GENERAL QUESTIONS NEXT GENERATION INDUSTRY PARTNERSHIP, APPRENTICESHIP AND PREAPPRENTICESHIP GRANTSWhen should I register with the Commonwealth’s Vendor Data Management Unit?To receive a grant from the Commonwealth of Pennsylvania, you must register as a non-procurement vendor with the Vendor Data Management Unit (VDMU) to obtain a SAP Vendor ID. If you are not already registered, applicants should begin this process as soon as they submit their PAsmart application. Registering early will reduce any unnecessary delays with processing grant agreements for awardees. You must complete this step prior to completing a PAsmart grant agreement.

If a Local Workforce Development Board is already registered with the Commonwealth’s Vendor Data Management Unit, must it register again? No, if you are already registered and have a SAP Vendor ID, you do not need to register again.

What are the next steps after receiving a grant award?If you are awarded a If you are awarded a PAsmart grant, you must enter into a grant agreement with the Commonwealth of Pennsylvania. The Department of Labor and Industry (L&I) Bureau of Workforce Development Administration (BWDA) will guide you through the grant agreement process and required steps (e.g. notice of obligation, contract, invoicing, reporting, general technical assistance, etc.).

TThe first step is to address any conditions of the award as outlined in the award letter and enter into a grant agreement. The grant agreement process may take several weeks. Once the grant agreement is complete and signed, the awardee will receive a notice of obligation with the final terms and conditions, and reporting requirements. The grantee can then start working under the grant, submit invoices, and required reports.

Will my organization receive a check upfront?All costs incurred under tAll costs incurred under this award will be paid through reimbursement. The grantee must first incur the costs to support the grant and then request payment. The payment process varies depending on whether you are a Local Workforce Development Board or another organization:

Local Local Workforce Development Board: Payment requests must be made through a request for funds (RFF) through the Commonwealth Workforce Development System (CWDS). Payments will be made by the PA Department of the Treasury after the processing and approval of the RFF. All supporting documentation is subject to review by L&I and may be requested at any time. If requested, supporting documentation must be Source documentation and must be provided within five (5) business days.

OtOther Organization: The PA Department of the Treasury will make payments after L&I approves submitted invoices and supporting documents. Invoices and supporting documents must be submitted by the 5th of each month. Invoices, supporting documentation, and financial status reports will be reviewed L&I staff. Once approved, the payment requests will be made through a RFF via CWDS.

How many grant application(s) can an organization submit for each PAsmart grant program? There are currently no restrictions on the number of applications an entity may submit.

What is a community-based organization?A community-based organization refers to any public or private non-profit organization working at a local level.
