CLASSIFICATION ANALYSIS

Position: Director, Classified Human Resources

Grade: Classified Management Grade 050

Prepared By: Corey Nabonne

Report Date: 10/10/2018

PC Meeting Date: 10/17/2018

Effective Date: 10/22/2018

INFORMATION SOURCES: Meeting with Assistant Superintendent of Human Resources Meeting with Executive Director of Human Resources Information from comparable school districts

BACKGROUND & ANALYSIS: As a result of new leadership, a reorganization of the human resources department was requested. The Assistant Superintendent of Human Resources has determined that a director level classification is needed within its current organizational structure. The new classification of Director, Classified Human Resources will have a higher level of responsibility, administrative oversight, and will provide leadership and guidance in various Human Resources functional areas within the organization and to districts.

It has been determined that the duties assigned to this position will be consistent with a Director level classification (Range 50). The key factors that support this recommendation include: comparisons to similar positions at other school districts (particularly merit districts) and duties and characteristics that are more complex in nature and have a higher consequence of error than what exists in positions within the current organizational structure. More specifically, this position is distinguished from the Senior Manager of Human Resources classification for the following:

• This classification has a more responsible role with regards to negotiations. The Senior Manager classification has a participatory role that includes assisting in the preparation of materials. However, the Director level will serve in a lead capacity in the collective bargaining process.

• This classification serves as the primary point of contact for audits, subpoenas, public records requests, and payroll, facilities, and other SDCOE internal business matters.
