Why are we engaging?In 2017/18 the Police and Crime Commissioner was introduced to the Leeds Child Friendly initiative which is rooted in the United Nation’s work on children’s Human Rights. His interest was encapsulated in the question ‘What does a good childhood mean to young people growing up in Gloucestershire?’ In October 2018 the Police and Crime Commissioner (PCC) set up a Child Friendly Steering Group. Its aim was to look at how key people and existing structures in the county could work together to develop a Gloucestershire that was inclusive for all children. The Steering Group would look to develop a culture change drawing in statutory and voluntary agencies concerned with young people and their well-being.
The Steering Group concluded:- Gloucestershire should not adopt the Leeds Child Friendly model given that the way
the county operates is significantly different to a metropolitan area.
- The county has a good data base regarding school pupils which has been developed over many years via the On-Line Pupil Survey. However, this does not cover the 0-25 age range and is derived primarily from formal settings.
- There is no specific and unified strategy related to this age range.
- Diverse groups of young people appear not to be drawn into policy-making debates which affect them and their future – they are not engaged.
- There are many groups and organisations in the county, many of which are in the Third Sector, which have the concerns of young people in their remit. These often lack co-ordination and the authentic voices of young people are not systematically fed into their agendas.
- Nevertheless, another strategic group should not be created but there is a need to co-create with key bodies in the county a young person’s strategy: this should be achieved over time with the involvement of young people. The more pressing need, however, is to garner and understand the ‘diverse voices’ and experiences of young people in the county and to feed the findings into the work of other strategic groups.
- To maximise the impact of this engagement work a platform should be developed and employ modern communication techniques. It could be used by organisations involved with young people in order to keep in touch and include stories about young people and generated by them: most importantly it should be designed to be a voice for young people.

1 The current position
Arising from the above the proposal is that, going forward, three pieces of work constitute the agenda of the Child Friendly Project.
Piece A - Research-based activity which seeks to engage with as many different young people as possible in a variety of settings conducted through the University of Gloucestershire Social Sciences team. This is the project to which this data collection pack is attached. Other organisations will be engaged in this work of data collection. The findings will be used to inform the work of some of the strategic groups in the county as outlined above.Piece B - The University of Gloucestershire School of Media has been commissioned to develop a platform (including naming and appropriate logo) which can be used to collect information, engage with people across the county and disseminate a range of matters. It is the intention that young people will be involved in the development of the site and will create stories and videos which can showcase their work, their ambitions

It will also be important for outcomes of the suggestions of young people to be fed back to them systematically via this medium.Piece C - In the longer term it is anticipated that a county strategy for young people will be co-created. A launch event will be held at a date in the future to inform everyone officially of this aspirational work.
Data Collection ProjectThe Scoping Document for Project A produced by the Child Friendly Gloucestershire Leads identified three main aims, namely:
1- Obtaining the collective (and authentic) voice of Young People2- The Voluntary Sector not feeling part of, and being enabled to, contribute meaningfully to
the agenda (of the statutory agencies)3- Collective involvement of all communities and organisations within the county taking the
views of our young people into account when developing policy and practice.
The Position Statement 3: Creating a Child centred county’ details the current state of educational,
health, transport, economic, housing and employment in relation to young people in
Gloucestershire. What is missing from current work in the county is the collective and authentic voice of
Young People in the decisions that affect them. In the design of this work, we have been mindful of
the experiences and methodologies utilised in setting up the Child Friendly Leeds project (now in
its fifth year), wider strategies of engagement with diverse communities and the network type
model agreed for this piece of work. It has also focused on multi-route KISS (Keep It Simple)
methods which seek to involve the vibrant voluntary and statutory sector work which already exists
throughout the county.
For Young People This is a way for young people to express their needs and ideas It will provide a way for young people to feel valued within Gloucerstershire decision
making It can increase confidence of young people to participate in decision making
processes It will increase the knowing of young people of governing processes and ways they
can influence decision making that impacts them
For Gloucestershire Appropriately informs decision and strategy making taking account of all citizens Increases quality of policy and strategy decisions impacting young people Encourages inclusive, informed and evidence-based work practice Builds trust and transparency and encouragers greater involvement and
participation from young people

Who are we engaging?The Project Scoping Documents outlines young people as those being aged 0-25. For this work we are primarily engaging with young people aged 8-25 years and we are engaging them within statutory and non-statutory organisation with whom they are already involved. This therefore allows for naturalistic data collection with trusted people as facilitators. For face-to-face settings, this booklet provides a variety of ways in which young people can engaged in this process through a variety of methods and activities.
For those who are not primarily reachable through organisational involvement, (particularly 18-25 year olds) GFirstLEP has an online survey at the current time from which we will use some of the data – this has become our online engagement methods to prevent duplication and because the questions they are asking are, in places, the same as those we are interested in. What is the context of engagement?This data collection exercise feeds into outputs and outcomes for the project including a Young People’s Summit in 2020. Relevant EngagementPurpose of the Primary Data Collection Project is to ensure that young people are involved in the generation of ideas and have a place in the prioritisation of needs and aims for Gloucestershire. This is beyond consultation (where the idea is to feedback on pre-determined alternatives, but focuses on involvement in generating options and ideas, collaboration with young people over identifying preferred solutions and empowerment in decision-making of the aims.
Involvement Collaboration EmpowermentIdeas generation via one of the exercises in this pack, disseminated through a range of statutory and non-statutory organisations across Gloucestershire. Most of the strategies are based around Youth Peer Consultation activities.
Using those ideas to generate potential aims and strategies which are then presented at the Young People’s Summit.
Young People’s Summit prioritises the aims ready for communication to policy makers.
The current strategy is on Roger Hart’s Sixth Step of Young People’s Participation in that, whilst adult led, decision-making is shared with young people. This is because the time-frame we had did not allow for a step seven or eight project. However young people (18-25) will be engaged in the analysis of the results (as well as contributing) through University of Gloucestershire Social Sciences courses.

Participation MethodsWith each group we suggest using one of the following methods which you think is most appropriate to that group – you know them better than we do so either you can choose the most relevant method or you can give your group the choice of how they wish to engage. There are other ways of creating the discussions which support this data collection exercise so please feel free to experiment and let us know (on [email protected]) how it goes.
Peer Interviews1. Pair young people (or get them to choose who they want to work with)2. Get them to decide who is going to be Person Q and Person A3. Give Person Q in each group a question prompt card4. Emphasise that the idea is to help Person A talk about their ideas, Person Q shouldn’t
judge, criticise, persuade or otherwise influence what’s being said.5. Give a time limit, but be flexible as you don’t want to stifle conversation.6. At the end of the time limit you can either get people to swap roles or get people to swap
partners and swap roles.7. If you wish, you can do the whole process two or three times (moving partners each time)
to help people crystallise their thinking. Remind them that the point isn’t to make everyone agree, it’s to help everyone generate ideas.
8. Move to Session Capture Stage.
Peer Focus Groups1. If using peer moderators, get group to decide which one or two people will moderate. Peer
focus groups work best if they are 6-8 people with 1-2 moderators.2. Brief the moderator(s) that their job is to help everyone take part, be heard and feel valued.
Emphasise that the idea is to help everyone talk about their ideas, without judgement, criticism or persuasion from Moderators or other peer group members.
3. Give Moderators a question prompt card4. Give a time limit, but be flexible as you don’t want to stifle conversation.5. Ask Moderators to brief the focus group on purpose and how the group will run including

Mapping1. Get the young people to individually or collectively draw a map of how they experience their
local area. 2. Get them to mark the nice places, the places they go to, the places they don’t like and the

If you have access to sandpit and/or model houses, people, furniture, landscape items likes trees etc you can do the mapping exercise using 3D elements to build the local and/or Gloucestershire map. Once you’ve built your sandbox maps, Move to Session Capture Stage.
Young Person Led Tours1. Get young person to design a tour of their local area for someone absolutely new to the
area (can use “alien from outer space”, “someone who’s just arrived from another country”, “a new, very influential person who wants to know what to keep and what to change” or other similar concepts young people are comfortable and familiar with).
2. Get them to focus on showing what’s best about their area/the county and what needs improving.
3. Move to Session Capture Stage.4. If you wanted, you could get the young people to amalgamate these into a single actual
tour and invite people to see the area through young people’s eyes – if you’re doing this please let us know on [email protected] and also invite local councillors, other members of this project and of the GFirst LEP etc.

emoji pictures of similar to identify these)2. Get young people to write ideas down on slips of paper/post-it notes about what’s good,
what’s not good and what they’d like to change about their lives and where they live.3. Get them to put these in a box (all mixed up together)4. Read out one idea at a time and get people to identify whether they love, hate or feel
indifferent towards that suggestion or idea. Get them to talk in their groups about why they feel that way.
5. If you want to extend this, get them into threes (one from each category) to discuss why they feel that way.
6. Repeat for a number of slips from the box.7. Move to Session Capture Stage.
Stories and Storytelling1. Get young people to write or perform a story which showcases the best and the worst
aspects of where they live/the county.

person, fairy godmother, magician etc.) who can change one thing immediately to make a positive difference and they have to describe what that change would be.
3. Submit the stories (if in writing) or move to Session Capture Stage.
Poetry/Spoken Word/Rap1. Pair two participants together and ask them to interview each other using the questions

their partner’s views of Gloucestershire representing something positive and something negative.
3. As an extension activity (not required), participants can then take photos of their area using the poems/spoken word pieces/rap as inspiration for the pictures.

Word PlayDid you ever make origami fortune tellers when you were young? After creating one from a flat sheet of paper, you use your hands to pinch the four sections together either lengthways or across to reveal a second layer. Unfold this part of the layer to discover your fortune in the centre. Word Play uses the same origami as a tool for people to make, share and exchange with others.
1. Help your young people make the origami tool (instructions in Appendix)2. On first inside layer write name of street they live on, name of local area,
name of district/town and finally Gloucestershire.
3. On inside Layer 2, where there are two segments for each of the four words get them to write Keep on one and Change on the other.
4. Get them to play with the origami tool so they talk to each other about what they would keep or change. (Remember they choose any number for the first movement and then A or B for the second).
5. Move to Session Capture Stage
Right Words1. Print out Right Word Appendix Sheets in colour and have newspapers, magazines and
leaflets ready.2. Get the young people to construct sentences using the Appendix Sheets and words from

What Happens Next?The data is returned to Louise who is the lead for this project. It will then be analysed (collated and
made sense of) by students at University of Gloucestershire working under staff supervision. The
results will be shared initially with the Project Steering Group and then at the Young Peoples
Summit. At the Summit, Young People will get the chance to engage with and prioritise the
different ideas and topics in an interactive fashion. The Summit will be made up of 100 young
people from across the county including some who took part in the Primary Data Collection phase.
