Total income of P42,293.00 The 3.0 hectares of fruit trees was cared and maintained. About 45% of the trees are at bearing stage were 2,345 kilograms of assorted fruits harvested which posted total sales of P56,770.25. With the utilization of vacant space within the Orchard Area, 0.5 hectare was planted to corn for two cropping seasons. The total production was 689.76 kilograms with an income of P5,263.10. The floriculture was established with an area of 1 ha. Within in the government center. Assorted flowers were maintained like orchids and ornamental plants. Total income was P8,830.00. There are five strategic areas for Rice Production within the Government Center with a total area of 10.36 hectares and were planted twice for CY 2006. The first cropping got a highest production of 58.26 MT compared in the second cropping which had only 45.24 MT. This was sold as milled rice to traders and provincial government employees. Total income this year is P971,312.00. Table 38. 3. Pagkain ng Bayan 4. Bio-Fertilizer Production

Pagkain ng Bayan is an agri-economic enterprise of theprovince of Agusan del Sur located in Mabuhay, Bayugan, Agusandel Sur. The Project is managed by the ProvincialAgriculture Officewith a total land area of 42.9 hectares. Of the total area, 41hectares is fully developed and planted with assorted crops suchas rubber, coconut, mangosteen, durian, rambutan, lanzones,mango, santol, calamansi, banana, corn and assorted vegetables.

Most of the perennial trees are intercropped with othercommodities to maximize production. Production of assortedseedlings on fruit trees, coconut and rubber are the major projects

implemented. Livestock such as carabaos andgoats were raised to augment production. For2006, Pagkain ng Bayan has a gross income ofP1,045,000.00 against the total expenses ofP800,000.00 posting a net income ofP245,000.00.

The Provincial Government, thru its 20% Development Fundallocated P500,000.00 for the production of bio-fertilizer. Productionsite are located at Provincial Agriculture Demo Farm, Pagkain ngBayan, and Trento. Harvesting at PAO and Trento was alreadycompleted while at Pagkain ng Bayan is on going. Productions weredistributed to convergence recipient and other projectsimplemented by municipal and provincial government.

The Provincial Soil Laboratorylocated within the Provincial AgricultureOffice analyzed 507 soil samples from14 municipalities of the province.Analysis were completely on availableprimary macro nutrient of the soil (N, P,K), soil pH and soil texture.The analysis results as wellas fertilizer recommendationare returned to 367 farmersclientele as their guide forproper fertilizer application.

S e v e n t e e n ( 1 7 )hands-on trainings had beenconducted to 425 farmerswhere most of them are beneficiaries ofconvergence development project.This had been done for them to knowthe accurate methods of collecting soilsamples and to enhance theirknowledge on suitable fertilizerapplication.

6. Agromet Services

Daily reading of AgrometeorologicalStation was regularly conducted. For theyear, an average rainfall data was 10.90 mm,where the highest rainfall was observed inthe month of February while lowest was inMay. Monthly report was also submitted toBureau of Soils and Water Management,Manila. The facilities are properly maintainedhowever, with the two mobile service towersestablished on both sides of the station,reading of some instruments is not alreadyaccurate as desired.

Likewise, the Provincial Government was able also tosource out funds from the Department ofAgriculture thru its Supportto Emergency Livelihood Assistance Program (SELAP) in theamount of P500,000.00 to expand production sites to Bayugan,Esperanza and Patin-ay, Prosperidad. The raw materials wereunder decomposition stage. Harvesting is scheduled in the earlymonth of CY 2007. Table 39 indicates production distribution andunder decomposition process. On the other hand, ten Trainings onBiofertilizer Production were conducted at different barangays with233 farmer participants. Also symposium on IEC RapidComposting was held where 140 farmers participated.

Likewise, massive information disseminationthrough symposium was also conducted toencourage farmers in producing their own fertilizer.This was funded by the Bureau of Soil and WaterManagement. Demo farms were also established atTrento and Duangan, Esperanza with 6 cooperators.

7. Agricultural Communication

Along with the implementation of various programs andprojects, the information section takes the lead in all advocacyefforts ultimately to enhance awareness and elicit participationamong farmers and fisherfolks and other stakeholders. The

information campaign has crossedthe print and broadcast media andin various fora. For the year, 25news/feature stories were releasedand furnished to the Department ofAgriculture (DA 13) in its Bahandiand Agri-Min magazines circulatedin the region and Mindanao-wideand in the capitol News of theprovincial government. Likewise,2,541 reading materials on varioustechnologies were packaged anddistributed to include compilation oflectures of the previous University-on-the-Air programs on Vegetableand Corn Production to concernedclientele, Municipal AgricultureOffices and visiting students andresearchers.

On broadcast, the Office'sregular radio program dubbed asGinintuang Masaganang Ani iscontinuously held at DXDA RadyoAgusan every Friday at 5:00-5:45AM with funding support fromthe DA13. The program University-on-the-Air on Banana Productionwas conducted in coordination withDA-CARIARC. There were 100farmers-students graduated in thecourse. Also, radio plugs producedon major programs and current

activities were aired during this time slot. On the other hand,video showing on appropriate technologies and best practiceswere facilitated during farmer's fora. Photo coverage on variousprograms and projects implementation, operation, monitoringand evaluation were also conducted.

Further, the section had ably maintained the Mini-Library and Information Charts in the Office for generalreferences. In the continued delivery of its mandate, theSection had coordinated with the Regional Agricultural andFishery Information Division (RAFID) of DA RFU XIII regardingthe establishment of Farmer's Information and TechnologyServices (FITS). This could expand wide range of informationactivities and could serve as tool to facilitate faster access ofinformation or an augmentation to its current facilities andresources.

8. Fertilizer and Pesticides Authority (FPA)

The Fertilizer and Pesticides Authority (FPA) were ableto sustain its essential role in helping the Southern AgusanAgro-Dealers Association (SAADA) maintain its active status.To complement the agro-dealers activities especially on theresponsible usage of farm inputs and ensuring rationalizedmarketing system while imposing reasonable prices, the

Fertilizer and Pesticides Authority(FPA) has always been there allthrough the year exercising itsmandate. Indeed, the FPAwas able tooversee 38 active agro-dealers fromthe entire province of which six werebeing facilitated for its renewal whilefive have just newly given the license.On the same period, FPA has alsofacilitated nine individuals whoapplied for “Accredited SafetyDispenser” training as a prerequisitefor them to apply the dealershiplicense.

9.2 Prov’l. Agriculture & Fishery Council (PAFC)

For CY 2006, PAFC conducted four quarterly meetingsand through active participation of MAFC chairpersons, it wasable to indorse 39 resolutions in which five resolutions werealready acted. Twenty-two resolutions were indorsed to nationalagencies last December 5, 2006 for possible action/support. Incollaboration with national agencies, PAFC was able to sourceout funds from NAFC for the conduct of consultative meeting onDiversified Farm Income Marketing Development Project(DFIMDP) in which the province was chosen as the pilot area ofthe said project. Moreover, Hon. Aida R. Campos, Chairperson

of SP Committee on FoodSecurity and Agriculturetogether with the PhilippineCoconut Authority (PCA)provided funds amounting toP25,000.00 for the conductof training on the processingof Virgin Coconut Oil asalternative project in time theprice of copra is very low.Participants came from 14m u n i c i p a l i t i e s o f t h eprovince.

Also, the Farmers' Training Center of LaPaz was already completed amounting to 1.5million pesos funded under LEAD with P400,000.00counterpart of the municipality. The same projectwas approved by the NAFC for the municipality ofEsperanza amounting P750,000.00 with LGUcounterpart of P1M. The said amount was alreadydownloaded to the said municipality. On the otherhand, PAFC officers attended RAFC meetingsregularly and brought issues and concern of theprovince for consideration and action. Otheragencies’ meeting and activities for thedevelopment of agriculture sector were alsoactively participated.

The Office in collaboration with the Department of Agriculture13 endeavored to strengthen the Rural-Based Organizationscomposed of Farmer Associations (FA's), Rural Improvement Club(RIC) and the 4-H Club. Collectively, they are called Farm Familywhich serves as channel of technical assistance/services and partnersin agricultural development. There were 207 FA’s, 216 RIC, 41 4Horganized provincewide.

For the year, the ProvincialAgriculture Office was able to:

a. Develop 2 farmers for Gawad Saka and 2 4-Hers for the YoungFilipino Farmers Training Program to Japan (YFFTPJ);

b. Conduct 5 RBO's sectoral meetings including HomeEconomics ExtensionAssociation of the Philippines (HEEAP);

c. Conduct 2 batches seminar on Meat Processing and Bio-fertilizer hands-on training for 4-H Club;

d. Initiate the P15T release from Governor Plaza and SP Prochinathat had been used for the procurement of vegetable seedsgiven to RIC and 4-H Club for communal garden projects;

E. Reorganize/federate RBO's at the municipal level with the cashassistance of P2,500.00 per municipality for food and snack;

f. Coordinate with other agencies: Nutrition, GAD and DILG ontheir annual search evaluation; and

g. Facilitate RBO training sponsored by the Department ofAgriculture at Butuan City.

10. Agribusiness & Marketing Unit

Rice Consolidation Center (RCC), as the marketingcomponent of Boosted Utilization of Grains in Agusan del Sur orpopularly known as BUGAS, has finally taken off last September2006. It started with the conduct of RCC orientation seminar whichwas attended by 22 participants representing the municipality ofTrento, San Francisco, Esperanza and La Paz. This installedawareness of the rice farmer leaders regarding the mechanics andoperation of RCC. This followed by series of RCC ConsultativeMeetings with the rice farmer leaders in other municipalities.

RCC has finally started its first Palay Marketingin the municipality of La Paz last October 30, 2006
