    Parish Magazine Report from May 2012

    In the Public Forum Mr Greening spoke about the gypsy site in Poolhead Lane. He said thatthere has been no decision on the recent planning application and he presumed that thedecision would be made at Planning Committee. Mr Greening said that he had spoken to the

    gentleman who runs the Pathlow Gypsy site and Robert Weeks, Head of Planning at StratfordDistrict Council. They have confirmed that in 2004 the family from the Poolhead Lane site were5th on the waiting list for a place at the site. In 2012 they have only moved up one place to 4th

    on the list. This is because pitches are offered to friends and family of people already on thesite. Mr Greening felt that the family may never be offered a pitch if SDC do not honour thewaiting list. In July of this year SDC are due to announce their proposed sites for gypsy sites inthe district. Mr Greening felt that if the planning application goes to Planning Committee for adecision, the Committee date should be after the date that the list of potential sites is released.Mr Greening went on to thank the Parish Council and everyone else who responded to theplanning application.Councillor Oakley said that if a planning decision is appealed against the inspector will usually

    find in favour of the applicant if they have not been offered a position at a legitimate site. AlsoCouncillor Oakley felt that whole range of rules regarding housing lists and offering housesshould apply to all groups in society and it doesnt sound as if the allocation of places isfollowing an ethical policy.

    Angus Heindrich and Peter Montagu-Williams thanked the Parish Council for the donation forthe villagers celebration for the Queens Diamond Jubilee.District Councillor Oakley reported that there were new people on the District Council. RonCockings and Kim James have been lost which Councillor Oakley is very sorry about. ChrisSaint is still the leader and he has got 2 years without an election so he should be able toachieve a lot. His job will be made easier because the cuts were front-end loaded and therehas also been a small cut in council tax.

    Councillor Oakley said that the Audit and Regulatory Committee has been split in two and he ison the Regulatory Committee. Councillor Oakley is sub-chair of licensing and he has beenappointed to serve on the South Warwickshire Community Safety Partnership. CouncillorOakley said that they are spending our money and protecting us so we should ask questions ofthem. At the last meeting of the Community Safety Partnership they were looking at how todeter burglaries. The Chief Inspector was asked about encouraging police to advise on homesafety and he reported that there were now only 2 men who could do this for 600,000 people inWarwickshire.Planning applications were considered for - Reservoir Hotel, The Common, this application isto be considered by the Planning Committee on May 23rd. Oakhurst, Stratford Road theParish Council objected and felt that permitted development rights were removed for a reason

    and reinstating them would make a nonsense of the whole planning process.It was proposed that the Parish Council apply for an Awards For All Grant to Improve RuralBroadband Speeds following the presentation from the District Council at the previousmeeting.It was agreed that when the Parish Council objects to a planning proposal but cant presentany planning reasons to object it will register No Representation, but will then add a commentthat The Parish Council considers this application to be an unattractive and undesirabledevelopment.

    The Parish Council had received a request from Jenny Buckley on behalf of the Earlswood andForshaw Heath Residents Association for a new community notice board. It was explainedthat the Residents Association would like to place a new notice board on the newly createdgreen space on the corner of Umberslade Road and Shutt Lane. They have approachedWarwickshire County Council and they would prefer the request to come through the ParishCouncil for insurance purposes. Councillor Willmott agreed that he would work with the

    Residents Association and move this idea forward.Councillor Ross confirmed that the tree on The Green has now been planted. Tim Wattsgardener has agreed to water the tree and the new turf when it is laid.The Clerk updated members on the plans for the Olympic torch coming through Earlswood onSunday July 1st at 9.15am. There are to be 5 torchbearers coming along The Common. Therewill be a band and entertainment for the children at the Reservoir Hotel and there will also be aband on the forecourt of the old furniture shop on The Common. The Clerk also took theopportunity to thank Jenny Buckley of Earlswood and Forshaw Heath Residents Associationfor all her hard work in preparing for the arrival of the torch. Councillor Oakley suggested thathe could invite the leader of the council, Rev Neville Beamer to attend the Olympic torch relay.Councillor Oakley said that at the meetings of the Neighbourhood Plan group they have had

    very long reaching discussions about what steps were required to move forward. It wasagreed that a wide range of interests should be represented including schools, businesses,farming and other organisations. Councillor Ross agreed that the community needed to be onboard as the Parish Council only drive and organise the plan, they would not own it, but he feltthat it was too soon to be launching it and publishing newsletters in the Parish magazinebefore we had concrete proposals. Councillor Ross felt that the working party should becoming back to the Parish Council with recommendations. Ewen Cunningham who was in thePublic Forum pointed out that full consultation is required within the Parish. Mr Cunninghamalso felt that it has to be decided what powers the group has.The following items around the Parish were reported The give way sign on lamp post inValley Road; the fence is still down at the entrance to The Causeway and on Broad Lane; the

The next meeting will be at Tanworth Village Hallon July 19th and then at Earlswood Village Hall on August 16 th.
