Background The National Oceanic and Atmospheric Administration (NOAA) is a United States Federal agency dedicated to understanding and predicting changes in the Earth’s environment and to conserving and managing coastal and marine resources to meet United States economic, social, and environmental needs. In coordination with federal, state, territorial, local, tribal, and international authorities, NOAA manages the use of these environments, regulating fisheries and marine protected areas as well as protecting threatened and endangered marine species. The Pacific Islands Fisheries Science Center (PIFSC) of the National Marine Fisheries Service (NMFS) is NOAA administers scientific research and monitoring programs that support the domestic and international conservation and management of living marine resources. PIFSC is headquartered in Honolulu, Hawaii. The Center has taken a leading role in marine research on ecosystems, both in the insular and pelagic environments. It is implementing a multidisciplinary

research strategy including an ecosystem observation system and scientific analysis to support ecosystem approaches to management and restoration of living marine resources. It conducts a wide range of activities including resource surveys and stock assessments, fishery monitoring, economic and sociological studies which include both structured and semi-structure interviews, oceanographic research and monitoring, critical habitat evaluation, life history and ecology studies, and advanced oceanographic and ecosystem modeling and simulations. To promote sustainable fisheries and support ecosystem-based management (EBM) in the region, PIFSC formed the Integrated Ecosystem Assessment (IEA) in West Hawai‘i; a program that conducts interdisciplinary scientific research in collaboration with communities, partners, and natural resource managers. The West Hawai‘i IEA is dedicated to advancing our understanding of marine ecosystems in support of EBM while taking into consideration the influence of watersheds, land-use practices and other human activities, and the needs of local communities. The West Hawaii IEA team has been conducting research to improve the representation of human-well-being and cultural ecosystem services in social-ecological system models, including: input from subject matter experts, resource managers, and local community leaders; synthesis of relevant literature and updated conceptual models; results from a symposium with community members; and a body of semi-structured in-person interviews. The West Hawai‘i IEA and West Hawai‘i Habitat Focus Area (HFA) have overlapping scientific and management interests and are working together to integrate management priorities and goals. PIFSC now has a need for structured analysis of this body of interview data, to refine and operationalize the social-ecological system model for West Hawaii, including identifying relevant indicators and data gaps, and evaluate effectiveness of HFA efforts. The Geospatial Analysis is a non-personal service order. Government personnel will be responsible for the overall scheduling of project activity and will provide the Contractor’s liaison / project manager with scheduling information as appropriate. Invoicing shall be monthly. Travel costs, if authorized under the order, shall be reimbursed at cost and broken down by line item. The Transcription Services is a non-personal service order. Government personnel will be responsible for the overall scheduling of project activity and will provide the Contractor’s liaison / project manager with scheduling information as appropriate. Geospatial Analysis Support This task involves coordinating geospatial analyses, visualization, and data management activities for the West Hawaii Integrated Ecosystem Assessment (IEA) project, and encompasses multiple, frequent deadlines as well as long-term projects. Primary tasks relate to the study of ocean surface slicks in West Hawaii, mapping anthropogenic drivers of ecosystem health, and working with high-resolution aerial imagery and derived products (e.g. habitat maps, topographic complexity metrics), and collaborating with key West Hawai‘i IEA researchers at the Center for Global Discovery and Conservation Science (GDCS) at Arizona State University and the State of Hawaii Division of Aquatic Resources to meet contract deliverables. Key tasks include, but are not necessarily limited to, the following:

● Accessing, manipulating, and integrating various geospatial datasets from PIFSC, partners, and publicly available sources;

● Designing spatial analyses to generate new spatial predictor variables or answer specific research or management questions;

● Documenting methods of analyses including rationale and justification; ● Responding to various data requests (e.g., summarizing data to a different spatial scale of

interest, converting data to different formats, deriving secondary data products); ● Maintaining a data library and working project directory that can be used by other/future

GIS analysts. Includes writing metadata to document data outputs from project analyses. ● Provide GIS support for IEA-related work to inform resource management in West Hawaii

(e.g., summarizing data sets, responding to data requests, producing maps, generating figures).

● Georectify time lapse imagery of ocean surface slicks in West Hawai‘i from multiple camera deployment locations and related products that quantify movement of surface slicks in time lapse imagery, and ground truth slicks visible in SAR imagery.

● Working with high resolution aerial imagery and derived products (e.g. habitat maps, topographic complexity metrics)

Analyses to scale-up findings of field work on ocean surface slicks and measure slick habitat area and frequency of occurrence over time for all of West Hawaii and potentially the entire Hawaiian Islands, using Dove satellite, SAR imagery, other remote sensing data as available. Transcription Services This task involves transcription of recorded interviews that relate to, but are not limited to activities for the West Hawaii IEA project. The task will involve transcribing interviews that contain localized dialects and references to local place names and regions, and primarily relates to the study of cultural ecosystem services as they relate to human well-being in West Hawaii. The task may involve transcription of interviews from other research projects including interviews with fishers, researchers, and community members on broad topics ranging from protected species interactions, shark mitigation techniques, and dimensions of noncommercial and/or cultural

fishing. There is some uncertainty as to the extent of transcription needs based on outside circumstances, therefore an upper bound estimate of approximately 75 hours of audio and/or video can be considered potentially available and in need of transcription services. Key tasks include, but are not necessarily limited to, the following:

• Verbatim transcriptions of semi-structured audio or video interview files with text accurately attributed to interviewer(s) and interviewee(s);

Social Sciences Services This task involves qualitative analysis of semi-structured interviews with community members in West Hawaii in an effort to understand linkages between cultural ecosystem services and human well-being. Existing interview data (approximately 15 interviews) forms the foundation for this effort, coupled with literature and qualitative analyses. Community engagement will be required to validate analysis findings. Key tasks include, but are not necessarily limited to, the following:

• Proof and edit interview transcriptions (approximately 15 interviews), with an emphasis on correcting for place names, species names, and local terminology that may have been transcribed incorrectly;

• Develop a codebook for analysis of interviews and other data sources; o Consult with West Hawaii IEA project team, mentors, and partners to ensure

relevance of codes and relationships between them. • Code interviews (approximately 15 interviews) and other data sources in NVivo qualitative

data analysis software; o Using an inductive, grounded theory approach, code interviews for domains,

attributes, and indicators of human well-being and ecosystem services, with an emphasis on cultural ecosystem services.

o Respond to and incorporate comments from West Hawaii IEA project team in iterative process as codes are developed.

• Analyze data within NVivo qualitative data analysis software o Identify relationships between domains, attributes, and potential indicators in

qualitative data and refine conceptual models based on these insights. o Identify potential indicators that are:

• most important to community members • more likely to be sensitive to management • more likely to change over time • most highly linked to ecosystem state.

o Use indicators of human well-being (and others) that emerge from analysis and/or discussions with project team to create priority list of potential indicators to track longitudinally

o Generate metadata associated with data set used in qualitative analysis in adherence to NOAA Public Access to Research Results (PARR) metadata requirements

• Conduct member-checking (respondent validation) to help improve the accuracy, credibility, validity, and transferability of a study;

o Ground truth updated conceptual models and potential indicators with interviewee communities.

o Provide a detailed report of results in Technical Memorandum format, published through PIFSC editorial review process.

• Communications and Outreach; o Provide results to IEA Program and Habitat Focus Area in appropriate formats (e.g.,

infographics, facts, quotes) to support reporting needs o Share final results with partner communities.

Illustration Services This task involves illustration services to help advance and communicate scientific findings. There is some uncertainty as to the extent of illustration needs based on uncertainty of program needs, therefore an upper bound estimate of approximately 250 hours of illustration services can be considered potentially available and in need of transcription services. Key tasks include, but are not necessarily limited to, the following:

• Development of conceptual designs, illustrations, and figures to support scientific research advancing ecosystem-based fisheries management

• Producing conceptual designs, illustrations, and figures that are suitable for publishing in scientific literature, and public press

• Works with contractor’s liaison / project manager to translate complex scientific data and information to create infographics, illustrations, and layouts for publications, reports, presentations, outreach materials, and program communications.

• Layout and design of documents intended for publication as reports, blogs, websites, and social media.

Requirements Geospatial Analysis The contractor must have the following minimum qualifications: • Master’s Degree from an accredited college or university in Natural Resources and

Environmental Management, GIS, Geography, Oceanography, Marine Ecology, or other relevant discipline.

• Knowledge and understanding of marine geological oceanographic, and/or biological processes affecting marine ecosystems (minimum of 3-5 years’ work experience that demonstrates knowledge).

• Knowledge of geographic information science and remote sensing concepts, common spatial data integration methods and multiple spatial data formats (minimum of 3-5 years work experience that demonstrates knowledge).

• Knowledge of spatial analysis models and spatial statistics (minimum of 3-5 years work experience that demonstrates knowledge).

• Working knowledge of relevant available data, and current initiatives and issues in the Main Hawaiian Islands, and in particular, West Hawaii (minimum of 3-5 years work experience that demonstrates knowledge).

• Ability to independently plan, organize, and carry out geospatial projects within schedule and budgetary constraints.

• Proficiency with ArcGIS Desktop and extensions (spatial analyst, geostatistical analyst, 3D analyst). Proficiency with use and design of relational databases and geospatial databases.

• Familiarity with R (statistical computing software), programming, advanced statistical methods,

and ability to stay abreast of latest skills and techniques. • Proficiency with Windows operating system and word processing, spreadsheet and presentation

programs. Historical Requirements: • Six to eight (6-8) years of experience in processing terrestrial or marine data using GIS

methods and applications. Experience working on projects in or focused on West Hawaii is preferred.

• Authorship or co-authorship on at least five scientific or technical papers, and experience with giving presentations at scientific and/or technical conferences or to management agencies.

Transcription Services The contractor must have the following minimum qualifications: • Proficiency with commercial transcription software. • Experience with conversational transcription for State of Hawaii residents, representative of the

diverse dialects present in the islands. • Knowledge of proper spelling of local conversational dialects, common references, Hawaiian

ecosystems in tropical environments, and in particular, those found in Hawai‘i. Performance Requirements Summary This contract includes a Performance Requirements Summary (PRS). The PRS plays an integral role in the administration of the contract. In addition to any applicable inspection clauses or other related terms and conditions contained in the contract, the PRS shall serve as a primary tool for inspection and acceptance of services as facilitated by the Contracting Officer’s Representative (COR). Evaluation of the Contractor’s overall performance shall be in accordance with the performance standards set forth in the PRS, and will be conducted by the COR. The PRS constitutes a material aspect of the contract and will not be changed or otherwise modified without prior written approval of the Contracting Officer. The PRS establishes key elements of Contractor performance that represent “mission essential” service requirements, which are identified in the table below in the “Service Output” column. The “Performance Objective” column represents the standard against which Contractor performance will be measured in relation to accomplishment of the corresponding service output. The performance objective or “standard” describes the minimum acceptable level of service by the Contractor for satisfactory performance. The “Acceptable Quality Level (AQL)” column displays the maximum allowable deviation from the performance objective, which, if exceeded, evokes the negative incentive specified in the table below.

Removing Contractors for Misconduct or Security Reasons The Government may, at its sole discretion (in coordination with the Contracting Officer where practical), direct the Contractor to remove any Contractor employee from NOAA facilities for misconduct or security reasons. Removal does not relieve the Contractor of the responsibility to continue providing the services required under the contract. The Contracting Officer will provide the Contractor with a written explanation to support any request to remove a Contractor. Post-Award Conference The Contractor shall attend a Post Award Conference (i.e. “kickoff” meeting) with the Contracting Officer and the COR no later than 10 business days after the date of award. The purpose of the Post Award Conference, which will be chaired by the Contracting Officer, is to discuss technical and contracting objectives of this contract and review the Contractor's draft project plan. The Post Award Conference will be held at the Government’s facility, located at NOAA Inouye Regional Center or via teleconference. Confidentiality and Data Privacy This contract may require that services contractors have access to Privacy Information. Services contractors are responsible for maintaining confidentiality of all subjects and materials and may be required to sign and adhere to a Non-disclosure Agreement (NDA). Intellectual Property Rights All deliverables are the property of the U.S. Government. All documents, analyses, files (digital or other), reports, notes and photos are to be used only by Contractor personnel assigned to this Task Order. Documents, files and other data are to be stored exclusively on Government owned equipment and at no point should be saved or archived on personal drives or devices. Copies are not to be disseminated to anyone outside of the NMFS or to any other contractor personnel without explicit release from the NMFS Project Leader. Task 4 (Illustration Services):

Place of Performance Contractor will primarily work offsite for the creation of reports/deliverables. Meetings with federal staff will be conducted on-site only at the Pacific Islands Fisheries Science Center, 1845 Wasp Blvd., B176, Honolulu, HI 96818. The Contractor is not authorized to perform onsite duties under this order on days when the facility/campus is closed, i.e., Government Furlough, inclement weather, power outages, legal and federal holidays, etc., unless otherwise noted. Travel Geospatial Analysis Travel is authorized for this task order. Anticipated locations for travel include; travel to State of Hawai‘i for in-person meetings, travel to the Center for Global Discovery and Conservation Science at Arizona State University for work with collaborators as detailed in base period deliverable (f), and travel in supporting role with Program Lead at conferences, meetings or community engagements, including one international travel to the International Coral Reef Symposium (held every 4 years) held in Bremen, Germany. Contractor travel for this task order is necessary in order for the contractor to provide updates to Task Manager and in supporting role at conferences or meetings. When travel is required, the successful contractor will be required to submit a travel authorization to the Contracting Officer in advance of the travel. Travel not shall not occur until approval from the CO is received. Any travel conducted prior to the receipt of proper written authorization from the Contracting Officer will be done at the Contractor’s own risk and expense. This project is considered low risk, and Contractor staff must be suited for public trust classification. Background investigations are required for all contractor staff proposed for this project.
