• Human services crisis has increased over the past year; Illinois fiscal situation the worst in the nation• A lot of activity intended to improve the system, but also challenges to actually move forward:

– Formation of Responsible Budget Coalition– Growth of IPHS– Formation of Human Services Commission– HB5124 passed and signed– City of Chicago’s Getting Them Paid work group

• Two-pronged approach of fiscal reform and systems reform seems to resonate• Upcoming elections create uncertainty around existing work at the state• Public aware of state’s fiscal issues, but believe they can be solved by cutting out waste• Greater awareness of state’s impact on human services, but common belief that there are too many

providers, and many are unsympathetic to human services recipients
