    Three members of the public were present, together with District CouncillorAtkinson and County Councillor Perry.

    Kate Dickin gave a presentation on Tanworth in Arden Village Fete which isbeing held on 11th June within the grounds of the school. She reported that

    as the fete hasnt happened for a long time, a committee has been formedto bring back this community event. Amongst the attractions there will bea dog show, face painting, coconut shy, wellie-wanging, bouncy castles anda fancy dress competition. The WI will run the tea tent. Kate asked if theParish Council would be willing to give some money towards this eventwhich is needed for publicity, hire of generators and the PA system. Abrochure is being produced and a fund is being set up. If the event makesany money, it will be used for next years fete.

    County Councillor Perry gave the following report:1. Councillor Perry reported that he had recently met with Simon Prescott

    from Warwickshire County Council about the crossroads on EarlswoodCommon by The Reservoir. He is making available an extra 50,000making a total of 65,000 to spend on this project. Following a detailedanalysis, some schemes will be put forward and a public consultation willbe held to make people aware. The trees on the corner may prove aproblem as the public might not want them to be removed.

    2. VASA are holding a seminar day on 23rd March between 2- 5pm at ArdenCourt.

    3. Mr Cross of Umberslade Road has involved the MP regarding the parkingproblems outside his house.4. At a recent meeting at Wythall Police Station regarding the rest area at

    Alderhanger Lane it was agreed that the preferred outcome is the re-closure of this rest area. Although we are in the hands of WorcestershireCounty Council, this is the outcome that we will push for.

    5. Councillor Perry confirmed that he is still waiting for an update regardingFlower Knott Cottage.

    District Councillor Atkinson gave the following report:1. Regarding the disposal of assets by Stratford District Council, Councillor

    Atkinson confirmed that Parish Councils would be consulted. CouncillorRoss pointed out that, as he understood matters, there were twocategories of land identified by Stratford District Council for possible

    disposal; one is land which is potentially valuable to SDC and the otherconsists of small parcels of land, eg grass verges, which SDC will seek totransfer ownership of to people who will take over the maintenance of it,but wont use it for material gain such as Parish Councils. CouncillorAtkinson confirmed that this wasnt entirely his understanding and hethought that in the interests of fairness this land would have to beauctioned off. Councillor Atkinson will check this point.

    2. Councillor Atkinson reported that there is no definition of what is meant byproportionally larger as mentioned in PPG2 and each planningdepartment can apply their own definition.3. The sewerage leak in Springbrook Lane seems to be happening again.

    Councillor Atkinson is seeking the outcome of the consultation which tookplace.

    4. The changes to the Regional Spatial Strategy under the Localism Bill willleave a vacuum at the heart of the planning system. At the moment itis still up in the air.5. As a month has now elapsed since the meeting at Wythall Police Station

    regarding the situation the rest area at Alderhanger lane, Councillor

    Atkinson will be chasing the sergeant for an update on developments. Theopinion is that it is essential that the area must be closed as this put a stopto the antisocial activities before.

    Councillor OBrien questioned what could be done about the problem ofPermitted Development Rights. At the moment a dwelling can be made 30%larger than its original size (the volume calculation can include outbuildings)and then the residents can then take advantage of PDR and then put in extrabuildings. Councillor OBrien queried if SDC could make it their policy toautomatically remove Permitted Development Rights if a building is made30% larger or close to it. Councillor Atkinson responded that this wouldrequire a change in Planning Policy and would involve a full consultation.Councillor Ross had contacted other councils who had implemented thispolicy. Councillor Atkinson said that he would make enquiries and reportback at a later meeting.Councillor Ross commented on the report in the Stratford Herald that themanagement of the over 60s has transferred from Stratford District Councilto Warwickshire County Council and asked if we could expect to see moreservices transferred from District to County. Councillor Atkinson reportedthat this transferral made sense as the County Council owns the Park andRide Scheme so would give economy of scale.

    Councillor Willmott then opened the meeting.

    Chairman Councillor Willmott signed the minutes from the previous meeting.Councillor Jones and Councillor Oakley sent their apologiesCouncillor Ross confirmed that he had received an e-mail from Richard Gardnerregarding which buildings go into the 30% volume calculation. SDC take awaysome Permitted Development Rights (Classes A to D which are extensions and roofalterations) routinely if the property has increased by 30% or close to it, howeverthe issue of removing Class E Permitted Development Rights (outbuildings) is moreconfusing. Councillor Ross confirmed that SDC are holding a meeting about thematter of including outbuildings in the volume calculations. Councillor Rossreported that other councils take away all Permitted Development Rights.

    The minutes of Februarys Finance and planning committee meetings wereadopted.

    The following planning applications were considered:

    11/00357/FUL The Wootons, Forde Hall Lane ; 11/00210/FUL Woodside, Broad

    Lane; 11/00448/LDP Maltfield, Broad Lane; .11/00503/AGNOTWoodlands

    Farm, Cut Throat Lane; 11/00276/ADV Reservoir Hotel, The Common;

    11/00454/FUL Blossomfield, Mill Lane; 11/00107/FUL Well Meadow,

    Bates Lane (AMENDMENT).

    An e-mail from Lech Kocan at Stratford District Council was circulated concerning

    the domestic curtilage plan of Danzey Farm. Councillors agreed that a lettershould be sent to Jayne Cashmore, the Planning Officer at SDC, with a copy of both

    District Councillors and our MP. This letter is to question who decided that nophysical barrier is to separate the domestic land and the agricultural land i.e.was it a delegated decision or a committee decision? Also, if a building has specialarchitectural merit, does this automatically mean that Greenbelt and otherplanning restrictions are lifted? The Parish Council would also like to question whyMr Kocan states that the curtilage was always intended to increase where in theplanning process was this decided and why? The letter is also to state that this isanother example of our concerns with SDC.

    Councillor Willmott proposed the resolution that a 5 minute speaking time forDistrict and County Councillors is imposed at Parish Council meetings andmembers of the public are restricted to 3 minutes speaking time in the PublicForum, unless agreed by the Committee. Also speakers are not to be interruptedand any questions are to be asked when they have finished. It was agreed thatthe Standing Orders would be changed to reflect these changes at the GeneralAnnual Meeting in May.It was agreed that the wooden cross can be erected on the Village Green over the

    Easter period.Councillor Willmott reported that Councillor Ross and he had met with some buildersand were now awaiting quotations for the new office at the rear of Earlswood VillageHall.After discussion, it was thought that the 1,500 which was sought from theCommittee for Earlswood Village Fete in June 2012 to underwrite the event was alot to ask from the Parish Council. It was agreed to send the committee grantapplication form which would be considered at a future meeting.It was agreed that a donation of 350 would be awarded to the Tanworth in ArdenVillage Fete Committee with a clause that the money is to be returned if the eventdoesnt take place.It appears that the original group of people are no longer involved with the

    proposed event on the village green to celebrate the Royal Wedding on April 29 thand it is thought that this may be an event being organised by The Bell. Nopermission has been sought to use the Village Green, but if The Clerk has notheard from The Bell seeking permission by March 31st, then a letter will be sentstating that on this one occasion, we will give consent to use our village green tocelebrate the Royal Wedding.

    The sinking manholes in Broad Lane has been reported at several meetings. TheClerk confirmed that she reports this to Highways each time it is reported at ameeting and in turn Highways report it to Severn Trent as it is their responsibility.It was agreed that the Clerk would report it directly to Severn Trent Water as wellas Highways.
