Pa’auilo CERT Standard Operating Guidelines Revision 4 July 9, 2017 Page 1 of 24 PA’AUILO CERT EMERGENCY RESPONSE STANDARD OPERATING GUIDELINES (SOG) PURPOSE: The purpose of these guidelines is to provide a framework for the organization and actions of the Pa’auilo Community Emergency Response Team (CERT) by: x Identifying possible incidents or conditions for which the CERT Team may be activated (Attachment 1); x Identifying the trained/qualified team members of the Pa’auilo CERT (Attachment 2); x Identifying the resources available to effectively respond to various incidents (Attachment 3); x Defining the geographic areas of responsibility covered by the Pa’auilo CERT (Attachment 4); and x Identifying the communications methods and capabilities available to the Pa’auilo CERT (Attachment 5). MISSION: In the event of a major incident or large scale disaster affecting the Pa’auilo Community, the Pa’auilo CERT will: x Provide rapid and safe care for one’s self, family members, friends, and neighbors until trained emergency responders arrive; x Coordinate emergency management resources and spontaneous volunteers; and x Provide trained volunteers for shelter management, if necessary. PA’AUILO CERT EMERGENCY RESPONSE STANDARD OPERATING GUIDELINES (SOG)

PURPOSE: The purpose of these guidelines is to provide a framework for the organization and actions of the Pa’auilo Community Emergency Response Team (CERT) by:

x Identifying possible incidents or conditions for which the CERT Team may be activated (Attachment 1);

x Identifying the trained/qualified team members of the Pa’auilo CERT (Attachment 2); x Identifying the resources available to effectively respond to various incidents (Attachment 3); x Defining the geographic areas of responsibility covered by the Pa’auilo CERT (Attachment

4); and x Identifying the communications methods and capabilities available to the Pa’auilo CERT

(Attachment 5). MISSION: In the event of a major incident or large scale disaster affecting the Pa’auilo Community, the Pa’auilo CERT will:

x Provide rapid and safe care for one’s self, family members, friends, and neighbors until trained emergency responders arrive;

x Coordinate emergency management resources and spontaneous volunteers; and x Provide trained volunteers for shelter management, if necessary.

In support of this, the Pa’auilo CERT will also undertake functions that improve the resilience of the community in advance of any incident by:

x Informing and educating neighbors in disaster preparedness; and x Planning, preparing, and executing projects that improve community preparedness.

To assure this, Pa’auilo CERT members will follow these priorities when a major incident or disaster affects the community:

When a major incident or disaster affects the community, CERT Team members’ first responsibility is to ensure that their families are safe and protected from the effects of the incident. Once the family safety is assured, the team member should respond according to this Standard Operating Guidelines (SOG) document.

capability or level of training. Refer to Hawaii County CERT Guidelines for further details, (at http://www.hawaiicounty.gov/civil-defense-cert).

x Safety of Community at Large: Pa’auilo CERT members will ensure the safety of the community’s residents and their property by providing response and recovery actions within the scope of their training and within authorization by civil authorities. The objective of such actions is always “the greatest good for the greatest number”.

RESPONSIBILITIES: In order to accomplish its mission, the Pa’auilo CERT as a group and its individual members will maintain a high standard of training and preparedness, and access to emergency materials and equipment.

CERT Team Responsibilities:

x Meet on a scheduled basis to share information and practice response actions; x Make a continuing assessment of the neighborhood to identify potential problems and to

identify families that may require assistance during an incident; and x Maintain a current matrix of CERT member qualifications.

CERT Individual Member Responsibilities: There are three categories of CERT membership, with different qualifications:

x Active members: These are fully trained members who have completed an official CERT

training course and who attend periodic CERT re-certification sessions to maintain active status with HCCD and to update their CERT skills.

x Probationary members: These members are those who intend to become certified in CERT but have not yet completed the required training. Probationary members cannot do fieldwork until certified by attending an available HCCD training course. However, they can provide support functions that do not require the training.

x Associate members: These are persons with some particularly useful skill (doctor, nurse, EMT, etc.) who elect to join the Pa’auilo CERT without full CERT training. Associate members may work within the capacity of their professional skills and certifications (e.g. medical and triage) upon CERT activation. Associate members are encouraged to take the training and become active members.

Active and Probationary members are charged with the following individual responsibilities:

x Acquire CERT certification and maintain it through periodic re-certification. x Prepare a family emergency plan and practice it regularly. x Maintain an emergency food cache with at least 3 days of drinking water and non-perishable

food. x Keep contact information current with the CERT team leader. x Participate in scheduled meetings and activities. x Inform the CERT leader when no longer able or willing to participate with the CERT.

RESPONSE ACTIVATION: Incident response may be the result of activation by civil authorities, at which point the provisions of Hawaii Revised Statute Chapter 128 (HRS 128), Civil Defense and Emergency Act, apply to CERT members (see http://www.hawaii.edu/ohr/download/disaster.pdf). Incident response may also be activated autonomously (i.e. not requested by civil authorities) in which case the provisions of HRS 128 do not apply.

SOG When CERT Is Activated by Civil Authorities: x Ensure that your family and home are safe and secure. x Conduct assessments of neighborhood to include any critical infrastructure identified during

the community mapping process. x Report to the designated Pa’auilo CERT command center (or other staging area designated by

civil authorities) for assignment. Bring your CERT Kit, communications equipment as available, and tools and equipment pertinent to the expected response actions for the type of incident or disaster. Also bring a supply of personal food and water, and your CERT ID card.

x Establish the incident command structure for the CERT. x Set up the CERT Incident Command Post. x Develop the Common Operating Picture (COP). This begins with the individual reports of

the neighborhood assessments and is modified with subsequent reports by other team members.

x Create teams based on anticipated actions needed to deal with the consequences of the incident or disaster. The information gathered during the assessment prior to reporting to the staging area is vital to this action.

x Establish a communications plan (Attachment 5) specific to the incident. x Obtain the resources for response actions, if they are not already present. x Conduct assigned response actions. x Pa’auilo CERT Incident Commander/Team Leader (IC/TL) will provide a situational update

to civil authority first responders as requested. x Reorient CERT resources to those tasks assigned to the CERT by the civil authority incident

command.

SOG under Autonomous Activation: x When not activated by civil authorities or when civil authorities do not request Pa’auilo

CERT help, our actions will be directed solely at providing support as needed to our local community.

x Eight possible incidents affecting the community are described in Attachment 1, with a brief outline of key CERT response actions for each incident. Note that the actions listed are not inclusive, and should serve only as a starting point to remind members of how to get started – your CERT training is the primary tool to rely upon in an emergency. Also note that terrorist acts are not included in Attachment 1 because they are outside the scope of CERT as defined by Civil Defense.

x Operations under autonomous activation will continue until civil authority first responders arrive on the scene and provide overall direction of the emergency response.

CERT SOG ATTACHMENT 1a: Incident = Heavy Rain / Flooding Incident Description: A stationary or slow-moving storm dumps a lot of rain on the PMKCA area and uplands in a relatively short period of time, producing heavy sheet flow runoff across saturated fields and low spots in roads, with gulches and swales filling up rapidly. This presents direct hazards to travel (by either foot or auto) from the force of running water, and possible road washout or damage to bridges. Typically, there will be a CCD emergency alert on radio/TV to warn of possible impending problems and their locations. [This event may create secondary hazards such as landslides, mudslides or rockfalls (see 1c), or topple power poles. Also, some soil types in the PMKCA area may have Pahala ash lenses susceptible to sudden liquefaction if saturated at the time of an earthquake (see 1b and 1c).] WHAT TO DO WHO DOES IT CERT Initial

CERT SOG ATTACHMENT 1b: Incident = Earthquake / Structure Collapse / Roadway Breach

Incident Description: An earthquake with a nearby epicenter produces strong tremors in the PMKCA area. Some buildings are damaged. Roadways get large cracks or settlements/dislocations. Bridges are collapsed, or visibly misaligned with their foundations. In addition to building collapse hazards, this event presents direct hazards to auto travel from damaged infrastructure. This is a no-warning event. [A quake also may create secondary hazards such as landslides, mudslides or rockfalls. If the ground is saturated with water at the time of a quake, these secondary hazards may be made worse (see 1c). Downed power lines and sheared water supply lines may also occur. Incident Description: Soil, mud or rock loosened by rainfall (see 1a) or earthquake (see 1b) or both runs downhill and damages or destroys structures in its path, or blocks a road, or damages a bridge. If saturated with water at the time of an earthquake, Pahala ash and other certain soil types in the PMKCA area may be susceptible to liquefaction, which could collapse a bank or hillside quickly and without warning. CERT SOG ATTACHMENT 1e: Incident = Hazmat Release

Incident Description: (1) Minor: a truck backing up, or an earthquake, knocks a propane tank, gasoline tank or diesel tank off its supports and it rolls downhill leaking; or chemicals used by local woodworkers or water treatment facilities become involved in a fire or somehow get airborne by other means. (2) Major: the driver of a propane delivery tanker loses control and dumps the tanker into a gulch; a fitting shears off, gas is leaking out and airborne concentrations are high enough to smell. No warning for either event. Both events present possibility for explosion or personal injury, so CERT members’ roles must be limited to support of the Fire Department, from a safe distance. No hazmats other than these are believed present in significant quantities within the PMKCA neighborhoods. A naptha fuel spill is possible at the Hamakua power plant in Honokaa, or from a tanker enroute. WHAT TO DO WHO DOES IT CERT Initial

CERT SOG ATTACHMENT 1f: Incident = Hurricane / High Wind Conditions

Incident Description: (1) Hurricane: a hurricane or tropical storm makes a direct hit on the Big Island, with its approach path from the east maximizing its wind speeds. Thunderstorms and small tornadoes develop within the storm’s rain bands or eyewall, directly impacting the PMKCA area. This event will be advertised well in advance on radio/TV with progressive hurricane alerts (called watches and warnings), and a CCD emergency message as the storm is about to hit. (2) Kona Wind: a deep low pressure system southwest of the islands creates a condition where downslope winds off the mountain pick up substantial momentum rolling downhill toward the PMKCA area, particularly where channeled by terrain. Trees can be especially susceptible and dangerous because the Kona Wind direction is counter to the strength of the root system, which typically developed to protect against trade winds. Usually, but not always, there will be a CCD emergency alert on radio and TV to warn of possible impending wind problems and their location. Either a hurricane or a Kona Wind can create substantial damage to residential structures, including blown-off roofs, collapsed walls, broken glass, and projectile damage to people. Incident Description: (1) Search efforts may be required of CERT if any of the incidents described result in a person gone missing, or otherwise unaccounted for; or if CCD/PD/FD require additional manpower to supplement their own search effort. Many CERT members have intimate knowledge of the land in their local Paauilo Mauka area, and are a potentially valuable resource. A subset of the search function might be an inventory (by phone or on foot, of areas that have been made inaccessible by road collapse or bridge washout) to determine if any cut-off residences have medical issues or special needs. (2) Rescue efforts may be required of CERT if any of the incidents described result in a person trapped and unable to extricate themselves. Such situations could include extraction from building rubble, rock or mudslide debris, overturned or washed-away vehicles, and may involve giving first aid. The objectives of any rescue are: (a) keep both rescuers and victims safe, (b) rescue the greatest number of victims in the shortest period of time, and (c) verify the area either has been cleared of victims or needs a more detailed assessment. CERT SOG ATTACHMENT 5: Communications Plan / Phone Tree / Radio Contact Initial notification of impending emergency or disaster situations could come from any one of a number of sources, including Civil Defense alert, radio, television, area warning siren, phone call, word of mouth, text message, email. Or there may be no advanced warning at all -- initial recognition of a problem may simply originate from a single observer. In some situations, civil authorities (Civil Defense, Fire Department, Police) may activate CERT to assist in the situation. Whatever the case, further notification should flow generally in accordance with the following: 1. Original recipient of information concerning an actual or impending incident or emergency will

notify: x the Pa’auilo CERT Incident Commander/Team Leader (IC/TL); or failing that, x the backup IC/TL; or failing that, x any of the four Pa’auilo CERT Area Coordinators (CACs). See the phone tree and radio contact information below. (Also, note that Attachment 2 has additional contact details, and Attachment 4 delineates the four CERT areas and members’ residence locations.)

2. The IC/TL (or any CAC if the IC/TL or backup is not available) will initiate the phone tree, calling

each of the Area Coordinators until he reaches them or some other CERT member in that area. He will delegate further calls in each area to the person successfully reached, continuing until at least one person in each of the four areas has been notified of the incident or impending incident. Each CERT member with GMRS radios will turn them on, make sure they’re charged up and keyed to Channel 5, and verify radio contact with as many members as are in range. A supply of new AA batteries should be carried along when any radio is taken into the field, in case the rechargeable battery degrades.

3. After phone tree notifications have been made, the CERT IC/TL and as many of the members as can

be mustered will collaborate by phone, radio, texting, email or in person to evaluate the nature and extent of the emergency situation and decide how to proceed and where to assemble at a designated CERT command center location.

4. Once the command center is designated and staffed, an operational communication plan will be

established that specifically reflects available communications channels and CERT resources.
