip Pastoral Charge is only one congregation in Collingwood. The congregation is small, but with an extremely talented UCW devoting a considerable amount of their time and energies to fund raising. Church members realize that aging will affect the UCWs long-range ability to assist their congregations in meeting their financial obligations.

Beside the UCW meeting on their appointed day and the young women’s group, a non-denominational group, “The Mill-Wood River Group” meets monthly in homes of members. The “Just Friends” group organizes the quilting at the church and assists the UCW in their fundraising. A Prayer Shawl ministry has been started within the communities with shawls being made by members of the congregations to be distributed to those ailing or bereaved community members. As is typical in a rural charge we have small numbers taking part in our activities and this seems to reflect the demographic realities of an aging population, with only some of the young families in our communities being of the United Church denomination. Members of the Collingwood & District Volunteer Fire Department occasionally join us for worship.

Occasionally the church has special musical events to fundraise for the ongoing work of the church.

Pastoral Charge Structure and Support The River Philip Pastoral Charge is currently without continuous ministry personnel. At

present we have a supervisor appointed by Truro Presbytery. There is no secretary for the minister. The church secretary in Pugwash will prepare the Sunday bulletin for Collingwood. A designated member of the church receives and reviews the mail to see what needs to be brought to congregation for review or bills to pay. The record books of deaths, baptisms, member confirmations or transfers and marriages in the Charge have been moved to the church. There are a number of volunteers who contribute their time and knowledge to keep things in order. 1We use lay people, UCW, if we cannot obtain pulpit supply.

The charge will use a congregational structure beginning Jan.1, 2019. There is a Session, Ministry and Personnel Committee and Stewardship Nominating committee, UCW representatives, committee of Stewards/Trustees, Secretary, Mission and Service treasurer, Memorial treasurer, Central and Point treasurer. There is currently no Presbytery representative. River Philip United ChurchIn April of 2018 the members of the River Philip United Church made a tough decision to “cease to exist as a worshipping community” and are currently in the process of dealing with the church and cemetery with Presbytery help. The members still attend church at Collingwood each Sunday.

Collingwood United ChurchLocated in the heart of the community, this church has remained active and the former members of the Millvale and River Philip congregation still attend church together. The church has a basement that is functional with a kitchen and can hold lunches and suppers. It also has a washroom in the basement.

Financial Profile

The Pastoral charge pays for the Sunday supply and mileage for ministry personnel and lay ministry, and Supervisor fees.

They also look after salary through ADP when ministry is in place.

Position Profile #4The River Philip Pastoral Charge requires the following criteria:

1. The ministry personnel will require 13.3 hours of service with flexibility in allocation of time is understood.

2. The ministry personnel will meet with the committees of the church and the congregational board, including AGMs. It is suggested that all committee meetings be held when the ministry personnel is designated to be in the charge.

3. The ministry personnel will attend Regional meetings as required.4. Ministry personnel will perform the sacraments of Baptism and Communion including

home communion.5. Ministry personnel will perform marriage and funeral services as requested by the

congregants. The ministry personnel will be consulted if additional or alternative clergy is requested.

6. The Ministry personnel should have the ability to do some counselling or make referrals as needed.

Skills profile #5The River Philip Pastoral Charge desired the following skills in a minister for the people:

1. The ability to preach biblically while making connections relevant to our present world.2. The ability to provide effective and timely Pastoral Care and Visitation in dealing with

family and individual concerns.3. The ministry personnel should have strong administrative skills, be organized, and

intuitive to our needs.4. The ability to conduct a Bible Study that addresses the spiritual needs of members and

adherents.5. To have a visible presence in the community when possible.
