We are pleased to inform you that the above Programme will be held in Toronto from 05 to 17 June 2011 in collaboration with the Schulich Executive Education Centre. Schulich School of Business.York University. Canada.

The Programme has been specifically designed for senior public sewice executives and agents of change management and w~l l enable them to benchmark smart prad~ces in the design, implementation and delivery of government policies and programmes.

This programme will explore a variety of professional development strategies and will assist participants to:-

spearhead changes at senior levels within their agencies/organisations; implement innovative public management policies and programmes; equip themselves with management skills required by public managers - operating in an environment of public sector and/or economic reform; benchmark smart practices in the design, development, implementation and delivery of government programmes and policies, create a self-sustaining programme alumni that will become a learning

Improving Service Delivery; Negotiation and Dispute Resolution.

There will also be an exercise in action learning where participants will be asked to develop action plans which address specific issues they currently face.

Applications close on Friday 22 April 2011 and should be received by this date at the very latest. All applicants will have to complete a GlDD 1 form which should be endorsed by your office.

The CFTClGlDD will provide a limited number of awards for this Programme which will include:- - The cost of tuition and study materials;

Accommodation and dinner from the night of Sunday 05 June up to and including the night of Friday 17 June (13 nights) at the Schulich Executive Education Centre;

Breakfast from Monday 06 June to Saturday 18 June; Lunch from Monday 06 June to Friday 17 June (programme days only). Please note that lunch wil l not be provided during weekends

The costs for any additional nights before 05 June and after 17 June wil l be the responsibility o f the participant/nominating Government.

Part~cipantslyour Government will have to bear the following expenditure:- - Return airfares to and from Toronto; Road transportation between Toronto airport and the Schulich Executive Education Centre - selected candidates will be sent more information about transport; Cost of visas and any other travel related expenditure; Health Insurance - it is vital that participants obtain health Insurance before they leave for Canada

You should also note that selected candidates must obtain visas for travel to Canada It could also mean obtaining multiple transit visas for other countries depending on flight routes. You are requested to submit nominations of those candidates who are able to obtain visas before they travel.

1GRAMME RATIONALE

Rapid changes in socio-economic, political and technological environments have had a profound effect upon the public sector and its institutions. Governments around the world are attempting to deal with these new realities. Publfc sector reform initiatives include: policy, legal and regulatory changes, the implementation of E- government initiatives, enhanced citizenship engagement and new methods of customer service delivery.

Nem. approaches to public sector management have been developed in response to these initiatives. Govl:rqments around the world are experimenting with new alternative forms of service delivery and public- privllte partnerships. There has been the introduction of business process re-engineering, project management, tt:an.. building, the management of performance and risk and the introduction of business models to assess prop.ramme performance and to undertake strategic planning. As a result, there is a new emphasis on recruiting, dev~::loping and training people, which is so critical to the operation of government institutions. Greater emphasis is bring placed on building organisational capabilities and leadership competences.

The Prc gramme will review public sector reform in selected developing countries of the Commonwealth. These I experiences will be compared with the Canadian experience.

In col1:~boration with our partners, the Programme will explore the response of member countries and other organi:.ations to public management challenges. By participating in this process, senior Commonwealth officials will hiive an opportunity to assist in the evolution of smart practices. In this sense, it is a joint learning experis.:nce rather than an academic exercise.

The Governance and Institutional Development Division (GIDD) works as a trusted partner with all Commc mnwealth peoples to provide excellent technical assistance for capacity-building and sustainable develoyment in public institutions.

It is resl)onsible for promoting a 'public service' ethos in the Commonwealth, with the aim of assisting member countries in their efforts to improve the performance of their public service as a key contributor to gootl g( vernance. The long-term vision of GIDD is that every Commonwealth country will have an effective public service that leads the essential institutional infrastructure for an appropriately balanced system of democratic governance, economic competitiveness, social cohesion and environmental sustainability, which will be a symbol of Commonwealth membership.

GIDD u~romotes the installation and strengthening of essential public administration capacities required for gootl gc tvernance and national development in each member country, based on Commonwealth experience, gootl p~.actices and values. This is done by providing an integrated programme of technical assistance sel-vlce..: to member countries to enable each to develop the critical structures, systems, institutions and human :esources for public-sector administration, as well as in crucial development areas. The technical assistance services include a package of:

~ pan-Commonwealth flagship programmes that train change leaders for policy initiatives; I

policy workshops that review and formulate policies and launch regional and country initiatives:

in-country seminars that develop the human resource capacities needed for initiatives;

advisory missions that assist with national policy formulation and implementation;

This programme covers strategies for reform of the full spectrum of the public administration and managc!ment, as well as issues relating to civil society and private sector institutions with public responsibilities. management and reform, public expenditure management, human resource management and development, public- private partnerships, sub-national administration, and information and communication technology. -.

Speci:~list consultants and volunteers \

CTIIJL provides long- and short-term technical assistance through the services of specialist consultants and volunleers in response to member governments' and regional organisations' needs for building national capacity and institutional strength. In any one year, some 200 such specialists are in the field in developing countries throughout the Commonwealth. The experts come from both developed and developing countries ant1 a] e very experienced in their fields. Their assignments range from a few days to two or three years.

Exper:s work in areas related to development. Demand is especially high in economic, environmental and educaiio~lal planning, legislative drafting, natural resource development, good governance, public adrnir~istration, public finance and tax administration, development of the services sector, poverty-alleviation relate'l activities and development of physical and social infrastructure. Experts not only supply skills and fill ga 3s but also help the countries to achieve national capacities by setting up systems and training local colint'.:rparts.

GIDCl is also responsible for the Con~monwealth Service Abroad Programme, which is an innovative volunfeer-based programme, that on average places 30 volunteer experts per year to assist member countries. The Programme also supplies the Commonwealth Secretariat's response capacity after natural disasters, such as the December 2004 Indian Ocean tsunami and the Pakistan earthquake in October 2005.
