I would like to extend a warm welcome to you as we embark on this exciting journey at our new Palomar Medical Center. As we continue to pursue our vision of being the health system of choice, we recognize that it is our employees who are the driving force behind this goal.

The new PMC has been built with the goal of providing a healing environment and features a green roof, natural lighting, outdoor terraces and patio seating in our café. These are just a few features that support our mission to heal, comfort, and promote health by following modern medical beliefs that patients heal faster with natural light and a connection to nature.

In this Facility Guide, you will find useful information such as the hospital layout with maps, visitor and employee services, telephone directories, and much more. Keep this handbook close as it will not only serve to inform you, but it will help you to direct your patients and their families as they visit our new hospital for the first time. Ongoing patient-centric information and education is available through the Service Excellence Department, at 760.740.7361.

The patient will be actively listened to. Every patient will have their most important need of the day identified and addressed.

The patient’s needs will be anticipated and responded to. Caregivers will round on their assigned patients hourly to assess and respond to the patient’s needs related to pain, position, personal needs and presence.

The patient will receive timely service. Every patient service will be provided on time, within 15-30 minutes of their scheduled event.

THIS BUILDING WAS DESIGNED WITH OUR COMMUNITY IN MIND

The 740,000 square feet hospital is an 11-story building with 288 private, single-patient rooms and more than 800 parking spaces. It houses 50 emergency & trauma rooms, 12 operating rooms and 6 interventional radiology suites just on the 1st and 2nd levels alone! On each level, patients, families and employees can enjoy 3 outdoor terraces adorned with patio seating and live trees, flowers and shrubs. As the community grows and develops, Palomar Medical Center has the ability to expand to twice the size!

The green roof is a 1.5-acre wavy rooftop directly above the Surgery and Procedures area and is the largest of its kind in Southern California. The roof is “green” with vegetation that has been planted across the entire area which will contribute to energy efficiency and follows modern medical beliefs that patients heal faster with natural light and a connection to nature. All south-facing west wing rooms overlook the green roof.

MINIMIZING OUR CARBON FOOTPRINT

The issue of sustainability is of great importance at Palomar Health. In our efforts to reduce the amount of waste created, certain measures have been implemented at the new facility. Recycling collection bins are in centralized public areas for recyclable waste which includes glass, aluminum, plastics and cardboard among other wastes. Composters will be used to dehydrate food wastes to prepare for landscape use on campus. Our Sani-Pak system will convert medical hazardous waste to solid waste that will then be disposed of properly. For more information on the various waste streams and how to dispose of waste appropriately, please see the Sustainability Flow Chart on page #.

Key Design Elements

HEALING ENVIRONMENT

The healing environment is evident throughout the campus. Atriums and garden terraces are on every floor for patients, visitors and staff to enjoy the natural climate of Southern California. The walking garden on the north end of the facility serves as a place of respite for all. Within the walls of the facility, the healing environment is apparent with decreased noise levels on inpatient floors into patient rooms, allowing doors to remain closed and noise levels to be controlled. Patient rooms, including in the Emergency Department and Pre-op/

Recovery areas, are larger to allow for family members to be present. Patients have the ability to control inpatient room climates with the touch of a button.

SAFETY

All patient rooms are “same handed”, with hand rails from the bed to the bathroom for ambulation safety. The bathrooms feature double wide doorways and built in showers so patients don’t have to step over a tub side. Patient lifts aid staff in lifting and avoiding back strains.

EFFICIENCY

Staff and visitors can find their way through the building with ease using our Wayfinding Kiosks, dedicated visitor elevators and dedicated staff and service elevators. Critical care floors house procedure rooms and the Emergency Department has a dedicated CT scanner for increased efficiency of patient care.

Our Food and Nutrition Services provide Room Service, which gives patients the opportunity to order foods they want when they want them.

TECHNOLOGY

The new facility has wireless infrastructure and fiber optic capability, which increases the speed of digital information exchange for staff, patients and guests. The single beam span in Surgery & Procedures creates larger open spaces in the department while providing flexibility for redesign in the future.

SUSTAINABILITY

The 1.5 acre wavy green roof is covered with water-wise plants across the entire area which will contribute to energy efficiency by providing a cooling effect on the Surgery & Procedures equipment. Irrigation is done using recycled water. The lights throughout the facility are LED low voltage.

NCTD: RIDE WITH YOUR BADGE FOR ROUTE 353

North County Transit District has provided a BREEZE Bus Route 353 that all Palomar Health employees are able to ride for free with a Palomar Health badge. The route begins at Palomar Health Downtown Campus and ends at the new PMC via the Escondido Transit Center. Route 353 operates every 30 minutes on weekdays and hourly on Saturdays. PMC CURBSIDE SHUTTLE SERVICE

A golf cart shuttle service is available to escort visitors and staff members between the hospital entrances and the parking lot.

ENTRANCES

Main Lobby Entrance: Patients and visitors can use this entrance where a reception desk attendant can assist them in finding their destinations. The Main Lobby entrance is open from 0600 to 2030 every day.

After Hours Entrance: Patients and their families who arrive to PMC after hours can enter the facility through the ER Entrance on the 1st floor.

Employee Entrances: There are two employee entrances, both of which are badge-accessible only. One is located just east of the ER on the 1st floor; the other is located on the back end of the Main Lobby on the 1st floor.

INTERPRETERS

Spanish interpreters are available for translation. Clinical Care Extender (CCE) interpreters volunteer 7 days a week from 7am until 11pm and are available at extension _____. If a CCE interpreter is not available, check with your supervisor about dual role employee interpreters.

RELEASE OF PATIENT INFORMATION

For release of patient information, please visit Medical Records on the 2nd level west wing. They are open (days/hrs) and can assist visitors in filling out the appropriate forms for release of information. It takes about (length of time to get info) to receive requested information. Contact information for Medical Records can be found in the Telephone Directory.

RESTROOMS

Public restrooms are available on every level and most are centrally located next to the public bank of elevators.

ROOM SERVICE

Room service is a meal service we use to meet the special needs of our patients with considerations for diagnosis, diet restrictions, medication management and overall patient care. Breakfast is available during all service hours, from 6:30am-7:00pm. Lunch and dinner are available from 10:30am-7:00pm.

Menus are available in patient rooms and on inpatient units. A physician-ordered diet is required for all patients prior to receiving nourishment. FANS will provide “Moonlight Meals” (boxed lunches) daily and store in the unit pantry refrigerator to be used when Room Service is not in operation. If a guest tray is requested, the guest may call the Hospitality Call Center to place their order for a fee. Contact information can be found in the Telephone Directory. SPECIAL SERVICES

Services such as financial services, grief counseling, chaplaincy, case management and durable medical equipment liaison services are available, as well as many more. Please see your supervisors for contact information.

VISITING POLICIES

Visitors will be given a badge to wear that will indicate their destination within the hospital. A maximum of 4 visitors per patient during day time hours is allowed. One family member or visitor may stay at night with “Quite Time Guidelines” observed from 9pm to 6am. No food preparation or outside appliances are permitted in the facility. WAYFINDING KIOSKS

Free-standing kiosks are available to patients and visitors on the 1st and 2nd levels for self-direction. In addition, visitors can use kiosks for online bill pay, media, and Foundation donations.

WIRELESS ACCESS

No password is needed to access Wi-Fi within the building. The user just needs to accept the terms of use on the home page to utilize the wireless access.

Nurse Call Devices

Our new nurse call system has been designed to efficiently route calls to the right staff member so that the patient’s needs can be met more readily.

Nurse Console – One way staff can answer call lights is from the nurse console. Anyone can pick up the receiver and speak to the patient directly. There are two consoles located in the Multidisciplinary Rooms.

Corridor Lights – Different colored lights on this device located above each patient door are a way to quickly tell the status of a patient room at a glance. From a simple patient call for water to a code blue emergency, many different statuses can be displayed for ease of communication.

Patient Pillow Speaker – This device replaces the current bed remote. The patient can choose to press certain buttons to get quicker staff response for their needs such as “pain”, “toilet”, or simply “nurse”. Controls for television, lighting and blinds are also included on the pillow speaker.

Staff Terminal – Situated on the walls outside of each patient room, this terminal is one way staff can communicate with each other with buttons to indicate specific situations such as “MD in Room” or “Food Tray Arrived”. Staff can call select departments and set patient rounding timers using the staff terminals.

Wireless Phone – This handheld phone is a lifeline between staff and patients. Patient calls will be directly routed to this wireless phone. On monitored units, alarms will also be directly routed to the phone. In the future, the phones will have capability of receiving stat order and critical lab alerts.

STAFF BREAK ROOMS

Break rooms are scattered within each department at Palomar Medical Center. Specifically on the inpatient nursing units, the break rooms are located on the far ends of each wing. Intended as a place of respite and gathering, all staff members are welcome to use any break rooms. Lockers are for “shift use” and locks are not ; Please do not attach anything to the lockers with tape.

CAFÉ

The Garden Terrace Café on the 3rd level offers employees who wear their Palomar Health badge free coffee, iced tea and hot tea. Please see “Dining In and Around Palomar Medical Center” for more information on café offerings and hours.

OUTDOOR TERRACES

Employees are welcome to enjoy all outdoor terraces and atriums at Palomar Medical Center.

Other Safety Points

Locate fire alarm pull stations, fire extinguishers, fire doors, medical gas shut off valves, evacuation equipment, stairwells and emergency exits in your area. Remember locations of the safety equipment.

SECURITY DEPARTMENT

The security and police office is located on the 1st floor next to the ED waiting room. Security officers are available 24 hours a day to assist visitors and employees with services such as car escort, parking lot assistance calls and new badges. Please see the telephone directory for contact information.

HAZARDOUS MATERIALS & WASTE MANAGEMENT PLAN

All hospital employees run the risk of exposure to hazardous materials, and if they are not disposed of properly, they can pose a risk to the general public as well. Hazardous materials include but are not limited to: Medical and infectious waste, sharps waste, radioactive waste, chemical waste, chemotherapeutic waste and RCRA pharmaceutical waste. For more information on hazardous materials and waste streams, please refer to the Annual Competency & Safety Manual 2012 Edition (pages 12-16).

FIRE DOORS

Fire doors are embedded within the walls of each department and automatically close when the fire alarm sounds. If you need to get past a closed fire door, there is a push bar you can use to open it.

EVACUATION TIPS

In case of a fire, use stairwells to exit, do not use elevators. Evacuation signage is posted at elevators, next to stairwell doors and at predetermined intervals in all hallways. The decision to evacuate the facility is made by the Administrator or Incident Commander in conjunction with the Fire Department. Evacuation routes are based on the location and extent of the fire and will impact the destination of the patients and staff. The Command Center/Fire Department determines the location of the assembly area.

One of the following methods of evacuation should be utilized depending on the urgency of the situation and the condition of the patient:
