This Addendum forms a part of the Bidding Documents and will be incorporated into Contract Documents. Insofar as the Specifications or Drawings or both are inconsistent, this Addendum governs. BID OPENING LOCATION

Due to the current COVID-19 Shelter-in-Place/Social Distancing requirements by the County of Santa Cruz Health Officer, the District office will remain closed. Bids will be opened at the designated time and date in the parking lot in front of the main entrance of the District office. Contractors having their bids delivered by a private mail delivery company should request they be delivered a minimum of 60 minutes prior to the bid opening and request they be delivered to the District Shipping and Delivery department in the maintenance yard. The District requests that no more than one person representing the Bidder be allowed to attend the bid opening. Personnel attending the bid opening shall wear face masks and will be required to maintain a minimum 6-foot clearance from other persons attending.

C. General Provisions:

1. Division 1, Section 01060-3.2 CONTRACTOR RESPONSIBILITIES-Add the

following language at the end of paragraph A/before paragraph B:

Monterey Avenue Coastal Commission Requirements

The following are requirements of the Coastal Development Permit. Where they

conflict with other requirements of the project, they shall take precedence over

those requirements for the Monterey Ave. Well Site portion of the project.

The contractor shall prepare and implement a BMP plan and submit to the

District for review and approval before the project pre-construction meeting

(time TBD). The plan is subject to review and approval by the California Coastal

Commission prior to commencement of construction at the Monterey Avenue well

site.

• The plan shall clearly identify all construction BMPs to be implemented

during construction, including their location and their specific use

parameters.

• The plan shall contain provisions for specifically identifying and protecting

any natural drainage swales (i.e., with sandbag barriers, filter fabric fences,

straw bale filters, etc.) to prevent construction-related runoff and sediment

from entering into these natural drainage areas, which ultimately deposit

runoff into the Pacific Ocean.

• Silt fences, straw wattles, or equivalent measures shall be installed at the

perimeter of all construction areas.

• At a minimum, the plan shall also include provisions for stockpiling and

covering of graded materials, temporary stormwater detention facilities,

revegetation, and restricting grading and earthmoving during

rainy/inclement weather.

• The Plan shall indicate that:

a) dry cleanup methods are preferred whenever possible and that if water

cleanup is necessary, all runoff shall be collected to settle out sediments

prior to discharge from the site, and that all de-watering operations shall

include filtration mechanisms;

b) offsite equipment wash areas are preferred whenever possible; if

equipment must be washed onsite, the use of soaps, solvents, degreasers, or

steam cleaning equipment shall be prohibited; in any event, such wash

water shall be collected and appropriately disposed offsite, and shall not be

allowed to enter any natural drainage areas;

c) concrete rinsate shall be collected and appropriately disposed offsite,

and shall not be allowed to enter any natural drainage areas;

d) good construction housekeeping shall always be required (e.g., clean up

all leaks, drips, and other spills immediately; refuel vehicles and heavy

equipment offsite and/or in one designated location; keep materials covered

and out of the rain (including covering exposed piles of soil and wastes);

dispose of all wastes properly, place trash receptacles on site for that

purpose, and cover open trash receptacles during wet weather); and

e) all erosion and sediment controls shall be in place prior to the

commencement of grading and/or construction as well as at the end of each

day. Particular care shall be exercised to prevent foreign materials from

making their way to natural drainage areas. Contractors shall insure that

work crews are carefully briefed on the importance of observing the

appropriate construction BMP precautions and reporting any accidental

spills and/or other forms of discharge.

2. Division 1, Section 01710-1.0 FINAL SITE CLEAN-UP- Add the following language

to the end of paragraph C: Crushed aggregate used to raise the grade at the

Monterey Well site shall be removed when restoring site to pre-construction

conditions.

3. Division 1, Section 01740, Warranties and Bonds. “Warranty Form”. Modify

the third paragraph by striking out language as follows:

We agree that if any of the equipment should fail due to any reason other than improper maintenance or improper operation, if any pipe or appurtenances should develop leakage, or if any settlement of fill or backfill occurs, or should any portion of the work fail to fulfill any of the requirements of the Specifications, we will, within ten days after written notice of such defects, commence to repair or replace the same together with any other work which may be damaged or displaced in so doing.

PART 3 – QUESTIONS RECEIVED

ALL SITES:

Q-1 TECHNICAL SPECIFICATION 2.5.3, Page 14: We have to provide an Imhoff Cone. Is there a

specific size/style of Imhoff Cone that is required?

A-1 A specific size/style is not specified for the Imhoff Cone. The Imhoff Cone should be

suitable for measurement of settleable solids.

Q-2 TECHNICAL SPECIFICATION 2.6.3, Page 16: The two sounding tubes for test pumping, will

the consultant/district be utilizing one or both of them?

A-2 Answer: Both sounding tubes will be utilized. It is anticipated one will be used for

deployment of a pressure transducer and one will be used to collect manual water level

measurements.

Q-3 Is there a minimum required flow rate per nozzle for the jetting tool?

A-3 Section 2.5.3 (pg 13, TLC site) and Section 4.13.3 (pg 42, Monterey and Willowbrook

sites) specify the jetting tool meet the following requirements:

a) Minimum of four jets equally spaced circumferentially, positioned ½ inch from the

inside of screen, and capable of producing a minimum exit velocity of 100 feet per

second from each jet.

b) Capable of being centralized within the casing

c) Capable of rotating during operation.

Q-4 Is it acceptable to use an oil lubricated vertical turbine for test pumping?

A-4 Yes, an oil lubricated turbine test pump may be used. After removal of the test pump,

the Contractor shall, in the presence of the District, remove any oil (e.g., pump lubricating oil)

from the water surface. An acceptable method of removal shall be used, such as an oil

absorbent “sock” or similar material designed to absorb spilled oil.

TLC SITE:

Q-5 TECHNICAL SPECIFICATION 4.15.5 – Title 22 to be submitted to “Owner approved

laboratory”, can that list be provided?

A-5 Any ELAP-certified laboratory for the analyses being requested will be approved by the

District upon submittal of laboratory by the Contractor.

Q-6 Can you provide the drillers log/ well completion?

A-6 File is attached

Q-7 If filter media is to be added, will that be supplied by the owner?

A-7 Yes, the District has approximately 2,000 pounds available.

MONTEREY SITE:

Q-8 Are any permits required by contractor for the discharge line road crossing (Kennedy

Drive)?

A-8 Contractor is responsible for determining, obtaining, and complying wih any required

permits.

Q-9 What size (KVA) is the PGE transformer?

A-9 PG&E reports the nearest transformers are (3) 25 kVA. Contractor is responsible for

confirming size and location of services.

Q-10 Where is the location of the pole to be moved to?

A-10 Refer to Demolition Key Note 20 on the revised plans issued as part of Addendum 2,

“Coordinate field location with Owner and PG&E.” The location shown on the plans is in the

lower right (southwest) corner of the site, however, this location is subject to change pending

coordination with PG&E. The location must remain within the site boundaries and is more

than likely to be located somewhere near the southern boundary of the site.

ADDITIONAL QUESTIONS:

Q-11 If DG (decomposed granite) material is brought into the site for leveling/weather proofing,

can it stay on the sites or does it need to be hauled off?

A-11 The imported material shall be removed from the site. See revisions to Division 1,

Section 01710-1.0 FINAL SITE CLEAN-UP above and revised sheet D-3 issued with this

addendum.

Q-12 Can you provided detailed instructions from the engineers that investigated the

underground cement tank at the Monterey site, on how it is recommended to stabilize the tank so

that a drilling rig can be stood up on top of it (2 out riggers will be on it)

A-12 Contractor shall refer to “Appendix C, Section 02 01 20 Paragraph 3.7 Protection of

Existing Washwater Basin” and recent revisions to this section captured under Addendum 2

including “Appendix C-4 Monterey Tank Roof Capacity Analysis.” These sections contain

general criteria for protection of the existing washwater tank, however, the Contractor is

ultimately responsible for the design and implementation of the protective measures. Section

02 01 20 Paragraph 3.7 D. requires the Contractor to prepare Protection and Shoring Plan “if

site activities exceed the permitted capacity stated herein. The shoring system shall be

designed by a civil engineer, registered in the State of California with 5-years of similar design

experience.” The paragraph continues with minimum criteria for such shoring system.

Q-13 If the cement tank is damaged, will the contractor be responsible for repairing/replacing? If

so, what is the value of the underground tank to replace and install?

A-13 Contractor shall refer to Section 02 01 20 Paragraph 3.7 A. “Contractor is responsible

for protection of the existing wash water tank. Any damage to the structure incurred during

implementation of this contract shall require full replacement of an equivalent tank at no

additional cost to the Owner.” The present value of the tank is undetermined at this time.

Q-14 What is the well design wait time for the two drilling projects after the Elog is provided to

the consultant?

A-14 District will provide the final well design(s) within 72 hours after receipt of electronic

geophysical results, sieve analysis data (if completed), and any other relevant data.

Q-15 Can the drillers log (formations anticipated) be supplied for the current Monterey Well?

A-15 No. There is no driller’s log of the original Monterey well construction.

Q-16 What is the static water level at the Monterey and Willowbrook Well Sites?

A-16 The anticipated approximate static water level is 100.5 feet below ground surface at

the Monterey site and 110-feet below ground surface at the Willowbrook site.

Q-17 At the Willowbrook Site, what does the customer want to do with the sound wall and tree

(on the property line) that is on the fence line? It was discussed on the site walk that the tree be

removed, sound wall height be reduced, etc.

A-17 Contractor is permitted to trim the tree for installation of sound walls if needed to

configure sound walls for site set-up Tree work shall be completed by a licensed tree company,

having a licensed arborist on staff and overseeing the work.

Q-18 In reference to the Warranty Form 01740-3, how will the District determine that any

settlement, fill or backfill, has occurred within two years of completion as a result of the work from

other contractors vs the contractor awarded to this contract?

A-18 See revision to Division 1, Section 01740, Warranties and Bonds. “Warranty Form”

above. This requirement was removed.

Q-19 How high are the power lines at the Willowbrook Site?

A-19 This information is unknown and was not captured in recent surveys performed by the

District. Per Section 02 01 20 Contractor is responsible for visually identifying and locating all

onsite utilities and performing a thorough pre-construction site conditions survey. Contractor

shall be responsible for protection of all existing utilities.

Q-20 Can baker tanks be staged on the road (along curb) at the Willowbrook site?

A-20 Contractor is advised to discuss use of Willowbrook Lane with the County of Santa Cruz

Public Works Department, Encroachment. District has no authority to approve the use of

Willowbrook Lane for construction staging.

A-21 The fence at the Willowbrook site does not need to be replaced. The Contractor will be

IF CONFLICTS ARISE, THE MORE STRINGENT REQUIREMENTS APPLY. 2. UNLESS NOTED OTHERWISE, ALL WORK SHOWN IN THESE DOCUMENTS UNLESS NOTED OTHERWISE, ALL WORK SHOWN IN THESE DOCUMENTS IS NEW AND TO BE PERFORMED UNDER THIS CONTRACT. 3. THE CONTRACTOR SHALL DESIGN, CONSTRUCTION, AND MAINTAIN ALL SAFETY DEVICES, AND SHALL BE SOLELY RESPONSIBLE FOR CONFORMING TO ALL LOCAL, STATE, AND FEDERAL SAFETY AND HEALTH STANDARDS, LAWS, AND REGULATIONS. INSPECTORS MAY NOTIFY THE CONTRACTOR OF ANY UNSAFE CONDITIONS THAT MAY BE OBSERVED, AND THE CONTRACTOR SHALL BE RESPONSIBLE FOR IMMEDIATELY TAKING ALL SUCH MEASURES AS WILL CORRECT THE UNSAFE ACT OR CONDITION. 7. THE CONTRACTOR SHALL BE RESPONSIBLE FOR THE PROTECTION OF THE CONTRACTOR SHALL BE RESPONSIBLE FOR THE PROTECTION OF PUBLIC AND PRIVATE PROPERTY IN THE VICINITY OF HIS WORK, AND SHALL EXERCISE DUE CAUTION TO AVOID DAMAGE TO SUCH PROPERTY. THE CONTRACTOR SHAL REPLACE OR REPAIR TO ITS ORIGINAL CONDITION, ALL IMPROVEMENTS OR PROPERTY, WHICH IS DAMAGED OR REMOVED (UNLESS DESIGNATED FOR REMOVAL ON THE PLANS) AS A RESULT OF HIS OPERATIONS. 8. CONTRACTOR SHALL PHOTOGRAPH AND VIDEO PRE-EXISTING CONTRACTOR SHALL PHOTOGRAPH AND VIDEO PRE-EXISTING CONDITIONS OF PROPERTIES ADJACENT TO THE PROJECT, AND SHALL SUBMIT RECORDS OF PHOTOGRPAHS AND VIDEOS TO THE ENGINEER PRIOR TO THE START OF CONSTRUCTION. CONTRACTOR SHALL PROTECT ADJACENT PROPERTIES DURING THE WORK AND REPAIR DAMAGE TO LANDSCAPING, PAVING, IRRIGATIONS, STRUCTURES, DECORATIVE FEATURES, ETC. CAUSED BY THE WORK. 9. AT LEAST SEVEN DAYS BEFORE COMMENCING SITE WORK, AT LEAST SEVEN DAYS BEFORE COMMENCING SITE WORK, CONTRACTOR SHALL REQUEST UNDERGROUND SERVICE ALERT AND NON-MEMBER COMPANIES OR UTILITIES TO MARK OR OTHERWISE INDICATE THE LOCATION(S) OF THEIR UNDERGROUND FACILITIES. 10. EXISTING UNDERGROUND FACILITIES - THE LOCATIONS AND EXISTING UNDERGROUND FACILITIES - THE LOCATIONS AND ELEVATIONS OF EXISTING UNDERGROUND FACILITIES, WHERE SHOWN ON THE PLANS ARE BASED ON AVAILABLE RECORDS, AND MAY NOT ACCURATELY REFLECT THE ACTUAL LOCATION OR ELEVATION. THE CONTRACTOR SHALL ASSUME SOLE AND COMPLETE RESPONSIBILITY FOR LOCATION OR HAVING LOCATED ALL EXISTING UNDERGROUND UTILITIES AND OTHER FACILITIES AND FOR PROTECTING THE SAME DURING THE COURSE OF THE PROJECT (UNLESS DESIGNATED FOR REMOVAL ON THE PLANS). DEVIATIONS FROM THE LOCATIONS SHOWN ON THE PLAN SHALL IMMEDIATELY BE BROUGHT TO THE ATTENTION OF THE ENGINEER OF RECORD AND OWNER. 11. EXISTING OVERHEAD FACILITIES - OVERHEAD UTILITIES ARE NOT EXISTING OVERHEAD FACILITIES - OVERHEAD UTILITIES ARE NOT SHOWN ON PLANS. CONTRACTOR SHALL USE DUE CARE WHEN WORKING NEAR OR UNDER ALL UTILITIES AND SHALL PROTECT THEM IN PLACE (UNLESS DESIGNATED FOR RELOCATION ON PLANS). ALL SUCH UTILITIES OR STRUCTURES DAMAGED BY THE CONTRACTOR'S OPERATIONS SHALL BE REPAIRED OR RECONSTRUCTED TO ORIGINAL DESIGN CONDITION AND/OR THE SATISFACTION OF THE GOVERNING UTILITY COMPANY AT THE CONTRACTOR'S EXPENSE. 12. CONTRACTOR SHALL REGRADE THE MONTEREY SITE TO ITS EXISTING CONTRACTOR SHALL REGRADE THE MONTEREY SITE TO ITS EXISTING CONDITION. BACKFILL OF TRENCHES AND EXCAVATIONS REQUIRED AS PART OF DEMOLITION SHALL BE NATIVE ONSITE MATERIAL SPECIFIED FOR REUSE OR SELECT IMPORT. SITE SHALL BE FINISHED WITH CRUSHED AGGREGATE. SEE REQUIREMENTS SPECIFIED UNDER SECTIONS 31 05 16 AND 31 22 13. REMOVE CRUSHED AGGREGATE UPON COMPLETION OF WELL DRILLING ACTIVITIES AND RESTORE SITE TO ORIGINAL GRADES. 13. ALL FILLS SHALL BE COMPACTED TO A MINIMUM RELATIVE DRY ALL FILLS SHALL BE COMPACTED TO A MINIMUM RELATIVE DRY DENSITY OF NINETY PERCENT AS DETERMINED BY ASTM D-1557. 14. CONTRACTOR SHALL BE RESPONSIBLE FOR MAINTAINING SECURITY OF CONTRACTOR SHALL BE RESPONSIBLE FOR MAINTAINING SECURITY OF PROJECT SITES AT ALL TIMES. AREAS SHALL BE PROPERLY SECURED AT END OF EACH WORKDAY. 15. EROSION AND DRAINAGE CONTROL FEATURES SHALL BE INSTALLED EROSION AND DRAINAGE CONTROL FEATURES SHALL BE INSTALLED TO PREVENT SEDIMENT FROM LEAVING THE SITE. EROSION CONTROL DEVICES SHALL BE INSTALLED AND IN PLACE FOLLOWING DAILY CONSTRUCTION ACTIVITIES. 16. DUST SHALL BE CONTROLLED AT ALL TIMES BY APPROVED METHODS. DUST SHALL BE CONTROLLED AT ALL TIMES BY APPROVED METHODS. 17. THE CONTRACTOR IS ALERTED THAT THERE IS ASBESTOS CEMENT THE CONTRACTOR IS ALERTED THAT THERE IS ASBESTOS CEMENT PIPE AND ASBESTOS GASKETS IN THE SYSTEM. ALL HANDLING, REMOVAL, AND DISPOSAL OF ASBESTOS CONTAINING MATERIALS SHALL BE IN ACCORDANCE WITH APPLICABLE LOCAL, STATE, AND FEDERAL LAWS AND STANDARDS. 18. WATER SYSTEM LEAKAGE AND DISINFECTION TESTING - ALL NEW WATER SYSTEM LEAKAGE AND DISINFECTION TESTING - ALL NEW WATER SYSTEM COMPONENTS SHALL BE HYDROSTATICALLY TESTED AND DISINFECTED. TESTING AND DISINFECTION SHALL BE PERFORMED IN ACCORDANCE WITH APPLICABLE SCWD STANDARDS.
