B. The precincts referenced in this Section are those precinctsidentified as Voting Districts (VTDs) in the 2010 CensusRedistricting TIGER/Line Shapefiles for the State of Louisiana.

C. When a precinct referenced in this Section has beensubdivided by action of the parish governing authority on anongeographic basis or subdivided by action of the parish governingauthority on a geographic basis in accordance with the provisions ofR.S. 18:532.1, the enumeration in this Section of the general precinctdesignation shall include all nongeographic and all geographicsubdivisions thereof, however such subdivisions may be designated.The territorial limits of the districts as provided in this Section shallcontinue in effect without change regardless of any changes made tothe precincts by the parish governing authority.

Section 2.(A) The provisions of Section 1 of this Act shall beeffective for the limited purposes of qualifying candidates for andelecting members to the Senate of the Legislature of Louisiana at thenext regularly scheduled election for members of the Senate in 2011,commencing on the date and at the time that the qualifying periodopens for such offices. The effectiveness of Section 1 of this Act forsuch qualification and election shall not reduce the term of office ofany member of the Senate nor change any Senate district asestablished in R.S. 24:35.1 until such provisions of law are repealedpursuant to Section 4 of Act No. 24 of the 2011 First ExtraordinarySession of the Legislature .

(B) Except as provided in Subsection A of this Section, theprovisions of Section 1 of this Act shall become effective at 10:00a.m. on January 9, 2012.

Section 3. A vacancy in the office of a member elected to servea term of office commencing at 10:00 a.m. on January 9, 2012, shallbe filled, as required by law from the district created by Section 1 ofthis Act from which the member was elected.

Section 4. The provisions of this Section and Sections 2 and 3of this Act shall become effective upon signature by the governor or,if not signed by the governor, upon expiration of the time for bills tobecome law without signature by the governor, as provided byArticle III, Section 18 of the Constitution of Louisiana. If vetoed bythe governor and subsequently approved by the legislature, this Actshall become effective on the day following such approval."

"(4) The mortgagee shall issue within forty-five days afterreceipt from the mortgagor or settlement agent of a written requestfor cancellation of the mortgage accompanied by the fees required bySubsection (B)(5) of this Section, the act of release along with arequest for cancellation that complies with Civil Code Article 3366.

(5) The mortgagee shall submit the act of release of themortgage directly to the settlement agent if a written request wasreceived by the mortgagee from a settlement agent. The writtenrequest to issue an act of release of the mortgage shall beaccompanied by sufficient payment to the mortgagee to pay themortgagee a fee for this service. The mortgagee may charge a fee tothe mortgagor or his agent for all services and costs to prepare andexecute the act of release and request for cancellation that complieswith Civil Code Article 3366, in an amount not to exceed fortydollars, plus postage. Any fees charged by the mortgagee pursuant tothis Subsection shall be clearly itemized to the requesting mortgagoror settlement agent in the payoff letter or statement or othercommunication."

"C.(1) Notwithstanding any other provision of law to thecontrary, any member of the system who prior to becoming amember was in public service in this state which service was notcreditable in a Louisiana public retirement system may purchasecredit for purposes of attaining eligibility for retirement andcalculation of benefits in one-year increments for a period of time notto exceed the duration of such public service. The member shallapply to the system for such credit and pay to the system an amountcalculated in accordance with the actuarial cost provisions of R.S.11:158 based on the eligibility and benefit calculation provisionsapplicable to the member at the time of purchase. The amount to bepaid shall be paid in one lump sum, and no service credit shall begiven to the member until such amount is paid in full.

(2) Notwithstanding any other provision of law to the contrary,the premiums for health insurance coverage paid by any retireeparticipating in the office of group benefits program who haspurchased service credit pursuant to Paragraph (1) of this Subsectionand who retires earlier than he would otherwise have been eligiblefor regular retirement without such purchased credit shall beincreased by an amount sufficient to pay for any increase in theemployer's premiums that results from such retirement. Such increasein the retiree's premium shall be deducted from the retiree's monthlybenefit and remitted to the office of group benefits to offset theemployer's premium payments by such amount. The premiumpayments made pursuant to this Paragraph shall cease when theretiree attains the age at which his earned creditable service, notincluding service purchased pursuant to this Subsection, would havebeen sufficient to meet eligibility requirements for regular retirement.

D. Notwithstanding any provision of law to the contrary, anyperson who held or holds an office in state service and who becauseof such service was permitted, but not required, to become a memberof the system and who opted at the time he entered state service notto become a member of the system shall be eligible to purchase creditin this system for all such state service for purposes of attainingeligibility for retirement and calculation of benefits . The person shallpay to the system an amount calculated in accordance with theprovisions of R.S. 11:158, based on the eligibility and benefitcalculation provisions which would have applied to the person hadhe opted to become a member at the time he entered such service.The amount to be paid shall be paid in one lump sum, and no servicecredit shall be given to the person until or unless the amount is paidin full."
