    The GER prohibits any actor failure to act that

    may result in adverse environmental effects and,

    among other things, requires that precautionary

    and pre-emptive measures be implemented to

    ensure that such adverse effects do not occur as a

    result of construction of any project.

    The Environmental Assessment Regulationapplies to a long list of projects that may have an

    environmental impact and requires that anenvironmental assessment be conducted with

    respect to such projects that fall under its

    coverage.
