TheRDVteamcontinuedtoexpanditsroleinemergencymanagementandregionalrecovery,takingaleadingroleintheGovernment’sresponsetothe2014GrampiansbushfireandtheHazelwoodminefirebyoverseeingasuiteofeconomicrecoveryinitiatives.Thisyearalsosawthefifthanniversaryofthe2009BlackSaturdaybushfires,markedbyacentralmemorialserviceandthepublicationoftheVictorianBushfireRecoveryFiveYearReport,bothcoordinatedbyourFireRecoveryUnit.Inareasaffectedbythefloodeventsof2010,2011and2012,wecontinuedtodeliverarangeofinitiativestosupportcommunityrecoveryprojectsandrestoreflood-damagedinfrastructure.
RDVisproudtoleadregionalpolicydevelopmentinVictoria,expandingourroleandinfluencethroughevidence-basedadvocacyandinnovativeresearch.InMayweofficiallylaunchedtheRegionalVictoriaInformationPortal,apubliclyavailableonlineinformationdatabasethatconsolidatesaround150,000datapointsacrosshundredsofindicatorsand135geographies,providingeasyaccesstothelatestinformationonourregionalandruralcommunities.ThePortalhasalreadyprovedpopularamongstGovernment,councils,businesses,universities,researchinstitutions,andotherstakeholders,encouragingstrongerengagementthroughup-to-date,comprehensiveinformation.
Wecontinuedtoencourageregionalleadershipandtopromoteregionalvoicesinpolicydevelopmentandimplementation,recognisingthatstrongerandmoresustainablecommunitieshavethecapacitytodrivetheirowndevelopment.RDVcontinuestosupporttheRegionalPolicyAdvisoryCommitteeand
RegionalDevelopmentAustraliaCommittees,andtotailorourprogramstoensurethatnewinvestmentreflectslocalprioritiesandaddresseslocalissues.
InJanuary2014welaunchedanonlineversionofThinkingRegionalandRural:GuidelinesforAssessingRegionalandRuralImpactsofPolicyandLegislation.AccessiblethroughtheRegionalDevelopmentVictoriawebsite,theThinkingRegionalandRuralonlinetoolisdesignedtostrengthenthecapabilityofgovernmentofficerstoidentifyandassesstheimpactsofpolicyandlegislationonregionalandruralVictoria.
ThisyearRDV’spresenceinregionalVictoriaincreasedwiththeimplementationoftheGovernment’sIntegratedRegionalDeliveryModel,takingresponsibilityfordeliveringabroadrangeoffunctionsacrossmultipleGovernmentdepartments.ThenewmodelallowsforgreaterengagementamongstanumberofGovernmentportfolios,fromregionalplanningtoSportandRecreationandtheOfficeofAboriginalAffairsVictoria,supportingmorecoordinatedplanningandinvestmentandgreatlyimprovingaccesstoGovernmentforregionalandruralVictorians.
RDVisproudtohavesupportedVictoria’sregionalcommunitiestoachievesustainableandlong-termgrowththroughout2013-14.Iamhonouredtoleadsuchatalentedandcommittedteam,andlookforwardtocontinuingourgoodworkin2014-15.

ThisyearRegionalDevelopmentVictoriainvestedmorethan$155millioninregionalVictoriaandapprovedmorethan400projectsundertheVictorianGovernment’s$1billionRegionalGrowthFund.Sinceitsestablishmentin2011,theRegionalGrowthFundhasprovidedalmost$430millioninsupport,generatingover$1.7billionoftotalinvestmentacrossmorethan1,500projects.
RegionalandruralVictoriaplayakeyroleinVictoria’sfutureprosperityandgrowth.OurregionsaccountforalmostaquarteroftheState’semployment,andaboutonefifthofoureconomicoutput.Overthenextdecadeto2024,itspopulationisprojectedtogrowbyanextra221,000people-from1.47millionto1.69million.
In2013-14,RDVplayedaleadingroleindeliveringkeyoutcomestodriveregionaleconomiesandhelpmanageregionalgrowth.Throughouttheyear,weworkedwithkeystakeholders,includinglocalgovernment,industryandcommunityorganisations,tostrengthentheproductivepotentialofregionalindustriesthroughcollaborativegovernmentinvestment.
Ourworkrangedfromfacilitatinglarge-scaleenablinginfrastructure,includingthe$100millionEnergyfortheRegionsprogram,whichthisyearcontinuedtoextendthenaturalgasnetworkacrossregionalVictoria,tosmall-scaleinitiativesthatseektorespondtoregionally-specificissuesandcommunityneeds,suchastheHindmarshShireEconomicDevelopmentStrategy.Allouractivitiesareunderpinnedbystrategicandcollaborativeinvestmentdesignedtoencouragemoresustainable,productiveandliveableregionalcommunities.
Wecontinuedtoworkcloselywithcompaniestargetingnewopportunitiesinoverseasmarkets,supportinginnovativeprojectsseekingtocapitaliseonemergingexportdemands.ThisincludesKorumburra’sBurraFoods,whichundertooka$22millionexpansionofitsinfantformulaproductionfacilitytoincreasethecompany’sproductlinesandtakefulladvantageoftheincreasingdemandfornutritionalmilkpowderproductsinAsianmarkets.
Thisyearwecontinuedtodelivertargetedsupporttothoseeconomiesmostaffectedbychangingeconomicconditions.InGeelong,werespondedtonewsofjoblossesandindustryclosureswiththeannouncementofthefirstthreeprojectsfundedundertheGeelongAdvancementFund,drivingjobsandinnovation,whileencouraginginvestmentinemergingsectorsofGeelong’seconomy.AnnouncedinJuly,the$8.1millionDeakinStudentAccommodationProjectwillcontinuetogrowGeelong’sreputationintheeducationsector,whilethe$65millionredevelopmentoftheStMary’sSchoolsite,ledbyBarwonHealth,furtherenhancesGeelong’scapabilityinthepublichealthsectorwiththecreationofastate-of-the-artmedicallibrary.
IntheGoulburnValley,wherethetraditionalindustriesoffoodproductionandprocessingfacethechallengesoflong-termstructuraladjustment,welaunchedthe$5millionGoulburnValleyIndustryandInfrastructureFundtohelplocalbusinessesgrowandadapttothechangingmarketconditions.
InApril2014weheldthethirdRegionalVictoriaLivingExpo,encouragingmoreMelburnianstomakethemovetoregionalVictoria.Thisyear’seventwasourlargestandmosthighly

In2013-14RegionalDevelopmentVictoriacontinueditspivotalroleinsupportingandstrengtheningregionalandruralVictoria.
InaccordancewiththeRegionalDevelopmentVictoriaAct2002,RDVworkscloselywithvariousStateGovernmentagenciestofacilitateeconomic,infrastructureandcommunitydevelopmenttoimprovethequalityoflifeforregionalVictorians.
RDVistheVictorianGovernment’sleadagencyindevelopingregionalandruralVictoria.RDV’sroleinvolvesfacilitatingnewinvestment,businessgrowthandjobcreation,infrastructuredevelopment,instigatingpolicyandplanninginitiatives,andcoordinatingthedeliveryofGovernmentprograms,servicesandresourcesinruralandregionalVictoria.
ThisincludesimplementationoftheRegionalGrowthFund,facilitatingconsultationabouteconomicandcommunitydevelopmentbetweenthepublicandprivatesectors,andpromotingthebenefitsofinvesting,workingandlivinginregionalVictoria.
ItalsoincludesadvisingtheMinisterforRegionalandRuralDevelopmentandtheMinisterforRegionalCitiesonmattersrelatingtodevelopmentinregionalandruralVictoria,andsupportingcommunitiesaffectedbythe2009firesthroughtheFireRecoveryUnit.
On1July2013RDVformallycompleteditstransitionintotheDepartmentofStateDevelopment,BusinessandInnovation(DSDBI),havingpreviouslybeenlocatedwithintheformerDepartmentofPlanningandCommunityDevelopment.
WiththeimplementationoftheGovernment’sIntegratedRegionalDeliveryModelin2013-14,our18regionalofficestookresponsibilityfordeliveringabroadrangeoffunctionsacrossmultipleGovernmentdepartments.Underthisnewmodel,RDVoverseestheregionalfunctionsofSportandRecreationVictoriaandtheOfficeofAboriginalAffairsVictoria,whilesupportingtheRegionalManagementForumsandtheregionalplanningfunctionsoftheDepartmentofTransport,PlanningandLocalInfrastructure(DTPLI).

TheRegionalProgramsandRecoveryGroupisresponsibleforthedeliveryofarangeofprogramsandactivitiesincludingthelocalinitiativescomponentoftheRegionalGrowthFund,theRegionalDevelopmentAustraliainitiativeinVictoriaandbushfireandfloodrecoveryprograms.ThisincludestheoperationsoftheFireRecoveryUnit.
Fire Recovery Unit TheFireRecoveryUnitwasestablishedinJuly2011toassistpeopleandcommunitiesaffectedbythe2009VictorianbushfiresfollowingtheclosureoftheVictorianBushfireReconstructionandRecoveryAuthority.TheFireRecoveryUnitprovidesaclearpointofcontactwithintheStateGovernmentforbushfireaffectedcommunitymemberstoobtaininformationandconnectwithservices.

TheInfrastructureGroupidentifies,facilitatesanddeliversinfrastructureprojectswhichcontributetotheenhancedproductivity,liveabilityandsustainabilityofregionalandruralVictoria,includingthoseinitiatedthroughtheRegionalGrowthFund.

Followingthelaunch,RPACcommencedaseriesofregionalbriefingswithrepresentativesfromtheeducationsectortopromoteawarenessofthereport.InOctober,RPACalsopresentedthefindingsofitsresearchtotheDepartmentofEducationandEarlyChildhoodDevelopment’sRuralEducationReferenceGroup.Comprisingrepresentativesfromearlychildhoodservices,Government,CatholicandIndependentschools,andhighereducationandskillsservices,theRuralEducationReferenceGroupprovidesadviceonimplementationoftheGovernment’sagendaforeducationprovisionandaccessacrossregionalandruralVictoria.
Duringtheyear,RPAChostedthreecommunityforumsaspartofitsregionalmeetingprogram.TheseforumswereessentialindevelopingRPAC’sstrategicadvicetoGovernmentonfutureprioritiesfortheRegionalGrowthFundandlong-termprioritiestosupportregionalgrowthandprosperity.RPACpresenteditsadvicetoGovernmentinNovember2013.
InJanuary2014,RPAClaunchedanonlineversionofThinkingRegionalandRural:GuidelinesforAssessingRegionalandRuralImpactsofPolicyandLegislation.AccessiblethroughtheRDVwebsite,theThinkingRegionalandRuralonlinetoolisdesignedtostrengthenthecapabilityofgovernmentofficerstoidentifyandassesstheimpactsofpolicyandlegislationonregionalandruralVictoria.
RDAisapartnershipbetweentheCommonwealth,StateandTerritoryandlocalgovernmentstosupportthegrowthanddevelopmentofAustralia’sregions.RDVisworkingcloselywithRDAtodeliverimportantprojectsforregionalVictoriansthroughtheimplementationofRegionalStrategicPlans.
Thefivenon-metropolitanRDACommitteesworkinpartnershipwithregionalleaderstosetthestrategicdirectionandprioritiesfortheirrespectiveregions.RDACommitteesalsoprovidelocalrecommendationsinregardtothePuttingLocalsFirstProgramcomponentoftheRegionalGrowthFund,andprovideRDVwithstrategicadviceonbusinessanddevelopmentopportunities.RDVadministerstheOperationalFundingContractforRDAinpartnershipwiththeCommonwealthGovernment.
During2013-14,theVictorianRDACommitteesdevelopednewRegionalStrategicPlans,providingavisionforeachregionandidentifyingpriorityareasoffocusfortheCommittees.RDVcontinuedtoworkwiththeregionalRDACommitteestodevelopanddelivernewprojectsandinitiativesthatalignedwiththeprioritiesidentifiedinthesePlans.
In2014-15RDVwillworkwiththeCommonwealthDepartmentofInfrastructureandRegionalDevelopmenttocontinuetoassistRDACommitteestoenhanceeconomicdevelopmentopportunitiesintheirregions.

TheRegionalCitiesGrowthFrameworkwasdeliveredin2012,andiscurrentlybeingupdatedthroughStage2tohelpregionalcitiesplanforfuturegrowthanddevelopment,andtoprioritiseinvestmentinservicesandinfrastructure.RDVwillcontinuetoworkwithregionalcitiestosupporttheirgrowthanddevelopment.
AuspicedbytheMunicipalAssociationofVictoria(MAV),RuralCouncilsVictoria(RCV)representsVictoria’s38ruralcouncils,responsiblefor79percentoftheState’slandarea.
RCVfocusesonsupportingthecapacityofthe38ruralcouncilsandpromotingthegrowthandeconomicdevelopmentofruralcommunities.Inparticular,RCVconcentratesoncreatingandretainingjobs,ensuringaccesstokeyservices,andimprovingtheliveabilityandviabilityofVictoria’sregionalareas.
RDVpartnerswithRCVtoprogresspolicyagendasincludingtheimplementationoftheRDV-fundedNetworkedRuralCouncilsprogram,whichaimstohelpruralcouncilsaddresscurrentandfuturechallengesmoresustainably.
The$3.3millionprogram,nowenteringitsfourthandfinalyear,aimstoempowerruralcouncilsto:

>> TheFleetManagementToolkit,whichprovidesanintegratedcollectionofinstructions,templates,toolsandexamplesdesignedtobeusedbyCounciltodevelopandimplementfleetmanagementstandardsthatwillbenefittheindividualcouncilandmakecollaborationwithneighboringcouncilsmorelikelytosucceed.

WhenregionalandruralVictoriaisgrowing,thewholestateprospers.TheRegionalGrowthFundprovides$1billionovereightyearstocreateprosperity,provideopportunitiesandimprovethequalityoflifeforregionalandruralVictorians.Buildingstrongerregionalandruralcommunitiesimprovespeople’saccesstoemployment,education,businessopportunitiesandotheraspectsofcommunitylife.
ThroughtheRegionalGrowthFund,RDVinvestedinstrategicinfrastructureandcommunity-ledlocalinitiativestoimproveboththecompetitivenessandliveabilityofregionalandruralVictoria.Weworkedwithlocalindustriestoachievesustainableenergyandwatersolutions,directlysupportedcommunitiesfacingthechallengesofchangingeconomicconditions,andencouragedlocalsolutionstoimproveservices,communityinfrastructure,leadershipandskillsinourregionalandruralcommunities.
Duringtheyear,fundingthroughtheRegionalGrowthFundhelpedcreateandmaintainjobsandimprovecareeroptionsforregionalVictoriansbyassistingregionalbusinessestogrowandtakeadvantageofdevelopmentopportunities.
Asat30June2014,1,545projectscollectivelyworth$1.7billionweresupportedbytotalfundingof$426.34millionfromtheRegionalGrowthFundsinceitsinceptioninJuly2011.
Withinthistotal,theEconomicInfrastructureProgramannounced$179.5millionfor86regionalinfrastructureprojects,$95.24millionfor411projectsnominatedbyregionalandruralcouncilsundertheLocalGovernmentInfrastructureProgramand$75.96millionfor658projectsunderthePuttingLocalsFirstProgram.
TheRegionalGrowthFundisdeliveredprimarilybyRDVincloseconsultationwiththeregionalandruralcommunitiesthatbenefitfromtheplanning,projectsandservicesimplementedthroughthefund.
The fund’s major streams over its first four years include:
>> $221millionfortheEconomicInfrastructureProgram;
>> $100millionforthePuttingLocalsFirstProgram;and
>> $100millionfortheLocalGovernmentInfrastructureProgram.

NOBBIES AND SUMMERLAND PENINSULA TOURISM EXPANSION PROJECT
InMarch2014,theVictorianGovernmentannounced$1.2millionfromtheRegionalGrowthFundtosupporta$4.25millionexpansionofPhilipIsland’suniquetouristattractions.TheNobbiesandSummerlandTourismExpansionProjectwillfurtherincreasetheregion’sworld-renownednature-basedexperiences,addingtotheIsland’sestablishedtouristdestinationssuchasthePenguinParade,KoalaConservationCentreandChurchillIslandHeritageFarm.
AspartoftheprojectWildlifeCoastalCruises,alocaloperator,willdevelopaneweco-boattourdepartingfromtheCowestownship,withupto25,000visitorsexpectedtobookaneco-boattoureachyear.
Thesecondaspectoftheprojectwillinvolveanewmulti-mediatourismexperiencetobelocatedattheNobbiesthatwillincorporateauniquebrandingpartnershipbetweenthePhillipIslandNatureParkandtheWorldWildlifeFundforNature.ThepartnershipwiththeWorldWildlifeFundisthefirstofitstypeinAustralia,andwillbeevidentintheeducationalcontent,branding,merchandisingandmarketingofthestate-oftheartinterpretivedisplay.
BothattractionsaredueforcompletionbyJanuary2016,withtheeco-boattourstobeginasearlyasDecember2014.
PACTUM DAIRy GROUP
InFebruary2014,PactumDairyGroup’snew$42millionmilkprocessingfacilityatSheppartonreceived$950,000fromtheVictorianGovernmenttosupportthedevelopmentofUltraHighTemperature(UHT)milkprocessinglinesandtheconnectionofnaturalgastothegreenfieldsite.
Thefacility,whichwasofficiallyopenedinMay2014,hasthecapacitytoprocessupto100millionlitresoffullcream,skim,flavouredandlactose-freemilkwithinthenextthreeyears.Itwillbecrucialtoimprovingthecompetitivenessoftheregion’sdairysectorandcapitalisingonopportunitiespresentedbynewandemergingmarkets,withPactumexpectingtoexportupto$37millionworthofproducetotheChinesemarketafterthegroupsecuredasupplyagreementwithBrightDairy,aChinesecompanywithmorethan400distributors.
VictorianGovernmentsupporthelpedsecurethecompany’sinvestmentinShepparton,whichofferswell-establishedfoodmanufacturingcapabilitiesandcloseproximitytohigh-qualitymilksupplyinNorthernVictoria.Theprojecthasalreadygenerated35full-timejobs,whichwillgrowto52full-timejobsoverthenextthreeyears.
TheEconomicInfrastructureProgramplayedaleadingroleindeliveringkeyoutcomestodriveregionaleconomies,increasejobs,attractnewindustryandimproveregionalservices.In2013-14,theEconomicInfrastructureProgramannounced$42.5millionfor19regionalinfrastructureprojects,whichincludedthefollowing:
LANDSBOROUGH VALLEy WATER SUPPLy PIPELINE PROJECT
The25.5kilometresofwatermaintobeconstructedfromStawelltoGlenkaraEstateVineyardwillguaranteeareliablewatersupplytosixvineyardsinWesternVictoria’sLandsboroughValley,securingaround60jobsandremovingsignificantbarrierstoinvestmentandgrowth.

HORNE ROAD INDUSTRIAL ESTATE ACCESS
The$8.3millionHorneRoadWarrnamboolEasternIndustrialPrecinctProjectwasofficiallyopenedinJune.Thethreekilometrenorth-southconnectorroadbetweenWangoomRoadandRaglanParade,whichhasreceived$3.6millionthroughtheRegionalGrowthFund,willprovideaccesstoWarrnambool’snewindustrialprecinct,envisagedasalong-termhubforindustryandemploymentgrowthintheregion.
Theroadalsocreatesakeynorth-southlinkbetweenthePrincesHighwayWestandtheHopkinsHighway,providingasaferandmoreefficientroutefortrafficandtransportoperators,andremovingtheneedforindustrialtraffictopassthroughcentralpartsofWarrnambool.
AlthoughWarrnamboolisconsistentlyoneofVictoria’sfastestgrowingregionalcities,non-residentialinvestmenthasnotkeptpacewithWarrnambool’spopulationgrowth,duepartlytoalackofreadilyavailableindustriallandthatcanaccommodatenewinvestment.Thislimitedsupplyiscontributingtothehighcostofindustrialland,constraininginvestmentandcompromisingthescaleofemploymentgrowthintheregion.
Stage1oftheHorneRoad–AccesstotheWarrnamboolEasternIndustrialPrecinctprojectwillenablethereleaseof65hectaresofindustriallandtothemarket,withthepotentialforafurther42hectarestothenorthandsouthtoberezonedonastage-by-stagebasis.Theprojectwilldeliverlong-termaccesstothenewindustrialprecinctandprovidecleardirectiononwhereindustryandemploymentgrowthinWarrnamboolwilloccuroverthenext15years.
MILDURA AIRPORT
InJulyVictoria’sbusiestregionalairportofficiallyopeneditsnewterminalaftercompletionofthe$6.4millionredevelopmentofMilduraAirport,whichbenefitedfrom$5.2millionfromtheRegionalGrowthFund.
MilduraAirportaccommodateswellover200,000passengersandsupportsthreemajorairlines,whileprovidinganimportanthubforairambulance,flighttraining,aerialagriculture,parachuting,militaryandcharterflights.ItisavitalelementtothecontinuedgrowthanddevelopmentoftheSunraysiaeconomyandplaysanimportantroleinsustaininganumberofmajoreventsandfestivalsintheregion.
Theextensiveredevelopmentworksincludeimprovedcheck-inareas,baggagesystemsandcarparks,whiletheoverallsizeoftheterminalhasalmostdoubled,easingdelaysandcongestionissuesthatresultedwhentheairportwasfrequentlypushedtocapacityduringpeakperiods.Thenewterminalwillsupportgreaterpassengernumbers,facilitatenewdirectairservicestoandfromSydney,Adelaide,andBrokenHill,andprovideimprovedamenitiesforairportusers.
WODONGA CENTRAL BUSINESS AREA
A$4.3millionprojecttorealignandimprovethreekeyroadsintheheartofWodongawillallowforthedevelopmentofanewretailprecinctinthecity,unlockingamultimilliondollarinvestmentthatwillhavelastingimpactsonemployment,theeconomyandqualityoflifeinWodonga.
Theprojectwilldeliversignificantongoingeconomicbenefitsforthecity,withtheretailprecinct-toincludeasupermarket,discountdepartmentstore,specialtyretailandfoodshopsandcarparking-expectedtogenerateupto$20millionworthofnon-foodretailexpenditureayear,whilecreatinghundredsofdirectjobsandmanymoreindirectjobsintheWodongaCBD.
WodongaisamongthefastestgrowingregionalcitiesinVictoria,withagrowthrateof1.6percent.RDV’scontributionof$2.1millionwillenableworktobeginonthevitalroadinfrastructure,whichwillalsoprovidesafepedestrianandbicycleaccessaswellasimprovedbusinterchangesinandoutoftheCBD.
AUSTRALIAN TARTARIC PRODUCTS
InJuneAustralianTartaricProducts’new$11millionbiomass-fuelledboilerandpower-generationsystemwasofficiallylaunchedatthecompany’smanufacturingplantinColignan,asmallruraltownlocatedontheMurrayRiver,50kilometresouth-eastofMildura.
The$11.1millionWastetoEnergyBiomassBoilerProjectwillseethenewplantutilisegrapemarc–grapestems,skinsandleesfromwineriesintheNSWRiverina,SwanHillandSunraysiaregions–toprovidealmostallofitsenergyneeds,withthecompanyexpectingtosaveinexcessof$1.5millioninfuel,LPGandelectricitycostseachyear.ItisthefirstmajorbiomassboilerandpowergeneratorutilisingorganicwastetooperateatamanufacturingbusinessinregionalVictoria,andwillkeep10,000tonnesofcarbondioxideoutoftheatmosphereeveryyear.
AustralianTartaricProductsisAustralia’sonlyproducerofnaturaltartaricacid,commonlyusedasanantioxidant,preservativeandleaveningagentinfood,wineandpharmaceuticalproduction.Theproject,whichreceived$1.8millionfromtheStateGovernment,willdramaticallyimprovethecompany’scompetitivenessagainstimportedsynthetictartaricacid.Sixnewjobswerecreatedforplantoperatorsandmaintenancestaffasaresultoftheproject,whichalsosecuredthejobsof34employeesatthecompany.

BURRA FOODS KORUMBURRA
InMaythefirstbatchesofBurraFoods’newinfantformularolledoffthecompany’sKorumburraproductionlineafterthecompletionofa$22millionexpansionprojectthatreceived$1.5millionthroughtheRegionalGrowthFund.
TheexpansionhasenabledBurraFoodstoproducenutritionalmilkpowdersaswellasanewrangeofproductsforinfants,toddlersandtheelderly.Theproducts,producedprimarilyfortheexportmarket,willallowthecompanytotakefulladvantageofincreasingdemandfornutritionalmilkpowderproductsinAsianmarkets.
Theprojectincludedtheconstructionofastate-of-the-artwatertreatmentplantthatallowsthecompanytoproduceinfantformulausingthehighestqualityofultra-purifiedwaterpossible.Importantwatersavingmeasureswerealsocarriedoutaspartoftheexpansion,whichwillreducepressureonthetown’swatersupplybyatleast165megalitresayearandsignificantlyreducetradewastedischarges.
StateGovernmentsupportwasakeycomponenttofacilitatingBurraFoods’investment,whichcreated60constructionjobs,26newfulltimejobs,andsecuredmorethan100existingjobsattheKorumburraplant.
GEELONG LIBRARy AND HERITAGE CENTRE
InJulythefirstsodwasturnedonthenew$45millionGeelongLibraryandHeritageCentre.
Thedevelopment,whichwilldeliveranewstate-of-the-arthomefortwoimportantcommunityinstitutions,receivedsupportof$15millionfromtheRegionalGrowthFund.Expectedtoreceivemorethanonemillionvisitorsannually,anddesignedtomeetcurrentandfuturedemandfromGeelong’sgrowingpopulation,thelandmarkvenuewithitsstrikingdome-shapeddesignwillbeakeycomponentintherevitalizationofGeelong’sculturalandheritageprecinct.
Dueforcompletioninlate2015,anddesignedtoincorporatethelatestininformationtechnologyandsustainabledesign,thenewcentrewillfeaturealibraryspaceoverthreelevels,caféandcourtyard,exhibitionanddisplayareas,children’sexplorationanddiscoveryzone,multipurposelearningspacesandadedicatedheritagecentrereadingroom.
WARRNAMBOOL REGIONAL AVIATION PROJECT
WarrnamboolRegionalAirportwillundertakea$4.3millionprojecttosignificantlyimproveitscapacityandmeetgrowingdemandfromnewandexistingbusinessestoestablishandexpandtheiroperationsattheairport.
Thelackofindustrialland,hangarcapacityandtransportinfrastructureattheairportiscurrentlyrestrictingnewinvestmentandriskingthelossofsignificanteconomicdevelopmentopportunitiesinaviation-relatedindustriesacrosstheregion.WarrnamboolAirportcurrentlyconsistsof16occupiedhangarsthathousebusiness,recreationalandemergencyservicesaircraft.
Theproject,whichreceived$1.45millionfromtheRegionalGrowthFundand$2millionfromtheStateGovernment’sRegionalAviationFund,willinvolvetheconstructionoftaxiways,hangaraccessroads,drainageandessentialservicestofacilitateinvestmentinupto20additionalhangarsitesattheAirport.
BENDIGO ART GALLERy
InMarchthe$8.5millionredevelopmentoftheBendigoArtGallerywasofficiallyopened,significantlyexpandingthecapacityandfunctionalityofoneofthecity’skeyculturalinstitutions.
Theexpansionwillassistthegalleryinattractinglarger,world-classexhibitions,drawingmorevisitors,andbuildingonthegallery’sreputationasakeyeconomicstimulatorintheregion.Thegallerycurrentlyattractsmorethan300,000visitorseachyear.
Includedintheexpansionproject,whichreceived$3.775millionfromtheStateGovernment,isthecreationofanew‘ParkGallery’exhibitionareafeaturingopenandflexiblespacesformajorexhibitions,anewmulti-purpose‘PavilionGallery’,andtheconstructionofanewback-of-houseloadingdockandexhibitionmanagementarea.
LATERTOUCHE WATER MAIN REPLACEMENT PROJECT
Gippsland’sJindiCheesewilldoubleitsproductionby2016thankstoa$1.14millionwatermainreplacementprojectinLabertouchethatwillalsoprovideasecurewatersupplyto19domesticandstockcustomers.
Theproject,whichreceived$570,000fromtheRegionalGrowthFund,willreplacefivekilometresofwatersupplymainfromOldSaleRoadtoOldTelegraphRoad,whichhasreachedtheendofitsusefullifeandisatcriticalriskoffailure,presentingasignificantoperationalriskforthecompany.Byprovidingareliableandsecurewatersupply,theprojectwillremoveasignificantconstraintonthecompany’sinvestmentandexpansionplans,whichincludeplanstoinvest$6millioninitsGippslandplantoverthenextfiveyears,securingitsfutureandcreatingvitalnewjobs.
JindiCheeseisanaward-winningsoftcheesemakerthatsuppliesAustralia’smajorandindependentsupermarketsandrestaurants.Withacurrentworkforceof52itisthelargestemployerinJindivickandasignificantemployerinBawBawShire.
BRIGHT OFF-RIVER STORAGE
InNovemberworkofficiallycommencedonanew520megalitredamatFreeburghinVictoria’sNorthEast,whichwillprovidevitalwatersecurityforBright,WandiligongandPorepunkah.The$14.5millionBrightOff-RiverWaterStorageproject,whichreceived$2millionthroughtheRegionalGrowthFund,willhelpmeettheurbanwaterneedsofthethreetownsandalsodeliversignificantenvironmentalbenefitsfortheOvensRiver.
Oncecompleted,off-riverstoragewillallowwatertobetakenfromtheriverduringthewintermonthswhenflowsarehigh,eliminatingtheneedtoextractwaterduringthesummermonthswhenenvironmentalflowsarenaturallylower. Thenewstoragewillincreasewatersupplyreliabilityfrom65percentto95percentacrossthethreetowns,providingmuch-neededcertaintyforbusinessanddomesticwatercustomersinthisregion,whiletheincreasedflowofwater duringsummerwilldramaticallyimproveriverhealthandaquaticlife.
Thenewdamisexpectedtobecompletedin2014.

BEAUFORT RAIL
Morethan150propertiesarenowbetterprotectedfromfloodingasaresultofnewinfrastructureworksontheBeaufortrailline.Fournewdrainageculvertswillreducewaterlevelsby40centimetresduringaone-in-a-hundred-yearfloodevent,protectingindustrial,commercialandresidentialpropertiesfromunexpectedflooding.
Theprojectcreatescertaintyforlocalbusinessesandprovidesthemwiththeconfidencetoplanforfuturegrowth,generatingjobsandstrengtheningthelocaleconomy.AtBroadbentCourtindustrialestate,locatedeastofthecityneartheWesternHighway,landpreviouslyatriskofinundationcannowbedeveloped,generatinganestimated29jobs.
UsersoftheArarat-BallaratraillineandtheWesternHighway–majortransportlinksforpassengersandfreight–willalsoenjoysafer,morereliabletravelasaresultoftheworks.The$2.5millionproject,whichwasdeliveredsignificantlyunderbudget,received$925,000throughtheRegionalGrowthFund.
MARySVILLE GOLF CLUB REDEVELOPMENT
OneofthefewcommunityfacilitiesinMarysvilletosurvivethedevastatingBlackSaturdaybushfiresin2009,theMarysvilleCommunityGolfandBowlsClubreceivedasignificantfaceliftin2014,witha$2millionredevelopmentcontinuingthetown’slongrecoveryprocess.
SupportedbytheStateGovernmentaswelltheMarysvilleandTriangleCommunityBushfireReliefFund,theprojectinvolvedthedemolitionofthewesternendoftheclubhouseandconstructionofanewfunctionroomthatcanaccommodatemorethan200people.Newclubhouseareasincludeamembers’lounge,meetingroom,bar,kitchen,proshopandoutdoortimberdeck,allowingtheclubtoservemoremealsandattractmorepatrons.
TheredevelopmentisanotherimportantmilestoneinMarysville’srecovery,givingvisitorsanotherreasontoreturntothepopulartouristdestination.TheprojectisdueforcompletioninSeptember2014.
PORT OF ECHUCA REVITALISATION
The$5millionPortofEchucaDiscoveryCentreofficiallyopenedinDecember,showcasingtherichhistoryofthePortandprovidinganewentrancetothe$15millionPortofEchucaRevitalisationProject,whichreceived$5millionfromtheStateGovernment.
TheCentre,acontemporarydesignthatincorporatesrecycledwharftimbertoreflectitslocationandpast,allowsvisitorstoengagewiththerichhistoryoftheprecinctandsignificantlyimprovesthedisplayoftheport’smanyartefacts.
ThePortofEchucaRevitalisationProjectinvolvestheredevelopmentofthehistoricEchucaWharfandanumberofassociatedprecinctworks,suchastheestablishmentofonionpatchmooringinfrastructure,theconstructionofnewredgumwalkwaysandtwonewretailareasinMurrayEsplanade.
ThePortofEchucaisoneofthekeyvisitorattractionsontheMurrayRiverandprovidesanopportunityformorethan60,000visitorsannuallytoexperiencetheinlandriverportandtheregion’srichhistory.ThePortdirectlyemploysaround95peopleandsupportsanestimated3,000tourism-relatedjobsintheCampaspeandMurrayShires,contributingapproximately$250milliontothelocaleconomy.
MILDURA RIVERFRONT
In2013-14progresscontinuedondeliveryofthe$18.3millionStageOneMilduraRiverfrontRedevelopment,aprojectthatwillreimagineMildura’sriverfrontanditsconnectiontothecity,creatingtourism,business,recreationalandlow-densityresidentialopportunities.
Stageoneoftheprojectwillupgradeparklandsandpathnetworks,improvelandscapingandpublicsignage,increasewaterfrontaccess,introducepublicartandcaféopportunities,andinstallacitytoriverpedestrianconnectionatLangtreeAvenue.Stageonereceived$12millionthroughtheRegionalGrowthFund,aswellassignificantcontributionsfromtheFederalGovernmentandMilduraRuralCityCouncil.
Aspartofstageone,inNovemberanearlyworksprogramwasinitiatedwithlandscapingworksintheNowingiPlace,deliveringcarparkworks,pathwayconnections,andtheconstructionofnewpublicamenitiesandBBQfacilities.InMay2014,landscapingandpublicamenitiesworkswerecompletedandhelpedMildurahosttheTripleJOneNightStandevent,whichsawmorethan15,000visitorstotheNowingiPlaceprecinctontheMilduraRiverfront.

WorkontheEnergyfortheRegionsProgramcontinuedin2013-14,withannouncementsmadeonthesupplyofnaturalgastoKooWeeRupandWarburton.Thisbringsthenumberofregionaltownstobeconnectedtoseven,withMildura’sgassupplynetworkalsobeingaugmentedundertheprogram.
GasdistributorSPAusNetissoontocompletethesupplyofnaturalgastoHuntly,oneofthefirsttownstobeconnectedundertheProgram.SPAusNethasnowinstalledandcommissioned3,318metresofsupplymainand13,298metresofreticulationpipelineinHuntly,withanumberofresidentsalreadyaccessingnaturalgasthroughthenewlyconstructednetwork.
Toconnecttheremainingprioritytowns,on3September2013RDVreleasedan$85millionRequestforTender(RFT)forsupplyofnaturalgasusingalternativedeliverysolutions,includingcompressednaturalgas(CNG)and/orliquefiednaturalgas(LNG)toleadingenergycompanieswiththetechnicalandfinancialcapabilitytoparticipateinatender.TheRFTincludes$55millionforthesupplyofnaturalgastotheremainingprioritytowns,andanadditional$30millionfortheconnectionofMurrayRivercommunities(including$15millionofCommonwealthfunding).
CNGandLNGsolutionstypicallyinvolveincreasingtheenergydensityofnaturalgas.Thisgasisthentransportedbyroadtrailerortankertoastoragelocationneararegionaltown,avoidingthesignificantcostsinvolvedintheconstructionofmajorpipelines.Thenaturalgasisthenreticulatedfromthestoragelocationtohomesandbusinesses.ACNGorLNGdeliverysolutionhasthepotentialtodeliverontheVictorianGovernment’scommitmenttoprovidenaturalgastotownsinregionalVictoriaatacomparableprice,safetyandlevelofserviceandconveniencetonaturalgassourcedfromaconventionalpipeline.

TheOlympicRingsPrecinctinBallarat,whichcelebratestheOlympicrowingeventsheldatLakeWendoureein1956,willreceiveawelcomefaceliftafterreceivinga$60,000granttosupportthe$90,000redevelopment.Theimprovementswillincludelandscapingandirrigationworks,anewflagpole,andtheinstallationofnewbluestonepavingthatwillformaborderaroundtheperimeteroftheprecinct.
TheprojectisduetobecompletedaheadoftheWorldMastersRowingRegatta,whichwillbeheldatLakeWendoureeinOctober2014.
MURPHy FRESH
25jobswillbecreatedfollowingamajorupgradeandexpansionbyMansfieldhydroponictomatoproducerMurphyFresh.Theprojectincludespackagingfacilityupgradesandtheinstallationofanewswitchboard,biomassboilerandwatertanks.Togetherwiththeexpansionofitsexistingglasshouse,thecompanyisexpectingtodoubleitsproductionofpremiumgradetrusstomatoesfortheAustralianfreshfoodmarket.The$1.5millionexpansionwassupportedbya$150,000grantthroughthePuttingLocalsFirstProgram.
HINDMARSH SHIRE ECONOMIC DEVELOPMENT STRATEGy
HindmarshShireCouncilwilldevelopafive-yeareconomicstrategytomaximiseregionaloutput,jobcreationandinvestmentthankstoa$90,000grantundertheprogram.TheHindmarshShireEconomicDevelopmentStrategywillprovidethebasisforcouncil’sresponsetoeconomicdevelopmentchallengesandopportunitiesfrom2014to2019,creatingaclearandconciseeconomicplanthatwillidentifyopportunitieswheretheregionholdsacomparativeadvantage,suchasingrainproduction,intensiveanimalindustries,transportandmanufacturing.
The$120,000strategywilldocumenttheinfrastructureandservicesneededtosupportgrowingsectors,suchasnatureandheritage-basedtourism,andthroughconsultationwithgovernment,businessandindustrystakeholders,andwillalsolookatopportunitiestodiversifyemploymentacrosstheregion,growingjobopportunities.
yARRAM DISTRICT HUB
TheYarramDistrictHub,along-heldcommunityprioritytoconsolidatearangeofcommunityandfamilyservicesandinfrastructureunderoneroof,willgoaheadthankstoa$500,000contributionfromthePuttingLocalsFirstProgram.
The$5.3millionproject,whichwilldrawonatotalStateGovernmentcontributionofjustunder$2million,willprovidefamiliesinYarramandsurroundingcommunitieswithaccesstohigh-qualitychildcare,kindergarten,maternalandchildhealthservices,anexpandedlibrary,andlocalgovernmentservicesinoneintegrated,state-of-the-artfacility.
ThenewfacilitywillalsoincludeanupgradetotheYarramswimmingpool,kiosk,changeareaandreceptionfacility,alongwithcommunitymeetingspacesandincreasedcarparking.

$220,000fromthePuttingLocalsFirstProgramwillsupportthe$295,000YarriambiackCreekPedestrianBridgeprojectinWarracknabeal.
ThenewpedestrianbridgeacrosstheYarriambiackCreekwillboostpublicsafetyandimproveaccesstothecreek’sexistingwalkingtracks.ThecreekhasasignificantpresenceinWarracknabeal,withtheweirpoolandsurroundingareautilisedforarangeofrecreationalactivitiessuchasswimming,boating,waterskiing,fishingandpicnics.

LORNE FILM FESTIVAL 2013
A$10,000grantthroughthePuttingLocalsFirstProgramhelpedsupporttheinauguralLorneFilmFestival,heldbetween15and17November2013.Thethree-dayfestivalattractedover1000patrons,exhibited29filmsacross5screens,anddrewfilmprofessionalsfromacrossAustraliatotheGreatOceanRoadregion,providingasignificantboosttothelocaleconomyoutsideitstraditionalpeaktouristperiod.
SeekingtonurtureastrongfilmcultureinLorneandtheOtwayregionforthedurationoftheevent,thefestivalincludedworkshops,livescreenplayreadingsandQ&Asessionstocomplementthediversescreeningschedule.
In2014,festivalorganisersaimtogrowtheeventtorunoverfourdays,targetingmorethan3000attendees,pursuingalong-termvisionofexpandingthefestivalintoaninternationaleventwherepeoplegathertobuy,sell,watch,andtalkaboutfilm.

LOCAL GOVERNMENT INFRASTRUCTURE PROGRAMIn2013-14the$100millionLocalGovernmentInfrastructureProgramcomponentoftheRegionalGrowthFundcontinuedtoprovideall48regionalandruralcouncilswithaflexiblefundingstreamtoplanandbuildnewinfrastructureandrenewcrucialcommunityassets.
Todate,morethan$95.23millionhasbeenallocatedagainst411projectsnominatedbyruralandregionalcouncils,withatotalvalueof$272.85million.Theprogramiscreatinggreatercertaintyforcouncilstoplananddeliverkeyinfrastructureprojectsscheduledaspartoftheirexistingcapitalworksplans.Projectsnominatedbycouncilsincluded:

NHILL AVIATION HERITAGE CENTRE
Anestimated500peopleattendedtheofficialopeningoftheNhillAviationHeritageCentreinMay2014,whichwassupportedby$354,000throughtheLocalGovernmentInfrastructureProgram.
The$500,000centre,housedinarestoredhangarmeasuring30by25metres,isdesignedtoreflecttheappearanceofNhillaerodrome’soriginalBellmanHangar.TheCentrehousesapartiallyrestoredAvroAnsonaeroplane,whichtakesprideofplaceamongstalargeassortmentofmemorabiliafromtheSecondWorldWar,whentheaerodromewasutilisedasanRAAFtrainingbase.
TheHeritageCentrepaystributetomorethan10,000navigatorsandradiooperatorswhotrainedatNhillandwentontoserveintheSecondWorldWar.
yEA SHIRE HALL REFURBISHMENT
ThepopularYeaShireHallhasbeenreturnedtoitsformergloryafteranextensive$750,000renovationsupportedwith$250,000throughtheLocalGovernmentInfrastructureProgram.
Thetwo-storeyhall,builtin1894,housedtheoriginalYeashireoffices.HeritageadvisorsworkedcloselyontheprojecttoensurethisimportantpartofYea’shistoryremainedtruetoitsera.Theextensiverefurbishmentincludedstabilisationworks,stagerenewalandupgradestothesound,lightingandelectricalinfrastructure,replasteringandpainting,refinishingofthetimberfloor,aswellasnewhallandstagecurtains,refurbisheddressingrooms,andtheinstallationofkilndriedhardwoodstairsattherearofthestage.Heatingandcoolingunitswerealsoinstalledforthefirsttimetoensurethecomfortofpatronsandperformers,andallowthehalltobeutilisedallyearround.
Theprojectalsoinvolvedanewextensiontotheoriginalbuilding,tohouseagreenroom,toiletfacilities,asupperroomandkitchen.Thehallwasofficiallyre-openedinMay2014afteralmostfouryearsofplanning,preparationandconstruction.
BENDIGO LIBRARy
The$9.5millionBendigoLibraryredevelopmentwasofficiallyopenedinFebruary2014,providingBendigoresidentswithstate-of-the-artlibraryservicesincludingacomputerresearchspacewithfreeWi-Fi,communitylounge,coffeeshop,andengagingperformancespaces.TheCityofGreaterBendigoCouncildirectedallofits$2millionallocationundertheLocalGovernmentInfrastructureProgramtowardthismajorproject,allowingittoleveragetheremainingfundsfromawidevarietyofsourcesincludingtheGoldfieldsLibraryCorporation,theHughDTWilliamsonFoundationandtheStateGovernment’sLivingLibrariesInfrastructureProgram.Councilalsoprovidedasignificantfundingcontribution.
KnownastheNewGenerationBendigoLibrary,thefacilitiesalsoincludeexhibitionspacesforvisualartsandanengagingchildren’sareatoencourageearlyreading.ThelibrarywillalsoprovideanewhometotheBendigoVolunteerResourceCentre,encouraginggreatervolunteerismwithinthecommunity.Priortotheredevelopment,theexistinglibraryhadnotbeensubjecttoanyupgradesorrenewalworkssinceitfirstopenedin1984.
Attractingover500,000visitorseachyear,theimprovementsareexpectedtoincreasepatronagebyupto100,000.InMay2014,theBendigolibraryredevelopmentwasshort-listedfortheprestigiousVictorianArchitectureAwards.

REGIONAL PARTNERSHIPS FACILITATION FUND
ThroughtheRegionalPartnershipsFacilitationFund,RDVsupportedhighereducationandvocationaleducationandtraininginstitutionstoadoptnewpartnershipmodelsthatimproveaccesstohighereducationinregionalandruralVictoria.The$20millionFundhasnowsupported15initiativesandleveragedfurtherin-kindandfinancialcontributionsfromprojectpartnersofapproximately$28million.Throughtheseinitiativesatotalof2600newenrolmentsareanticipated.
TheFundhassupportedinitiativessuchasLaTrobeUniversity’sTertiaryEnablingProgram(TEP),whichextendsanexistingpilotprogramattheuniversity’sAlbury-WodongacampustoBendigo,MilduraandSheppartonincollaborationwithregionalTAFEproviders.Theprogramdeliversan18-weekfoundationcoursetoprepareindigenousandrefugeestudentsfortertiaryeducation,focusingonacademicstudyskillsacrossfourinter-relatedintroductorysubjects:socialscience,adultlearning,mathematics,andscience.TheTEPhasexperiencedstrongdemandwith109enrolmentsacrossthethreedeliverylocations,exceedingtheinitialtargetof90.
REGIONAL COMMUNITy LEADERSHIP PROGRAM
ImplementationoftheRegionalCommunityLeadershipProgramcontinuedin2013-14,drivingregionaldevelopmentbybuildingleadershipcapabilityinkeybusinessandcommunitysectorsacrossregionalandruralVictoria.Ninecommunityleadershipprogramsarecurrentlysupportedunderthe$6millioninitiative.
Overthepastthreeyearsmorethan650participantshavecompletedoneoftheseprograms,buildingskills,knowledge,andconfidencewhileestablishingabroadnetworkofgraduateswithwide-rangingexperiences.
Theprogramissupportedbyasecretariat,chargedwithbuildingthecapabilityandprofileoftheindividualprograms,whilemonitoringandassessingtheirlong-termimpact.In2014asurveyoftheprogram’skeystakeholderswasundertaken,complementinganearliersurveyofpastparticipants.Thetwosurveysquantifiedthecontributionsofpastparticipantsthroughengagementandin-kindcontributionstocommunityorganisations,valuingthisworkatover$13millionperyeartoover1300communityorganisations.
RURAL COUNCIL PLANNING FLyING SQUAD
During2013-14,RDValsohelpedregionalandruralcommunitiesplanforchangeandgrowththroughthe$2.8millionRuralCouncilPlanningFlyingSquad,whichprovidesexperttechnicalassistancetoregionalandruralcouncilsonissuessuchasmajorprojectsanddevelopments,long-termlanduse,strategicplansaswellasimmediateplanningsupportwithplanningpermitandamendmentwork.
Theinitiativehasnowdelivered132projects,includingrecentworkundertakenwithGreaterSheppartonCityCouncilwheretheFlyingSquadassistedwithanumberofamendmentsincludingthedevelopmentofamasterplanfortheUnileverfactoryinTatura.Themasterplanwillcutredtapeandtimetoenablethecompanytoexplorelong-termplantoexpanditsoperationsoverthenext15years.
FALLS TO HOTHAM ALPINE CROSSING
ThealpinewalkingroutebetweenFallsCreekandMountHotham,identifiedasoneoffour‘iconwalks’inVictoria,issettoundergoarangeoflong-termimprovementsafteramasterplantoexploreoptionsforitsfuturedevelopmentreceivedfundingof$50,000.
TourismNorthEast’s$150,000MasterPlanfortheFallstoHothamAlpineCrossingwillfurtherthedevelopmentofthepopularwalk,developingaseriesofdetaileddesignsforitsalignmentandlayout,aswellasidentifyingpossiblecampsitelocations,keyareasforpotentialaccommodation,andoptionsforothervisitordestinations.
Themasterplanwillalsoassessadditionalrouteoptionsandexploredesignandlife-cycleissuestominimisetheneedforinfrastructureandongoingmaintenance.
MINERAL SPRINGS GEELONG
AMineralSpringsSpaandWellnessCentreonGeelong’sEasternBeachisnowonestepclosertobecomingareality,withagrantof$60,000providedtotheCityofGreaterGeelong,whowillundertakea$120,000feasibilityreport.
Thereportwillanalyseandconsolidatethefindingsfromprevioustechnicalinvestigationsaswellasincorporateamarketsoundingexercisetodetermineprivatesectorinterestinthedevelopmentofamineralspaandwellnesscomplexatthepopularswimmingandrecreationalarea.
Thereportwillalsoinvestigateabusinessplanfortheproject,currentlyestimatedtohaveatotaldevelopmentcostinexcessof$20million.
FUNCTIONAL DESIGN OF A DEDICATED WATER SUPPLy PIPELINE
DedicatedworktoimprovewatersupplyandsecurityforoneofVictoria’smostimportantdairyproducershasbeenundertakenafteracontributionof$30,000fromtheDevelopingStrongerRegionsProgram.
The$97,000project,undertakenbytheGoulburnValleyRegionWaterCorporation,lookedintooptionsforestablishingadedicatedwatersupplypipelinethatwouldlinktheCobramWaterTreatmentPlanttoMurrayGoulburnCo-operative’sCobramprocessingplant.
MurrayGoulburnisamajorcontributortothelocaleconomy,employingapproximately500people,andasecurewatersupplywillallowthecompanytomeetincreaseddemandandinvestinfutureexpansion. Thestudywillinformanumberofdecisionsaroundpipelineconstruction,includingrouteoptions,infrastructurerequirementsandcostestimates.

DEAKIN STUDENT ACCOMMODATION
The$8.1millionDeakinUniversitystudentaccommodationproject,whichreceivedagrantof$850,000throughtheGeelongAdvancementFund,willredeveloptheiconicT&GbuildingintheheartofGeelong’sCBD,creating33newstudentapartments.Locatedjust600metresfromDeakin’swaterfrontcampus,theprojectwillestablishthefirstdedicatedstudentaccommodationforthegrowingcampus.
Eachofthe33studioapartmentswillincludeakitchenette,ensuitebathroomandstudyarea,whilecommonareaswillincludealargekitchen,centrallaundryfacilities,loungeandanoutdoorarea.FundingwillbecomplementedbyaCommonwealthGovernmentcontributionof$3.1milliontosupportrentalsubsidies,ensuringtheapartmentsremainaffordableforstudentsoverthenext10years.

InJune2014Victoria’slargesthardwoodsawmill,locatedinHeyfield,officiallycompleteda$2.7millionexpansionprojectsupportedby$500,000throughtheLVIIFandanadditional$150,000throughRDV’sLivingRegionsLivingSuburbsprogram.
Theimprovedmillnowincludesanewhorizontalfingerjoiner,anextensiontothecurrentfingerjoiningandlaminatingfacility,theestablishmentofahardstandsiteaswellasnewequipmentforthejoinerline.Theworkswillcreatesignificantefficienciesintheproductionofhighqualitymanufacturedtimberproductssuchaswindowanddoorframes,doorstilesandflooring,providingsignificantimportreplacementopportunities.
AustralianSustainableHardwoodsisthemainrecipientofhighqualitytimberinGippsland,anditsongoingoperationinHeyfieldisessentialtotheviabilityofthelocalforestryindustry.Theexpansionwillsafeguard190existingjobsandcreate15newjobsatthemill.
LION DAIRy
InOctober2013LionDairyandDrinks,oneoftheLatrobeValley’sbiggestemployers,officiallycompleteda$2.1millionprojecttoincreaseitselectricitycapacitywiththesupportofa$490,000grant.
Theprojectinvolvedconstructionof11.5kilometresofundergroundelectricitycablingtoprovideLionwithadedicatedhighercapacityelectricityfeeder,aswellastheinstallationofa2.5MVAtransformerandrelateddistributionboards.Theworkswilldelivergreaterelectricitycapacityandamorereliablesupplyforthecompanyandallowforfutureexpansion,whilealsoprovidingsignificantreliabilityandcapacitybenefitsfor110businessesandmorethan990residentialpropertieswhosharetheexistingfeedertothesite.
LionDairyandDrinks,formerlyNationalFoods,employsmorethan160peopleatitsMorwellfacility,andisAustralia’slargestsinglemanufacturingsitefortheproductionofyoghurt,dairydessertsandsourcream.

A$500,000granthassupportedLongwarryFoodParktoundertakethedevelopmentofa$2.8millionPortionPackUHTproductionline.Theprojectwillallowthecompanytoproducea250mlUHTmilkTetraPakatitsLongwarrymanufacturingplant,creating15newjobsandsignificantlyincreasingproduction.
ThenewproductlineisspecificallyaimedattheAsianmarket,andwillincreasethecompany’sexportswhilecontinuingtogrowtheAsianmarketplaceforVictoriandairyproducers.
DROUIN WEST TIMBER AND TRUSS
DrouinWestTimberandTrusswillundertakea$2.23millionprojectthatwillprovidethecompanywithanewmanufacturingfacilitycapableofproducingmaterialsforupto500homeseachyear.
Theproject,whichreceivedagrantof$700,000,willdeliverstate-of-the-artequipmentthatwillfacilitateadvancedtimberconstructionmethods,producingpre-cladexteriorwallsandfloorsectionsthat,alongwithrooftrusses,canbedeliveredtothebuildingsiteanderectedinaslittleasoneweek,cuttingupto10weeksfromtheconstructiontimeofnewhomes.Twenty-twonewjobswillbecreatedaswellasafurthereightnewjobsduringtheproject’sconstructionphase.
TheprojectswillallowthecompanytointroducethelatestbuildingconstructionmethodstotheVictorianmarket,positioningitselfasoneofGippsland’smostinnovativemanufacturersanddeliveringsignificantcostsavingsforbothnewhomeownersandthelocalbuildingindustry.

ThemajorityofFloodRecoveryCommunityInfrastructureFundprojectsassociatedwiththe2010and2011floodswerecompleted,includingtheCentralGoldfieldsFloodRecoveryCommunityInfrastructureRe-EstablishmentprojectandtheCreswickBowlsClubRelocationproject.Projectsassociatedwiththe2012floodscontinuedtobedelivered.
The$5millionFloodSupportProgram,establishedthroughtheRegionalGrowthFundasapartnershipbetweenRDVandtheDepartmentofEnvironmentandPrimaryIndustries,wasalsocompletedin2013-14.TheprogramsupportedfiveCatchmentManagementAuthoritiestorestoreflood-damagedcatchmentsandimproveenvironmentalconditionsforprimaryproducersandirrigatorsinflood-affectedareas.Outcomesincludethedirectemploymentof59positionsand37indirectpositions,togetherwiththeinvolvementof50volunteersfromLandcare,ConservationVolunteersAustraliaandWaterwatchandatleast30landholdersworkingacross15projects.
Inadditiontotheprogramsandinitiativesoutlinedabove,$8.7millionhasbeenapprovedtofund48projectsunderthe$10millionVictorianBusinessFloodRecoveryFund,expectedtoleverage$137millionininvestmentandcreate793jobsinVictoria.
FIrE>rECOvErY>uNITThroughtheFireRecoveryUnit(FRU),RDVcontinuedtoprovideacentralpointofcontactforinformationandconnectiontoserviceswithintheStateGovernmentforcommunitiesaffectedbythe2009BlackSaturdayBushfires.
InFebruary2014,theFRUledthecoordinationandstagingofacentralcommemorativeeventtomarkthefifthanniversaryofthe2009VictorianBushfires.Thiswasasignificantmilestoneformany,andtheeventattractedmorethan300peoplefromacrossVictoria.
HostedbythePremierandheldatMelbourneMuseum,theeventfeaturedperformancesfrombushfire-affectedcommunitiesandaphotoexhibitiontitledImagesofRecovery.
TheFRUcoordinatedthepublicationoftheVictorianBushfireRecoveryFiveYearReport,publishedinearlyFebruary2014,whichsummarisedkeyrecoverymilestonesandachievementsovertheprecedingfiveyears.
MArYSvILLE>HOTEL>>ANd>CONFErENCE>CENTrEIdentifiedasoneofeightcatalystprojectsthatcouldassistintheeconomicrecoveryofMarysville,constructionworksonthe$28millionVibeHotelMarysvillecontinuedtoprogresswellin2013-14.
The101-roomfour-starhotelwillfeatureconferencefacilitiesformorethan300people,awood-firegrillrestaurant/gastropub,cafe,deliandbakehouse,aswellasaspaandwellnessarea.
Theprojectremainsontrackforcompletioninlate2014andrepresentsavitalcomponentofMarysville’stourism-ledrecoveryfromthe2009VictorianBushfires.TheVibeHotelMarysvillewillprovideanimportantboosttothetraditionaltouristdestinationoncecompleted,drawingvisitors,boostinglocalemploymentandstimulatingtheeconomy.
Constructionofthehotel,onthesiteoftheformerCumberlandHotel,hasalreadycreatedupto85full-timejobs,andmorethan60full-timejobsareexpectedtobecreatedinMarysvilleoncethehoteliscompleted.

RDVprovidesalocalpresenceandsinglepointofengagementforcommunities,business,localgovernmentandotherstakeholderswhenaccessingawide-rangeofgovernmentservices.Thenewmodelallowsforamorecoordinatedandstrategicapproachtoservicedeliveryandsupportinourruralandregionalcommunities,encouraginggreaterengagementamongsttheportfoliosofRegionalPlanning,SportandRecreationVictoria,andtheOfficeofAboriginalAffairsVictoria.
OurRegionalBusinessEngagementteamshaveworkedacrossGovernmentdepartmentsandportfoliostocoordinateinvestmentattractionandexportfacilitation,supportingregionalbusinessesandhelpingtodevelopsustainableindustriesthataregrowthorientatedandexportfocused.Ourbusinessengagementmodelfocusesonanintegratedapproachencompassinginvestment,trade,skills,infrastructureandregulation,supportingtheeconomicresilienceofregionsbytargetingjobsgrowthandinvestmentopportunitiesfornewandexistingbusinesses.

Facilitatingthestrategic,sustainablegrowthofGeelong,Victoria’slargestregionalcity,isakeypriorityforBarwonSouthWest.ThePlanningandDevelopmentTeamhasworkedcloselywithkeystakeholders,includingtheCityofGreaterGeelong,thelocalcommunity,commercialdevelopersandinfrastructureagenciestoensurewell-plannedandservicedurbanextensionstoLara,oneofthedesignatedgrowthnodesinthemunicipality.Theteam’sextensiveworkculminatedwiththeapprovalofthreeplanningschemeamendmentstotheGreaterGeelongPlanningScheme,allowingnewresidentialandcommerciallanddevelopmentattheLaraWestPrecinct,andnewhousingdevelopmentsatboththeManzeeneVillageandCaddysRoadPrecincts.Thesethreeprecinctswillaccommodateatotalof4,800newdwellings.TheLaraWestPrecinct,whichalonecomprises4,000residentiallots,isanticipatedtogeneratea$37millioninvestmentinroads,communityinfrastructureandsportingfacilities.Itwillalsoincludeanemploymenthub,expectedtoprovide300jobs,aneighbourhoodactivitycentreandthreenewschools.
AUSTRALIAN LAMB
AustralianLambColacprocessesupto40,000lambsperweek,andemploysapproximately350staff.TheBusinessEngagementTeamhasworkedwiththecompanytosecureagrantof$250,000throughtheIndustriesforTodayandTomorrowprogramtosupporta$2.35millionexpansionofthecompany’sfreezerandcold-storefacilities.Itwillallowthecompany,whichhasexportaccreditationfortheChinesemarket,toincreaseexportsintothegrowingChineselambmarket,boostingexportsbyapproximately$5millionperyearandcreating25newjobsinmeatprocessingatColac.Theexpansioncomprisesa1,000cartonplatefreezer,freezerstoragefor500palletspacesandanadditionalloadingdock,reducingrelianceonthirdpartycool-storesinMelbourneandallowingdirecttransportofcontainerstothePortofMelbourne.
GREAT OCEAN ROAD HERITAGE CENTRE
DueforcompletioninNovember2014,theGreatOceanRoadNationalHeritageCentrewillformpartofLorne’sVisitorInformationCentre,tellingthestoryoftheconstructionoftheGreatOceanRoadandbecomingafocalpointforpermanentandtemporaryhistoricaldisplaysonthehistoryoftheGreatOceanRoad.ThestoryoftheconstructionoftheGreatOceanRoadcapturesauniquetimeinAustralianhistory,builtwiththeassistanceofmorethan3,000Australianex-servicemenovera13-yearperiodandformingamemorialtothosewhofoughtforAustraliaduringWorldWarOne.TheprojectwasachievedthroughastrongpartnershipbetweenRDV,theSurfCoastShireCouncilandtheFederalGovernment,thateachcontributedtothetotalprojectcostof$750,000.

Inlate2013,followingthereleaseoftheRegionalPolicyAdvisoryCommitteereportResearchintoEducationAspirationforRegionalVictoria,theGippslandRegionalManagementForum(RMF)identifiededucationalaspirationasasignificantissueaffectingthefutureoftheregion,withaparticularconcernaroundschoolretentionandpost-secondaryeducationattainmentlevels.
TheRMFidentifiedtheneedforanintegratedapproachacrossallgovernmentportfoliostoachievelong-termchangeaimedatprovidingafutureworkforcewiththerequiredattributes,skillsandknowledgetobeeffectivelyengagedinemergingindustries.TheRMF’s‘BroadeningHorizons’educationprojectisfocusedonbuildingstrongerconnectionsbetweenindustryandsecondarycolleges.InpartnershipwiththeBeaconFoundation,RMFagenciesareworkingwithsecondarycollegesacrossGippslandtodevelopworkplacelearningopportunitieslinkedtocurriculum.ThisincludesapartnershipwithRDVGippslandandMaffraSecondaryCollege,whichisprovidingmentoringtoYear8studentgroupswhoareundertakingexperimentsandinvestigationsaspartoftheirsciencecurriculum.Co-partnersintheongoingprojectincludeBawBawShireCouncil,theDepartmentofHealth,theCommitteeforGippslandandanumberoflocalindustriesandbusinesses.
THE DEADLy IN GIPPSLAND SPIRIT CONFERENCE
TheDeadlyinGippslandSpiritConference,heldbetween26and28March2014,washostedbytheEastGippslandShireCouncilinpartnershipwiththeEastGippslandLocalIndigenousNetworksfromBairnsdale,LakesEntrance,OrbostandCannRiverandLakeTyersAboriginalTrust.Theconferenceincorporatedpresentations,displays,workshops,forums,culturalactivitiesandtours,andfocusedonthekeythemesofhealthandwellbeing,employment,educationandtraining,strengtheningAboriginalcommunities,smallbusinesssuccessstories,accountabilityandreconciliation.
Over400peopleattendedtheconference,launchedwithanexhibitionshowcasingtheworkofover25AboriginalartistsfromGippsland.
Collaborationwaskeytothesuccessoftheconference,withsupportandfundingprovidedbytheGippslandRegionalManagementForum,StateandFederalgovernmentdepartments,allsixlocalgovernmentsinGippsland,localorganisationsandagencies,andcommunityrepresentatives.TheRDVGippslandteam,workingcloselywiththeOfficeofAboriginalAffairs,werekeycontributorstotheplanninganddeliveryoftheevent.
GIPPSLAND REGIONAL GROWTH PLAN
TheGippslandRegionalGrowthPlan(RGP)presentsanoverallregionalstrategytosupportaprojectedpopulationgrowthofover116,000peopleby2041.DevelopedoverthreeyearsandendorsedbyallsixlocalgovernmentsinGippsland,theplanprovidesdirectionforaccommodatinggrowthanddevelopmentwhileprotectingGippsland’skeyregionaleconomicandenvironmentalstrengths.
Theplansetsoutdirectionsandrecommendationsthataredesignedtoencouragethedevelopmentofproductiveandinnovativeagriculture,forestryandfisheryindustries,protectbrowncoalassetsandpositivelyaddressthechallengesofacarbonconstrainedenvironment.ItalsoseekstostrengthenkeytourismassetsincludingMountBawBawandtheAustralianAlps,WilsonsPromontoryNationalPark,BunorongCoast,CroajingolongNationalParkandTarraBulgaNationalPark,whilesupportingtheprotectionofenvironmentalassetssuchaswaterways,sceniclandscapes,culturalheritagesites,inlandandcoastallandscapes.
TheRGPhighlightstheimportanceofplanningforimprovementstotheroadnetworkandtheDandenongRailCorridor,andidentifiestheneedtoinvestigateopportunitiesforrailandroadreservesthatconnecttheregion’seconomytothePortofHastings.TheplanrecommendstheimplementationofintegratedlandusestrategiesforLatroberegionalcityandregionalcentres,aswellastheongoingimplementationoftheLatrobeValleyIndustryandEmploymentRoadMap.

GrAMpIANSMOORABOOL STRATEGIC EMPLOyMENT AREAS STUDyThroughout2013-14RDVworkedcollaborativelywithMooraboolShireCounciltoinvestigateopportunitiesforemploymentgrowthintheParwanarea,withaviewtocreatinganemploymenthub.ThePlanning,DeliveryandBusinessEngagementteamsfromRDVGrampianswereallinvolvedinthedevelopmentoftheproject,whichwillallowCounciltobetterunderstandthegrowthpotentialandlocalemploymentopportunitiesinthiskeyprecinct.Thestudywillidentifyfutureemploymenttrendsforthecatchmentarea,identifyrelevantlanduserequirements,andenableanincreasedunderstandingofindustrial,agriculturalandvalue-addindustriestobetterinformtheplanningframeworkrequiredtofacilitatedevelopment.
WorkingwiththeRegionalPlanningTeamwillenablethestudytoprovidestrategicdirectionforanumberofplanningissues,includingthoserelatingtozoningandpotentialrevisionstotheBacchusMarshFrameworkPlan,aimingtorecogniseParwanasapotentialemploymentzone.RDVhasprovidedsupportof$75,000towardthe$125,000project.
BALLARAT RAILWAy STATION PRECINCTThroughout2013-14workprogressedontheBallaratRailwayStationPrecinctMasterPlan,whichwillprovidedetailedanalysisoftheprecinct’sfutureuseanddevelopmentandopenupnewopportunitiesfortheunderutilisedlandandstructureswithinthesite,includingthedevelopmentofapotentialtransporthub.TheMasterPlanincorporatestheCityofBallarat’sCBDstrategy-MakingBallaratCentral-andwillfacilitatethedevelopmentandstrengtheningofBallarat’sCBD.
TheRDVGrampiansteamhasbeenworkingcloselywithCouncilandothergovernmentagenciesincludingDTPLIandVicTrackonthedevelopmentoftheplan,withallRDVregionalportfoliosprovidingvaluableinput,fromstrategicfacilitationinregardtotherelevantplanningandheritagecontrolstoinvolvementinthenegotiationofpotentialcommercialinvestment.
ALEXANDRA OVAL REDEVELOPMENTTheAlexandraOval,Ararat’shomeofAFL,soccer,cricket,hockey,netballandtennis,whichalsoservesasavibrantcommunityfacilityforthepeopleofArarat,beganamajorredevelopmentinNovember2013andisnownearingcompletion.
AninfrastructurepriorityforAraratRuralCityCouncil,theprojectunderwentanextensiveplanningprocessinconsultationwiththecommunityandwiththesupportoftheRDVGrampiansteam.LedbySportandRecreationVictoria,whichcoordinatedanintegrated,regionalapproach,theinitialstagesdrewheavilyontheexpertiseofbothregionalandcentralplanningteamstoensureahighlyflexiblespacethatmeetscommunityexpectations,thefunctionalrequirementsofthemanyorganisationswhowillutilisethesite,andoccupationalhealthandsafetyrequirementsandguidelines.StateGovernmentinvestmentforthe$3.8millionfacilitycamefromacrossthreefundingprogramstorealiseanintegratedinvestmentapproach,withsignificantcontributionsalsoprovidedbyAraratRuralCityCouncil,AraratCommunityEnterprise,theAlexandraOvalReserveCommitteeofManagementandtheFederalGovernment.
Theredevelopmentcomprisesamultipurposeroomaccommodatingover200seatedpatrons,acommercialkitchen,barandcanteenfacilities,meetingrooms,changerooms,homeandawayclubroomswithdedicatedfacilitiesfortrainersandumpiresandarangeofpublicamenities.
AraratRuralCityCouncilhascommenceddiscussionswiththeRDVGrampiansteamregardingimplementationofthenextstageintheoval’smasterplan,whichwillcompriseadditionalsportandrecreationinfrastructure.
HuMEHUME REGIONAL GROWTH PLAN OVERVIEWDevelopedoverthreeyearsandendorsedbyalltwelvelocalgovernmentswithintheHumeregion,theHumeRegionalGrowthPlan(RGP)presentsanoverallregionalstrategytoaccommodatelong-termpopulationgrowthintheregion,anticipatedtoincreasebyanadditional80,000peopleby2041.TheRGPrecognisestheroleofthekeyregionalcitiesofShepparton,WodongaandWangarattainaccommodatingthisexpansion,butalsofocusesontownsalongMelbourne’speri-urbanregionthatwillcontinuetoattractsignificantgrowth.
TheHumeRGPsupportsthedevelopmentofexistingeconomicsectorssuchasmanufacturingandagriculturebyidentifyingstrategicagriculturalandindustrialland,whileencouraginginvestmentinemergingindustriessuchasrenewableenergygeneration.Theplanalsoconfirmstheimportanceofmaintaininganddevelopingkeyregionaltourismassetssuchasnationalparks,tracksandtrails,waterbodiesandAlpineareas.
TheresultofclosecollaborationbetweenRDVandDTPLI,theRGFbroughttogetherlocalgovernmentsandawidecollectionofStateGovernmentagenciesandauthorities,producingaplanthatreflectsregionalaswellasstate-wideprioritiesandprovidesastrongfoundationforlong-termgrowthanddevelopmentacrosstheregion.

BENALLA ADVANCING COUNTRy TOWNS (ACT) The$9.4millionACTProgramaimstocreatenewopportunitiesandimprovethequalityoflifeinnineregionalandruralcommunitiescurrentlyexperiencingrapidchange.Theprogramistargetedatimprovinglinksbetweenlocal,regionalandruralservicestoensuretheyrespondappropriatelytolocalneeds.
Aspartoftheprogram,RDVhasworkedwithBenallaRuralCityCouncilandalargegroupofstakeholderstodevelopandimplementanumberofinitiativesaimedatimprovingtheresilience,capacityandprosperityoftheBenallacommunity,targetinginparticulartheareasofeducation,integratedservices,andemployment,skillsandtraining.
In2013-14anEconomicDevelopmentandTourismStrategywasdevelopedthroughbroadconsultationtoprovideanoverarchingfocusforlong-term,sustainablegrowththatencompassesnewbusiness,economicdiversificationandfuturetourismpotential.RDVworkedinpartnershipwiththeDepartmentofEducationandEarlyChildhoodDevelopment(DEECD),BenallaRuralCityCouncil,FederalGovernmentagenciesandlocalcommunityorganisationstodeveloparoadmaptosupportlocalinitiativesemanatingfromthestrategy.FundingthroughtheACTprogramwasusedtoleverageadditionalcontributionsthroughDEECD,BenallaRuralCityCouncilandlocalphilanthropicorganisationtheTomorrow:TodayFoundation.
SIGNIFICANT TRACKS AND TRAILS STRATEGy FOR HUME
CoordinatedthroughSportandRecreationVictoria,thedevelopmentofastrategicplanforthefuturedevelopmentofHume’swalking,cycling,mountainbikeridingandhorseridingtrackssourcedcontributionsfromall12localgovernmentauthoritiesandtheHumeRegionalDevelopmentAustraliaCommittee.
Theprojectincludedextensiveconsultationwithkeystakeholders,auditsofexistingtrailsandanalysisofdevelopmenttrendsbothnationallyandinternationally.Thefinalreportwillinformfurtherinfrastructuredevelopmentandidentifiesspecificareastobeaddressedtocreateanimprovedvisitorexperience.Itmakesanumberofrecommendationsaimedatmaximisingtheeconomic,tourism,environmental,healthandlifestylebenefitsfortheregion.
OngoingdevelopmentwillbeoverseenbyapartnershipincludingrepresentativesfromRDV,SportandRecreationVictoria,theDepartmentofEnvironmentandPrimaryIndustries,eachoftheHumeRegionlocalgovernmentareasandAlpineResortBoardsandkeytrailandcyclingorganisations.
LOddON>MALLEEBENDIGO HOSPITAL
The$630millionNewBendigoHospitalProjectconstitutesthelargestregionalhospitalprojectinVictoria,andoneofthelargestregionalhealthcareprojectsinAustralia.RDV’sLoddonMalleeteamhasplayedanactiverolethroughouttheearlystagesoftheproject,withtheRegionalPlanningTeamactivelyengagingwiththeDepartmentofHealth,GreaterBendigoCityCouncilandBendigoHealthtonavigatethiscomplexprojectthroughthedifficultplanningprocesswhileensuringtheprotectionofsignificantheritageobjectsandbuildingsatthesite.
TheteamalsoassistedintheestablishmentoftheLeveragingtheBenefitsoftheNewBendigoHospitalSteeringCommittee,supportedbya$350,000grantfromtheRegionalGrowthFund.TheCommitteeisresponsibleforidentifyingandrespondingtoemergingbusinessopportunitiesandconstraintsassociatedwiththeproject.In2013-14keyachievementsincluded:

MALLEE DISTRICT ABORIGINAL SERVICES
MalleeDistrictAboriginalServices(MDAS)willundertakeasignificantupgradeofitsfamilyservicesbuildingtomeetgrowingdemandintheNorthernLoddonMallee.Mildura’sAboriginalpopulationhasgrownby38%inthelastdecade,placingunprecedenteddemandonMDAStomaintainandimprovethequalityandbreadthofitsservices.MDAScurrentlyservicesbetween5,000and10,000clientsacrossMildura,SwanHill,Balranaldandsurroundingareas.
RDV’sLoddonMalleeteamhasworkedwithMDAStodevelopanexpansionproposalthatwillmeetincreasingneedoverthenext40-50yearsandprovidegreatertrainingandeducationalopportunitiesforAboriginalpeopleintheregion.The$1milliondevelopmentwillbesupportedbya$500,000grantthroughthePuttingLocalsFirstProgram.

ApartnershipbetweentheCityofGreaterBendigo,SportandRecreationVictoriaandRDVwilltransformEaglehawk’sCanterburyParkintoamulti-usesports,majoreventsandentertainmentspace.RDV’sLoddonMalleeteamhasworkedcooperativelyacrossanumberofportfoliostoleveragemultiplefundingstreamsandmaximisetheoutcomesforthelocalcommunity.
The$6.4millionprojectwillincludeanewsportshubcomprisingcricket,netballandtennisfacilitieswithexternallighting,asyntheticbowlinggreenandmulti-functionalpavilionincludingchangerooms,kiosk,multi-purposeroomandimprovedseatingandamenitiesforspectators.TheadjacentCanterburyParkEventSpacewillincludeaflexibleoutdoorspacewithspecialitylightingandextensivelandscapingtoaccommodateawiderangeofusesthroughouttheyear.Fundingfortheprojectincluded$650,000throughSportandRecreationVictoriaand$500,000fromthePuttingLocalsFirstProgram.
LaunchedthroughtheRDVwebsite(www.rdv.vic.gov.au)inMay2014,theRegionalVictoriaInformationPortalbringstogetheraround150,000datapointsacrosshundredsofindicatorsand135geographiestoprovideinteractiveandeasyaccesstothelatestinformationonourregionalandruralcommunities.
Bymakingcomprehensiveandconsistentinformationavailableinasinglelocation,theInformationPortalaimstoenablemoreinformeddecisionmakingandstrongerengagementforthoseinvolvedinregionaldevelopment,includingStateGovernment,councils,businessandindustry,universities,researchinstitutionsandotherstakeholders.
Itcombinesdatafromalargepooloforganisationsandgovernmentdepartments,providinginformationontheeconomy,humancapital,population,housing,health,physicalcapital,socio-demographicindicators,geography,andforecasts.

The2013RoyalMelbourneShowranovertwelveexcitingdaysfrom21Septemberto2October,attractingmorethan500,000visitorsincludingadailyattendancerecordof82,000visitorsonSunday29September.
RDV’s2013displaywaslocatedinsidetheWoolworthsPavilion,andembracedastrategyfocussedoncolourandinteractiontodrawvisitorsin.Thestandwasdividedintothefiveregionalboundaries(BarwonSouthWest,Grampians,LoddonMallee,HumeandGippsland),witheachprovidingafeaturedisplayandkeyinformationontheregion.
Humeprovidedoneofthemostpopularattractionswiththeglidingsimulator,highlightingthatBenallahaswonthehostingrightstothebiannualWorldGlidingChampionshipsin2016.AnothercrowdfavouritewasGippsland’sracecarsimulator,showcasingthePhillipIslandCircuit.AmorephysicalchallengewasprovidedbytheLoddonMalleeregion,withtheHammerofHappinessfromCampaspeShire.AsurfboardphotoopportunityfromtheBarwonSouthWestregionofferedaneasierchallengeasdidthecyclingrailtrailsdisplayfromtheGrampians.

The2014RegionalVictoriaLivingExpo,heldattheMelbourneConventionandExhibitionCentrefrom11to13April,attractedmorethan9,600peopleandinvolved147exhibitors,includingcommercialexhibitorsandtheState’s48regionalandruralcouncils.
Exhibitorsshowcasedthemanyqualitiesoftheirregionsandcommunities,presentinginformationandadviceonjobs,education,property,healthandlifestyleopportunitiesavailableinregionalandruralVictoria.Broughttogetherunderoneroof,thethree-dayeventallowedprospectiverelocatorstogatherinformationandmakedirectcontactwiththosemostintegraltotheirdecisiontomove,suchaslocalcouncilsandregionally-basedorganisations.
Theeventisnowafixtureontheannualcalendarofevents,andhasprovedparticularlypopularwithyoungfamiliesandworkingprofessionals,includingmanyinthehealthsectorsuchasdoctors,dentists,nursesandhealthcareadministrators.
Councilscontinuetoreceiveextremelypositiveenquiriesfromattendeeskeentomovetotheirregions.
Sinceitslaunchin2012,theGoodMovecampaignhasfeaturedreal-lifefamiliesthathavemadethejourneyfromabigcitytoenjoytheuniquelifestyleandemploymentopportunitiesofferedbyourregionalandruralcommunities.
In2014RDVlaunchedanewcampaignacrossTV,printandradiofeaturingthetownofWarracknabealintheShireofYarriambiack.ItbuildsonpreviouscampaignsthathavehighlightedBeechworth,Bendigo,CurrajongandPortFairy.
In2013-14,theGoodMovemarketingcampaigncomplementedtheRegionalVictoriaLivingExpotopositionregionalandruralareasasideallocationstoestablishahomeandtakeupemployment,businessandeducationopportunitiesthatareequal,ifnotbetter,thanthoseavailableinMelbourne.
