History of the Federal TRIO Programs

The history of TRIO is progressive. It began with Upward Bound, which emerged out of the Economic Opportunity Act of 1964 in response to the administration's War on Poverty. In 1965, Talent Search, the second outreach program, was created as part of the Higher Education Act. In 1968, Student Support Services, which was originally known as Special Services for Disadvantaged Students, was authorized by the Higher Education Amendments and became the third in a series of educational opportunity programs. By the late 1960's, the term "TRIO" was coined to describe these federal programs.

A qualifying First Generation, Low Income, or Physically or Learning Disabled student, who meets the program admission requirements and is accepted into the program, will have access to Priority B Registration and the following FREE services:

FINANCIAL ASSISTANCE TO STUDENTSSupplemental Grant Award For 2014 – 2015 $23,000 in supplemental Pell Grant was awarded to qualifying STAR Program students annually. These funds are allocated to help students meet the financial challenges that come with the pursuit of higher education. SBVC STAR has chosen to make this award a part of the TRIO Grant. This is optional and not all TRIO Student Support Services Programs have this component. Willie Charles Williams Memorial Book ScholarshipThe Willie Charles Williams Memorial Scholarship is provided by private sponsors to support the educational pursuits of qualified STAR Program students at San Bernardino Valley College. Scholarship awards will be in the form of a $200.00 textbook credit, valid at the SBVC Bookstore. Books are to be used by the recipients for one semester and then become the property of the STAR Program Library. Any unused portion of the $200.00 credit will remain in the established Willie Charles Williams Memorial Scholarship Foundation account. (May not be offered every year – Subject to Donation Availability)

EDUCATIONAL AND CULTURAL ACTIVITIESField Trips to Four-Year UniversitiesSTAR Program students have the opportunity to participate in field trips to four-year universities around California and the western U.S. Same-day and overnight trips are sponsored by the STAR Program and give students the chance to have an interactive experience at a potential transfer campus. Previous university field trips have included California State University, Channel Islands, University of California, Santa Barbara, University or Nevada, Las Vegas and Arizona State University.

Cultural Field Trips and Activities Every year STAR Program students look forward to the end of the year ‘Outstanding Achievement Celebration’. This is when graduating STAR students and program participants with a cumulative G.P.A. of 3.0 and higher are recognized. Other cultural activities have consisted of Broadway plays, murder mystery dinner, visiting the Museum of Tolerance in Los Angeles, whale watching and more!
