Minutes of the Tanworth-in-Arden Parish Council Meetingheld on Thursday 20th December 2012 at 19.30 hours at Earlswood Village Hall
Public Forum
There were 5 members of the public present, together with County Councillor Perry and District Councillor
Oakley.
Ray Greening spoke about the gypsy site in Poolhead Lane. The applicant has appealed against the decision by
Stratford District Council. Mr Greening reported that together with Councillor Atkinson, Tony Dixon and
Planning Officer Carol Stephens they had met to discuss a mutual strategy. He felt that the Planning Officerwas quite pessimistic about the appeal. If anyone wants to add anything further to previous comments made on
the planning application we have until January 3rd. At the actual appeal Mr Greening stated that Tony Dixonwill be going to represent the Residents Association, Councillor George Atkinson will be attending and Ray
Greening will also be making representation as a local resident. Mr Greening asked if the Parish Council would
be able to send a representative. Mr Greening has been informed that there is nothing on the horizon for the
gypsies and even though the family are 4th on the waiting list for the Pathlow site, there is little chance of themever getting a place. If this site in Poolhead Lane is allowed to have permanent permission, then potentially the
floodgates could be opened for further applications in the Greenbelt.Tony Dixon confirmed that for any application to be given planning permission within the Greenbelt they must
demonstrate exceptional circumstances. In the past the family from the site in Poolhead Lane have argued onthe grounds of health and education. It is not felt that either of these reasons demonstrates exceptional
circumstances which would warrant overriding the Greenbelt policy. The Inspector granted temporary
permission in 2007 and he put the onus on the Buckland family to search for an alternative site. The Inspector
needs to be satisfied that the family have proof that they have searched for alternatives to the current site.Councillor Oakley said that he has been to every meeting about this and agreed that it would be beneficial for
separate organisations to send a representative to the inquiry. He said that he agreed with the points raised byTony Dixon but also added that he felt that the site is not a decent site for anyone to live on. Councillor Oakley
confirmed that he has spoken to Gillian Roache and no progress has been made in making more sites available.
Councillor Keogh said that it is a creditable argument that residential properties should not be right next to a
motorway and the reason that an application was turned down to build a bungalow on the site before theBucklands owned it was due to environmental factors.
The Clerk read out an e-mail received from Mrs Cotterill who was unable to attend the meeting but asked whatwould be the long term ramifications of the recent planning application 12/02873/VARY Unit 3 & 4 Poplars
Farm. A member of the public spoke about the improved signage at Forshaw Heath. She said that it is stilldifficult to pull out of Mill Lane and the new signage has not improved matters. County Councillor Perry
confirmed that a sign for that junction is on order.
Councillor Ross said that there is still a big pot hole outside Timbers Cottage in Tanworth and also there are 2
properties within the parish which are currently in a shocking state. These properties are Danzey Farm andAshwood in Gilberts Green. Councillor Ross feels that the owners have an obligation to keep the sites tidy.
Councillor OBrien showed some slides of the rocks in the keyhole and asked why the Parish Council had asked
for the rocks to be removed. He also pointed out that there were rocks on the grass verges and also at theentrance to the park and questioned which rocks the Parish Council had been referring to. He also questioned
why there had been no consultation with the residents. The Clerk confirmed that she had received e-mails from
3 people asking why the Parish Council had asked Stratford to get the rocks removed. Councillor Keoghconfirmed that the rocks are difficult to see in the dark and she had fallen over them in the past. Concern was
also raised about their safety when there is snow on the ground.

Report from County Councillor Perry
Councillor Perry reported that Warwickshire County Council were unwilling to adopt the keyhole in Malthouse
Lane because of the turning area.
30mph electronic signs for The Common are on order.
A large articulated lorry recently blocked a property in Tanworth. Councillor Perry asked if the Parish Councilwould like signage put up saying that the roads are unsuitable for HGVs.
It is now on the list to get dropped kerbs suitable for wheelchair users at the driveway to The Bell and at theVillage Hall in Tanworth.
Councillor Perry gave some figures from the 2011 census including the fact that of the number of people
migrating to Warwickshire, 48% have arrived within the last 10 years.
The causeway in closing on January 7th for 3 days for barrier repairs.Highways do not have any objection to the application from The Limes in Forshaw Heath.
Jenny Buckley of the Earlswood and Forshaw Heath Residents Association asked Councillor Perry if anyfunding had been approved for the community notice board. Councillor Perry confirmed that 500 had been
awarded.
Report from District CouncillorCouncillor Oakley confirmed that he had met the new Police and Crime Commissioner, Ron Ball. Mr Ball is
looking at ways to prevent public disorder. Councillor Oakley stated that we still live in one of the best areasin England for crime. There is a 4 year plan which will run from 2013-2017 on top of existing measures and
Justice will see a cut in each of the 4 years on top of the cuts already in place.Service cuts are expected in the next round of budget cuts.
District Councillor Oakley reported that Stephanie Chettle from the Policies Team at Stratford District
Council has now left and Chris Saint has shifted responsibility for the Core Strategy over to himself, 3 more
people have been recruited in the planning department.Councillor Oakley reported that he was the Council representative at the enquiry in to the building of houses
at Shottery.
There is nothing to report on the acquisition of more sites for gypsy families within the Stratford district.
Report from District Councillor Atkinson:
District Councillor Atkinson was not present at the meeting, but sent in a message to wish everyone a
happy and peaceful new year.

12/13/168 - Apologies for absence Apologies for absence were received from Councillors Waters and
Cunningham. The reasons given for absence were accepted by the Parish Council.

12/13/170 - To Confirm and sign the Minutes of the Parish Council Meeting 15 th November 2012
Councillor Stanton proposed that the minutes were a true and accurate record. Seconded by CouncillorOakley seconded the proposal. All those present at the last meeting were in favour. Councillor Willmott
signed the minutes of the last meeting.

12/13/172- Matters raised in the Public Forum
It was agreed that the Parish Council should send a representative to the hearing about the gypsy
site in Poolhead Lane. Councillor OBrien confirmed that he would be willing to represent the Parish
when the date of the hearing is confirmed.
Regarding the Parish Councils report to Stratford District Council about the rocks placed in the
keyhole in Malthouse Lane. Councillor Oakley felt that a multi-agency meeting should be set up. This
will be discussed on a future agenda.

noted.
12/13/174 - Finance
i) Councillor Willmott proposed that we adopt the minutes of the Finance Committee from 1st November
2012. Seconded by Councillor Oakley. All in favour.ii) Chairmans report: The budget was discussed again and Councillor Willmott confirmed that it has
now been confirmed that Parish Councils will not be capped.
iii) Items for payment: It was proposed by Councillor Willmott and seconded by Councillor Stanton thatthe payments were taken en bloc. All in favour.
12/13/175 - Planning
i) Councillor Instone proposed that we adopt the minutes of the Planning Committee Meeting from 1st
November 2012, seconded by Councillor Oakley. All in favour.
ii) Chairmans Report. Councillor OBrien reported that he had requested a meeting with the Policies
Team and is still awaiting a response. Councillor Oakley suggested that the Parish Council shouldwrite to Solihull Metropolitan Borough Council asking for copies of the documentation which

confirms that they liaised with neighbouring groups and authorities under the Freedom of Information
Act. Councillor OBrien suggested that Councillor Oakley should draft the letter to ensure that there

12/13/176 To Discuss the Possibility of Twinning with a Town in France for the 2014
Commemorations.
Councillor Oakley reported that the British Legion visits various towns and villages each year in the
Champagne region of France and asked if the Parish Council might be interested in twinning with a
village. Discussion took place and it was felt that further information was required. Councillor Rossproposed that Tanworth In Arden Parish Council would be in favour, in principle, of exploring the
possibility of twinning our parish. Seconded by Councillor Jones. Eight votes in favour. Councillor
OBrien abstained.
12/13/177 To Consider Giving Funds to the Arden Greenbelt Defenders
Councillor Keogh asked if the group had adopted a constitution. Councillor Oakley confirmed that therewas currently a Memorandum of Understanding and the group intends to become a Limited Company
when it has sufficient funds. Councillor Willmott asked if the Parish Council had received a direct
approach from the group requesting funds. The Clerk confirmed that no approach had been received sothe Chairman said that when a request for funds has been received then it would be considered in the
appropriate manner.

To Pay the Outstanding 7,500 to the 1857 Trust at This Time
It was proposed by Councillor Willmott that the Parish Council accepts the recommendation of the F &
GP Committee and does not repay the outstanding 7,500 to the Tanworth In Arden Parish InclosureAward 1857 Trust at the present time. Seconded by Councillor Stanton. 6 votes in favour. 2
abstentions. Councillor Oakley voted against.
12/13/180 To Consider a Recommendation from the Finance & General Purpose Committee thatA piece of play equipment known as a springer should be purchased for the park with The
Donation from The Earlswood Lakes Fete Committee
It was proposed by Councillor Willmott that the recommendation from the F & GP Committee is
accepted and a piece of play equipment known as a Springer is purchased with the donation given to
the Parish Council from the Earlswood Lakes Fete Committee. 7 votes in favour and 2 abstentions.

It was proposed by Councillor Willmott that the recommendation from the F & GP Committee is
accepted and the grass cutting specification is amended to include more cuts of the park and also toinclude maintaining the village green. All in favour.
