an AAS degree in Addiction Studies from Peninsula College this past June. A President’s Medalist, she is the recipient of a prestigious 2009 Washington Award for Vocational Excellence (WAVE) scholarship, which covers tuition and fees for two years of undergraduate study. She will attend The Evergreen State College in Olympia this fall.

For Jai, Peninsula College was life-changing:“I started back to school at the age of 48 to follow a life calling to be a counselor. Terribly unsure of myself, unable to focus

or concentrate, with very little confidence in my ability to succeed, I received an Opportunity Grant. Washington State’s Supreme Court’s nine justices will hear arguments on real cases, lunch with students and speak to classes regarding the constitution and legal careers in a community visit to Peninsula College on Tuesday, October 27. For more than a decade, the Court has heard cases “on the road” three times a year in an outreach effort that allows citizens to see the court in action in their local communities. The state’s highest court is located in Olympia in the Temple of Justice on the state capitol grounds.

Beginning at 9 a.m., Chief Justice Gerry Alexander and Justices Charles W. Johnson, Barbara A. Madsen, Richard B. Sanders, Tom Chambers, Susan Owens, Mary Fairhurst, James M. Johnson and Debra Stephens will hear arguments on the cases listed below. Immediately following arguments, the justices will answer questions from the audience, then recess to conference on the cases until 12:30 p.m. Justices will then have lunch with students and reconvene at 1:30 p.m. to hear the last case of the day.

judicial branch of government to see the workings of the highest court up close and personal.”

All Washington Supreme Court oral arguments are open to the public and are broadcast at a later date via Washington’s Public Affairs network, TVW. Although cameras and video recorders are generally allowed, the

Court asks that no flash, other lights or noisy film advance mechanisms be used during the hearings.

Costa Rica—Winter 2010 (January 2 to March 13)Apply by November 15, 2009

Work on your Spanish-language skills at the Instituto de Cultura y Lengua Costarricense (ICLC) and take courses that focus on Costa Rican history and literature. Dr. Reina Barreto will teach Modern Latin America (5 credits) and Introduction to Latin American Literature (5 credits). You may also take mini-courses on Costa Rica’s forests, art and folk music and use weekends to explore Costa Rica’s many attractions, including volcanoes, rainforests and beaches.

You’ll live with a local family and have the opportunity to participate in special cultural activities as well as excursions to museums and sites where you can observe the country’s biological diversity.

Dr. Barreto highly recommends the opportunity to study in another country. “When I was a college student,” she says, “I participated in a study-abroad program in Spain. Since then I have returned twice to teach and lead student groups.”

Dr. Barreto received her Ph.D. in Spanish from Florida State University. In addition to her research interest in Latin American and Caribbean literature, she enjoys Latin American art, film and folkloric dancing.

Italy—Spring 2010 (March 24 to June 4)Apply by December 22, 2009

Earn one of your humanities distribution requirements while you write, explore Florence in the springtime and experience the city whose name was derived from the verb “to flourish.” PC English instructor Kate Reavey will be your teacher and your guide as you study literature and language while writing memoir, fiction or poetry. You’ll also see Siena and San Gimignano, ride your bicycle through the hillsides of Tuscany and taste the wonders of Italian dining, from pasta to dolce (desserts), especially gelato.

“I am particularly excited to be teaching in Florence because it affords the students a wealth of perspectives for their own writing as well as in the history of the arts and humanities,” Reavey says. “In addition, the towns and villages and the farms and vineyards will enhance our understanding of natural and cultural history, whether we are on bikes, trains, buses or simply on foot.”

Reavey brings an international focus to teaching and learning. At age fourteen, she traveled to Paris alone to visit a relative, and as an undergraduate, double-majored in writing and African literature. She has also studied at the University of London’s School of Oriental and African Studies.

It’s an unbeatable combination—studying in another country and learning all about its culture and its people with a favorite college professor! Now PC students can do it in both Costa Rica and Italy. Spend winter quarter 2010 in Costa Rica with PC Spanish professor Dr. Reina Barreto and spring quarter 2010 in Florence, Italy, with PC English instructor Kate Reavey.

Community Colleges, I-BEST Earn Presidential Seal of Approval

Community colleges and Washington state’s I-BEST (Integrated Basic Education and Skills Training) programs were brought to the fore-front of American consciousness in late April when President Barack Obama praised them in remarks he made on higher education. President Obama’s remarks, carried in an online edition of The Washington Post on April 24, 2009 (“Obama remarks on Higher Education”), noted that community colleges “are some of the great and undervalued assets of our education system. “

He also singled out innovative educational initiatives that need support, such as “the I-BEST program in Washington state that combines basic and career skills classes to ensure that students not only complete college, but are competitive in the workforce from the moment they graduate.”

Peninsula College Among State I-BEST LeadersPeninsula College currently has six I-BEST programs linked to Professional

and Technical educational programs — Addiction Studies, Administrative Office Systems (AOS), Automotive Technology, Early Childhood Education, Medical Assisting and Welding. These programs pair professional and technical professors and basic skills instructors together in the same classroom, providing immediate hands-on instruction in a career field while allowing those who might need a little extra remedial help to receive it and still advance in their regular studies.

Three of these program are highlighted below:

AOS I-BEST Program“After deciding I was too young to be feeling uninterested with life, I enrolled

in AOS,” says Jessica Hahn, a first-year I-BEST student. The I-BEST program has been a wonderful experience! I have been able to learn new things, push myself to overcome challenges and pursue my education.” After completing the program, Jessica hopes to become a legal administrative assistant.

Philip Seely, another first-year student, says he enrolled at Peninsula College “because the type of educational programs the college offers will put me on target for the demands of today’s workforce. While looking for permanent employment on the peninsula with no luck, I saw an advertisement in the Peninsula Daily News for the Opportunity Grant. After researching the grant and the programs offered, I realized the grant, coupled with I-BEST, would be a perfect way to work on achieving my AAS degree, and I chose the AOS/Accounting Option.” Seely plans to work as an office manager after he completes his degree, with a ten-year goal of becoming a full-time entrepreneur. “Thanks to the I-BEST program, I can now realize my goals,” he says.

Sherry Sparrowk, AOS Program Coordinator and AOS I-BEST Instructor Becky McClurken say basic skills are embedded in their first-year classes, and they have had up to 50 students in multiple sections. Real-life applications are included in classroom lectures as well as online classes.

Welding I-BEST ProgramI-BEST Welding instructor Charlie Lyons is a staunch supporter of I-BEST and

the coordinator of Peninsula College’s first-ever Welding Rodeo, which was held this past spring and spotlighted the work of our welding students.

“Welded objects are ubiquitous in our world,” says Lyons. “Take the time to analyze the quality of each individual weld, and you will find a significant variance. It is in this vein that our I-BEST welding program helps our students rise above the level of the average welder. The lead instructor, Jim Newton, and I hold them to a high level of expertise, not only in the aspect of practical welding applications,

but also in the academic aspect of welding. One of our primary goals is to help our students stand apart as well- rounded individuals in a competitive job market.

“Our welding students benefit from the I-BEST program in that each student is academically supported, given the opportunity to refresh basic skills necessary as a welder and challenged in ways similar to that of trying to succeed in our ever-complicated world. I strongly believe in the goals of the I-BEST program and often receive positive feedback from students who say that it greatly helps having another teacher available to assist them with their needs as students.”

Lee Rasore, a Welding I-BEST student says: “I needed the extra help due to being out of school for 20 years. I was a very poor learner in high school, with low grades. I feel I have improved a lot.”

Donald Cardiff, another I-BEST student says: “I found I-BEST to be very helpful in keeping my math skills above par.”

Addiction Studies I-BESTDuring the 2008-09 academic year, the I-BEST program

provided services to 28 students in Addiction Studies (AS), according to Stacie Bell, program coordinator and instructor. She praises the one-on-one contact students have with I-BEST instructor Debra McIntyre, who provides classroom instruction on essay writing, reading and study skills. McIntyre was honored by the college this past June when she received the college’s Student Support Award for Students with Disabilities.

Vic Guzman, an AS I-BEST student, says he entered the program because he wanted “to give back to the community and be someone youths can come and talk to since I didn’t have that when I was young. The I-BEST Program has given me someone to ask for assistance when I need it.”

The Port Townsend Film Festival and Peninsula College’s Magic of Cinema once again partner to bring the Global Lens Series to the Port Angeles campus. The double-feature series includes 10 films representing the diversity and excellence of contemporary global filmmakers. Show times are 6:00 and 8:00 pm on select Fridays in the Little Theater.

The Global Lens Series is an arm of the San Francisco-based Global Film Initiative project, dedicated to promoting cross-cultural understanding through cinema.

BAS Applied Management DegreeOffered EVENINGS at Peninsula College

If you are looking toward a brighter professional future and have earned (or plan to earn) a two-year degree, the Bachelor of Applied Science Applied Management (BAS) program at Peninsula College may be for you!

BAS courses are held in the evening and each class meets once a week. The BAS curriculum includes topics like strategy, operations and financial management, internet marketing, communications, legal and labor issues, and economics and accounting, among others. The program requires two terms of internship in private, public or tribal organizations, where students apply academic management theories to real-world problems.

S-O 009 NATURAL HISTORY OLY PEN Join Coke Smith, conservation biologist, teacher, and professional photographer to ex-plore the natural wonders of our Olympic Peninsula from the sea to the alpine. Experi-ence the habitats and species that make up the ecosystems of the Olympic Peninsula through field trips, photo essays, and discussions. Specific topics of this course will include Olympic Peninsula geology and glaciation as well as a detailed explanation of our local plant communities. The course will also present a detailed survey of Olym-pic flora. We will learn about the various animals on the peninsula ranging from the marine intertidal to terrestrial invertebrates and the megafauna of the region. Admissions/Registration

Peninsula College operates under an open door policy and shall accept for admission any applicant who is 18 years of age or older, or who is a high school graduate or equivalent. Peninsula College may enroll students under the age of 18 who are approved by the Enrollment Exception Committee. Some courses and vocational programs have special entrance requirements and enrollment limitations.

Paying TuitionTuition for classes is due on August

Residency Tuition PolicyTo be considered a resident for

purposes of tuition, a person must be either (a) a financially independent student who has a domicile in the State of Washington for a period of one year immediately prior to the commencement of the quarter for which he/she has registered and has established Washington residence for reasons other than educational, or (b) a dependent student whose parents or legal guardians have maintained a domicile in the State of Washington for at least one year prior to commencement of the quarter for which he/she has registered.

A nonresident student enrolled for more than six credit hours per quarter shall be considered as attending primarily for educational purposes. Such period of enrollment shall not be counted toward establishment of domicile in this state unless he/she proves domicile was established for purposes other than educational.

Application for a change in classification shall be accepted up to the thirtieth calendar day following the first day of the instruction of the quarter for which application is made. Applications made after that date in any quarter shall be considered to have been filed as of the first day of the subsequent quarter.

Effective July 1, 2003, individuals who are not permanent residents or U.S. citizens MAY qualify for resident tuition, if they have or will have graduated from a Washington state high school or, while living in Washington, have received the equivalent of a high school diploma. Additional criteria are required. Please contact the Admissions Office for more information.

Military Tuition PolicyEligible veterans or National

Guard members; child and spouse of totally disabled or POW/MIA or deceased eligible veterans or National Guard members can receive reduced rates. The college’s Veterans’ Service Office (360.417.6224) can provide information on qualification requirements.

To apply for educational benefits based on military service, veterans should provide certified true copies of the DD Form 214 and transcripts of work completed at other colleges. After veterans have provided the college’s Veterans’ Service Office (located in the Enrollment Services Office) with these forms and additional personal history, the office can complete application forms and send them to the Department of Veterans Affairs (VA). Once benefits are established, checks can be expected each month as payment for the preceding month; however, veterans should be prepared to wait 60-90 days for the first benefit check. Advance application might help minimize this waiting time.

Additional FeesADULT SPECIAL INTEREST FEE: This fee

is included in the cost of Adult Special Interest courses. The $10.00 per course fee is refundable only prior to the start date of the class.

LABORATORY FEE: This fee applies to courses that require the use of equipment and supplies for the purpose of instruction. A $15.00 per class fee is assessed for any five-

credit Biology, Botany, Chemistry, Environmental Science, Geology, Physics, or Zoology class that has an “L” designator. Fees do not apply to online lab courses. The Laboratory Fee is refundable only through the 100% refund period or if the class is cancelled.

STUDENT SELF-ASSESSED FEE: A special student fee voted on by the students and approved by the legislature to raise funds for an addition to the Student Center. The fee is $2.90 per credit, up to a maximum of $29.00 per quarter, and will be charged until the addition is paid off. This fee will follow the same refund schedule as regular tuition.

TECHNICAL EQUIPMENT USER’S FEE (TEUF): Applies to courses that require the use of significant amounts of technical equipment and supplies for the purpose of instruction. Each quarter, a $13.25 fee per course is charged, to a maximum of three courses ($39.75).

Technical equipment user’s fees are refundable only through the 100% refund period or if the course is cancelled. Students not enrolled in TEUF courses who wish to use the computer labs for school-related work may pay the TEUF fee of $13.25 in the Business Office.

VIDEO SUPPORT FEE: For video use. The $22.00 charge per course and $35 video rental fee is refundable only through the fifth (5th) instructional day or if the course is cancelled.

ONLINE FEE: For online classes. The fee is $8 per credit and is refundable only through the 100% refund period.

WELDING FEE: Applies to WELD courses. The $90.00 charge per class is refundable only through the 100% refund period, or if the course is cancelled.

Admissions/Registration

Confidentiality of Peninsula College Student RecordsThe Family Educational Rights and Pri-

vacy Act (FERPA) affords you certain rights with respect to your records. They are:1. The right to inspect and review your

education records within 45 days of the day Peninsula College receives a request for access. You should submit to the registrar written requests that identify the record(s) you wish to inspect. The registrar will arrange for access and notify you of the time and place where the records may be inspected.

2. The right to request the amendment of your education records that you believe inaccurate or misleading. You may ask Peninsula College to amend a record that you believe is inaccurate or misleading. You should write the registrar, clearly identify the part of the record you want changed, and specify why it is inaccurate or misleading. Note: if you wish to request a change of grade that has been recorded correctly on your records, you must follow the grade appeal procedure described in the Student Handbook. If Peninsula College decides to not amend the record as requested, you will be notified and advised of your right to a hearing regarding the request for amendment. Additional information regarding the hearing procedures will be provided when you are notified of the right to a hearing.

3. The right to consent to disclosures of personally identifiable information contained in your education records, except to the extent the FERPA authorized disclosure without consent. One exception which permits disclosure without consent is disclosure to college official, including faculty members, with legitimate education interests. A college official is a person employed by Peninsula College in an administrative, supervisory, academic or research, or support staff position (including security, alumni office and development office personnel); a person or company with who Peninsula College has contracted (such as an attorney, auditor, or collection agency); a person serving on the Board of trustees: or student serving on an official committee, such as a

disciplinary committee, or assisting another school official in performing his or her tasks. Volunteers and interns serving in any of these capacities are also considered school officials. A college official has a legitimate education interest if the official needs to review an education record to fulfill his or her professional responsibility. Upon request, Peninsula College may disclose education records without consent to official of another school in which you are currently enrolled, receive services, or seek or intend to enroll.

4. The right to prevent disclosure of directory information. Peninsula College may release “directory information” concerning a student to the public. Directory information consists of name, address, telephone listing, field of study, weight and height of athletes, most recent previous school attended, photograph, date and place of birth, participation in officially recognized activities and sports, dates of attendance, degrees and awards. In addition, level of education and prior military experience may also be provided to representatives of the department of defense for recruiting purposes. If you choose to have Peninsula College not release your directory information, notify the registrar in writing by using the form available in the Enrollment Services Office. You should be aware that asking Peninsula College to withhold directory information may prevent other colleges and employers from receiving information that might be to your advantage.

5. The right to file a complaint with the U.S. Department of Education concerning alleged failures by Peninsula College to comply with the requirements of FERPA.

Refund Policy/ScheduleIn accordance with RCW

28B.15.605, full refund of tuition and fees will be made to students who withdraw from the college prior to the sixth instructional day of the quarter for which the tuition and fees were paid, or prior to the first class session of self-support courses.

Fifty percent refund of tuition only will be made to students who withdraw from the college on or after the sixth day of instruction, but within 20 calendar days, including the first scheduled instructional day, of that quarter. The college may cancel courses; in this case, a full refund will be given.
