VA’S BUDGET REQUEST OF $243 BILLION FOR FY 2021 Dan Aseltine, Veterans Chairman

The U.S. Department of Veterans Affairs (VA) has proposed a $243.3 billion budget for fiscal year (FY) 2021.

The 10.2% increase from FY 2020 would allow the Department to continue its commitment to provide Veterans with high quality health care and timely access to benefits and services.

“The budget request will ensure Veterans and their families experience health improvements and technological modernization advancements,” said VA Secretary Robert Wilkie. “That’s evidenced by the increase in budget funds we’re receiving — that not only increase health care services and benefits to Veterans — but allow VA to lead the way in forward thinking innovation.”

A Few Highlights from the VA’s Budget Proposal

The FY 2021 budget provides significant taxpayer funding for the VA’s highest priorities. It includes nearly $110 billion (an increase of $13.5 billion or 14.1% above 2020) in discretionary funding and resources for health care, benefits, and veterans’ cemeteries. Additionally, there’s approximately $134 billion (an increase of $9 billion or 7.2% above 2020) in mandatory funding for benefit programs, specifically: compensation and pensions, readjustment benefits, housing and insurance.

MISSION Act: Beginning nearly a year ago, VA launched its new Veterans Community Care Program, designed to give Veterans more of a choice about how best to meet their health care needs. More than 5,000 Veterans per week are accessing the new urgent care benefits provided through the MISSION Act. The FY 2021 request would provide resources to support expansion of the Program of Comprehensive Assistance for Family to eligible Veterans seriously injured in the line of duty on or before May 7, 1975.

Preventing Veteran Suicide: More than $10 billion ($682 million above 2020) for mental health services includes $313 million for suicide prevention programs, a $76 million increase (32%) over FY 2020.

Electronic Health Record Modernization (EHRM): Nearly $3 billion ($1.2 billion above FY 2020) to continue implementation of a single longitudinal electronic health record (EHR) from active duty to Veteran status and ensure interoperability with the Department of Defense.

Transforming Business Systems: Over $200 million in proposed spending will support the continued deployment of a modern integrated financial and acquisition management system. The request also includes more than $200 million for VA to transform its supply chain system through the implementation of the LogiCole solution (formerly Defense Medical Logistics Standard Support) and other supply chain improvements.

Blue Water Navy (Agent Orange): More than $100 million to continue implementing the Blue Water Navy Vietnam Veterans Act of 2019 (BWN) by ensuring sufficient staff are hired to support claims processing, handle call center activity, and conduct quality reviews. In FY 2021, VA expects to receive an estimated 70,000 BWN claims and appeals. VA has received more than 14,000 BWN claims since the beginning of January, and has already issued $7.5 million in retroactive benefit payments to 218 BWN Veterans and survivors.

VA National Cemeteries: Nearly $400 million for increased burial access, partnering with stakeholders. In 2019 the National Cemetery Administration achieved the highest customer satisfaction index for any organization in either the public or private sector from the American Customer Satisfaction Index.

    WALK FOR LIFE PHOTO ESSAY

    Peter Mendenhall, Life Chairman

It was an inspired day, hearts full of joy and faith, as we gathered and prayed for the babies. The nuns were there, the priests were there, St. Thomas Aquinas students (250) were there, and EWTN as always. I say this every year, but the Walk seemed bigger, younger, and more diverse. Many buses came from the area: SJE, PBVM, St. Mel, St. Clare, and many others. There were NO hecklers. They have given up. We stand faithful, strong, undeterred, and bold. SCOTUS here we come!

JOE’S CAFÉ…Stop by for a tasty bit! Joe Romanazzi, Past Grand Knight

A Ship in Harbor is Safe, but that’s not why Ships are Built

Occasionally, my wife Elizabeth and I enjoy eating out at Chinese restaurants. Besides the food, we also delight in reading the “Pearls of Wisdom” stuffed inside fortune cookies served at the end of most meals. I was particularly fascinated by the thought-provoking quote from one fortune cookie that read, “A ship in harbor is safe, but that’s not why ships are built.” The actual quote is “A ship is safe in harbor, but that's not what ships are for.” The quote was used in John A. Shedd’s book "Salt from My Attic", published in 1928. He appears to have been quoting an ancestor, Willian G.T. Shedd, a theologian, teacher, and pastor. The saying has also been used by Admiral Grace Shedd, who married into the family.

A ship anchored in harbor is safe, but what good is a sailing vessel that does not leave the safety of the harbor? Ships are built to sail the open (and sometimes treacherous) seas to move people and cargo to both near and distant destinations. The tragic wreck of the ocean liner RMS Titanic on April 15,1912 serves as a reminder of how sometimes sailing the seas can be dangerous to life and limb. Around 1,500 people lost their lives when the so-called “unsinkable” Titanic hit an iceberg in the Atlantic Ocean and sank. Among the passengers was a 42-year-old British priest by the name of Father Thomas Byles. Father Byles was sailing on the ship’s maiden voyage from Southampton to New York City to be the celebrant at his brother’s wedding. There were not enough lifeboats on board to get the passengers safely off the sinking ship. It is reported that Father Byles had two opportunities to board a lifeboat, but he said no, and stayed to hear confessions and to console and pray with the passengers who were trapped on the vessel. Eye witnesses reported that Father Byles served as a calming influence and impressed passengers by his absolute self-control. Father perished at sea and his body was never recovered. He died a hero giving his life for the lives of other passengers. Pope Pius X described Father Byles as a "Martyr for the Church". The process to canonize him began in 2015 and continues to date.

Prior to entering the Promised Land, the Bible tells us that God told Joshua to be firm and steadfast! Do not fear nor be dismayed, for the Lord, your God, is with you wherever you go (Joshua 1:9). My Brothers, Father Thomas Byles is a GREAT example of the times when we find ourselves overwhelmed by moments in our lives and react by doing things we normally might not do or think it possible for us to do. With a clear vision of how Our Lord would react, Father Byles got out of his comfort zone and opened himself up for other people. Father Thomas Byles exhibited the Virtue of Courage which is what we need to conquer fear and to do what is right and good regardless of the difficulties that confront us.

STAND AND SING FOR YOUR COUNTRY

Peter Kilkenny, Trustee On Wednesday, January 29, during Catholic Schools Week at OLA School, I led the students in singing God Bless America. The theme of the day was patriotism. I had a conversation with vice-principal Jeff Moore the previous Friday. Jeff is a retired Army Colonel and a Knight. I was telling him that at the end of our Council meetings I lead God Bless America with the prelude. I sang the prelude and his eyes got big. He told me about Catholic Schools Week and a flag ceremony they were having 8:00 AM on Wednesday morning. He asked if I could lead the students in song. He had to really talk a blue streak to get me to do it, as you might imagine. I was told two soldiers would be in dress uniform and do a flag folding ceremony. Jeff would read an explanation as they were doing it. He said after that he’d like me to lead the singing of God Bless America. (I thought it would be a good thing to wear my council shirt, hat and jacket to look a little more spiffy next to the dress uniforms.) That morning, a General who is the husband of one of the teachers, was there in uniform. The General shook my hand and handed me a medallion. I asked if he really wanted to give it to me and he said, “yes”. It was an honor to receive this. I found out later it is called a Challenge Coin. I was told by Joe Galipeau at our Assembly Officer’s Meeting it is an honor to receive one from an General. The students were assembled in the breezeway with a portable PA system. It was moving as the soldiers unfolded the flag and refolded it with Jeff reading the explanation. Jeff introduced me as a cantor from church. I explained that I would sing the prelude and lead them in God Bless America. The whole ceremony went well and was very moving. Every so often lightning strikes when you least expect it. One of the boys thanked me as he was going back to class. With the medallion, the handshakes, compliments and thanks, I was deeply touched. As Knights, we are open to helping whenever we can. In this case, I was blessed to be at my parish’s school. The principal hopes the students can sing God Bless America every Monday morning and invited me to join them any time.

From February 26th to April 5th, 2020, you’re invited to join other Christians for 40 Days for Life – 40 days of prayer, vigil and fasting for an end to abortion. MORE GOLF TRUTH… A 'gimme' can best be defined as an agreement between two golfers ...neither of whom can putt very well. An interesting thing about golf is that no matter how badly you play, it is always possible to get worse. Golf's a hard game to figure. One day you'll go out and slice it and shank it, hit into all the traps and miss every green. The next day you go out and for no reason at all you really stink. Golf is the only sport where the most feared opponent is you.
