The President’s Corner...

My term as President of New Jersey State Associationof Parliamentarians (NJSAP) will soon end..

I want to personally thank each of my officers,committee chairmen, and unit presidents who haveworked very hard on behalf of the state associationduring my term as president for a job well done.

When I was elected as the President of the New JerseyState Association I chose for my theme “ConsummateParliamentarian – Supremely Accomplished or Skilled.”I chose that phrase as my theme because I believe thateach of us should continue to improve our parliamentaryskills through continued self study and education.

Being your President has been rewarding and pleasantexperience. I have met many, many wonderful people.

Your president has attended meetings of the CranfordUnit, Garden State Unit, Richard S. Kain Unit and thePalisades Unit. He will attend the Jersey Shore Unitmeeting, in November as his schedule permits. He willattend the Palisades Unit on November 2, 2007.

Your president has also attended the NAP NationalTraining Conference and the Conference of Presidentsin Oak Brook, Illinois, District One Conference inManchester, New Hampshire, Delaware StateAssociation of Parliamentarians Annual Meeting inDover, Delaware, the Robert’s Rules Association,Advanced Parliamentary Studies in Baltimore, Maryland,Conference of Presidents and the 36 Biennial NAPth

Convention and in Omaha, Nebraska.

Pursuant to the bylaws of NJSAP, your President haschaired seven meetings of the NJSAP ExecutiveCommittee and Board of Directors and one stateconvention during his term as President.

National Association of Parliamentarians36 Biennial Conventionth

Omaha, NebraskaSeptember 26 - October 1, 2007

Your president attended the NAP Convention inOmaha. The first event that your president attendedwas the NAP Conference of Presidents (COP), heldon September 26-27, 2007. The COP is open to statepresidents and two additional officers from eachassociation according to the association bylaws and(two representatives selected by the district directorfrom each uncharted state or providence may attendpursuant to Article X. Education and TrainingConferences. Section 1. Conference of Presidents.

Susan J. Lee and your president represented the NewJersey State Association at the 36 Biennialth

Convention. 375 members and guest attended the NAPConvention, 327 Delegates were entitled to vote.

President Jeanette Williams introduced theComputerized Convention Management System whicheliminates the need for microphone spotters and assiststhe chair in determining the order in which the chairshould recognize delegates to speak at the microphonesand transfers it to the chair. The system needs to berefined to speed up the recognition of delegateswishing to address the chair. I believe a bar codesystem would help the process. We also usedelectronic hand held voting devices which workedrather well. The delegates knew immediately the resulteach vote.

Electronic voting equipment, training and staff wasprovided and demonstrated by Moss Cairns. The staffassistance was provide pro bono for the convention. Member Nancy Sylvester, PRP, explained that shewas introduced to this technology several years agoand, knowing that parliamentarians have always beenin the forefront of using parliamentary procedure,encouraged the leadership of NAP to experience thistechnique. Voters were able to use the individualwireless - easier than pushing buttons on a T.V.remote control. The larger-than-life screen displayedresults of the votes immediately.

New Jersey State Association Forty-Second Annual Convention

On Saturday, November 3, 2007 the New Jersey StateAssociation will be holding its Forty-Second AnnualConventions at the Holiday Inn, 195 Davidson Road,Somerset, New Jersey. The Executive Committee islooking forward to welcoming all NJSAP members tothe convention. Please mark your calendar and plan onattending the convention. At the convention we will bevoting on proposed bylaw amendments, electing officersand having an exciting parliamentary institute. Carol Henselder, Director District One, will be the NAPRepresentative. Carol will present the conventioninstitute on “Serving as a Parliamentarian.” Delegates will be electing NJSAP Officers for theAssociation Years 2007-2009. The NominatingCommittee has nominated the following for office: President........William Starkey, PRP, Garden State UnitVice President............ Susan Lee, Richard S. Kain UnitRecording Secretary.....Dorothy Cohen, Cranford UnitCorresponding Secretary................ Marcia Dunn, MALTreasurer.................. Linda Worman, Garden State Unit We will also consider proposed amendments to ourbylaws. The bylaw’s amendments were mailed to youwith the Convention Call. Please review the proposedamendments. And we will be adopting a budget for 2007-2008.

Don’t forget to send your meal reservation form to MarciaDunn, Convention Registration Chairman. And informyour unit president if you are planning on attending. MALwill elect a chairman before the convention convenespursuant to NJSAP Bylaws.

2006 NJSAP Annual Convention

The 2006 NJSAP Annual Convention went very well.Approximately 35 delegates and three guest attended theconvention.

Jamaal Lipscomb, Parliamentarian for the Black Coal-lition of Federal Aviation Employees (NBCFAE), CarolHenselder, PRP, Director, District One, and ChrisDickey, PRP, Chairman of NAP CommunicationsCommittee, were guests at convention.

Chris Dickey, PRP, Chairman of NAP CommunicationsCommittee, presented an outstanding institute on“Effective Communications.”

News from the Cranford Unit

What do the Cranford Unit of Parliamentarians, theState House and the Constitution have in common?They all came together on June 20!

The Cranford Unit of Parliamentarians, for ourannual luncheon meeting in the spring, car pooled toTrenton for a tour of the State House and of theState Archives. We had a very informed docent atthe State House, who pointed out that this is thesecond oldest continually used state house in thecountry, and showed us the several additions to theoriginal building. We were able to go into theGovernor's outer office, and see portraits ofmany of the former governors. The Senate andAssembly rooms are laid out according to district,and with special seats for the majority and minorityleaders, as well as the party parliamentarians. Thebuildings were quiet in preparation for the budgethearing the next day, so we saw few elected officials.

The Archives has many items available online, butwe were treated to a special viewing of an antiquemap of Cranford, some of the 25000 cubic feet ofmaterials stored there, and a visit to the vault to seeNew Jersey's copies of the Bill of Rights andConstitution, among other materials.

Information about New Jersey's government isavailable online at www.njleg.org, and the archivesare accessible as well. All agreed that this was avery interesting and informative day. M i c h e l l e B o b row,

News from the Garden State Unit

The Garden State Unit of Parliamentarians is goingstrong with nine members and one provisionalmember. Betty Barnsdorf and Nancy Brennan,passed away in December 2006. Both ladies were avital part of the Garden State Unit.

News from the Richard S. Kain Unit

The members of the Kain Unit will present a publicworkshop to promote awareness of parliamentaryprocedure during Parliamentary Law Month onWednesday, April 18, 2007 from 7:00 p.m. to 9:00p.m. The workshop will provide basic skills andinformation about members' rights and responsibilities.Unit members will demonstrate motions using aprepared script adapted from "The Guerrilla Guide toRobert's Rules" by NAP member Nancy Sylvester,PRP. Light refreshments will be served. Theworkshop will be held at the Van Wickle Houselocated at 1289 Easton Ave in Somerset. SkillsUSA

Members of NJSAP participated as judges for NJSkillsUSA youth parliamentary competitions onSaturday, May 12, 2007 at the Somerset Holiday Innin Somerset, NJ. This will be the third year that NJSkillsUSA has requested judges from NJSAP tojudge their student parliamentary competitions. SinceNJSAP has been involved in judging the NJSkillsUSA student parliamentary competition, therehas been an increase in participation with morestudent teams competing each year.

The NJSAP Board of Directors has authorized thepurchase of medallions, which will be awarded toeach student on the winning NJ SkillsUSA team. Allcontestants will receive a congratulatory certificatesigned by William E. Starkey, PRP, NJSAPPresident.

To help make the NJ SkillsUSA student parliamentarycompetition a success again this year, volunteers fromNJSAP are needed. Participating as a judge is a win-win-win situation.

· The NJ SkillsUSA wins by having qualifiedparliamentarians on hand to judge theirstudent parliamentary competitions.

· The students win by having knowledgeableand expert parliamentarian critique theirparliamentary procedure performance andskills.

· The judges win by enabling youth in theirpursuit of parliamentary procedure. Oh--didI mention that the NAP and NJSAP win?They win!--with your support andparticipation as a judge. The NAP haspartnerships with several youth groups,including the SkillsUSA of which NJSkillsUSA is a member. NJSAP wins by theirmembers serving the community in thisannual tradition.

NAP Medallion Program

The NAP has developed a Medallion Program, whichrecognizes deserving winners of youth partnershipparliamentary procedure competitions.

The Medallion is an award that youth can take homein recognition of their parliamentary proficiency. TheNAP has partnerships with the following youthorganizations: Business Professionals of America;Future Business Leaders of America; Phi BetaLambda; Family, Career and Community Leaders ofAmerica; Health Occupation Students of America;and SkillsUSA.

Members of the Garden State and Kain Units plusone Member-at-Large gathered with the CranfordUnit for a day of education, history and fellowship atthe State House in Trenton. The morning was spenttouring the State House, learning about our State'ssymbols and the parliamentary protocol used duringAssembly and Senate proceedings. Parliamentariansenjoyed lunch in the State House cafeteria, as theyreminisced about the morning's events. The dayconcluded with an afternoon tour of the StateArchives.

Bylaws

NJSAP Bylaws, Susan Lee, ChairmanThe New Jersey State Association ofParliamentarians Bylaws adopted at the AnnualConvention held in November 2006 have beenapproved by the National Association ofParliamentarians. NJSAP members can obtain a copyof the NJSAP Bylaws from their Unit presidents ordownload a copy from the NJSAP Web site at thislink: http://nj-sap.org/.

The NJSAP Board of Directors at its February 1,2007 meeting directed the Bylaws Committee toundertake a review of our current bylaws todetermine if standing committees should beconsolidated or abolished. The rationale for this is thatthe NJSAP currently has 13 standing committees andfive of those standing committees have vacant chairs.This has become the practice over the pastadministrations with vacancies on several standingcommittees. The Bylaws Committee has begun workon this task and will report back to the Board ofDirectors at its June 14, 2007 meeting. NJSAPmembers are welcomed to join the BylawsCommittee. The New Jersey State Association ofParliamentarians is always ON. We have an onlinepresence within our state. Anyone at anytime fromany place can visit our Web site. Our discussion boardhas been created just for NJSAP members who canpost messages anytime.

NJSAP Web Site, Susan Lee, WebmasterAlthough the NJSAP does not have physicalpresence with a brick and mortar building, it has avirtual presence with our Web site. Each month,the NJSAP Web site receives visitors. DuringFebruary 2007, 120 visitors viewed our Web site.Since the time when our web site was created in2003, there have been more than 1,700 visitors tothe NJSAP Web site.

An important feature of our Web site is thecapability for organizations to connect with aparliamentarian in New Jersey when theirorganization needs parliamentary services.

A. Composition. NAP members within a state, province, or country may apply to charter an association of NAP. There shall be only one association per state or province. Adjoining states, provinces, or countries that belong to the same district may join together to form a single association.

B. Eligibility. An association of NAP may be organized when at least three units exist or at least fifteen NAP members reside in the affected states, provinces, or countries, provided that the associations bylaws have been approved by the NAP Bylaws Committee.
