SETBACK: FAILURE TO QUALIFY AFCON 2012

Lessons Learned– Process failure

• Check-list did not include formally studying rules and discussing them• No one person charged with this KPA

– Technical failure• All made incorrect assumptions based on earlier CAF communications

and did not check them• All made assumptions based on FIFA rules and traditional practice and

did not check them • Ambiguities and problems with the Rules not clarified beforehand

– Management and Support failure • Need to boost capacity in national team management• Need to involve Legal department in Rules and Regulations briefings• Need to boost training of SAFA Heads of Delegation

– CAF Issues• Rules were ambiguously written and published late• Circular received prior to tournament confused matters• Application of rule in this instance led to fundamentally unfair result

CORRECTIVE ACTIONS

• Apology to nation by President

• Internal disciplinary measures concluded.

• Change of Process– Allocation of responsibility for Rules to HOD: National teams.

– Process of receiving, checking, work-shopping of Rules in place.

• Boost of Management capacity– Employment of Assistant Manager, Senior National Team to be

fast-tracked.

• Training for Heads of Delegation.

• Have formally asked CAF to review and change the rule for the future

SA U23 Men’s team will be competing in the inaugural CAF U23 Championship in Morocco from November 26th to December 10th

– 8 teams are participating– Two groups of 4– Top 3 teams will qualify for the Olympic games– 4th placed team will play-off against an Asian

team

• Player release from clubs difficult

• Working with League on resolving matter
