PRESIDENTMy warmest greetings to the Regionalization Students Organization (RSO) of the University of the Philippines College of Medicine, as you hold the Philippine Students’ Conference on Community Health 2014.

More than three years ago, we started our journey along the straight and righteous path, and we are now past the midway point of this voyage, seeing changes in our social, political, and economic institutions, and in the way our citizens have become more involved, conscientious, and upright in their endeavors. Because of these developments, we can say that the reforms we have established have taken root and are now bearing fruit. Your organization contributes much to this undertaking, as you provide improved medical services to our countrymen, particularly those who have historically been relegated to the margins. May this conference and other related projects continue to empower your members and to strengthen the foundation of our health sector with the latest approaches and innovations in the practice of medicine.

Comprehensive Health Care is a goal that needs our undivided attention and efforts. Let us work together and remain focused on enhancing the lives of our people and not let divisiveness and disruption hinder us from our goal of advancing public welfare.

Physicians have always held important roles in nation-building. Your generation as the future modern-day physicians are given the tremendous task of materializing the ideals of Universal Health Care, i.e. free and accessible health for all. Our generation has already laid down the foundations of this mission through the Kalusugan Pangkalahatan, the coverage expansion of PhilHealth and other thrusts geared towards improving the quality of life of the Filipino people. The ball is now in your hands. The road towards health for all is never diverging, rather, it is a point of convergence for people who share the same vision of true Universal Health Care for Filipinos.

This is further embodied in the goals of your organization such as social justice and service to the underserved, solidarity among members, community leadership, social responsibility towards regional empowerment and love of country.

The topics you have chosen for your conference are also very timely as they highlight the significant role of a medical practitioner whether general practice or specialist, academicians and researchers in contributing to the achievement of a universal healthcare in the country.

Dear colleagues and fellow students,

In behalf of the Regionalization Program Committee of the UP College of Medicine, I would like to extend to you all our warm greetings and welcome you all to this year’s Philippine Conference on Community Health.

This year’s PCCH is the third part of a series of conferences organised by the very dedicated, socially-conscious members of the Regionalization Students Organization (RSO) of the UP College of Medicine. This year’s theme, My Goal, Our Goal: A Millennial Doctor, is what every nation desires its doctors to become and your presence here reflects the affirmation of your commitment and dedication to be that doctor for all. To be advocates of community health and community medical education does not necessarily mean that we have to be at the remotest barangays of our country but more on how each one of us can contribute in our own little way, to achieving the goal of providing health for all. I know this is not an easy task but if each one of us, even in the early years of our medical careers, is kept aware of the problems that plague our health system and knowing we can do something about it, then we are on the right track in achieving our goal of being a millennial doctor. The organizers of this conference have lined up for you very interesting and relevant topics for discussion. May you find meaning and relevance of the messages in this conference in your lives as future doctors.

I would like to congratulate once again my dear RSO for organizing this conference. You all know that I have always been proud of you and the things you do to serve our nation. As we all say, For The Nation, Thru The Regions.

Message from the

RSO PRESIDENT

Maayong adlaw sa tanan! It is with great honor that I welcome everyone to PCCH 2014, the 3rd Philippine Conference on Community Health!

The first PCCH materialized in 2012 after two long years of brainstorming and preparation, and it focused on crossing the bridge towards health equity. The ambition was to help achieve health for all by starting out early on in the medical career and the goal that time was really to make medical students more aware of the current Philippine health situation and hopefully influence them to become community-oriented doctors in the future. The second PCCH strengthened the ambition, focusing on the foundations of health for all. Health is multi-factorial and it is only through the functional interaction among its building blocks that we achieve a strengthened health system.

In the field of medicine, there are a lot of options and the roads will forever diverge into the different specializations. So we ask: when the roads diverge, which path will you choose?

Often others would think of being community-based, such as being a doctor to the barrios or being a municipal health officer, as the only way of contributing to the community. This year, the PCCH team aims to debunk that misconception. We have invited speakers from the different fields of medicine – health policy and governance, primary care, academe, health informatics, health financing, specialty care, research and NGOs – to enlighten us on how to be community-oriented five-star physicians despite our chosen field.

One more thing I would like to mention is that this year, we are not doing the conference in our usual venue (Buenafe Hall). I guess destiny has its own way of letting us bring the conference to no less than the Philippine General Hospital. For most of you, it will be a first so cherish the short time you have to see how it is inside the four corners of PGH. It might touch you in ways you never expected.

The feedback from the participants of the first and second PCCH has really been inspiring and this has motivated us to make PCCH bigger and better not only this year but in the years to come. I would like to express my sincerest gratitude to all of you who chose to join us in this two-day conference and I warmly welcome you to the UP College of Medicine, to the Philippine General Hospital, and once again to the 3rd Philippine Conference on Community Health!

“MY Role, OUR Goal: The Millennial Doctor in the Road to Health for All”Accountable and responsive health education provides students with an understanding of the broader determinants of health and health care delivery. It encourages students to consider the ways these determinants would transcend the national condition on both clinical and community-oriented perspective.

In the current Philippine health condition where almost half the population is without access to quality health service, globally competent and locally responsive health professionals are needed in order to attain “health for all”. Though various movements in transforming health and promoting community- oriented practice have been initiated by different institutions and organizations, students should understand their significant role and take their position. Realizing the relevance of experiencing community service and seeing its equal significance with specialized medical practice is crucial.

The Philippine Students Conference on Community Health therefore aims to provide students, the future healthcare professionals and stakeholders of health development, with an understanding of the Philippine condition and the relevance of community medicine in transformational education and health practice, and to convince them to be advocates of service for the underserved.

The medical students of the Regionalization Students Organization (RSO) holds the third Philippine Conference on Community Health (PCCH) with the theme: “MY Role, OUR Goal: The Millennial Doctor in the Road to Health for All.” Having been made more aware of community medicine and its role in addressing the health situation of the Philippines, and having learned how the health system works, we must now ask, what career paths can medical students take to serve the community, addressing the foundations of health for all? A new generation of aspiring health professionals are now faced with the challenge of an increasing need for community physicians and health professionals to serve the ever-growing population of the marginalized Filipino patients in the rural and underprivileged areas. Indeed, they are further called to transform their roles as health professionals to go beyond the limits of their field. But how can specialists, academicians and researchers practice and excel within their chosen fields and while still effecting change in his/her community? This year’s PCCH aims for its participants to realize that Community Medicine is has many faces, multidimensional, whose core is the desire to improve the health status of the community. It aims to address community health from all fields of medicine and health.

DR. ESPERANZA I. CABRAL

Dr. Esperanza I. Cabral earned her degree in Medicine in UP and completed her training in Internal Medicine, Cardiology and Clinical Pharmacology at the Philippine General Hospital, Harvard Medical School, Massachusetts General Hospital and the Joslin Clinic in Boston. She then served as Clinical Associate Professor at the Departments of Medicine and Pharmacology, and as Chair of the latter at the UP College of Medicine. She has also served as Director of the Philippine Heart Center, as Chief of Cardiology at the Asian Hospital and Medical Center, and as President of the Philippine College of Physicians, the Philippine Heart Association and the Philippine Society of Hypertension.

She has received many notable citations including the National Outstanding Young Scientist Award by the Department of Science and Technology, The Outstanding Women in the Nation’s Service Award, the Jose P. Rizal Award by the Philippine Medical Association, the Golden Heart Award by the Philippine Heart Association, the Paragon of the Civil Service by the Civil Service Commission, the Outstanding Professional in Medicine by the Professional Regulation Commission, The Outstanding Filipinos Award, The PCP Exemplar in Health Advocacy, the Republic of the Philippines Order of Lakandula, rank of Bayani and the PCP Most Distinguished Physician Award among others.

She had been appointed as Secretary of Social Welfare and Development in 2006, and after 4 years, served as Secretary of the Department of Health. During her time of service in those departments, she was able to lead them to become top performing government of agencies.Currently, she is a public health advocate and Senior Program/Policy Advisor of the UnitedNations Population Fund (UNFPA).

DR. ROMELEI CAMILING-ALFONSO

Dr. Lei Alfonso’s primary motivation is desire to help address the needs of mothers and young children through evidence-based and equitable interventions. Her community-oriented perspective comes from her experience as a lone physician in a remote and disadvantaged island municipality in Palawan under the Department of Health’s Doctors to the Barrios Program. Motherhood gave her further insight into public health gaps, particularly in the area of newborn care and breastfeeding.

She served as a hospital-based lactation clinician for a private tertiary hospital but now devotes her time to training public health workers. Her interest and relevant network in lactation medicine allowed her to co-convene voluntary responses for Infant and Young Child Feeding in Emergencies for Typhoons Pablo and Yolanda. She was also actively involved in drafting the

Ateneo de Manila University Graduate School of Busines and Clinical Associate Professor of the Department of Clinical Epidemiology and the Department of Family and Community Medicine of the University of the Philippines (UP) College of Medicine, and Research Associate Professor of the UP-National Institutes of Health, among his various other teaching positions.

Dr. Banzon obtained his medical degree from the University of the Philippines College of Medicine, and his Masters of Science degree in Health Policy, Planning and Financing from the London School of Economics and the London School of Hygiene and Tropical Medicine. After medical school, he worked as a community health physician and community organizer with the Philippine Rural Reconstruction Movement, the International Institute of Rural Reconstruction, and the Institute for Maternal and Child Health.

DR. JUNE PAGADUAN-LOPEZ

Dr. Lopez is a graduate of UP College of Medicine class of 1976. After graduating, she took her residency in Psychiatry at the University of the Philippines – Philippine General Hospital, and her Psychiatry fellowship on torture at IRCT/Righospitalet, Copenhagen. She is currently a Professor of Psychiatry at the College of Medicine, University of the Philippines, Manila. In 2012, she was elected to be a member of the United Nations Subcommittee on Prevention of Torture and Other Cruel, Inhuman or Degrading Treatment or Punishment (SPT). Furthermore, she is also a founding member of International Rehabilitation Council for torture Victims, board member of the Sexual Violence Research Initiatives of the World Health Organization and the founder of Medical Action Group and Philippine Action Against Torture. She is also involved as a forensic adviser and expert witness on cases of torture and VAW Training and policy legislation on Torture and Violence Against Women (VAW).

DR. JAIME MONTOYA, MSC, PHD, MD

Dr. Jaime Montoya is an Infectious Disease Specialist who has trained in various universities, such as the London School of Hygiene and Tropical Medicine, the University of the Philippines College of Medicine, the Juntendo University

Philippine operational guidelines on infant feeding in emergencies during the height of the response to Typhoon Yolanda. Most recently, she helped in the design and development of breastfeeding modules for the capacity-building of health workers in response to the Bohol Earthquake and to Typhoon Yolanda through the assistance of WHO and UNICEF.

Dr. Alfonso is an alumna of the University of the Philippines College of Medicine. She is currently a consultant for maternal and child health, working for the implementation of the Essential Intrapartum and Newborn Care (EINC) Protocol through various approaches. Her recent projects with Kalusugan ng Mag-Ina, Inc. allowed her to provide LGU technical assistance which facilitated the uptake/implementation of the EINC protocol in urban poor areas in Quezon City and post-calamity areas in Panay.

DR. DELEN DE LA PAZ

Dr. Edelina dela Paz is a member of the UP College of Medicine Class of 1980 and is currently an Associate Professor of the Department of Family and Community Medicine at the UP College of Medicine. She also holds various other positions in the university as Vice Chief of the Social Medicine Unit (SMU), OIC Chief of the Community-Oriented Medical Education (COME) Unit and Co-Chair of the Regionalization Program Committee. After graduating from the UP College of Medicine, Dr. Dela Paz has been a frequent participant and resource person in different seminars on various health issues both locally and internationally.

DR. EDUARDO BANZON

Dr. Eduardo P. Banzon is a Senior Health Specialist of the Asian Development Bank. Prior to this post, he was Regional Adviser for Health Economics and Financing of the World Health Organization-Eastern Mediterranean Regional Office (WHO-EMRO). He was also a Health Economist in WHO-Bangladesh, former President and Chief Executive Officer of the Philippine Health Insurance Corporation (PhilHealth) and a Senior Health Specialist for the East Asia Pacific region of the World Bank. He has also served as a faculty member of the Health Unit of the

School of Medicine, the University of California, Davis, Cornell University, and Brown University. He has also been honored by many institutions, such as the Royal College of Physicians of U.K. and the Philippine Board of Internal Medicine and Infectious Disease. He is also an honorary fellow of various institutions such as the Royal Institute of Doctors, Singapore, the Philippine College of Physicians (FPCP), the Philippine Society of Microbiology and Infectious Diseases (FPSMID), and the American College of Physicians (FACP), the Philippine College of Chest Physicians, the Royal College of Physicians of Thailand.

In additoin, Dr. Montoya is also a public health expert with extensive experience in program implementation of tuberculosis control and control of emerging infection. As an international health expert, he successfully formed the ASEAN Network for Drugs, Diagnostics and Vaccines Innovation (ASEAN-NDVI) with the help of the ASEAN and WHO-TDR. He is the Philippine focal person for biotechnology for ASEAN and for Health Sciences for EU, a member of the Regional Committee for Asia and the Pacific of the International Council of Science, and the lone Philippine expert of the WHO Western Pacific Region Clinical Advisory Committee for Emerging Infections.

He has received numerous awards in the fields of medical research, education, medical writing, medical society leadership and community service, including Outstanding Young Scientist of the Philippines (1998), citation as one of the Ten Outstanding Young Men of the Philippines (2001), and recognition as one of the SARS Heroes by the Department of Health. Most of his researches were pioneering and landmark studies that impacted greatly on TB management as well as on public health policies.

DR. EDITHA CAÑETE-MIGUEL

Dr. Editha Cañete-Miguel graduated from the University of the Philippines College of Medicine in 1978. After completing her residency in Internal Medicine at the Philippine General Hospital, she engaged in specialty/subspecialty training in infectious & tropical diseases at the Research Institute of Tropical Medicine.

She has held numerous positions in various organizations such as Executive Director of

Alayka Palawan, a Province-wide Community Based Health Program; President of the Southern Luzon Chapter of the Philippine College of Physician; Chairperson of the Ethics Committee of the Philippine College of Physicians; and President of the Palawan Medical Society. She was also a coordinator for various international efforts in community medicine and disaster relief in Sri Lanka, Indonesia, China and India. She is presently engaged in numerous medical efforts as the Executive Director of the Agape Rural Program, a Consultant at Ospital ng Palawan, and a trainer and consultant of community-based malaria control.

Her lifelong dedication to training others for holistic health and development to improve the health conditions and the quality of life of poor, needy and underserved communities has been recognized by various institutions by way of awards, such as her inclusion in the Medical Missions Hall of Fame in Toledo, Ohio; the Bayaning Pilipino Award Gawad Geny Lopez; Palawan Governor’s Award; the Sasakawa Health Prize from WHO; Heroes for Health from DOH-Pfizer Philippines; and the Centennial Award for Community Service from the UP College of Medicine.

DR. PATRICK SYLIM

Dr. Patrick Sylim graduated from the University of the Philippines College of Medicine in 2011. He has since been involved in various telehealth and ehealth projects and initiatives, having trained in Apelon Distributed Terminology Service, and having been certified in the Online Health Informatics Course for health professionals and implementers from De La Salle University. He has since acted as project manager of various telehealth initiatives such as the Hepatitis B Survey System, the Mobile Tuberculosis Surveillance System, and the National Rabies Information System. Presently, he is the project manager of the ongoing Medical TeleParasitology Project.

DR. GENE NISPEROS

Dr. Gene Nisperos is a member of UP College Medicine Class 1993. From 2010 to 2012, he was a research associate in the National Telehealth Center, UP Manila. Currently, he is the

DR. ANTHONY CORDERO

Dr. Anthony Cordero is a faculty member at the Department of Family and Community Medicine (DFCM) of the UP College of Medicine, and was previously Director of the UP Manila Center for Gender and Women Studies. Dr. Cordero has been recognized for his exemplary training, service, and teaching performance in family & community medicine, having been awarded the “Dr Maximo Borromeo Professorial Chair” in 2006, and the “UP Manila Professorial Chair” in 2013, both by the University of the Philippines.

DR. RYAN JULIUS BAÑEZ

Dr. Bañez is a member of the UP College of Medicine Batch 2007 and was a post-doctoral fellow of the United States National Library of Medicine, National Institutes of Health, Bethesda, Maryland, USA. He is currently serving in Electronic Health Records International, Inc . as the Chief Medical Informatics Officer. His researches greatly contributed to the advancement of medical technology related to imaging, QR codes, and community health information systems. Dr. Bañez is a lecturer at the Ateneo graduate School of Business and at St. Luke’s College of Medicine, and is also actively involved as an Informatics consultant to the National Kidney Transplant Institute, the West Visayas State University and the National telehealth Center.

DR. PURA ANGELA WEE CO

Dr. Co is presently a consultant of the Health and Nutrition Section of UNICEF Philippines. She had been involved in various initiatives to improve the Philippine healthcare system having been Associate Director of the Zuellig Center for Asian Business Transformation, Project Lead for the Alliance of Improvement of Health Outcomes, and Research Associate of the Health Futures Foundation. She received her Doctor of Medicine degree and her Master in Arts Health Policy Studies from the University of the Philippines Manila, and her Master of Science in Public Health from the London School of Hygiene and Tropical Medicine.

Vice Chair of the Health Alliance for Democracy, and a lecturer of the Department of Family and Community Medicine in the UP College of Medicine.

DR. PAOLO MEDINA

Dr. Paolo Medina graduated from the UP College of Medicine in 2009, and since December of that same year, has served as the Municipal Health Officer of Quezon, Quezon. He is currently the Secretary of the Quezon Chapter of the Association of Municipal Health Officers in the Philippines, actively involving himself in local health systems policy making and implementation not only in the Quezon Province but also in the greater CALABARZON region. He is also regularly invited to train community health workers and health system leaders by both local and national government agencies. A former Research Associate at the UP National Institutes of Health and a proud graduate of the UP College of Medicine INTARMED Program, Dr. Medina also took part in the 8th Finnish Global Health Course last 2011 at the University of Tampere School of Public Health in Finland. Since 2012, he has instensified his efforts of giving relevance, purpose and context to the education of medical students through his Frontline Rural Health Systems Summer Immersion Programs.

DR. JACQUELINE MOMVILLE

Dr. Momville is a graduate of the Jesuit Volunteer Programme and UP College of Medicine class 2011. Currently, she is serving in Sabtang, Batanes as a Doctor-to-the-Barrio. She chaired the UP College of Medicine Regionalization Students Organization back in her medical school days and spearheaded the move to expand its membership to the qualified students from Metro Manila and NCR. This increased the awareness of UP medical students with regards to the potential career opportunities in the undeserved areas in the Philippines. She also contributed greatly in redesigning the annual community immersion programs of the UPCM RSO, ensuring that the immersion programs emphasized the physicians’ different roles to help develop the Philippine Health Care System.

DR. LESTER GEROY

After graduating from the UP College of Medicine in 2005, Dr. Geroy pursued studies in Global Health at the University of Tampere, Finland, earning his diploma in 2007. He then pursued a Masters degree in Public Health at the University of the Philippines Open University, and a Masters in Health Policy and Financial Planning at the London School of Economics and Political Science and London School of Hygiene and Tropical Medicine, which he obtained in 2010 and 2011 respectively. He was a member of the Asia Pacific Academic Consortium for Public Health from 2008 to 2013, the Safe Hospitals Project Coordinator and Information Assistant at the World Health Organization, Emergency and Humanitarian Action from August 2008 to September 2010, and the City Health Physician at the City Health Office in Malaybalay, Bukidnon. Previously, he was coordinator of a health sector disaster risk reduction project implemented in Cambodia, Laos, the Philippines and Vietnam under the WHO and the European Commission Humanitarian Aid. He is currently involved in health policy and systems analysis in Public Health at the World Health Organization.

DR. CHARISA MIA D. SALUD-GNILO

Dr. Salud-Gnilo is a Dermatology consultant of the Department of Medicine of the Philippine General Hospital. She acquired her medical degree from the University of the Philippines College of Medicine. She holds an MS for Clinical Epidemiology from the same university. Dr. Salud-Gnilo has been coauthor in numerous recently published researches, and has served as chairperson of the Research Dissemination and Utilization Office of the National Institutes of Health.

DR. ALLAN CONCEJERO

Dr. Allan Concejero graduated from the University of the Philippines College of Medicine in 1995, completed his general surgery and his cardiothoracic and vascular surgery training at the Department of Surgery, Philippine General Hospital. He then trained in Liver Surgery and Transplantation at the Chang Gung Memorial

Hospital-Kaohsiung Medical Center in Taiwan from 2004 to 2006, where he remains a visiting associate professor. Upon returning to the UP College of Medicine, he was appointed as a Clinical Associate Professor, and is presently a consultant surgeon in the Divisions of Thoracic and Cardiovascular Surgery, and Surgical Critical Care of the Department of Surgery of PGH. He was part of the first pediatric living donor liver transplant in the Philippines by an all-Filipino team in January 2011, and performed the first successful liver transplant in March of the same year. This year, he performed the first and second right lobe adult-to-adult living donor liver transplant in the Philippines at St. Luke’s Medical Center. He is a Diplomate and Fellow of the Philippine Association of Thoracic and Cardiovascular Surgeons, Inc. and has been a Fellow of the Philippine Board of Surgery since 2001. He has more than 90 publications in local and international journals.

DR. MARIA ELLEN R. LICUP-MEDINA

Dr. Maria Ellen Licup is a member of the UP College of Medicine Class of 2009, and was part of the Intarmed Program. She is currently a Project Associate of the Operations Group at the Zuellig Family Foundation (ZFF), and the Secretary of the Alliance for Improving Health Outcomes (AIHO). She was also Supervising Health Program Officer of the Response Division at the Department of Health-Health Emergency Management Staff from 2011 to 2012. From 2010 to 2011, she held the position of Project Management Officer (Hospitals Safe from Disasters) at the World Health Organization-Western Pacific Regional Office. Just recently, Dra. Licup took part in the 9th Global Health Course at the University of Tampere School of Medicine and Finnish Medical Society Duodecim, in Tampere, Finland.

DR. DARBY E. SANTIAGO

Dr. Darby E. Santiago is a graduate of University of the Philippines College of Medicine Class 1996. He finsihed his ophthalmology training in the University of the Philippines - Philippine General Hospital is 2002, became a Diplomate of the Philippine Board of Ophthalmology in 2003, and in 2005, completed his Fellowship in Vitreous, Retina, and Macula Surgery in the

UP-PGH Sentro Oftalmologico Jose Rizal. Dr. Santiago’s heart for the community is exemplified by his 18 years of volunteer work. This includes being a Volunteer Community Physician to the Upland Muicipalities of Lacub, Tubo in Abra Province, Cordillera Mountains (October 1996-March 1997). He also volunteered as a physician in several organizations like the Community Medicine Development Foundation/ CHESTCORE(1996-1999), the Council for Health and Development (2003-2005) and the UP Pahinungod (2000-present). Currently, He is very active in the academe, being the Course Coordinator and a Clinical Associate Professor in the Department of Ophthalmology, UP-PGH, and the Vice-Chief, Community Oriented Medical Education (COME) Unit, UP College of Medicine. He has numerous past and on-going papers and researches, mostly on ophthalmology but not limited to it. He participated and lectured in various lectures and training workshops, both locally and internationally. Truly he represents a Five-Star Physician.

RENE GERARD GALERA JR. MD, MPH

Dr. Rene Gerard Galera, Jr. graduated from the University of the Philippines College of Medicine in 2009. He has since been involved in public health, having attended various trainings and workshops; in 2013, he received a Masters degree in Public Health from Israel’s Hebrew University. He is currently the Nutrition in Emergencies Officer of the Health and Nutrition Section of UNICEF Philippines. Prior to his holding his present position, Dr. Galera has experienced being a research assistant in the Department of Clinical Epidemiology of UPCM; a volunteer research assistant in the Department of Microbiology and Molecular Genetics Laboratory in Hebrew University of Jerusalem; the supervising health program officer of the preparedness division of the health meregency managements of the Department of Health; and resident physician in UHBI Parañaque Doctors’.

DR. CARL ABELARDO ANTONIO

Dr. Antonio is an Assistant Professor 4 of the University of the Philippines’ College of Public Health. He acquired his medical degree in 2009, and his masters degree in public health earlier

this year. As an expert on the field, he has been involved in numerous initiatives, both by local and international institutions, that seek to improve public health; he was a consultant for the Zuellig Family Foundation in 2013 for a project that sought to strengthen Rural Health Units, and for the Pasay City Government as Medical Officer III/IV, among others. He is presently engaged as a technical consultant of the College of Public Health in the development of an interagency roadmap for chemical safety management and toxicology, as well as GBD expert for a research study spearheaded by the Institute for Health Metrics and Evaluation of the Uiversity of Washington.

DR. RAFAEL BUNDOC

Dr. Rafael Bundoc is an associate professor at the department of anatomy of the UP College of Medicine, and is a consultant of the spine section of the department of orthopedics of the Philippine General Hospital. He has honed his skills in various institutions such as in the Prince of Wales Hospital, Chinese University of Hong Kong; the Nuffield Orthopedic Center of Oxford University, where he studied scoliosis surgery; and the Strathclyde University in Glasgow, Scotland, where he acquired a diploma in biomechanics. His clinical practice is based in the Philippine General Hospital, where he also takes an active role in research related to spine surgery.

DR. CARMENCITA PADILLA

Dr. Carmencita D. Padilla, the newly elected 9th Chancellor of the University of the Philippines Manila is a pediatrician and geneticist. She graduated from the UP College of Medicine in 1981 and had her Pediatric Residency Training in PGH. She took a fellowship in Clinical Genetics in Australia and Masters in Health Policy in the UP College of Public Health. She has made major contributions for the improvement of health care of the country one of which is setting up the Newborn Screening Services in the Philippines in 1996. She crafted and lobbied for the enactment of the Newborn Screening Act of 2004 which led to the implementation of the Comprehensive Newborn Program in the country. She also established the genetic services at UP Manila in 1990 and Philippine Genome Center in 2009.

She is currently pushing for the passage of the Rare Disease Act of the Philippines. She is also an Academician of the National Academy for Science and Technology (NAST), a Professor 12 at the UP College of Medicine, and University Scientist 3 of the UP System. Dr. Padilla is a multi-awarded physician that has achieved numerous successes for the improvement of health care in the country.

DR. GENEVIEVE P. DAVID

Dr. Genevieve P. David is a graduate of the University of Santo Tomas Faculty of Medicine and Surgery (2007). She was a Doctor to the Barrio and Municipal Health Officer from 2008-2011 in Occidental Mindoro, where she was recognized by the DOH for her efforts in community organization. She also took up Masters in Public Management in the Development Academy of the Philippines from 2010-2012. In 2012, she was a recipient of the Erasmus Mundus Scholarship. She took up Masters in Public Health in the University of Sheffield, United Kingdom which she finished last 2013. From 2013-2014, she also took up Masters in Public Health specialization in Health Economics and Governance of Health Systems in Jagiellonian University, Poland. She was also an intern for the World Health Organization in Switzerland for their Health Financing Policy Unit and the International Health Department of Maastricht University in the Netherlands this 2014. Since finishing her medical training, she has participated in various local and international conferences, seminars, and courses on Public Health and Health Care. She is currently a faculty member and consultant of the Graduate School of Public and Development Management of the Development Academy Philippines. She is also a Unit Manager for the Office of Health Systems Research Management under DOH-PCHRD.

The Regionalization Students Organization (RSO) of the UP College of Medicine is composed of medical students from the different regions of the Philippines who burn with the passion of improv-ing the health condition of our country, especially the places which are underserved. Accordingly, the organization’s core values consist of SERVICE, SOCIAL JUSTICE, LEADERSHIP, SOLIDARITY, and LOVE OF COUNTRY.

RSO began in 2001 as an organization for the students of the UP College of Medicine who are part of the college’s Regionalization Program, that requires them to return to their region of origin to practice for at least the agreed upon duration. RSO has since evolved, expanding its membership to include not just the students of the Regionalization Program but all of the college’s interested medical students, coming from the various regions of the Philippines.

The yearly highlight among RSO’s slate of planned activities is the Summer Organization Immersion. Every summer vacation, RSO affords medical students the opportunity to immerse themselves in specific partner communities, where they are given the chance not merely to exercise their acquired medical skills in a rural community setting, but also to be exposed to the rural realities of our medical system to which one is rarely exposed to in the urban environment of medical college, as well as to live as part of a rural community, learning about their culture and lives.

Meanwhile, the Regionalization Program students also hold their own summer immersion activities in their respective provinces. As an integral part of their summer immersion program, they execute Community Researches that aim to identify the health needs of their chosen community. Some of these community researches also aim to create sustainable solutions or programs addressing the health needs of their community. The Community Researches are then presented to the college, both local and international conferences, and may even be published in the Acta Medica (the official medical journal of the UP College of Medicine and College of Public Health).

Today, RSO continues to be one of the most dynamic organizations of the UP College of Medicine, drawing more and more members each year, and slowly gaining ground on its advocacies. Truly, RSO remains an inspiration to all medical students in exemplifying passion in serving the under-served Filipino people.
