Parliament of Youth on Sustainability
2
Welcome
We acknowledge and pay our respects to the Ngunnawal people, past and present,
the traditional owners and custodians of the land on which we meet.
Welcome to the 2016 SEE-Change Parliament of Youth on Sustainability.
The most recent calculations show the average Canberra person has an
ecological footprint of 8.9 global hectares.
If everyone lived like the average one of us, using the earth’s resources
and creating waste at our average rate, we would need around five
earths to meet our demands.
Five earths!
That’s not sustainable!
Making our footprint smaller is a big challenge. By coming to the
Parliament of Youth on Sustainability, you have accepted that
challenge.
You are now an Honourable Member of the Parliament of Youth on
Sustainability representing your school and the young people of
Canberra.
Now is your time – to share your ideas, listen to others and together
find the best possible ways to reduce Canberra’s ecological footprint.
We wish you all the best for your presentations and discussions today.
3
PARLIAMENT STANDING ORDERS (OR RULES) There are only four rules for the Parliament of Youth on Sustainability.
Each is about respect.
1. Use official titles for Members of Parliament
For example, if you are Lucy Green from the Tall Trees Primary School
you will be introduced as ‘Lucy Green, Honourable Member for Tall
Trees Primary School’.
You are now a member of the Parliament of Youth on Sustainability (an
‘Honourable Member’) and you are representing your school. It is
useful for other members of the Parliament to know who you are and
who you are representing when you speak.
The words ‘Honourable Member’ remind you of the important position
you now hold and that you are expected to act with respect for the
Parliament and the other Members of Parliament.
2. Respectful communication only
Honourable Members of Parliament are expected to speak and act
respectfully. Debate is encouraged but must be done in a respectful
and good-natured way. The Facilitator or Speaker may stop someone
speaking if they become disrespectful.
3. In whole group discussions, raise your hand to speak, speak
when invited, and speak for no longer than one minute
When a whole Committee or the full Parliament is having a whole-group
discussion (that is, a discussion run by a Committee Facilitator or
Parliament Speaker), you must raise your hand if you wish to speak and
only speak when invited by the Facilitator or Speaker. You may speak
for up to one minute only at a time. At one minute the Facilitator or
Speaker will ask you to stop.
These rules are to make sure all Members of Parliament have a fair
chance to say something in the big group discussions.
In small group discussions, the only rule is to be fair and respectful to
others.
4. Return to Parliament sessions on time
Out of courtesy to other presenters and respect for the Parliament
process, Members of Parliament should try to return to their committee
or full Parliament sessions on time after breaks and activities.

VOTING FOR PROPOSALS – QUESTIONS TO THINK ABOUT
Voting for proposals at the Parliament
of Youth on Sustainability is important.
You will be helping to choose the
proposals that will be presented to
Canberra’s politicians.
But how can you make your decision?
Here are some questions to help you
think about different proposals (use
the blank pages for your notes):
How will this proposal reduce Canberra’s ecological footprint?
Is this proposal feasible, or able to be done? Think about cost,
how other people might react, how hard it would be to do.
How would your life be different if we implemented (or did) this
proposal?
What would be good for you? (What are the advantages?) Why?
What would be bad for you? (What are the disadvantages?) Why?
How would the lives of other people be different if we did this
proposal? For example:
people who don’t have a lot of income (money)
older people, like your grandparents
people who live in different parts of Canberra (for example
close to Civic or in Tuggeranong)
people with disabilities and who have additional needs
families with children
any other group of people different to you.
Is the proposal fair for all of these groups?
Do the good things about this proposal outweigh (or beat) the
bad things?
Why is this proposal better than other possible proposals?

Materials
Postcard size piece of cardboard (A6)
Textas Lead pencils

2. On the front of the postcard, use drawing, writing or both to
convey your message.
3. Hand your finished postcard to the Activity Station volunteer
and they will hang it on the Postcard to a Politician wall.
Tips
Think about simple images/drawings to convey your message.
Struggle to draw? Then write a few key words in big text.
Use the whole space on the front of the postcard.
Draw the design in pencil first then fill in with texta.
VOX POPS
Choose one or two representatives
from your school team to talk to a
camera for 15 seconds (or less) answering
one of these questions:
Why do we need to reduce Canberra’s
ecological footprint?
What is one action we should take to
reduce Canberra’s ecological footprint?
What is stopping us from living more
sustainably?
What is one thing you would say to our
political leaders about reducing our
ecological footprint?
We’ll edit all the film taken into a 10 minute
Parliament of Youth on Sustainability video
collage and send it to all schools and
politicians.
