Dear Colleagues,

We are pleased to present our service offer to schools and academies for 2015/16. Following the Cabinet decision in July this year, work is now well underway with Hampshire County Council to ensure the orderly transfer of HR and Finance services that will take effect from 1

st July 2015. In the coming months we shall continue to explore how

to create a sustainable future for other services that we offer to schools. We will keep you informed on progress with regular updates via School News and briefings to Schools Forum. Our primary aim is to secure continuity of service for the Oxfordshire family of schools with the commitment that services are high quality, sustainable and competitively priced.

Welcome to our services offer 2015-16

Welcome to Oxfordshire County Council’s brochure for Education Services for 2015. Our aim is to bring you first class services that support learning in each of your establishments. Whilst you are working hard with your pupils, we will work hard to ensure you have access to the services you need that will save you time, effort and money. As in previous years we hope to offer you a “one stop shop” through which services, provided by Oxfordshire County Council and our partners can be accessed from a single point of contact. This year, as agreed with Schools Forum, we are publishing our offer early to give you more time to consider the changes happening to some services. I hope this brochure will provide a useful reference to how our services are changing. It provides information on services which are in transition, as well as services which remain unchanged. We have included a section which summarises the dates that each service will run for on page 58 once renewed through our booking process. Prices quoted are for the full length of the service or contractual period. We hope you will find this information clear and useful.

Extension of HR, Finance, Payroll services to Maintained Schools

There is a gap between the end of your current service level agreement with us in March 2015 and the new services coming on line from Hampshire County Council on 1st July 2015. We would like to offer you an extension to your current service level agreement until 30th June 2015 at existing prices. We will contact you to confirm that you require this extension. For services that are transferring to Hampshire we understand you will want more detail about how they will change. An event is being planned for early January 2015 where we will explain:

HR, Finance, Payroll services to Academies

All academy headteachers were sent a letter in October, which set out the Council’s intention to cease being a service provider but to ensure that academies have access to the services they need from Hampshire County Council directly. The current contract with us comes to an end in June 2015. Services will continue to be provided upon request, as is (current systems and prices) until 30th November 2015. From 1st July 2015 Oxfordshire County Council will no longer provide these services to academies and Hampshire County Council intends to provide a single set of services for academies in both Hampshire and Oxfordshire. Should you wish to purchase services from Hampshire County Council there will be a separate booking process that they will administer. Hampshire County Council will make their service offer to you in late January 2015. Full information will be provided to you at that time. Hampshire services will not be included in your buy back form.

Return of Buyback forms

The buyback forms will be sent to maintained schools and to academies in December 2014. We would be grateful to receive your service bookings by 31st January 2015. NB: If you are a maintained school that intends to convert to academy status during 2015-16 please contact us for further information. Our services continue to be provided by experienced specialist teams, committed to supporting educational professionals to do their jobs well. Behaviour Support Service

The Behaviour Support Service comprises a team of experienced and skilled specialist teachers and associates and learning mentors who have expertise and practical experience of supporting and improving learning and behaviour of pupils with social, emotional and mental health difficulties, including those with complex SEN. The service sits within the Vulnerable Learners Team and retains strong links with other core services to reduce the need for exclusion and to promote positive behaviour in schools and settings. Following feedback from schools, our service offer is designed to respond to the needs of primary, secondary and specialist settings across the county and is supported by our website – www.oxbss.org.uk. Our offer includes safe and approved Positive Handling training, Outreach and Key-worker Support as well as whole-school improvement approaches in line with the current Inspection Framework and its focus on Behaviour and Safety. We promote practice that allows schools to set high standards for behaviour whilst also supporting the inclusion needs of the most vulnerable and challenging children and young people.

Dyslexia Assessment and Intervention

Service (DAIS)

The Dyslexia Assessment and Intervention Service (DAIS) is part of the Vulnerable Learners Service, which, in turn, is part of the Schools and Learning wider Service. All teachers working for the team will have an additional qualification in Specific Learning Difficulties and many will be an Associate Member of the British Dyslexia Association (AMBDA).

We can help your school to:

Assess pupils’ literacy difficulties in detail

Decide on the best ways to support pupils’ learning

Develop classroom strategies to support individuals

Build capacity in supporting pupils with dyslexic difficulties

Educational Psychology Service

Educational Psychologists (EPs) are a team of professionals with the training and expertise to assess and provide strategies to enable children and young people with Special Educational Needs (SEN) and Additional Educational Needs (AEN) to make good progress. EPs provide a distinctive psychological contribution at an individual, group or whole school strategic level.

We can help your school to:

Implement the changes required following the Children and Families Act 2014

Promote and secure improved educational outcomes for all children

Assess the needs of children with SEN or AEN and design and implement effective interventions for vulnerable children so that they are able to fully engage and succeed with their own learning

Ensure the learning environment promotes positive mental health, wellbeing and social and emotional aspects of learning

Ensure well managed systems and structures for promoting positive behaviour policy and practice

Provide professional development for school staff in a wide variety of aspects of children’s learning and social, emotional and behavioural difficulties

Link effectively with partners to enable positive experiences and improved outcomes at critical points in children’s lives e.g. at points of transition, during unexpected life events or when adversity arises

Consultations for parents, teachers and other professionals

Support for staff in developing the school’s SEN offer in line with the new Code of Practise 2014 including:

- Ensuring there are systems for early identification, assessment and monitoring of progress following interventions

- Support with running person centred planning meeting to identify personal outcomes for children and young people with Education Health and Care (EHC) plans

Equality and Diversity Achievement Service

The Equality and Diversity Achievement Service (EDAS) is part of the Schools and Learning Service. The focus of the team is to support schools to raise access engagement and achievement of children from Black and Minority Ethnic (BME) groups, Gypsy, Roma and Traveller (GRT) communities and those speaking English as an Additional Language (EAL). Our focus is on school improvement to support the needs of learners from ethnic minority communities. Members of the EDAS team are part of national professional networks and organisations in their area of expertise and have a history of excellent practice in their fields.

We can help your school to:

Close the achievement gap for children from vulnerable minority ethnic groups, including EAL learners and GRT pupils

Support leaders to develop inclusive quality first teaching for children who speak English as an additional language

Support leaders to prepare and analyse data of minority ethnic groups and to use this data to action plan for closing the gap

Develop and strengthen active parental and community engagement

Support schools to strengthen Equalities policy and practice including the management of prejudice related incidents

The Foundation Years Team works with providers offering the Early Years Foundation Stage (EYFS) including all schools (maintained, academies, free schools, special and independent), voluntary, independent and private settings, children's centres and childcare providers. The team has a particular focus on supporting improvement of qualification levels and offering the Step into Training CPD programme.

What does the service offer?

Governor Training Our new online programme brochure outlines the core training we offer to governors across the county. The courses are grouped into categories, for instance those subjects related to school resources, or leading the governing body, but the strongest focus is on governors’ engagement in School Improvement.

Professional Clerking Service Guaranteed attendance by a fully trained ‘authority approved’ clerk at up to 6 full Governing Body (GB) meetings per annum. Where the GB holds fewer than 6 meetings the equivalent time can be used to support committee work

Guidance on school regulations, instruments of government, duties, powers, procedures

Transcription and production of draft minutes (including action points) for approval by the chair to the GB within 7 working days of the meeting; distribution of minutes

Support for GB administration, including preparation/monitoring of committee lists, terms of reference; maintenance of files for minutes, statutory policies and statutory website information; register of pecuniary interests

Closing the Gap – Vulnerable Learners Consultancy Service (formerly known as OXSIT)

Our team of Inspection trained Practice Consultants work in schools across the county and nationally. The focus of the team is to support schools to accelerate the progress of vulnerable learners particularly those with SEN and more able pupils. Our aim is delivering quality school improvement and using research to inform practice to support the needs of vulnerable learners. Members of the team teach on masters courses at Brookes and have access to the latest research. The new Code of Practice (2014) and the revised Inspection Framework which puts such emphasis on the outcomes of vulnerable groups means that the progress of pupils with SEN is of paramount importance for all schools. Our team is excellently placed to support schools with this new and ever changing agenda.

Newly Qualified Teachers (NQTs)

Induction Support Service

Oxfordshire County Council acts as the Appropriate Body for all maintained and non-maintained schools in the county. The Appropriate Body, together with the Headteacher, is responsible for an NQT’s professional development, support, guidance and supervision during the induction period. The Appropriate Body decides, on the basis of the Headteacher’s recommendation, whether the NQT has met the Teachers’ Standards by the end of the induction period, normally an academic year.

You can select OCC as your Appropriate Body provider. We will contact you by June 2015 to confirm the level of NQT registration you require. Academies and non-maintained schools are charged at a rate of £205 per NQT up to a total charge of £2,050. If a school has more than 10 NQTs the service is provided but no further charge is made. A high quality programme of NQT professional development is available to all OCC registered NQTs at a discounted course rate of £90. What does the service offer?

The NQT Induction Team will fulfil the statutory responsibilities as the Appropriate Body according to the DfE Statutory Guidance for the Induction of Newly Qualified Teachers

The NQT Induction Team is a personal and accessible service providing advice, information and guidance on all aspects of NQT induction

Information on all aspects of the induction process is made available on the NQT section of the Schools Intranet, which is updated and reviewed for relevance on a regular basis

NQT opportunities, information, event schedules and details are provided through direct email, a regular NQT newsletter and the Schools Intranet

Reminders to induction tutor and NQTs regarding courses, assessment form deadlines etc. are sent by email

All necessary reporting to the National College for Teaching and Leadership, e.g. registration, progression and completion of courses is undertaken within the necessary timescales

Induction tutor training and other NQT training opportunities including an annual conference are made available at local rates

A named contact is provided to support induction tutors or NQTs who may not be on track to meet the required professional standards

A bespoke annual support package can be arranged between the schools and the Music Service. These start at £650, which provides 13 hours of specialist support. Further prices are dependent of the assessment of need, but will be pro-rata. Annual support packages are considerably less expensive than purchasing support on a daily basis during the year. All annual support schools receive a free place at an annual conference for the music specialist, additional visits and support from senior staff and invitations for Headteacher’s to attend prestigious performance events.

Oxfordshire County Music Service

The Music Service leads a partnership that is able to provide a comprehensive music education service to pupils, schools and parents, providing support in a very wide range of musical genres and for a large number of purposes. Management support is available to schools at all levels, and initial consultations are always without charge for Oxfordshire maintained schools and academies.

Develop whole school strategic policy for music, including Special Educational Needs (SEN) and Behavioural, Emotional and Social Difficulties (BESD), and support the development of music departments and the broader Arts curriculum via Arts Mark

Special Needs Advisory Support Teacher

Service (SNASTs)

Special Needs Advisory Support Teachers (SNASTs) support schools in carrying out their statutory duties relating to SEN and Disability. They are a team of highly skilled and professional teachers with the expertise to assess and give advice on strategies to support individuals with SEN. The team has regular professional development and are kept fully updated of the latest research in the education of pupils with SEN. They are line managed and quality assured by the School Intervention Leader who has a key school improvement role in closing the gap.

The Health and Safety Team assists schools in meeting their statutory health and safety responsibilities by providing competent practical advice and guidance to support safe, secure and rewarding learning environments and robust safety management.

We can help your school to:

Provide a safe environment, work processes and activities for pupils, staff and visitors by having an identified management system in place

Comply with health and safety legislation, identify any significant risks and implement procedures to control those risks

Ensure staff are competent to carry out their duties in a safe manner

Health and Safety (Conversion package)

This health and safety service package has been formulated and designed to assist schools to achieve a smooth transition to academy status. The package content has been developed from:

Experiences of other schools who have already converted

Requirement to continually review and improve services

Expertise from the Health and Safety Team for Oxfordshire County Council

Academies Conversion Committee strategic plans The package is specifically costed to cover actual expenditure to provide the package.

Key benefits to the school

This package is additional to the Health and Safety (Maintained Schools) service. The package is designed to assist in navigating schools towards achieving statutory compliance as a standalone commercial business. At the conclusion of the conversion package, it is hoped the school should feel confident to take on its newly acquired health and safety responsibilities as an academy. You will be allocated a Health and Safety Officer from the team who will be assigned to you throughout the duration of the package. The package will run for four months on average but slippage and variation will be factored in if needed by you.

What does the service offer?

A health and safety document identifying the key issues and template policies and documentation including servicing requirement calendar and planner

Up to three days of Health and Safety Officer time, which is variable according to the circumstances, to support and advise of specific site actions identified and any individual concerns unique to your site. This will include a summary report of the recommendations agreed.

Included will be direct access via phone and email to the allocated officer

A briefing for Senior Leadership Teams, trustees, key employees and governors lasting approximately 1 hour with time for questions and agreeing key roles for identified employees facilitated by the schools Health and Safety Team Manager and officer

Pay and Contract Support Services provides schools with the tools and support for all pay and employment related administration including new starters, pay changes, absences and salary claims. The service is offered to school employees, headteachers, bursars, and school governors in respect of pay, statutory deductions, terms and conditions of employment, as well as the supporting employment policies and procedures.

The Schools’ ICT Support Team provides an Office365 Web Email support service. The service is offered to both maintained schools and academies.

Subscription to the Schools Office365 Web Email Support Service offers all schools and academies access to a range of services to give schools the reassurance that their email system is being managed and maintained safely and securely. Under the terms of the license, schools, may make use of this coverage on ICT equipment that is owned by the school. Schools already using this service will be able to continue to take advantage of the protection with no additional steps to take. For schools taking the service up for the first time they must download the software from Sophos. The protection covers any PC or Laptop that is owned by the school. The school must keep a record of all PCs and laptops which are covered by the Sophos AV for Audit Purposes. This service continues to offer exceptional value for money.

To save you time the buyback form is prepopulated with the services that you purchased last year where they are available

for 2015-16. If you do not wish to purchase a service again this year you must uncheck the box. The form should be

returned by 31st January 2015.

NOTE: If the form is not returned we will assume that there are no amendments to your buyback requirements.

Most services are available as an annual subscription but some services are available throughout the year on a

pay-as-you-use basis. You can indicate on the Buyback form that you wish to purchase these services during the coming

year and we will contact you for further details. If you have not yet decided to use a pay-as-you-use service wish please

feel free to contact when you are ready to purchase.

Terms and Conditions Subscription period

Please see table on page 58 for Service Level Agreement (SLA) and Contract periods for both Local Authority Maintained

Schools and academies.

Notice period

A school wishing to withdraw from a service in most cases will be required to provide at least 2 school terms or 3 months

notice, in writing, stating the reasons. Please note some services may require a longer notice period; e.g. Key Insurances.

Therefore, clients are advised to contact the Service team directly for more information. Academies should refer to their

contracts for termination periods.

Charges

Each service has been individually priced to cover relevant costs and overheads to give good value for money. The

services are priced to cover costs not to produce a profit.

Due to the variety of services offered there are several methods used for pricing. The information in this brochure makes

clear what the charges are and what is included in the price. If you would like more detailed information about the pricing of

a particular service, please contact us.

Payment

For maintained schools payment will be collected via SAP internal recharge on a monthly basis. Academies will be invoiced

monthly and payment will usually be collected by direct debit from the academy’s bank account.

Pay-as-you-use options

The flexibility for schools of pay-as-you-use is offered as an option on some services. Local Authority maintained schools

will be internally recharged within a month of using the service. Academies will receive an invoice, payment of which is due

within 28 days of the invoice date.

Provision of Service

Each service is provided to Local Authority maintained schools under a Service Level Agreement and under contract to

academies. Full details of the contract are available on request.

Changes to Contract or Service Level Agreement

Any changes to the Service Level Agreement or Contract must be agreed by the Council and the school or academy.

VAT

The Council charges VAT at the current rate on services provided to academies.
