HQ Location

Parking

There is attended parking for officials in the “Dairy” car park. Where relevant, a parking permit is included with this

manual and should be displayed to gain access. Competitors and teams should use the public parking facilities in the

vicinity. The parking restrictions in the car parks adjacent to the changing facility will not be enforced after 17:00.

Changing

Changing facilities with showers are available at the Splash water sports centre (Fig. 2).

Public Conveniences

For competitors are available in the changing facility and for officials in the Town Hall Failure to use appropriate

facilities may result in disciplinary action.

Signing on

Located in the Activity Hall on the ground floor of Splash, adjacent to the start/finish (Fig. 2)

Race Numbers

Please pay attention to the correct positioning of body and shoulder numbers for the photo finish, an example jersey

will be on display at sign on. Frame numbers should be fitted to the seat post. Please ensure you return your full

number set after the event as they are required for Sunday’s Grand Prix event. Any sets not completely returned or

mutilated will be charged for.

In addition to the regular numbers and photo finish it is intended to use the My Laps transponder system. The tags will

be issued at sign on along with numbers and should be securely fastened to the lower end of the front forks. It is

important that these are fitted as assigned. Unreturned tags will incur a charge of £90.

Course Access

Access to the course for riders is only via the marshalled access point, adjacent to the HQ.

Team Area

A team area has been designated on the inside of the circuit adjacent to the pits (Fig. 2). Vehicular access to the area

is only available between 18:00 when the road closure comes into full effect and 18:15 when riding activity begins.

Vehicles must be positioned there during this time and remain in position until the completion of racing.

Team Podium Presentation

After the opening of the circuit for familiarisation and warm up, the teams of riders will be called up to the podium for

pre-race presentation to the spectators in a defined order which will be notified to team managers in advance.

Briefings

These will be held on the start line if required.

Laps Out

Riders are NOT permitted to take laps out. In the event of riders requiring mechanical support, they must return to the

pits by the normal circuit and rejoin the race immediately.

First Aid

Medical cover is being provided by the Red Cross who will be located in the HQ.

Course Security

The full course is lined on both sides with crowd control barriers apart from the four manned pedestrian crossings.

General security is being provided by staff of the Borough Council Network Safety and Security Team who have direct

contact with Cleveland Police. Access to the course for riders is adjacent to the start/finish.

Presentation

These will take place on the podium truck for the first three in the overall competition and for the winners of the u23,

Altura Sprint and Local Rider competitions. Affected riders should make themselves available as soon as possible

after completion of the race and please project an image appropriate to the contribution of your sponsors and the

status of the Elite Circuit Series.

Anti Doping Control

If required, medical control will be located in Splash, adjacent to the finish. The numbers of riders required to provide

samples will be displayed on a white board at the side of the podium truck.

“Altura” Sprint Competition

This will be contested across four Sprint primes on completion of laps 10, 20, 30 and 40 with 5, 3, 2, 1 points awarded

to the first four on each occasion. Prizes will be awarded for each individual Sprint and also for the overall competition.

The start of each sprint lap will be highlighted by use of a siren.

HQ Location

HQ Access – Due to the road closures for the circuit used throughout the day for support races, the route described in

Fig 3 is the only access. During the latter stages of the race on the finishing circuit from 15:30 to 17:00 approx. there is

marshalled access or exit from the HQ.

HQ Parking – There is extensive parking at the HQ, Police, NEG and all other motorcycles should use the parking

area on the right of the main car park entrance.

Signing on - Located in the Sports Hall on the ground floor. HQ activity will relocate to the Activity Room on the 1st

floor at the top of the stairs as of 13:00.

Briefings - Held in the Sports Hall on the ground floor for officials. For riders, on the start line if required.

Changing - Facilities are located on the ground floor to the right of the reception area. Please note: cleated shoes are

not to be worn inside the HQ. Do not leave anything in the changing rooms as their security cannot be guaranteed. A

limited number of secure lockers are available if necessary but keys must not be taken outside the HQ. Keys should

be left with the HQ manager.

Race Convoy

Communications - To provide more reliable radio communications, the licensed British Cycling UHF frequency based

radio system will be used. If required, a limited number of sets will be available at sign on and must be returned after

the race. Please assist the sign on team by promptly returning the sets. A list of key mobile phone numbers will be

circulated to all officials.

Convoy Assembly - The race convoy will assemble in the HQ car park and access roads as per Fig 6. Please leave

room for other traffic to circulate. Drivers should liaise with the convoy marshal to ensure that each vehicle is fully

signed, radio equipped and checked. The rider briefing if required will take place in the rider assembly area outside

the HQ. Please note the Googlemaps image is not fully up to date and the HQ building is now on the grass area

adjacent to and below the rider assembly zone. N.B. Riders MUST NOT go independently to the start, see Cleveland

Police Letter.

Team Cars - Teams with three or more riders can provide team cars for the convoy but these must be suitable for the

purpose, equipped with radio and have a driver and separate mechanic. Convoy order will be drawn by the Chief

Commissaire at the Drivers’ Briefing. Servicing and feeding shall be strictly under Commissaire control. Three neutral

service cars and a broom wagon will be present.

Convoy Operation - Will be at all times under the control of the Commissaires and vehicles must not reposition without their approval.

Comfort Breaks - Vehicles dropping out of position in the convoy should be notified to the appropriate Commissaire. Where position is essential to safe passage of the race no such stop should be made until a replacement vehicle is in position.

Start

Access – The full convoy will enter the finishing circuit at the roundabout adjacent to the HQ and will be escorted to

the start under Police direction, following the route and direction of the course. N.B. Riders MUST NOT go

independently to the start; marshals will be present on the bridge to remind riders. We wish to bring your attention to

the Cleveland Police Letter below which will also be briefed at the Team Managers’ meeting:

Introductions – Riders should position themselves, preferably in teams, in the assembly area short of the line, for

presentation to the spectators before taking their position on the start line. The Series Leader jersey holder and other

significant riders will be presented on the start line, those concerned will be pre-warned.

Public Conveniences - Apart from the HQ, facilities are available on the event base close to the podium truck.

Observed failure to use appropriate facilities will result in disciplinary action.

Neutralised Zone - The race will be neutralised for 3 miles from the Start line to the 50mph speed limit sign on the

A177 (Tesco). During this time the convoy will be under red and white check flag controlled by Comm. 2.

Road Use

The race route is covered by a rolling road closure under Section 16a of the Road Traffic Regulation Act 1984. This

enables stoppage of traffic in the vicinity of the race by the police marshals and ongoing hold as necessary by both the

mobile and static marshals. The route from the headquarters to the start is totally closed to public traffic but care must

be taken and normal precautions exercised.

Riders and convoy drivers are advised however to be vigilant at all times and to be alert to any third parties failing to

observe the controls and participants should be aware that the presence of a road closure does not enable full width

road usage by default. The section of double white lines on the A177 immediately after the de-neutralise point may be

crossed on both the run out and back. Roundabouts must be transited on the normal left hand side (there is no

advantage to do otherwise and all are two lane) however traffic islands may be passed either side.

Finishing Circuit Road Furniture

A section of the loop shortly after Feed Zone 2 is normally traffic calmed with speed cushions in both lanes. The

cushions have been temporarily removed from the left (nearside) lane to create an unrestricted route. N.B. Those in

the right (offside) lane remain.

Marshalling

Moto marshalling will be provided by a team of 10 Police riders supplemented by 12 NEG riders. All static teams have

been identified and briefed in advance and it is important that you turn up on time as you are vital to the safe conduct

of the race. To enhance safety, a number of junctions have been identified for manning with marshals empowered to

stop traffic. All marshals must have hi-visibility jackets, red flag, whistle and means of communication at all times.

Marshals should be polite at all times with other road users, should conflict occur, this should be handled by the Police

contingent.

First Aid

Medical cover will be provided by two vehicles, the race Doctor and a paramedic team in a rapid response vehicle

(plus the NEG in emergency). The team have direct communications to the emergency services.

Feeding

There are 2 feed zones, one each on the main (TS21 1FE) and finishing circuits (RS18 1TW). See Fig. 7 - 10 for approach routes and detail layout. Feeding is permitted on laps 5 - 10 of the main circuit (>50km from start) and laps 1 - 3 (>20km from finish) subject to Commissaire confirmation.

Notes:

The direct route through Stockton is closed throughout the day for the event and team cars will have to exit from the

HQ to the A66 to circumnavigate the Riverside area closure via the junction to the West shown in Fig.1.

Feeding is only from the left, there is a wide roadside grass verge with offset footpath on the left hand side in this area.

Run-in to Finish

The 4 mile run back from the main to the finishing circuit is gently downhill and expected to be fast. This section of the

course is the most significant risk and it is intended that the motor cycle and static marshals will hold all the junctions

and crossings over this section for the duration of the full race convoy. However a “sterile” road cannot be guaranteed

and riders should be vigilant for errant road users and pedestrians. In the absence of any technical advantage, the

race convoy must keep to the normal, left side of each roundabout. Static members of the NEG will be stationed on

each traffic island with flags and whistles to highlight the hazard to the riders and passage either side is permitted.

Cut Off

Riders who have fallen outside of the Police escorted race “bubble” must abide by the normal rules of the highway and

will not be allowed to enter the finishing circuit. The lap time for the finishing circuit is estimated to be 10min and any

riders being lapped at entry to the circuit will likewise not be permitted to enter the circuit. Any riders being lapped

once onto the circuit will be instructed to retire and will be a given a finishing position as at that time.

Finishing Circuit

The course for the finishing circuit is on roads totally closed to regular traffic. It is a mixture of dual carriageway with

central reservations and wide single carriageway. On these latter sections traffic cones are used to segregate the

contra-flow and riders and vehicles must not cross the marked centre line. The route of the course is in the normal

direction of traffic flow and the normal route must be followed around roundabouts. Officials returning from the main

circuit should use the Feed Zone 2 access route shown in Fig 8 to access the attended parking area shown in Fig. 2.

N.B. Three of the roundabouts have segregated lanes with static marshals to facilitate non race traffic access.

Primary Care Centre

There is a Local Health Authority Primary Care Centre located adjacent to the finishing circuit normally accessed via

part of the course to which we are required to maintain access. In the event of the need for access in a non

emergency situation, the segregated lanes on the roundabouts give access via the HQ car park. In the event of

emergency access for an ambulance under blue light conditions, the vehicle will enter the circuit, facilitated by the

marshals and if deemed necessary, the race will be temporarily neutralised to facilitate the access.

Deviation

A signed deviation will be in operation at the finish. Drivers of all vehicles except the officials will be directed off the

race route by a member of the NEG, straight on at the left turn onto Riverside approximately 1km before the finish.

Vehicles should continue straight on to rejoin the race route towards the 2nd Feed Zone, where they should wait to be

joined by their riders. N.B. Do not attempt to turn to approach the Start/Finish from the reverse direction and riders

and vehicles returning to the HQ must follow the normal clockwise route around the finishing circuit.

Presentation

The podium presentations will commence once the main group of riders have finished and will include the top 3 overall

plus the winners of the Altura Sprint, u23 and Local Rider competitions. All other prizes will be available from the

headquarters on proof of identity against the official result list. Where possible, team managers will be advised of the

riders required for the presentation before the finish. Prize winners; please project an image appropriate to the

contribution of your sponsors and the status of the Elite Road Series.

Anti Doping Control

If required, medical control will be located in the HQ at the University Sports Centre. The numbers of riders required

to provide samples will be displayed on a white board at the side of the podium truck.

The Course

The route features a 3 mile run out to the main circuit for 10 laps of 8 miles followed by a reversal of the run out route (Fig. 4) to enter the totally closed finishing circuit for 6 laps of 4 miles (Fig. 5), passing through the Start/Finish line on each lap. A lapboard will be displayed at the exit point from the main circuit on the A177 at Thorpe Thewles and a lapboard and bell will be displayed at the Start/Finish line of the finishing circuit.

“Altura” Sprint Competition A sprint competition will be contested throughout the race with 3, 2, 1 points awarded to the first three on each sprint. The sprints will take place on laps 3, 5, 7 & 9 of the main circuit on Old Durham Road pre-warned by a green “SPRINT 200m TO GO” board, and laps 2 & 4 of the finishing circuit at the Start/Finish line. The start of a sprint lap will be designated by an audible warning at the respective sprint point.
