Partner details

Inova+ is a consulting company specialist in implementing innovation strategies in SMEs (innovation processes, organisational development, technology and innovation audits), dissemination activities, technology watch, project management (planning, organising, directing, controlling) and project financing. The company is made up of a pool of professional consultants and university professors experienced in managing Innovation Programmes and who are involved in the advanced technology exploitation field.

Function of partner in the project

Inova+ will be responsible for project management and coordination. Inova+ will also support SMEs towards the development of new added value services in best practices and knowledge in implementing ICT solutions or strategies. Inova+ will monitor and scout the best available ICT technologies on microelectronic components, microsystems and embedded systems, promoting innovative business models to invest in.

Previous experience in the domain of the proposal

Inova+ coordinated the following EC projects: Get-In - Cost-effective and targeted action aimed at increasing participation from candidate countries SMEs on IST projects by providing training, tools and support services. Star-Net - Star-net network is the first step towards the formation and development of a consolidated structure for support of organisations in all NMS and AC for participating in EC IST activities. Boost-IT - Boost-IT project intends to improve the levels of innovation and technological cooperation in Europe - and in particular in Southern Countries, New Member States and Candidate and associate countries, where such levels are lower – by implementing a range of technological services targeted to what is the driven force behind European economic recovery and growth: high tech SMEs and spin-offs from the IT sector hosted in small scale incubators. Surface Net - Encourage and facilitate the participation of Transport SMEs from RO, BG and TR in FP7 Transport theme. Secure SME - The main goal of the SecureSME project is to be an added value to the integration of SMEs operating in the area of Security and by doing this, increase the participation of SMEs in European Research activities. INNOVALL (eTEN) - INNOVation and creativity e-Service for problem solving (using TRIZ methodologies) based on public information for ALL. Inova+ also participated in several ICT projects as a partner. One of these projects is CEEC-IST - Encourage and facilitate the participation of IST organizations from the CEEC in the activities of the priority 2 “Information Society Technologies” of FP6 and, on the long run, to FP7.

He is a regular speaker on Innovation, EU policies and Information Technologies topics in conferences at national and international level, having been invited speaker on events organized by the European Commission.

Coordinator of BANDWIDTH 2000 project (eTEN)

Partner details

Waterford Institute of Technology is a publicly funded third level institute in the South East region of Ireland with over 10,000 students enrolled on a broad spectrum of courses. The Telecommunications Software & Systems Group (TSSG) is the largest telecommunications research centre in Ireland with staff and students working on a range of nationally funded and EU-funded research programmes and projects, as well as doing some direct commercial consultancy and development. The TSSG was established in 1997 under the directorship of Dr. William Donnelly. The main area of research is telecommunications and emerging architectures for management of complex telecoms systems. The TSSG has strong expertise in the area of distributed object technologies and web-based solutions, and apply these skills within the telecommunications domain, and other thematic areas.

Function of partner in the project

Waterford Institute of Technology will use the knowledge it has gained in previous eTEN projects to support SMEs in their development of best-practice methodologies that will facilitate the exploitation of ICT based solutions.

Previous experience in the domain of the proposal

The TSSG has ensured the effective dissemination of the knowledge and expertise gained within the above mentioned European projects by working directly with Irish and European industry to support the development of products. The TSSG focuses on providing research and development capability to those who otherwise would not have access to state of the art solutions (see www.tssg.org). The TSSG is in the process of establishing a National Telecommunications Services Research Centre (NTSRC), funded by Science Foundation Ireland, with a number of key academic and industrial partners in Ireland (Ericsson, Eircom, O2, UCD, UL, CIT, and Lake Communications). Due to the origins of the college, much of the research carried out by the TSSG is industry driven applied research. The institute has strong links with all of the major local industries both indigenous and multinational. The WIT staff also work as consultants for these industries. WIT-TSSG has established a programme supporting the establishment of start-up high technology companies within the region, and a campus company programme for the exploitation of research results. The TSSG has a strong record of participation in European funded projects both at the technical and project management level. Within the ACTS programme the TSSG was the project manager of the DIFFERENCE, ACTSLINE and FlowThru projects. The TSSG also participated as a technical partner in the SUSIE and Gestalt projects. In the Ten-Telecom (now eTEN) programme the TSSG

were prime contractors of BANDWIDTH 2000 and Nitoura II. In IST the TSSG participated technically in the FORM, E-Factors, Intermon and Guardians projects, and was the co-ordinator and project manager of ALBATROSS, FLEXWORK and OPIUM.

Gary has previously managed a number of research projects including the European Commission project Opium, which was a pan-European trial of 3G services. Previous experience in the domain of the proposal

The high quality of the research and consulting work carried out to-date by the UPRC has led to a large number of collaborations either in the frame of EU-funded projects, or undertaken on behalf of large domestic companies and institutions, e.g., the National Telecommunications Organization, the Greek Ministries of Education, Health, Economy, etc., the General Secretariat for Research and Technology, to name the most recent.

Dr. Despina Polemi

Dr. Despina Polemi has obtained the Degree in Applied Mathematics from Portland State University (USA) in 1984, Ph.D. in Applied Mathematics (Coding Theory) from City University of New York (Graduate Center) in 1991. She held teaching positions (1984-1995) in Queens College and Baruch College of City University of New York. From 1991 to 1996 was assistant professor (tenure track) in State University of New York at Farmingdale in the department of Mathematics. During 1996-2005 was an associate researcher in ICCS. During 2000-2004 acted as President of the BoD and Technical Manager in Expertnet (www.expertnet.net.gr). She is currently a Professor in the University of Piraeus teaching cryptography, security and e-business. Her current research interests are in the fields of security. She has over sixty publications in the

above areas. She has received many research grants from various organizations such as the Danish Research Foundation, MSI Army Research Office/Cornell University, IEEE, State University of New York (SUNY), and The Graduate School of City University of New York (CUNY). She has been project manager (PM) / technical manger (TM) in security projects of various programmes such as National Security Agency (NSA), Dr. Nuala McGann Drescher Foundation, Greek Ministry of Defense, INFOSEC (Biometrics Study, EUROMED-ETS, BESTS), TELEMATICS for Administrations (COSACC) and the Fifth Framework IST Programme (HARP, BEE, SEED, WebSig, TSEC, CORAS, RESHEN, SEED, La Mer, SECRETS, INTELCITIES, SELIS, SWEB). She participated in the EC security projects of the programs COST, ACTS, and NATOs’ security projects. She is a member of IEEE. She serves as an evaluator, reviewer and expert in the European Commission and consultant for the FP6.

Promoroma is the Special Agency of the Chamber of Commerce of Rome that coordinates and implements communication through innovative projects for business development and the promotion of a coordinated image of the Rome Chamber of Commerce and of its other Special Agencies to businesses, to the institutions and to public opinion by, highlighting the activity of the Chamber and its contribution to the economic development of the territory. To these ends, Promoroma: • implements innovative initiatives for the Chamber system and especially for local business • implements communication for the Chamber system as a whole • organizes talks, conference, seminars and other events • handle the internal press office • manages the Rome Chamber of Commerce’s web site • runs an up to date documentation centre, the Bibliocentro, through which it enhances the

historical-documentary heritage of the Chamber, also managing the Chamber conference halls and spaces.

Function of partner in the project

Promoroma will support SME’s towards the development and usage of best practice ICT added value services , helping to increase productivity and competitiveness’ of companies. . It will also assess the ICT Innovation policies at a European and national levels. Promoroma, thanks also to its direct contact with more than 400.000 companies of the Roma province, could analyse and target in depth specific local economic sectors such as microelectronics components, microsystems and embedded systems. A specific link with the same sectors could also be created and deepen through the special relationship existing between Promoroma and the Tecnopolo SpA, a scientific park participated by the Rome Chamber. Various companies also operating within the sectors above mentioned, are located in the Tecnopolo area and easily to reach. Promoroma could also exploit on this purpose its special links with other local research institutions specifically dealing with the mentioned sectors. Finally, Promoroma, as Special Agency of the Rome Chamber, operates within a local geographical province particularly experienced in the ICT sectors, with also many “points of excellence” referred to the microelectronics components, microsystems and embedded systems.

Previous experience in the domain of the proposal

As to the Promoroma role and participation in EU projects, especially due to the direct Chamber contact with a critical mass of more than 400.000 SMEs, the following skills/expertises and key

ARC Fund was established in 1991 and today is one of the most influential Bulgarian research NGO active in the field of innovation and knowledge economy. The organization’s mission is aimed at concerted development of knowledge-based societies in the countries of Southeast Europe. Its activities encourage competitiveness and growth of economies in the region through promotion of innovation and transfer of advanced technologies and know-how; and facilitate the cross-border networking and capacity building of SMEs, research community, NGOs, and public and private agencies, based on opportunities created by information and communications technologies (ICTs); Since 1997 ARC Fund has been member of the European Innovation Relay Centres (IRCs) network and coordinator of the national IRC-Bulgaria. ARC Fund provides technology brokering, innovation counseling, training and information services to over 3000 clients, representing both leading high-tech or advanced industries (such as, for example, environment, energy efficiency, renewable energy sources, ICTs, biotech) and more traditional, but equally important industrial sectors such as textiles, food, furniture production or transport.

Previous experience in the domain of the proposal

Under FP6/5 ARC Fund implemented an array of projects in areas as diverse as environment (EraEnvironment), Energy (as key thematic priority within the IRC-Bulgaria), agri-food (Quality-Meat, SARA), ICT (EuropeanIST, ISTBonus, GET-IN, OpenTTT, Safer Internet, MediaTrans, e-Bulgaria – national funding), transport (TranSMEs) and in textile (ITE, Fashion to Future). In all projects ARC Fund works in close cooperation with key government agencies and local authorities in Bulgaria in defining national and regional innovation and ICT policies. Within FP6 ARC Fund has National Contact Points for the Innovation and SME programmes, under the FP7 has NCP for the Regions of Knowledge programme. Over the recent years ARC Fund initiated and coordinated two Regional Innovation Strategy (RIS) actions - for the South Central and the South West Regions of Bulgaria (DG Enterprise), as well as a pilot Technology and Innovation Foresight for Bulgaria and Romania (DG Research) project in the areas of biotechnology and e-government, and a DG-contracted project ForeIntegra – Integrating Foresight in Research Infrastructure Policy Formulation (DG Research). ARC Fund has been invited, as coordinator, by the European Commission to contract negotiations on the successful proposal for the new CIP network – a continuation and integration of the present networks of IRCs and EuroInfoCentres (EICs), envisaged having its operation started as of January 2008. In 2006 ARC Fund was contracted to develop the country report for Bulgaria: Strategic Evaluation on Innovation and the Knowledge-based economy in relation to the Structural and Cohesion Funds, for the programming period 2007-2013 – a report to DG Regional Policy. ARC Fund was also commissioned by the Bulgarian Ministry of Economy and Energy to develop the Annual report on the Bulgarian National Innovation Policy 2006. ARC Fund has a solid track-record of successful international projects supported by the European Commission (FP4, FP5, FP6, Leonardo da Vinci, PHARE), the World Bank, UNDP, USAID, and German Agency for Technical Cooperation (GTZ). ARC Fund was twice awarded Best National Performer - in FP5 and FP6 by the Ministry of Education and Science, the national coordinator for

Key personnel

Daniela Tchonkova, holds MSc in Business Management from the University of National and World Economy – Sofia, and is as well an MSc graduate of the University of Architecture and Civil Engineering - Sofia. Her position at ARC Fund is Programme Coordinator. She is currently managing the Regional Innovation Strategy (RIS) for the South West Planning Region of Bulgaria project, and the ForeIntegra project - Introducing Foresight in Research Infrastructures Policy Formulation. The former project embeds analysis of the regional innovation system and prioritization of the leading sectors for regional economic prosperity, with ICT being among the ones in focus. She is also involved in the IRC-Bulgaria project delivering consultancy to SMEs in the service sector, especially in the field of ICT. Ms Tchonkova being a coordinator of the team of Innovation and Technology Transfer Programme of ARC Fund has been involved in the implementation of ICT oriented projects, such as: EuropeanIST, ISTBonus, GET-IN, OpenTTT. She has managed a cross-border cooperation (CBC) project in the field of implementation of information technologies in eco-tourism between West Bulgaria and Serbia and Macedonia as well.

For more than 10 years Dr. Mara Jakobsone worked as associated professor at the University of Latvia, Faculty of Business Administration. Mara Jakobsone has large experience to lead national and international projects, coordinate expert networks, organize seminars, trainings and information dissemination. In particular GRNET manages the Operational Programmes e-Business Forum and the Go Digital Training Support (www.goonline.gr). The main objectives of these programmes include the promotion of Internet technologies, the exchange of opinions, ideas and expertise, and the transfer of advanced IT knowledge to the economy and society. E-business Forum(www.ebusinessforum.gr) is a standing State consultation mechanism with the business and academic community, social and professional agencies, aiming at producing views and proposals to strengthen business competitiveness in the new digital market and support electronic entrepreneurship. GoOnline is an action line of the Operational Programmes, Information Society and Competitiveness funded by the 3rd European Union Support Framework, for the period 2000-2007. The main objective of GoOnline is to encourage the deployment of Information and Communication Technologies (ICTs) by 50,000 Greek SMEs of between 2-10 employees and make them aware of the benefits and prospects that have arisen in the new technological era. GoOnline is currently being implemented in Greece as part of the European GoDigital initiative. The Greek Research and Technology Network GRNET S.A., is the Programme Implementation Authority of the Training Support of the Go-Online program. The Training Support of the Go-Online is a 22,3 M, 5-year Program funded by the EU Structural Funds, and consists of two action lines: - Action Line 1: E-business Information Support Service to SMEs, is being implemented by a single consortium which develops multimedia-training material, operates a web portal dedicated to e-business and runs a central help-desk as well. - Action Line 2: E-business Training support to SMES, is being implemented by 16 regional consortia which provide free training support at each participating SMEs premises through Consultants of Guidance and Support (the Trainers) who themselves have also received special training offered by regional Academic Institutions. The main activities of ASCAMM Technology Centre are the following: Applied R&D Projects, Specialised Technical and Professional Training, Product & Process Engineering, Injection Mould Testing, Technical Consulting, Technology Transfer and International Co-operation Projects. During its participation to EU projects, Cybion contribution has also focused on the dissemination activities, especially if web-based: web site and portal, newslettering, realisation and management of online communication solutions such as forum, groupware and more complex platform. On the basis of its expertise, Cybion has specialised in the personalization and development of numerous Intelligent Agents, also developing several proprietary software. Cybion expertise consists also of: - creating specialised web portals/directories according to the analysed business needs (design, development and set up of web based projects). Cybion service added-value consists of providing these solutions with customised information retrieval and classification solutions: metasearch engines, specific intelligent agents which could be developed by Cybion on-demand or SOA solutions on the basis of a previous study. - providing specific studies and information services on the basis on the clients interests and needs, one-shot research and continuous updated information carried out on Internet: market and image analysis and watch, tenders watch, automatic and personalised webpress reviews, web press analysis. - Performing training activities organised on how to implement and customised method and tools to use the most innovative search engines and intelligent agents to search for specialised information on the web.

It will develop the project web-site and logo during the initial months of the project. It will also support SMEs towards the development of new added value services in best practices and knowledge in implementing ICT solutions or strategies.

Previous experience in the domain of the proposal

Cybion realised services and solutions both for private and public customers and participated to numerous European R&D projects in the field of Information technology. The target beneficiaries are mainly European and national SMEs Here, are listed the most significant experiences in the filed of specific information intelligence (users’ needs and market analysis and service ideation, set-up and implementation) and dissemination, performed by Cybion: 2004 – 2005 INNOVATRIX (EC). The idea behind this project is to produce a platform capable of efficiently extracting knowledge from public industrial property databases in order to generate content commercially exploitable by the companies willing to innovate. This is done combining the TRIZ methodology and up to date the semantic technologies. Cybion supports in development activities and is responsible for the semantic analysis, for Business Plan and for the Validation of both the concept at the basis of the tool (semantic process and semantic analysis techniques combination) and the developed prototype tool. 2003 - 2006 Talent Scout (EC). Set-up and management of an online portal enhancing the collaboration among the SMEs operating in the biotechnology field. The solution aims to promote the SMEs in the 6th framework programme opportunities in all stages of process proposal submission. The solution is based on various tools, such as: the informative website, technology and expertise watch system, European SMEs database in the biotech sector, partner search system, mailing list and news-lettering, web-based dissemination activities, set-up of a communication system on the web-portal: groupware and forum. 2001-2002 SMART2EAM (EC). It foresees the implementation of a collaborative network

management system for technology transfer companies. Within this project Cybion specific task is the set-up of the web-based directory collecting and structuring the information useful for technology transfer companies. Among this info, there is a complete section on Funding Opportunities for specific sectors and of all latest updates in specific sector technologies, besides market trends and data. Cybion delivered numerous services both to private and public institutions: 2002 – 2003 Republic (Telefonica) Development and market validation of an innovative and multimedia platform for applications on public procurement, thanks to the use of Internet-based and mobile technologies such as Webcasting and WAP. This system will allow users to exact information they need about National and European tender opportunities and offer customised added-value services. The webcasting system will provide users with personalised and tailor-made information, taking into account their specific needs. The information service is based on web content extraction and semantic analysis tool developed by Cybion. 2003 – 2004 OtO-Watch (Gruppo Finmeccanica) Realization of a Web portal enriched with an automatic search and monitoring system of institutional web sites in the Defence sector. The monitoring system retrieves tenders of specific interest for the client. The portal represents a system for consultation from the client in order to keep track its market and respond to the requests of offers at a global (world) level. The information service is based on a combination of web content extraction and semantic analysis tool developed by Cybion and SOA solutions available on the market. 2004 - CYBION MOBILE ( MCC) Planning, set-up and implementation of a platform for the provision of wireless services mainly to SMEs 2004 – 2005 e-Cybion (Filas) Planning, set-up and implementation of the e-commerce web-site to sell Cybion services. Acting on a high profile entrepreneurial intuition, civic and industrial leaders decided to enhance and modernise Rome by establishing areas on the city’s eastern and southern outskirts that would nature integration between manufacturing and new orientations in industry and services, providing space and facilities for engineering excellence, scientific and technical development, and the quest for innovative products and processes. These goals led in 1995 to the creation of the Tecnopolo S.p.A., thanks to the Rome Chamber of Commerce, which holds 95% of its shares, and an investment of 72 million euros, and with also the support of important local agencies and corporations. The main objective of the Tecnopolo S.p.A is to create an organised system for: - attracting technology-intense business projects, that can improve and qualify the Rome

area’s industrial development - providing a positive response to the unemployment problem, especially intellectual

unemployment. The Tecnopolo model is an integrated technology park system supporting by a network of collaboration among the agencies and corporations involved in the project, that guarantees the success of a modern industrial policy for the Rome metropolitan area. The Technopolo system focus on two different industrial technology projects in terms of vocations and locations: Tecnopolo Tiburtino and the Tecnopolo di Castel Romano. This is an avant-guarde centre based on the model of the most up-to-date international Techno-poles. The Tecnopolo covers a surface area of 72 hectares east of Rome, in a region which already hosts the largest industries dealing in electronic and aerospace technology. The industrial area covers 265,000 square metres, two-thirds of which are intended for software housing. The Tecnopolo area has been identified from Rome Municipality Regulation Plan as “Urban central area”. More than 300 millions of Euro (with 300 employed) have been invested in the Tecnopolo project (600 millions of Euro with 600 employed at full capacity). The structure also offers to the hosted companies specialised training, innovation, transmission of know-how and support services (co-generation system, photovoltaic plants, grid computing, broad band network, conference centre, sports centre, etc.). Moreover, the Tecnopolo offers itself as the natural seat for carrying out essential activities for the management of satellite navigation. Within the centre is a section reserved for the structures and infrastructures necessary for the Galileo Test Range. This project provides for the creation of a national laboratory for the validation of the Galileo signal, the test and certification of the terminals and the support-test for the application development. Tecnopolo has also submitted its official candidature for hosting the future Galileo Supervisor Authority (GSA), which could allow the European independence from the USA GPS system. Technology transfer activities at the Tecnopolo Tiburtino are conducted at Centres of Excellence through the Rome Research Consortium and focus primarily on microelectronics. The fields addressed include CAD technologies (electronic and microelectronic), information and multimedia technologies, microelectronic devices and systems, smart sensors and microsystems. The Tecnopolo di Castel Romano It is a first-rate centre connected to the most qualified national and international partners dealing in Special Materials, Biotechnologies and Environment. This wealth of experience is situated in an area of about 130 acres (52 hectares), immersed in greenery, on the south side of Rome. At present, Castel Romano hosts a Materials Development Centre, the San Raffaele Biomedical Scientific Park Foundation of Rome and Italy’s National Environmental Protection Agency. The Materials Development Centre (CSM), is a centre for applied research of European importance where study, experimental and industrial research activities are carried out. Among its shareholders are the Thyssen Krupp, Dalmine, Vesuvius. A significant diversification of activities concerning the energy-environmental and aerospace fields has been started in recent years. The CSM employs over 300 researchers and collaborates with the major European industrial research centres. The National Agency for Environment Protection in Castel Romano carries out its work of environment monitoring of metrology and verification and control of technical standards. The San Raffaele Biomedical Scientific Park Foundation of Rome was created by Capitalia, the Rome Chamber of Commerce, and the San Raffaele Mount Tabor Foundation, to meet the need for a biomedical research centre for the strategic development of regenerative medicine. The success of this project relies on the great medical and scientific competence of the main hospitals, research centres and enterprises in the Region of Lazio. This Foundation hosts 2 research groups and 2 enterprises which employ researchers coming from the most prestigious Italian universities, the most renowned national research centres and the biomedical and pharmaceutical industry. The Castel Romano Consortium’s technology transfer activities also focus on new materials and methodologies for their use. These activities are conducted at a series of specialised facilities, including the Welding Technologies Centre, the Surface Treatments Centre, the Fast Prototyping Centre, the Biocompatible Materials Centre and Technologies and Aerospace Materials Centre. In recent years, the Tecnopolo di Castel Romano has diversified its activities into energy, environment and aerospace sectors, involving the Italian Space Agency and leading corporations such as ENEL, AMA, Finmeccanica.

Tecnopolo will also implement a specific link with the same sectors ICT due to the location of many ICT companies within the Tecnopolo area. Tecnopolo could also exploit on this purpose its special links with other local research institutions specifically dealing with the mentioned sectors. Tecnopolo could also exploit its contacts already established with so many local companies involved in previous local and EU projects implemented by the Rome Chamber. Finally, Tecnopolo operates within a local geographical territory/province particularly experienced in the ICT sectors, with also many “points of excellence” referred to the microelectronics components, Microsystems and embedded systems.
